PRESIDENTIAL DECREE No. 997 1Presidential Decree No. 997 or PD 997CONFERRING CIVIL SERVICE ELIGIBILITIES ON SCIENTIFIC AND TECHNOLOGICAL SPECIALISTS ON THE BASES OF THEIR QUALIFICATIONS AND THE REQUIREMENTS OF PUBLIC SERVICE-law-grant qualification 2WHO ARE QUALIFIED FOR THE GRANT OF STSE?SECTION 1: DEFINITION AND COVERAGE OF FIELDS OF STUDYhas at least a Bachelors degree in areas enumerated in Section 1 of the Rules and Regulations Implementing the Provisions of PD No. 997 (Revised 2009)

SECTION 2: ADDITIONAL REQUIREMENTSAt least three (3) years of continuous experience in research and/or teaching in the pertinent field ;orHas earned a masters or doctorate degree in any of the fields of study enumerated under Section 1;orHas a patented invention as certified by Intellectual Property Office of the Philippines.

-which may include specialized training in research, or teaching experience at the college level in ones major field or field of specialization, or completion of a patented invention;-The teaching experience should be in the academe (College Level at the least) in his/her major field of specialization and academic in nature-actively doing research at the time of filing the application;

6Objectives:to promote scientific research and inventionto give emphasis to scientific and technological programsto recruit more personnel into government service(Scientific and Technological Specialist Eligibility-STSE)-consistent with the provisions of Constitution, to towards the advancement of science in the countryin keeping with national and global events;-attract specialist in public service realizing the contribution that they can make to push with greater vigor the development programs of the country. -through the issuance of Scientific and Technological (S&T) Specialist Eligibility4Revised Implementing Rules and Regulations of Presidential Decree No. 997 (REVISED 2009)Section 2: Documentary Requirements UPON FILING:1. Properly accomplished CS Form 101-C (Revised, Dec. 2011).2. Three pieces of identical ID pictures taken within the last three months prior to filing of application with specifications, as follows:3. Assessment fee of PhP100.00 payable to DOST-SEI;4. Five (5) copies of each of the following documents:Duly certified statement of duties and responsibilities (with official seal and logo). Original and photocopies of transcript of records and diploma (undergraduate/graduate/post-graduate, as applicable). The original copy shall be returned to the applicant after authentication of the photocopy;Recommendation from head of office or school on the application for PD 997 eligibility, which shall include a statement regarding his/her assessment of the applicants research or teaching proficiency (with official seal and logo);List of S&T subjects taught/being taught and the duration of teaching said subjects, duly certified by the Dean of the school (see form under Downloads) (with official seal and logo);

Other documents:- Published research paper/technical reports for concluded scientific research-Certification of research proficiency indicating the title of scientific research project/s the applicant has participated in and the duration-Certificate of patented invention, if available7Section 2: Documentary Requirements UPON CLAIMING OF CERTIFICATE OF ELIGIBILITY (COE):1. Application receipt (lower portion of the CS Form 101-A, Revised Dec. 2011) provided by DOST-SEI;2. Original and photocopy of any of the following ID cards.3. Original and photocopy of the Birth Certificate of the applicant.4. For female married applicants, original and photocopy of Marriage of Certificate.5. Certification executed by the applicant that he/she has no pending administrative and/or criminal case before any court/authorized body, and that he/she has never been found guilty/convicted of any administrative offense and/or crime, using the prescribedCSC SPEL Form 1, April 2012; and6. Processing fee of PhP300.00 must be in the form of Postal Money Order borne in the name of the Civil Service Commission Central Office, Batasan Hills, Quezon City.

The following are considered stakeholders of the grant of eligibility pursuant to PD 997 and their respective duties and responsibilities9Section 4: Application ProcessA. Applications should be submitted to DOST Regional OfficesB. Secretariat-review the documents for completeness and endorse to the PD 997 CommitteeC. PD 997 Committee will evaluate and deliberate on the qualification of the applicantsD. Civil Service Commission grant Scientific and Technological Specialist eligibility (Certificate of Eligibility)

Section 5: APPROPRIATENESS AND EFFECTIVITY OF THE PD 997 ELIGIBILITYThe STSE shall be considered appropriate for first and second level positions in the government that do not involve practice of profession and are not covered by Bar/board/other special laws.Section 6: Effectivity ClauseThe date of effectivity of the STSE shall be the date of approval of an application by the PD No. 997 Committee.Section 7: Repealing ClauseAll rules and regulations or any part or provision thereof, inconsistent with these new Rules or any part or provision hereof, are hereby repealed or modified accordingly.Thank You!!!DantiiiScientific and Technological SpecialistS&T Specialist Eligibility-civil service eligibility- granted to qualified individuals who has highly technical qualifications gained through education sharpened by research and experience and completed at least a Bachelors degree in areas
