Realised the difference between “Data Capture” and “GIS” – they overlap, but not the same
Need “Right tools for the job”

Business NeedFeb 2004 –
To implement a water/wastewater specific system that would enable seamless concurrent asset capture between GIS and OASIS (Hansen) while maintaining the data integrity inherent in the OASIS system.
Strategic alignmentCity Assets – “Develop and maintain appropriate information systems to support informed asset related decision making”
CAD, GIS & AM Data Capture & Integration
The Project
Descriptively named –“Data Capture Improvement Project”Gold Coast Water only
Minimal impact on Corporate GIS environment
Urgency due to asset capture backlog
CAD, GIS & AM Data Capture & Integration
General Requirements
Water and Wastewater SpecificOff the shelf functionalityCustomisable where required
Manual drawing functions – CAD like toolsSeamless integration with Hansen
User to have no direct interaction with HansenCode / Lookup tables – single source
Oracle Spatial Database based

Migration of MapInfo datasets to OracleOpen access/standards
Future proofed solution
Compatible with current GCCC GISSystem only for asset capture and analysis, other GIS users would still maintain current access
Ability to receive data from multiple sources eg. dxf, SEQROC (GML)

Selection
Invited GIS vendors with existing Hansen Integration tools (select tender)The selection process identified that the industry has acknowledged there is a need for this type of system and we were impressed at the level of fit of all the responses

The Solution
Oracle Spatial data storageOpen GIS standardsMigration of GCW GIS data to Oracle Spatial“Munsys” Data CaptureUtilise and enhance existing Munsys –Hansen integration tool
CAD, GIS & AM Data Capture & Integration
The Solution – con’t
Hansen IntegrationAccepted by HansenUses Hansen API and direct access to databaseHansen is point of truth for codes/lookups, Administrator maintains from Hansen end and Munsys is updatedNo user interaction required with Hansen app

Implementation Issues
Clean data is not clean dataIntegration challenges when dealing with multiple vendorsChange management of staff from “old school” file based systemsStaff skill sets had to be upgraded for this project
CAD, GIS & AM Data Capture & Integration
Current State of project
Asset capture went “live” in April 2005Hansen tool is working well, however some additional features missed in our initial technical spec are being addedMapInfo (corporate GIS) integration in place – not yet automated
CAD, GIS & AM Data Capture & Integration
Summary
Impressed with what we can now do with our data
Usability of the data separately as spatial and aspatial as well as combined
Data is now secure and futureproofIntegrated reporting possible with HansenReady for MIDAS deploymentLot more cleansing to doGIS team excelled in the implementation
CAD, GIS & AM Data Capture & Integration
Summary – con’t
Productivity GainsEven with problems in the source data format, capture is nearly twice as efficient.Huge benefits expected once GCCC adopts a more appropriate digital data lodgement standard – will be able to map lodged data directly into Oracle Spatial through the Munsys application (to ensure integrity). No more manual asset capture into HansenAble to use most appropriate tool on the single data source.
