Sterling Solar, LLC ("Sterling" or "Applicant") is applying for a Minor Amendment to the Sterling Solar Generating Facility Area Plan ("Area Plan") and the Mohave County General Plan to change each reference within the existing Area Plan and the Board of Supervisors' Resolutions from the specific solar technology known as the "Sterling Energy SunCatcher" to a more general reference of all types of "photovoltaic solar" technology. Solar energy generation technology is developing rapidly, and the proposed change to the Area Plan and General Plan would allow flexibility to use the most efficient and cost-effective technology available. No further changes to the Area Plan or General Plan are proposed at this time. Concurrently with our application to amend the Area Plan and General Plan, we have also filed an application to rezone the portion of property located within the boundary of the Area Plan located north of the railroad tracks from Energy Overlay E-SE (Energy-Sterling Engine) to Energy Overlay E-M (Energy - Mixed). This change, similar to the requested minor amendment to the Area Plan and General Plan, will permit multiple types of alternative energy generation technology to be located on the property instead of only the Sterling Energy SunCatcher technology. The Applicant is requesting any opinions and comments you may have concerning the proposed amendment to the Area Plan and General Plan and the proposed rezoning to be sent to the Mohave County Development Services Department, attention: Planning Division. The letter must reach Planning staff before the date of the scheduled public meeting or hearing by the Planning and Zoning Commission for this request. You or your representative may attend any public meeting concerning this issue to discuss the action. The Mohave County Zoning Ordinance requires all property owners within a one mile radius benotified of this request. The enclosed drawing is for your reference. A public meeting will beheld on November 15, 2011 at 6:00 p.m., at the Golden Shores Community Center, having anaddress of 13136 Golden Shores Parkway, Golden Shores / Topock, AZ 86436.

These items will be scheduled to be heard at the Mohave County Planning and ZoningCommission meeting on December 14,2011 at the County Administration Building on 700 W.Beale Street in Kingman at lOam.
