    ProSe - enabled UE

    A UE that supports ProSe requirements and associated procedures. 1)

    Unless explicitly stated otherwise, a Prose -enabled UE refers both to a non -public safety UE and a public safety UE.

    ProSe - enabled Public Safety UE:

    A ProSe -enabled UE that also supports ProSe procedures and capabilities specific to Public Safety.

    ProSe - enabled Non - public Safety UE:

    A UE that supports ProSe procedures and but not capabilities specific to public safety.

    A UE that supports ProSe Discovery and ProSe Communication. Unless explicitly stated otherwise, a ProSe -enabled UE refers to any ProSe -enabled UE (i.e. Public Safety or not). 2)

    ProSe - enabled Network: a network that supports ProSe Discovery, and/or ProSe Communication. 2)

    ProSe Discovery

    ProSe Direct Discovery

    A procedure employed by a ProSe -enabled UE to discover other ProSe -enabled UEs in its vicinity

    by using only the capabilities of the two UEs with Rel.12 E -UTRA technology.

    EPC- level ProSe Discovery

    A process by which the EPC determines the proximity of two ProSe -enabled UEs and informs them of their proximity.

    ProSe Communication (1/2)

    ProSe Communication

    A communication between two or more ProSe -enabled UEs in proximity

    by means of a ProSe Communication path .

    any/all of the following :

    ProSe E -UTRA Communication or

    ProSe -assisted WLAN direct communication between only two UEs,

    ProSe Group Communication or ProSe Broadcast Communication.

    ProSe Direct Communication

    A communication between two or more UEs in proximity that are ProSe -enabled,

    by means of user plane transmission using E -UTRA technology via a path not traversing any network node .

    ProSe Communication path The communication path supporting ProSe Communication.

    ProSe E -UTRA Communication path could be established e.g. directly between the ProSe -enabled UEs using E - UTRA , or routed via local eNB(s).

    ProSe Group Communication

    A one - to -many ProSe E -UTRA Communication, between more than two Public Safety ProSe -enabled UEs in proximity,

    by means of a common ProSe E -UTRA Communication path established between the Public Safety ProSe - enabled UEs .

    Relay

    ProSe UE - to - Network Relay

    a form of relay in which a Public Safety ProSe - enabled UE acts as a ProSe E -UTRA Communication relay

    between a Public Safety ProSe -enabled UE and the ProSe -enabled network using E -UTRA.

    ProSe UE - to - UE Relay

    a form of relay in which a Public Safety ProSe - enabled UE acts as a ProSe E -UTRA Communication relay

    between two other Public Safety ProSe -enabled UEs.

    Requirements for Proximity Services

    The requirements listed exclude GSM and UMTS. Proximity Services shall not impact either of GSM and UMTS.

    General Requirements for Proximity Services

    The ProSe capability features may include the following:

    Announce application is able to allow a UE to be discovered by other UEs interested in it. This method shall be consistent with ProSe Discovery requirements, and subject to network control. Monitor application to allow a UE to discover other UEs of interest for this application. This method shall be consistent with ProSe Discovery requirements, and subject to network control. Communicate a service method that shall enable an application to initiate communication with the authorised application on another UE in its proximity. The Network can then apply Prose Communication, if appropriate.

    Public Safety Specific Requirements

    Pro ximity services shall not be available to ProSe - enabled UEs not served by E - UTRAN , except in the following cases:

    Public Safety ProSe - enabled UEs can use ProSe services when operating on public safety spectrum even when not served by E -UTRAN. In this case, at least a one - time pre -authorization to use ProSe services is needed. A Public Safety ProSe - enabled UE with ProSe Discovery enabled shall be able to discover other discoverable Public Safety ProSe -enabled UEs when some or all of the Public Safety ProSe -enabled UEs involved in ProSe Discovery are not served by E -UTRAN, whether or not ProSe E -UTRA Communication is used (including whether or not ProSe Group Communication or ProSe Broadcast Communication are used).
