Demonstration Venues

Provides access for government & commercial orgs to demonstration and experimentation venues, and deeper understanding of DoD needs

Stiletto is a maritime technology demonstration platform with an “electronic keel” that enables rapid integration of new technologies. The 88-foot experimental boat provides an authentic military maritime platform with easy access for small businesses and non-traditional performers. Stiletto provides a flexible venue for innovators to gain a deeper understanding of warfighters’ needs, and to get that feedback earlier in development. In FY 2017, Stiletto demonstrated 56 technologies, including systems from 27 small businesses.

High Speed, Electronic Keel Marine Testbed

Joint Interagency Field Experimentation (JIFX) demonstrates and evaluates new technologies related to Department of Defense research in an operational field environment. JIFXalso provides the operational community an opportunity to experiment with these technologies to better understand their capabilities and how to use them. Together this creates a collaborative, boundary-pushing environment to explore the implications and applications of emerging technology.

Joint Interagency Field Experimentation (JIFX)

Thunderstorm is an enduring technology demonstration venue open to a wide range of participants, including small businesses, military, and interagency representatives. New and existing technologies from focus areas such as Intelligence, Surveillance, and Reconnaissance (ISR), can be integrated, evaluated, and assessed under real world conditions with scripted and unscripted scenarios. In FY 2017, Thunderstorm demonstrated 42 technologies, including systems from 20 small businesses.

Prototyping and Assessments• Advanced Mortar Protection System (AMPS)

– System for providing accurate 81mm or 120mm indirect fire capability suitable for units occupying small to medium-sized forward operating bases (FOBs)

– Quickly developed prototypes with electrically driven ground mounts.– Fielded 20 systems to U.S. Forces-Afghanistan in support of Operation

Enduring Freedom. Transitioned to PM Mortar

• Accelerated Nuclear DNA Equipment (ANDE)– Processes DNA samples and matches to terrorist database– Replaces expeditionary lab with a fieldable laser printer size device– Certified to be used in forensic data bases. Transitioned to SOCOM, DHS, DoJ

• BLOOM– Moored buoy capable of long duration (months) surface operations. “Duck &

hide” capability.– Provides radio frequency (RF), magnetic, optical, radiological, or chemical-

based sensing with existing or future payloads – Conducted a Critical Design Review (CDR) in February 2017 with subsequent

rapid transition to the field.

• Scanning IR Sensor for UAV Detection and Tracking (SISUDT)– Passive infrared and electro-optical sensors to detect, track, identify and pass

real time information on UAVs to FOB Base Defense Operations Centers – Pre-deployment testing false alarm rate: 60,000 / hour– To date, over 600 UAV detections have been confirmed and positively identified– Air Force developing 20 improved systems for 2018 deployment.

JCTD Assessments• Independent Assessment:

o Independent Assessor develops an integrated operational and technical approach to assess military utility of the capability

o Provides technical analysis of demonstrations / assessment results

• Technical Demonstration (TD) / Operational Demonstration (OD):o TD: confirms the technical functionality, freeze the solution design, and serve as dress

rehearsal before the OD – Technical Manager (TM) as lead

o OD: confirms the capability meets critical operational issues and metrics, and functional requirements are within the scope of CONOPS and TTP – Operational Manager (OM) as lead

• Military Utility Assessment (MUA): o Seminal event for JCTDs – near end of 2-4 year project

o Describes how a JCTD’s products affect the resolution of an operational problem and fulfill the desired capabilities

o Declares the level of operational utility according to CONOPS and TTP

o Provides recommendations for transition and acquisition

Risk reduction activities P&E is executing to inform the SOCOM concept include:• Characterization of a subscale SSL demonstrator in a simulated flight environment• Validation of target acquisition, fine track, and aim point maintenance methodology• Design and test of a beam director behind optical window concept to minimize

airstream effects

SOCOM has identified four areas where RDT&E can inform the development of the AC-130 HEL gunship:• Solid-state laser (SSL) performance in an airborne

environment• Isolation structures which minimize/manage beam jitter• Optical window designs minimizing aero-mechanical &

aero-optical effects• Target acquisition, fine track, and aim point maintenance
