1.3 Change Request Summary
Feature Name
Dynamic BTS and MS Power Control
Brief Feature Description
When BTS and MS Power Control are used in the network, the total amount of radiated power isreduced. This implies that the uplink co- and adjacent channel interference in the network is reduced. The C/I will be increased for connections with low signal strength or with bad quality using full BTS orMS output power, since they experience a reduced interference level. On the other hand, the C/I isdecreased for connections with high signal strength and good quality since they are subject to a reducedMS output power. The C/I reduction will however not affect the speech quality since these connectionshave a margin to the lowest tolerable C/I.
Key Benefits
Improved DCR and SDDR.
Risks
Reduced Rxlev on Active Mode during drivetest activity.
Considerations
Aggressive Power Control Settings are needed in a dense urban area to minimize the level ofinterference.

1.4 Further Details
1.4.1 The algorithms in MS Power Control and BTS Power Control are thesame.
When a connection has low path loss (left part), the BTS transmits at its lowestpossible power level. Although the MS receives a signal that exceeds the desiredvalue, the BTS cannot reduce the transmitted power any further. Conversely, when a connection experiences high path loss (right part), the BTS transmits atthe maximum allowed power level for the cell. The power cannot be increasedeven if the received signal strength in the MS is low. Note that this is dependent onthe path loss compensation used.
When quality is taken into account the output power is regulated up or downdepending on the received quality. The base station power then varies with thequality measured by the MS. When an MS has low rxqual (high quality) the basestation sends on low power and when an MS has high rxqual, on high power. Thehigher the rxqual, the higher the power and vice versa.
