REQUEST FOR EXPRESSION OF INTEREST (REOI)

ENGAGING CONSULTANT FOR COMMUNITY PARTICIPATION, SOCIAL SCREENING AND SOCIAL MOBILISATION AND TECHNICAL SUPPORT REQUIRED FOR THE IMPLEMENTATION OF CLUSTER AGRICULTURAL COMPETITIVENESS PLAN (CACP) IN GUDHA

(DISTRICT-BUNDI) CLUSTER OF RACP

The Rajasthan Agricultural Competitiveness Project Management & Implementation Society (RACP-MIS) has received credit (Credit No.5085 IN) from World Bank towards the cost of RACP and intends to apply part of the proceeds for consultancy services.

The Rajasthan Agricultural Competitiveness Project Management & Implementation Society now invites eligible Consultant for Community Participation, Social Screening and Social Mobilization and Technical Support Required for the Implementation of Cluster Agricultural Competitiveness Plan (CACP) In Gudha (District-Bundi) Cluster of RACP to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The attention of interested Consultant is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [World Bank’s Procurement Guidelines January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultant may associate with other Consultant in the form of a joint venture or a sub consultancy to

enhance their qualifications. Consultant will be selected in accordance with the CQS method set out in the

Consultant Guidelines.

Expression of Interest must be submitted latest by 27.02.2018 at 3.00 PM at the address given below.

RACP-REOI to Engage Consultant for RACP Cluster

Brief Background Information

1. The Government of Rajasthan (GOR) is executing & implementing the World Bank assisted Rajasthan Agricultural Competitiveness Project (RACP) (Credit No. 5085-IN) in the State of Rajasthan.

2. Rajasthan Agriculture Competitiveness Project Management and Implementation Society (RACPMIS) is a registered Society which is implementing the World Bank funded Rajasthan Agriculture Competitiveness Project (RACP).

3. The Project Development Objective of the RACP is to establish the feasibility of sustainably increasing agricultural productivity and farmer incomes through a distinct agricultural development approach by integrating agriculture water management and agricultural technology, farmer organizations and market innovations in selected locations across the eight agro-ecological zones of Rajasthan.

4. The guiding principles under the project are: sustainable and efficient use of water resources, including improved on-farm water use efficiency, reduced water-intensive cropping patterns, and using the resultant savings of water from agriculture sector for economic purposes outside of agriculture in support of the state's water policy objectives; increased private sector participation in the development of value chains in processing and marketing in support of the state's agro-processing and agri-business policy; and improved public sector capacity in delivering agriculture support services.

5. The project will be executed and implemented in about seventeen (17) clusters representing eight (8) "Agro-Ecological Zones (AEZs)" of the state of Rajasthan with application of location-specific menu of approaches and interventions. In all the clusters except in Mokhampura, implementation of activities will be carried out by the concerning line departments with the support of Non-Governmental Organization (NGO).

6. Each cluster will have a defined theme and demonstration objective. The relevant hydrological catchment area / command area will provide basis of water resource management activities. Each of the clusters will address sufficient quantity of cultivation for the lead commodity identified and selected for the "Value Chain Development (VCD)".

7. Key Project Interventions are 1. Improved Water Use Efficiency; 2. Technology Transfer and Market Led Advisory Services; 3. Livestock Support Services for Small Ruminants (Goats); 4. Agri Business Promotion Facility; 5. Market Information and Intelligence Services

QUALIFICATION CRITERIA

1. The consultant must be a legal entity (Co-operative/Society/Trust registered in India under the relevant regulations/legislations or registered under Section 25 of Company Act 1956 or Section 8 of Company Act 2013) with a registered office in India and must have been operational in India for at least past three years and supported with necessary documents.

2a. The consultant must have minimum annual turnover of INR 300.00 Lakh in any of three financial years in last 5 years from 2012-13 to 2016-17 and supported by the Audited Statements.

2b. If any Consultant is applying as joint venture (special purpose vehicle) then associated each of them must have minimum annual turnover of INR 200.00 lakhs in any of 3 years in last 5 years from 2012-13 to 2016-17 and should have at least three years’ experience and supported by the Audited Statements.

3. The consultant should preferably have experience of working in Rajasthan in the desired sector for last three years at least. In case of Joint Venture at least one of the partner should have been working preferably in Rajasthan for last three years (2014-15, 2015-16 and 2016-17).

4. The consultant must have mobilized at least 5000 farmers/women members and promoted their FPO/Co-operatives/Federations/SHGs) in last three years (2014-15, 2015-16 and 2016-17). It should be supported with necessary statements/documents.

5a. Consultant/NGOs earlier worked with RACP and has been discontinued in RACP cluster on the basis of their non-satisfactorily performance shall be treated ineligible for this EOI and if they apply then their proposal will not be considered for this purpose.

5b. If Consultant/NGO is working in RACP in one cluster, may also apply for the Gudha cluster.

5c. If any Consultant /NGO is already working in two clusters with RACP shall be treated ineligible for this EOI.

6. The consultant (Individual/Joint Venture) must have experience of:

7. The Consultant applying for should meet the eligibility criteria both under watershed sector for catchment areas and surface water sector for command areas.

8. The consultant should not have been Black listed by CAPART or Government of Rajasthan/ Government of India or any Donor Consultant or discontinued from the RACP project and supported with necessary declaration.

INSTRUCTIONS TO THE APPLICANTS

1. Applicant(s) must read all the "instructions to applicants" very carefully. Applicant(s) must

submit its expression of interest (EOI) strictly in the prescribed formats only. Experience of

working in last three years i.e. till 31/03/2017 should be submitted in form nos. 7 for ongoing

assessments and in form no. 8 for completed assessment. The experience of working in

Rajasthan will have to be provided separately in the same formats (in form nos. 07 & 08).

2. The objective is to solicit EOI from eligible Consultant for consideration for short-listing.

3. This request for expression of interest (REOI) expressly intends to qualify the suitable

submissions of expressions of interests for shortlisting exclusively on the basis of details and

information furnished by the applicant(s) without being influenced by any other extrinsic factor.

4. Applicant(s) must note that this REOI does not intend to invite any curriculum- vitae (CV) of any

professional' or expert. Applicants should note that the EOI submitted should not contain any

CV or any proposal for professionals with or without names in any way.

5. Applicant(s) must ensure that the EOI submitted should include only required documents,

details, and information. In no case, there should be an attempt to make it a bulky document

with undesired documents and other unwanted details. The project is not obliged to consider

such details that are not related with this REOI.

6. Details of project(s)/past experience should be provided strictly in the "Prescribed Format"

along with supporting documents/ evidence substantiating the experience of the applicant(s).

7. Applicant(s) must ensure that each page of the EOI submitted in the prescribed format as well

as all enclosures and annexures are signed by the duly authorized signatory of the applicant.

All signatures must be dated.

8. All witnesses and sureties shall be person of status and probity and their full names and

addresses shall be stated below their signature. Applicant(s) must furnish the "Power of

Attorney" in prescribed format for the authorized signatory specifying acts, deeds and things as

may be necessary in connection with the EOI. The "Declaration" submitted by the applicant(s)

must be in accordance with the prescribed form and must be signed by the authorized signatory

with competent power of attorney.

9. Any Consultant applying as Individual or as Joint Venture should have minimum three years’ experience separately.

10. The EOI submitted by the Consultant will be evaluated / shortlisted on the basis of evaluation criteria.

11. Applicant(s) may clarify their doubt(s) (if any) by contacting the authorized official(s) of the

project communicating through telephone, facsimile or email.

Consultant.

Terms of Reference (TOR) For

Engaging Consultant for Community Participation, Social Screening and Social Mobilization and

Technical Support Required for Planning and Implementation of Cluster Agricultural

Competitiveness Plan (CACP) in Gudha Cluster of RACP

I. Background:

1. The Project Development Objective (PDO) of Rajasthan Agricultural Competitiveness Project (RACP) is to establish the feasibility of sustainably increasing agricultural productivity and farmer incomes through a distinct agricultural development approach by integrating agriculture, water management and agricultural technology, farmer organizations and market innovations in selected locations in the State. The aim is for the state to help farmers get more rupees per unit of water in compensation for farmers using fewer units of water.

2. The guiding principles under the project are: (a) sustainable and efficient use of water resources by retro-fitting the Four Waters Concept in the catchment areas, where ever feasible, including rain water harvesting, improved on-farm water use efficiency, reduced water-intensive cropping patterns, and using the resultant savings of water from agriculture sector for economic purposes outside of agriculture in support the state’s water policy objectives;(b) increased private sector participation in the development of value chains in processing and marketing in support of the state’s agro-processing and agri-business policy; and (c) improved public sector capacity in delivering agriculture support services.

3. Key Project Level Indicators may be (a) Increase in water use efficiency in agriculture; (b) Increase in agricultural productivity; and (c) Increase in gross margins from crops and livestock products.

4. Key Intermediate Level Indicators may be (a) Increase ground water recharge; (b) Reduce siltation; and (c) Increase efficient use of conserved moisture.

5. The RACP has four components: Component 1: Climate Resilient Agriculture; Component 2: Markets and Value Chains; Component 3: Farmer Organization and Capacity Building; and Component 4: Project Management, Monitoring and Learning. The project is taken up in seventeen clusters representing eight Agro-Ecological Zones (AEZ) of the state and implements a location-specific menu of approaches and interventions. Each cluster is having a defined theme and demonstration objective.

6. The relevant hydrological catchment area will provide for the basis of water resource management activities and demarcates the geographical boundaries of the given cluster. A detailed Cluster Agricultural Competitiveness Plan (CACP) for each of the selected clusters centered on the key components of the project (i.e. water & agriculture, horticulture, animal husbandry (small ruminants), markets & value chains, farmer organizations) forms the basis of the investment in a given cluster.

II. Objectives of the assignment: Consultant will be responsible to follow instructions and directions of DPMU and all line departments of the cluster. The objectives of the assignment are:

1. to assess and update the Socio-Economic Profile/Status of the community;

2. to ensure the community participation for the proposed interventions of the CACP; herein after referred in the CACP document by including all the sub plans of eligible investments; including modifications if any, under the project through participating line departments in RACP Clusters;

3. to mobilize farmers / producers / beneficiaries having common interest around a particular commodity / field / economic activity by organizing them into groups / associations / federations /

company or any other legal entity as per the operational guidelines of the project and all other relevant directions of PMU and also for overall achievement of project objectives;

4. to provide assistance to the DPMUs and all other participating line departments i.e. Agriculture, Horticulture, Animal Husbandry, Watershed Development & Soil Conservation and Water Resources Departments in collection of data required for preparation/modification of sub plan & CACP for all the line departments, organizing trainings and IEC activities for the communities1 for water scenario specific activities under improving water use efficiency, market led production, increasing productivity, quality improvement & marketing techniques;

III. Detailed scope of assignment:

1. Community Participation: Consultant will

a. Undertake and Summarise Consultations with key CACP stakeholders during project preparation and implementation in line with the RACP PIP and Social Management Framework, and ensure the integration of stakeholder feedback in CACPs

b. Undertake information, communication and awareness interventions proposed under the CACP (both the objective of the CACP and its content, the approach taken and the process adopted) to ensure CACPs are locally understood by the stakeholders/community and facilitate their ownership

c. ensure that the interventions are supported by the local leadership and the stakeholders/community of the cluster.

d. Facilitate and document community's interest / willingness to participate in the implementation of CACP, and ensure that their felt/expressed needs & shared commitment to respond to the community problems & meeting the objectives of CACP.

2. Data Collection and Signing of Grant Agreement: Consultant will

a. ensure collection of required data pertaining to socio economic, agriculture, horticulture, animal husbandry, water resources availability and its various uses, and revenue data and maps, if required, from the revenue department in prescribed format to be given by line departments and hand over to DPMU/PMU, line departments and uploading in web application for CACP etc.

b. assist in filling of application forms of individual beneficiaries / CBOs willingness supported by photography, videography, contact numbers of beneficiaries etc. for taking up various activities and hand over to DPMU / line departments as per the specified procedure of the project.

c. ensure signing of grant agreement from individual beneficiaries / CBOs required for project assistance.

3. Preparation and Implementation of the Social Management Plan. In line with the Social Management Framework (SMF), the Consultant will prepare and implement a cluster - specific Social Management Plan (SMP), which would include

a. Preparation and Implementation of Stakeholder Consultation Plan for Cluster:

b. Implementation and reporting of PRA and IEC activities;

c. Implementation and reporting of the Beneficiary Targeting, Gender, Inclusion, benefit sharing strategy with respect individual beneficiary assets, common services/infrastructure, community institutions and training interventions;

d. Training and Capacity Building activities on Targeting, Inclusion, Gender and Social Safeguard and related themes for all community institutions;

e. Safeguard Screening and Mitigation measures: The Consultant shall undertake safeguard screening of government and public lands identified for CACP interventions, to assess potential adverse social impacts, suggest alternative options, and prepare mitigation plans .

f. support the DPMUs and PMU in incorporation of the above findings and measures in the Cluster Plans along with commensurate budget and timelines for activities.

4. Community Mobilization

A. At the Village level:

a. Formation of groups: In all the water theme based clusters, Consultant will

i. undertake awareness campaign in consultation with DPMUs and the participating line departments/partner Consultant through individual contacts and small group meetings, organizing mass awareness meetings, community envisioning and vision validation etc.

ii. form, update and strengthen the affinity members of farming community, landless, women and goat rearers as land based groups; activity based groups including formation of land based groups as Multi Task Groups (MTGs) for Agriculture, Horticulture, Water sector activities in all the clusters and activity based groups as User Groups (UGs) in watershed and surface water clusters. Separate MTGs will be formed for small ruminant beneficiaries /farmers in identified clusters.

iii. assist and facilitate project / groups in preparation of bye-laws, selection of group representative, naming of group, identification of group activities with particular emphasis on group marketing.

B. At the Gram Panchayat/Irrigation System Level:

a. Formation, Federating and Strengthening of Multi Task Association (MTAs) under watershed /

catchment areas of the cluster: Consultant will

i. be responsible for formation, federating and strengthening of MTAs in each of the Gram Panchayat of cluster area as per the operational guidelines of the project.

ii. be responsible for their registration under suitable acts as per Bye–laws of MTAs and conducting regular meeting of MTAs.

iii. ensure that each MTA has one community resource person (CRP) from amongst the local, qualified youth, who is willing to carry out office and accounting work of MTAs. If not selected in any GP, complete the selection and get approval from the concerned DPMU.

iv. be responsible for the required capacity building of CBOs and CRPs.

v. keep liaison with the local PRIs particularly on community related issues.

vi. be responsible for federating the MTAs/MTGs/UGs into Producer Organization /Farmer Producer Company based on activities.

b. Formation of Farmer's Organizations under surface water / commend areas of the cluster:

Consultant will

i. be responsible to assist in preparation/updating of voter lists, election process to constitute the groups like Water User's Associations, Distributary Committee & Project Committee (as applicable). Assist in formation of sub committees as per the PIM Act 2000 as per the operational guidelines of the project.

ii. assist WUAs in selecting one community resource person (CRP) for each WUA from amongst the local, qualified youth, who is willing to carry out office and accounting work of the WUA.

iii. be responsible for the required capacity building of Members WUAs, DCs, PCs, Sub Committees and CRPs.

iv. keep liaison with the local PRIs particularly on community related issues.

v. be responsible to provide assistance in conducting election of PCs/DCs/WUAs/Sub Committees/MTGs into Producer Organization /Company based on activities.

5. Support in Functioning of CBOs (MTGs/UGs/MTAs/WUAs/FOs /POs/FPCs etc.) a. Consultant will work with the farmer's groups, CBOs formed as per the water theme of the clusters

and shall establish their office within the cluster area as per the operational guidelines. Consultant will work with CBOs and provide reports about progress of work done by the Consultant, activities of CBOs, including difficulties being experienced by the CBOs, if any, with their remedial measures.

b. Consultant will visit the CBOs with his man power as per following monthly schedule: i. Team Leader will visit at least 05 MTAs/WUAs and 02 MTGs of each MTAs/GWMCs/WUAs on

rotational basis. ii. Community Mobilisation Specialists (CMS) will visit at least 05 MTAs/WUAs and 05 MTGs of each

MTAs/WUAs on rotational basis. iii. Community Organisers on regular basis of their allotted area.

c. The team of Consultant as stated above will assist and guide the CBOs so that they become fully functional and shall monitor the functions / activities required to be performed by them; included but not limited to the, supervision the implementation of activities, operation of office, maintenance of records / accounts, maintenance of assets, visits and all other activities as stated in their respective by-laws.

d. Consultant will bring to the notice of the concerned CBO, DPMU, competent authority of line department any complaint, requirement, need, bottleneck or any other deficiency with regard to project implementation from the beneficiary point of view and also as intimated by the authorities, convey the suggestions and remedies for the deficiencies and bottlenecks to the beneficiaries.

e. The Consultant will prepare and submit to the DPMU quarterly reports on the implementation of the CACP and Social Management Framework (SMF), with specific focus on participation and inclusion of the small holder farmers, SC, ST, women farmers in CACP preparation, CACP implementation, farmers mobilisation, institutional processes, training and capacity building interventions, detailed implementation planning, access to private goods, access to common assets and infrastructure.

f. Consultant will monitor the status and facilitate the CBO's for the following: i. Establishing / functioning offices ii. Opening of Bank Account iii. Maintenance of the records, as per the operational guidelines iv. Creating awareness about the role and responsibilities in the General Body / Management

Committee / Executive Committee and all members of CBOs. v. Regular holding of General Body / Management Committee / Executive Committee meetings

of CBOs and recording of the minutes of the meeting in prescribed register. vi. Explaining procedures for execution of works by CBOs. vii. Attending complaints received from general farmers and addressing of the same, including

resolution of dispute among members. viii. Annual Financial Audit. ix. Annual social audit of records.

All the community institutions mentioned above will adopt norms and processes on inclusive

leadership, beneficiary targeting, benefit sharing, social safeguards and gender equity in line with

the social management framework of RACP.

6. Training & Capacity Building: Consultant will

a. assess / revisit / conducting cluster specific training & capacity building requirements after detailed training need assessment (TNA) exercise involving all the stakeholders such as beneficiary groups, communities, PRIs etc.

b. subsequent to the TNA, design training courses and prepare training plan as per the training manual for the project period and submit to DPMUs and concerning line departments.

c. prepare training modules, identify subject matter specific resource persons / institutes for various trainings and assist in undertake all field/cluster level trainings, workshops and carry out capacity building programs for the stakeholders, communities, PRIs etc., as per the approved training plan with the support/guidance of DPMU and line departments.

d. train community resources persons (CRPs) from the selected clusters. These CRPs would be responsible to support CBOs as per water theme in their functioning including but not limited to, collecting data from the hydrological monitoring system, book keeping, conducting participatory crop water budgeting, assisting the Rural Haats and RTCs etc.

e. identify beneficiaries for all types of trainings / capacity building and assist in organizing exposure visits/study tours for the stake holders to the places where the community has successfully implemented/in similar programs.

f. motivate and organize MTG members and lady link workers for technical and other training programmes.

g. assist in carrying out mass awareness program, orientation of the potential/targeted beneficiaries, training / workshops with in state and outside the state, training and capacity building of community on Agriculture and Horticulture interventions as per the AAP.

7. Implementation of Common Pasture Development Plan: Consultant will

a. assist the project/line departments in the development and management of silvi-pasture on community lands through MTAs/UGs/contractors; ensure consultation and coordination with the local Panchayats, communities and concern line departments; this will include, among others, demarcation of the common pasture, identification of users of pasture; formation of user groups; allocation of the common pasture to the user groups, establishment & development of pasture etc. The activities under pasture development would include, among others, phasing, location specific fencing of the pasture lands, V-ditches on contours, over seeding of locally demanded/adoptable grass seeds, plantation, creating local water sources etc. Concern Line department will provide technical support in common pasture development activities to the Consultant.

b. formulate the usufruct rights from the common pasture lands in consultation with the local Panchayats and communities;

c. formulate sustainable management and maintenance plan of common pasture lands in consultation with the local Panchayats and communities; this would include, among others, gap filling, watering, maintenance of appropriate fencing; user charges; watch and ward etc.

8. Implementation of Small Ruminant Development Plan: Consultant will

a. assist to DAH in carry out the small ruminant strengthening and management plan given in CACP in consultation with the communities and other stakeholders; with a focus on improving market access and value addition, productivity enhancement through breed improvement, improving feeding, animal health services, animal husbandry and management advisory support, improving fodder management, capacity building etc.

b. form / strengthen goat producers multi task groups (MTGs) and its federation/Producer organization in the cluster as per specified procedure of the project;

c. assist the groups and its federations/FPO to access diversified markets; inputs and services on a gender equitable basis.

d. assist in scanning existing buck/goat marketing practices, markets and strengthening/ establishment of small ruminant haats in the cluster, including finalization of the sites, in coordination with the local Panchayats and the project followed by assistance in organizing small ruminant haat in cluster on regular basis (weekly or fortnightly)

e. assist in the collection of performance data as mentioned in the operational guidelines.

f. assist in selection of lady link workers (LLW) at Gram Panchayat level and get approval from the concerned line department.

g. assist in establishment of small commercial goats farms as demonstration units, in consultation with the MTG & other stakeholders as per the operational guidelines and provide handholding / technical support.

h. assist in identification of widows and/or specially abled, in consultation with the MTG and as per operational guidelines, for taking up goat as a livelihood and provide handholding / technical support to establish enterprise.

i. assist in organizing animal health camps, at the village level, as per requirement, in consultation with the PIA-AHD, MTG, and CBO. The activities to be undertaken in these animal health camps, includes among others, treatment, deworming, mineral mixture supplementation, vaccinations etc.

j. assist in regular vaccination of goat/ bucks population.

k. assist in identifying farm plots and setting up of demonstrations of the fodder and other animal husbandry practices, this includes among others processing of crop residues, usage of chaff cutters and stall feeding, housing etc., using the selection / identification criteria given in the operational guidelines and in consultation with the communities;

l. assist in establishment and management of Fodder /concentrated feed Banks at RTC in consultation with the MTG, and CBOs in the cluster and provide handholding/technical support as per approved procedure of the project.

m. assist in the establishment of Rural Technology Centers (RTC) in the cluster, including finalization of the sites, and Mobile emergency health services vehicle in coordination with the local Panchayats/ AHD and the project, followed by assistance in management of RTC activities, in consultation and coordination with DAH for the activities as per CACP.

n. assist in registration of Goat farmers.

o. assist in development of strategies and implement the creation of sustainable fund at CBO level as per the operational guidelines under the project and handholding support to CBO for management of sustainable fund.

p. assist in planning and coordination with the DAH for the procurement of various inputs that are needed for the demonstration program.

q. assist in coordination with RAJUVAS and the project for the supply of bucks to the groups and insurance of the inducted and other bucks/goats of the cluster area.

r. ensure beneficiary willingness & motivate to deposit beneficiary’s contribution for animal husbandry activities as per operational guidelines.

9. Implementation of sustainable agricultural and horticultural management systems: Consultant will

a. assist in identification of cluster specific developmental need pertaining to agriculture & horticulture and ensure appropriate address to these in preparation of Annual Action Plan (AAP) for Agriculture and Horticulture interventions to be implemented in the cluster in context of CACP.

b. assist in selection of farmers / beneficiaries, preparation of beneficiary application with required documents and collection of beneficiary’s contribution wherever applicable for various activities as per the annual action plan for the cluster for execution of field level activities under Agriculture and Horticulture component of CACP.

c. provide technical back up to all the beneficiaries of the cluster and regular feedback regarding outbreak of disease, insect pest, adverse weather effect and other issues related to the crop production in the cluster through their technical assistant.

d. assist the line departments in the convergence of other governmental schemes to be implemented in the cluster.

e. assist in establishment of Farmer's Common Service Centre (FCSC), ICT based extension delivery system etc.

f. assist in carrying out crop water budgeting exercise (CWB) on an annual basis so as to match the water resources availability with the prevalent crop plan and requirements for perennial crops and to achieve highest net return with use of every unit of water.

g. assist in sharing the results from the crop water budgeting exercise to the community on a regular basis and undertake survey of cluster to determine the extent of adoption of the decisions taken during the crop water budgeting exercise, and analyze the reasons of poor adoption if any, along with measures to ensure appropriate adoption.

h. assist in selection of farmers and identify farm plots for setting up of demonstrations of the agriculture and horticulture crops including adoption support, soil sampling and analysis, post-harvest management (PHM) activities in context of the CACP/AAP as per the selection / identification criteria given in the operational guidelines and in consultation with the communities; and assist to CBOs / MTGs / IBs in selection of farmer, selection of site for diggies & its construction on regular basis as per the operational guidelines.

i. assist in laying out the demonstrations along with field days/kisan melas/exhibitions for the dissemination of the demonstrated technologies.

j. assist in laying out the demonstrations on other Agriculture and Horticulture activities like resource conservation, seed production, micro irrigation, post-harvest management, protected cultivation, bee keeping, mushroom cultivation, solar energy, vermi-composting and organic farming in the cluster area as per the CACP/AAP.

k. assist in advising the communities to make them informed about pre-season decisions on cropping plan based on (i) resources availability; and (ii) market preferences /trends.

l. assist to support the communities on an annual basis to identify the key opportunities and constraints from input supply, production systems, output marketing, and devise necessary measures and farm level strategies to overcome the constraints based on the CWB.

m. assist to make comparisons of the adoption rates, changes in the irrigation practices (scheduling, irrigation methods, usages and water saving and conservation practices); calculation of water saved through CWB (both projected and actual on yearly basis for Agriculture / Horticulture crops).

n. assist to coordinate with district Agriculture / Horticulture departments and other Agriculture / Horticulture development agencies in supporting implementation of agriculture/horticulture extension and agri-business development activities in cluster;

o. assist in devising and carrying out of Contingency Crop Planning for Aberrant Weather Conditions like Delayed onset of monsoon, Dry spell immediately after sowing, Break in monsoon – mid or late season drought, Early withdrawal of monsoon, Crop group and Crop wise contingency plan, Contingent plan relevant to all crops and cropping systems;

10. Implementation of Watershed Development Activities: Consultant will

a. assist in preparation of Annual Action Plan (AAP) for watershed development activities to be implemented in the cluster.

b. assist in the preparation of watershed sub plan of CACP to the PIA/PIU-Watershed.

c. assist in selection of beneficiaries and obtaining beneficiary’s willingness for implementation of watershed development activities; including but not limited to, Farm Ponds, Contour/Field Bunds, Mini-Percolation tanks, Sunken pits, Pasture Development activities, WHS etc. on regular basis.

d. ensure that the objective, methodology, likely benefits, quality aspects of watershed development activities are properly and adequately conveyed to users i.e. MTGs/UGs.

e. assist in collection of Beneficiary contribution as per operational guidelines on regular basis.

f. assist in carrying out Crop Water Budgeting (CWB) exercise on seasonal basis regularly.

g. assist in selection of site, installation & management of Hydrology Monitoring Network, collection of data, compilation, reporting to line department etc. as per operational guidelines.

h. assist and ensure quality of activities as per design criteria to be executed under watershed development component at the farmer’s field and in non-arable and drainage line areas.

i. document the successful examples, farmer’s interviews, photographs, impact showing data (pre-post) properly and submit to the PIA-watershed/PMU.

11. Implementation of Surface Water Management Activities: Consultant will assist in

a. constitution / functioning of the following five sub committees as provided in Chapter 12 Para 53 of RFPMIS rules :

(a) Administration, Finance and resources sub committee

(b) Work Sub Committee (Nirman up samiti)

(c) Water Management and agriculture Sub Committee (Sinchai up Samiti)

(d) Monitoring, Evaluation and Training Sub-Committee

(e) Chak Samiti

b. assist in construction of WUAs office (if required) & regular handholding support to WUAs / CRP

for office management

c. preparation and implementation of operational & maintenance plan.

d. arranging regular meetings between the Management Committee of FOs and their counterpart competent authority in irrigation as well as agriculture department in surface water cluster.

e. assist in construction of FOs office (if required) and regular handholding support to FOs / CRP for office management.

f. assist the department in supervision and monitoring of rehabilitation & modernization activities on canal system with FOs.

g. assist in assessment, collection with WUAs and sharing of water charges with WRD.

h. assist in ensuring equitable water distribution to all the concerned stake holders.

12. Information Education Communication (IEC): Consultant will

a. disseminate the project concept with the support / guidance of DPM and PIAs on project development objective, agricultural (agriculture, horticulture & livestock) productivity

enhancement activities, market access, linkages with banks, Ground water / Canal water / Watershed management options (as per the cluster - water theme) as per Operational Guidelines through pamphlets, Wall Paintings with figures, Display Boards with figures, Slogans, Picture shows, Street Play/ Nuked Natak/ Puppet Shows / focal dance / songs by local artist in an effective manner using local language in the cluster area.

b. organize IEC campaigns for three times in a year i.e. before & during Monsoon, before & during Rabi Irrigation and before & during zaid for entire project for person-to-person communication in local languages with figures and to mobilize the community and creating awareness about the project concept and potential management options to regulate ground water withdrawal.

IV. Record keeping and other administrative work: Consultant will

1. ensure setting up of its project office in the cluster area itself immediately after signing of the contract. Necessary office equipments like office furniture, computers, printers etc. shall be provided by the Consultant at its own level.

2. maintain all the records for various activities implemented by the Consultant and also assist the communities in maintaining their records.

3. be responsible to compile and send the progress report on monthly/quarterly/half yearly /yearly basis in the prescribed format as per the requirement of the project.

4. ensure uploading information on web based monitoring application of RACP.

V. Period of the Assignment: Consultant would be appointed initially for a period of one year which

may be extended further on annual basis for up to April 30, 2019. The performance of the

Consultant will be closely monitored and reviewed on periodic basis and in case the performance is

found unsatisfactory, action pursuant to the terms and conditions of the contract shall be put in

force by the client.

VI. Facilities to be provided by the Client: The client will

1. provide access to RACP-Project Implementation Plan (PIP), Operational Guidelines, RACP’s Social Assessment, Social Management Framework and Environment Assessment and Environment Management Framework, Training Manual and other necessary and required project related documents.

2. provide a copy of the cluster level records available with the project, CACP comprising of various sub plans of concerning line departments of the cluster along with maps and other relevant records etc. as may be necessary for planning and implementation of the CACP to the Consultant.

3. Cluster related data, online-access to data, records, maps, registers, (existing & new required) available with the DPMUs.

VII. Reporting Requirements: The Consultant will

1. submit detailed progress reports in the prescribed formats on monthly, quarterly and annual basis (three copies each, both in hard and soft copy) to the DPMUs/ PMU/Line Departments. The reports shall include photographs, videos, success stories, issues hindering progress, etc.

2. maintain documents properly for all physical activities through photography/ videography and submit along with monthly progress reports to DPMUs/PMU/Line Departments.

3. ensure maintaining of all necessary records of project activities and its availability for reviews, audits & verifications.

VIII. Monitoring and Progress Review:

1. Regular monitoring and supervision of the Consultant shall be done by the concerned DPMU. Consultant will submit the progress reports in the prescribed formats on monthly, quarterly and annual basis. The DPMU concerned will verify the performance of the Consultant as per the contract / deliverables.

2. Quarterly/Annual review of the Consultant’s work and performance shall be done by a Committee comprising of Project Director, Chief Finance Controller, Manager (Procurement), concerning DPM, designated officer as OIC-cluster & concerned all PCs at the PMU level and representatives of line departments at PIU, cluster / district level.

3. RACP-PMU will have the right to change/modify the above mentioned Committee on the basis of administrative grounds and project requirements.

4. On the basis of satisfactory annual performance the contract shall be extended for annually up to April 30, 2019. This Committee will also guide, direct, and instruct the Consultant in accomplishing the assignment in desired manner.
