Poštovani učesnici Konferencije,

Zadovoljstvo mi je predstaviti vam šestu Konferenciju o ekonomiji Montenegro 2016, koja će se tokom dva dana trajanja baviti regional-nim perspektivama Zapadnog Balkana. Prvom Konferencijom, koju je Privredna komora Crne Gore organizovala 2010. godine, postavili smo sebi visoke ciljeve, koje smo, prema ocjenama privrede, a i akademskih i političkih struktura prevazišli. Tako je, od 2014. godine ovaj događaj dobio regionalni karakter, posebno kada se našao u Završnoj dekla-

Filip Vujanović specijalni je gost na svečanom otvaranju Konferencije, čime sa najvišeg državnog nivoa dobijamo podršku i ovom nastojanju, da kao poslovna asocijacija damo doprinos regionalnom povezivanju. Na temu dostignuća tokom decenije od obnove nezavisnosti Crne Gore, kao i sagledavanju regionalnih perspektiva govoriće, takođe, naš spe-cijalni gost, gospodin Milo Đukanović, predsjednik Vlade Crne Gore.

Mministri ekonomija iz Regiona će nam, učestvujući na Konferenciji, u posebnom panelu, predočiti ostvareno i očekivanja od Berlinskog procesa, kojim je njime iskazana snažna politička podrška evropskoj perspektivi Zapadnog Balkana.

Predsjednici privrednih komora Regiona, koji su u prethodne dvije ipo decenije činili napore vrijedne poštovanja da svom članstvu otvaraju vrata saradnje u zemljama okruženja, stvarajući kroz to osnovu da se obnavljaju pokidane veze i na drugim ravnima, na ovom skupu govori-će o onome što poslovna zajednica prepoznaje kao realne šanse razvoja i napretka.

Brojni drugi, birani, govornici naše Konferencije iz redova privrede, privrednih komora, akademske zajednice i međunarodnih institucija svojim učešćem na pojedinačnim panelima Konferencijeće, pomoći će da sagledamo mnoge izazove, pitanja, kao i mogućnosti koje su pred nama.

Poštovani učesnici, pozivam vas da ovaj događaj na najbolji način iskoristite i za uspostavljanje poslovnih kontakata sa partnerima iz Crne Gore, Regiona i Njemačke, kao posebnu mogućnost koju ovaj skup nudi.

Uvodraciji šefova vlada Zapadnog Balkana na skupu koji je na inicijativu njemačke Kancelarke održan u Berlinu.

Budući da je ovaj sastanak pružio okvir i za unapređenje saradnje u domenu ekonomije, u cilju sveukupnog napretka regiona, posebno u susret izazovima koncepta ekonomskog upravljanja, koje je visoko pozicionirano na evropskoj agenda, veoma nam je važno što se potvr-dilo da je naša Konferencija o ekonomiji nastavak Samita o Zapadnom Balkanu, na nivou privrede. Kao takva, najavljena je i ove godine na Samitu u Parizu, 4. jula, čime je apostrofiran značaj praćenja Berlin-skog procesa od strane poslovne zajednice.

Baš kao i 2014. godine, naš ovogodišnji partner je Komitet za istoč-no-evropske ekonomske odnose, što svjedoči o spremnosti poslovnih asocijacija i institucija iz EU, posebno Njemačke, da intenziviraju sa-radnju sa ekonomijama Zapadnog Balkana.

Na relevantnim evropskim adresama smatraju da je jedan od najvećih izazova u pripremama zemalja Zapadnog Balkana za EU restrukturira-nje ekonomija u smjeru povećanja izvoza i obima investicija umjesto rasta uvoza i potrošnje. S tim u vezi, izgradnja i povezivanje saobraćaj-ne i energetske infrastrukture kroz okvir Berlinskog procesa, predstav-lja srž napora Evropske komisije da ojača integracije među zemljama Zapadnog Balkana i sa EU, čime se kroz konkretne projekte podstiče evropska perspektiva Regiona.

Razgovori o budućnosti i daljim ekonomskim integracijama regiona posebno su važni, i treba ih intenzivirati. Za sve nas na Zapadnom Balkanu ohrabrujuće je bilo, u Parizu, čuti poruku Komesara za prošire-nje, da iako je EU upravo ušla u komplikovanu fazu, izgledi za članstvo nastavljaju da podstiču reforme i stabilizaciju u zemljama Jugositočne Evrope.

Privredna komora Crne Gore i ovom Konferencijom nastoji da da puni doprinos svim aktivnostima koje će voditi uspostavljanju održivog rasta i sigurne ekonomske budućnosti zemlje, što podrazumijeva i unaprijeđenu regionalnu saradnju. Predsjednik Crne Gore, gospodin

Introduction

Dear Conference participants,

I am pleased to introduce you to the 6th Economic Conference Montene-gro 2016, which will deal with the regional perspectives of the Western Balkans during two days. Organizing the first Conference in 2010, the Chamber of Economy of Montenegro has set very high goals, which it exceeded, according to the opinions by the industry primarily as well as academia and political structures. Therefore, since 2014 this event has had a regional character, especially when it was included in the Final Declaration by the heads of the governments of the Western Balkans at the meeting which took place in Berlin on the initiative of the German Chancellor.

Since this meeting provided a framework for promotion of cooperation in the field of economy as well, with the aim of achieving overall prog-ress in the region, especially facing the challenges of economic gov-ernance concept, which is highly positioned on the European agenda, it is very important that our Economic Conference is confirmed to be a follow-up of the Western Balkans Summit at the level of economy. As such, it was announced at the Summit in Paris on July 4th this year, thus emphasizing the importance of monitoring the Berlin process by business community.

At the special panel ministers of economy from the Region will present the level achieved and the expectations of the Berlin process, which has expressed strong political support for the European perspective of the Western Balkans.

The real prospects of development and progress, which business community has identified, will be discussed by the presidents of the chambers of commerce in the region, who in the last two and a half decades made enormous efforts worth of respect in order to provide opportunities to entrepreneurs for cooperation, thus creating the basis for restoring broken ties at other levels as well.

Many selected speakers of the Conference in the field of economy, from the chambers of commerce, academia and international institutions will help analyze a number of challenges, issues and opportunities ahead of us in parallel panels.

Dear participants, I also invite you to take advantage of this event in the best possible way to establish business contacts with partners from the region and Germany, as a special opportunity offered by this event.

As in 2014, our partner this year is the German Committee on Eastern European Economic Relations, which indicates the readiness of busi-ness associations and institutions from the European Union, especially from Germany, to intensify the cooperation with the Western Balkans economies.

The relevant European institutions consider restructuring of economies towards increasing export and volume of investments rather than import and consumption among the greatest challenges in preparing the Western Balkans countries for the European Union. Therefore, con-struction of and connecting transport and energy infrastructure within the Berlin process represent the core of the European Commission’s ef-forts to strengthen integration among the Western Balkans countries and with the EU, thus encouraging the European perspective of the region through concrete projects.

Discussion on the future and further economic integration of the re-gion is very important and should be intensified. We in the Western Balkans were very encouraged to hear the message from the Commis-sioner for Enlargement and European Neighbor Policy in Paris that the prospects for membership continued to encourage reform and stability in the countries of southeast Europe although the EU had just entered a complicated stage.

Through this Conference as well, the Chamber of Economy of Montene-gro strives to provide full contribution to all activities which will lead to establishing sustainable growth and secure economic future of the country, which also implies enhanced regional cooperation. President of Montenegro Mr. Filip Vujanovic is a keynote speaker at the opening ceremony of the Conference, thus receiving support from the highest state level for our aspiration to provide full contribution to regional integration as a business association. Zapadni Balkan: Mogućnosti rasta kroz regionalnu saradnju

Od naše prve zajedničke Konferencije o ekonomiji, koju smo orga-nizovali u septembru 2014. godine, saradnja između Komiteta za istočno-evropske ekonomske odnose i Privredne komore Crne Gore se razvija u izvanrednom pravcu. Našim zajedničkim aktivnostima po-državamo Berlinski proces, koji je pokrenula savezna kancelarka An-gela Merkel, sa ciljem jačanja saradnje zemalja Zapadnog Balkana sa

nja i daljeg osposobljavanja u ovim zemljama i dostupne su za dijalog sa vladama. Više od deset godina Komitet za istočno-evropske eko-nomske odnose sprovodi Program stipendija njemačke privrede „Zoran Đinđić” kako bi dali značajnu podršku osposobljavanju i usavršavanju mladih, kao i diplomiranih studenata u njemačkim kompanijama. U saradnji sa njemačkim Saveznim ministarstvom za ekonomsku sa-radnju i razvoj i Fondacijom „Zoran Đinđić”, više od 600 stipendista, uključujući i generaciju iz 2016. godine, obavilo je praksu u nekom njemačkom preduzeću. Istočni odbor njemačke privrede je ponosan na ovaj program. Taj program ne samo da doprinosi unapređenju usavr-šavanja u regionu, već i unaprjeđuje razumijevanje među državama. Zahvaljujući aktivnoj mreži studenata, bivši učesnici ostaju u kontaktu. Na taj način se održavaju poslovni odnosi, kao i prijateljstva. Stoga nije slučajno što će na panelu o pitanjima obrazovanja moderator biti di-rektor studijskog programa u našem Komitetu. Zajedno želimo da raz-govaramo u kojim segmentima kompanije, obrazovne institucije, kao i srednjoškolci i studenti iz regiona smatraju da je neophodno poboljšati usavršavanje. Jedan važan aspekt bi bio usklađivanje sadržaja obuka sa potrebama privrede.

Veliki potencijal vidimo u pogledu perspektiva za zapošljavanje mladih u razvoju IT industrije. Ovom važnom temom, kojom ćemo se baviti u okviru panela pod nazivom “Kreativna ekonomija”, završavamo našu Konferenciju. U ovoj oblasti razvijaju se mnogi projekti na koje bismo željeli da skrenemo pažnju.

UvodEvropskom unijom. Istočni odbor njemačke privrede vidi Berlinski pro-ces kao veliku šansu, posvećen je unapređenju saradnje između kom-panija i predstavnika vlasti i redovno razmatra trenutno stanje stvari na događajima koje organizuje. Zato mi je drago što ćemo imati priliku da u Budvi 27. i 28. oktobra 2016. godine razgovaramo o dosadašnjim uspjesima i neophodnim daljim koracima.

Od samita Evropske unije u Solunu, zemlje Zapadnog Balkana su se razvile u interesantna mjesta za investicije za njemačku privredu zbog izgleda za članstvo u Evropskoj uniji. Više od polovine robne razmjene ove zemlje su ostvarile sa Evropskom unijom, pri čemu se Njemačka smatra jednim od glavnih trgovinskih partnera. Vrijednost robne razmjene između Njemačke i regiona, uključujući i Hrvatsku, u 2015. godini iznosila je 11,7 milijardi eura i porasla je za više od 15 odsto u odnosu na prethodnu godinu. U pogledu stanovništva navedenog regiona, koji čini ukupno 22 miliona ljudi, ovo je vrlo impozantna ci-fra, koja se, međutim, još uvjek može povećati. Iskustvo pokazuje: veća robna razmjena podstiče njemačke direktne investicije u regionu na duže vrijeme.

Cilj naše Konferencije nije samo da se predstavi Zapadni Balkan kao privlačno mjesto za investicije ili da se razviju nove ideje za prekogra-nične projekte. Kroz veliki broj panela, cilj nam je da se razmotre i identifikuju reformski procesi koji dobro funkcionišu sa stanovišta preduzeća, kao i oblasti koje je potrebno unaprjediti. Drugog dana nastavljamo sa veoma praktičnim temama: tokom “Radionice za ranoranioce” imaćete priliku da saznate nešto više o ishodu kupovne inicijative koja je pokrenuta kao rezultat samita u Berlinu. Na panelima o energetskoj i saobraćajnoj infrastrukturi ćemo se baviti projektima koje su vlade dogovorile.

Jedan od gorućih problema kojeg su prepoznali investitori, lokalna preduzeća i vlade, je visoka stopa nezaposlenosti među mladima. Već danas, njemačke kompanije sprovode aktivnosti u oblasti usavršava-

Western Balkans: Growth opportunities through regional cooperation

Since our first joint economic conference in September 2014,the coope-ration between the Committee on Eastern European Economic Relati-ons and the Chamber of Economy of Montenegrohas experienced an excellent development. With our joint activities, we support the Berlin Process initiated by Federal Chancellor Angela Merkel,which is aimed at strengthening the cooperation of the Western Balkan countries with the European Union. The Committee on Eastern European Economic Relations regards the Berlin Process as a great opportunity, promotes the coordination between companies and government representatives with its commitment and reviews regularly the state of affairs at own events.That is why I am delighted thatwe will have the opportunity in Budva on 27th and 28th October 2016 to discuss the successes thus far achieved and necessary further steps.

Since the EU summit in Thessaloniki, the countries of the Western

now in order to render important support to the training and further training of young students and graduates in German companies. In conjunction with the German Federal Ministry for Cooperationand Economic Cooperation and the Zoran-Djindjic Foundation, a number of 600 participants, including the 2016 generation, have meanwhile undergone an internship at a German enterprise. The Committee on Eastern European Economic Relations is proud of this programme. It does not only contribute to the improvement of training in the region but also promotes cross-border understanding. Thanks to an active alumni network, the former participants remain in contact with one another. This is how business relations as well as friendships are being maintained. Thus it is no coincidence that the panel on educational issues is facilitated by the director of the study programmeat our Com-mittee. Together we want to discuss where companies, educational institutions as well as school and university studentsof the region see the necessity of improving training. One important aspect would be to coordinate more closely the contents of the training with the require-ments of the economy.

We see a great potential as regards job prospects for young people in the development of the IT industry. Under the title “Creative Economy”, this important subject concludes our conference. Many projects are de-veloping in this area that we would like to draw the focuson.

Balkans have developed into interesting places for investments for the German economy due to the prospect of EU membership. More than half of the exchange of goods of theses countries is with the European Union today already, whereby Germany is regarded as one of the main trading partners. In the year 2015, the value of goods traded between Germany and the region, including Croatia, amounted to EUR 11.7 billion and had risen by more than 15 per cent as compared to the pre-vious year. In view of the population of the region outlined of a total of 22 million people, this is a very impressive number, which can still be increased, however. Experience shows: the better trade develops, the better the German direct investments in the region will develop in the long term.

It is the goal of our conference not only to present the Western Bal-kans as an attractive place for investment or to develop new ideas for cross-border projects. Wirth a number of panels, we aim to take stock frankly, identifying which reform processes are working well from the view of the companies and where there is need for improvement. The second day will continue with very practical subjects: at the “Early bird workshop”on day two, you will have the opportunity of learning more about the outcome of the purchasing initiativethat has been started as a result of the summit in Berlin.At the panels on energy and transport infrastructure, we will deal subsequently with the projects agreed between the governments.

One of the most pressing problems identified by investors, local enter-prises and governments is the high rate of unemployment among yo-ung people. Already today, German companies are undertaking work in the areas of training and further training in these countries and are available for a dialogue with the governments.
