Response to Petition regarding the boundary change for Churchville Public School

Recommendation:

It is recommended that the response be received.

Background:

At the Regular Meeting of the Board held on January 12, 2016, Trustee Kathy McDonald tabled a petition signed by 27 parents of students attending Churchville Public School. The petition requested that the students residing on Ambience Court be allowed to remain at Churchville Public School. The attached letter will be sent in response to the petition.

Re: Boundary Change to Churchville and Eldorado Public Schools, Brampton

I am writing to acknowledge receipt of the petition signed by 27 residents which was presented at the Regular Meeting of the Board Tuesday, January 12, 2016. The petition requested students residing on Ambience Court be allowed to remain at Churchville Public School.

I am also responding to specific questions raised in your covering letter in the same order as received:

1. The formation of the previous and new school boundaries were neither arbitrary nor were they formed with reference to a single subdivision or site plan. The new boundary considered all community residential development and enrolment growth and the need to balance enrolment between the Churchville and Eldorado Public Schools.

2. The new boundary re-directs students from the neighbourhood west of the Springbrook Tributary to Eldorado Public School because there is no available classroom space at Churchville Public School. All elementary students residing in the re-directed area are eligible for transportation.

3. The re-direction of other attendance areas was considered including those students residing on Fairmont Close. Unfortunately, there were insufficient students in any other nearby neighbourhood areas to balance enrolments between the two schools.

4. When determining a school boundary, the Board's first priority is to provide safe, adequate student accommodation. Thereafter, the Board seeks to minimize student transitions and reduce transportation costs whenever possible. Respecting the expected build-out of the community, the Board is hopeful the Churchville and Eldorado Public School boundaries will remain intact for some time and minimize the number of future student transitions. Considering the Board's first priority to provide safe, adequate accommodation, it is not always possible to avoid the additional expense of transportation.

5. Wherever possible, the Board locates schools within walking distance and encourages parents and students to walk to school. Unfortunately, the timing of residential development, the composition of family households and the provision of safe, adequate classroom accommodation does not always result in the location of a school within walking distance. In such cases, student transportation is provided in accordance with Board policy #39.

6. The Board considered the re-direction of the south part of the Churchville Public School attendance area to Copeland Public School. Similar to our response to your 3rt1 question, there were not enough students in that area to provide accommodation relief at Churchville Public School.

Based on the responses above, we are unable to grant your request that students on Ambience Court be allowed to remain at Churchville Public School. We will closely monitor enrolment and capacity utilization at Churchville and Eldorado Public Schools on an annual basis to ensure the provision of safe, adequate accommodation for students residing in the attendance areas of both schools.

Naming of Schools

Recommendation:

It is recommended that the new school, currently known as Credit Valley #2 Secondary School, to be located at 500 Elbern Markell Dr. in Brampton, be named Jean Augustine Secondary School.

Background:

The street name of Elbern Markell Drive is not seen as an acceptable school name. There are no historic farm names in the area that are suitable for a school name.

According to Policy #27* and at the discretion of the Board, a school may be given the name of a distinguished member of the community, or other worthy individual not of the community, but deserving recognition. Jean Augustine has granted approval of the use of her name.

Through her ground-breaking work and distinguished career as an educator, politician and advocate for social justice in Canada, Jean Augustine strongly exemplifies the school's vision for Service, Activism, Initiative and Leadership (SAIL).

Following her time as school principal, Augustine became the first Black-Canadian woman to be elected to the House of Commons, sitting in Parliament from 1993 until 2006. During this period, she served as parliamentary secretary to the prime minister, minister of state for multiculturalism and the status of women, and was a deputy Speaker. In 2007, she was appointed as the first fairness commissioner for Ontario, a position created to advocate for Canadians with foreign professional credentials. Augustine is also former national president of the Congress of Black Women of Canada.

Augustine has been recognized around the globe for her leadership and community involvement. In December 2009, she was appointed as a Member of the Order of Canada, and in 2012 received the Queen's Diamond Jubilee Medal.

No other Canadian school is named for Augustine; however, the Girls' Leadership Academy of the Toronto District School Board bears her name.

*Schools will be named in accordance with the following guidelines: • The name of the street on which they are located. • The name of the district they are to serve. • An historical name that once applied to the area. • At the discretion of the Board, the name of a distinguished member of the community, or other worthy

individual not of the community, but deserving recognition. Any nomination may only be dealt with In Committee until permission is given.

• The Board may also choose to rename a school with a majority vote of the Board. The Board does not need to approve alterations of a school name connected to the grades served (i.e., Senior to Middle).
