1.0 GENERAL INFORMATION The goal of the Sport Canada Athlete Assistance program (AAP) is to contribute towards improved Canadian performances at major international sporting events such as the Olympic/Paralympic Games and World Championships. More information on the AAP policy supporting the Archery Canada (AC) carding policy and process can be found at the following link: http://canada.pch.gc.ca/DAMAssetPub/DAM-PCH2-sport-sport/STAGING/texte-text/athleteAssistanceProgram_1421333786429_eng.pdf?WT.contentAuthority=13.0 The AAP has four levels of cards, which currently, and for 2017, provide a monthly living and training allowance to carded athletes as follows: Card Type Monthly Allowance Annual Value Senior International Card (SR1/SR2) $1,500 $18,000 Senior National Card (SR) $1,500 $18,000 First Year Senior National Card (C1) $900 $10,800 Development Card $900 $10,800

Additional to the monthly allowance, carded athletes can take advantage of tuition support. The maximum amount payable is $5,000 per carding cycle up to a lifetime maximum of $25,000. Details of eligibility, including special needs support, can also found under the above AAP link.

For 2018, Sport Canada has allocated the equivalent of four (4) Senior Cards to Archery Canada (AC) for the Olympic program able-bodied athletes for AC’s carding cycle. Under the guidance of the AAP policy, AC has the ability to apply the total carding funding envelope in the context of its high performance strategic objectives, and may allocate varying numbers of Development (D) or Senior (SR) Cards. AC does not have to allocate 4 SR Cards for a given year. As such, the distribution of SR and D Cards may vary depending on where the carding cycle lies in an Olympic quadrennial. In order to grow the talent pool, more D cards may be made available early in an Olympic quadrennial, while more SR cards may be made available later in an Olympic quadrennial. Athlete nominations to Sport Canada for carding will be made each year. The National Recurve Coach (NC), in collaboration with the High Performance Advisor (HPA), is responsible for nominating Olympic program able-bodied athletes for Sport Canada’s AAP. 2.0 ELIGIBILITY To be considered for carding, an athlete must meet all of the requirements listed by Sport Canada’s AAP found under the link provided in section 1.0 above, including:

• Be a Canadian citizen or permanent resident at the beginning of the carding cycle. • Have been a resident in Canada (student status, refugee status, work visa, or permanent

resident) for one year prior to the beginning of the carding cycle. • Be eligible to represent Canada under the rules of the International Federation (World

Archery) • Compete in an event in the Olympic games that is recognized by Sport Canada for AAP

support. Only results in Recurve Archery competition events registered with Archery Canada, World Archery or World Archery member associations, will be considered.

• Be a member in good standing with AC. • Sign and adhere to AC’s athlete agreement, which includes the terms pursuant to athletes

with carding. • Follow the National Training and Competition Program, and be available to represent

Canada in international competitions and training camps as laid out by the NC. The NC is committed to provide timely and advance notice to the carded athletes regarding programming elements.

• Compete at the Canadian Outdoor 2018 National Target Championships, unless a written exemption has been provided by the NC.

• Achieve results meeting any stated 2018 carding criteria between January 1, 2017 and November 30th, 2017.

• Reside and train under the supervision of the NC, or in an approved Training Centre, for a minimum of 4 months of the carding cycle, unless excused in writing by the NC.

• Be a member on at least one of the following 6 (six) AC Squads; Senior Gold, Senior Red, Junior Gold, Junior Red, Cadet Gold, Cadet Red. The required Squad performance standards are published on the AC website at the following link; http://scoring.archerycanada.ca/ranking.php

3.0 CARDING CYCLE For 2018, Archery Canada’s carding cycle is from January 1st to December 31st. 4.0 QUALIFICATION PERIOD

To be eligible for nomination for Sport Canada’s Athlete Assistance Program (AAP), the athletes must meet the required performance standards as set out in section 6.0 (carding criteria) by November 30th, 2017. 5.0 CARDING CRITERIA 5.1 SENIOR INTERNATIONAL CARD (SR1) ELIGIBILITY CRITERIA

• To be eligible for nomination for a Senior international card the athlete must achieve 3 separate performance targets: a. Placing: Place in the Top Eight (8) and Top 1/2 of the field in the individual or team

event at the 2017 World Championships. b. Scoring: Be selected to the 2017 World Championship team through achieving the

“Defined Competition Score” performance benchmarks as identified in section 4.1.1 of the 2017 World Championship selection addendum under the following link http://www.archerycanada.ca/en/canadian-teams/addendum-recurve-team-selection-2017-world-championships, or achieve the equivalent once during the 2017 World Championship. The equivalent is equal to a minimum 720 score of 674 (men) and 661 (women) or a score equal to or greater than 97.5% of the 720 round score shot by the top qualifier in the 2017 World Championships. Archery Canada will round any calculation to the nearest full point.

c. Fitness: Meet the minimum fitness standard of BLUE, and as defined in Schedule B of this policy.

The athletes who meet the criteria will be ranked for nomination using the following prioritization system:

a. If there are fewer cards than athletes meeting this criteria, the archers will be

nominated based on their highest final individual placement at the applicable event.

b. If two or more athletes have the same final placement, the tie-break procedures in section 8.0 will be applied.

5.2 SENIOR NATIONAL CARD (SR/C1) – ELIGIBILITY CRITERIA

• To be eligible for nomination for a SR/C1 Card, the athlete must: o Be a member of AC’s Senior Gold Squad on November 30th, 2017. o Meet the minimum fitness standard of BLUE, and as defined in Schedule B of this

policy. o Have received a minimum of 3 years of a Development (D) Card or Senior (SR1,

SR2, SR, C1) Card in prior years.

• The athletes meeting the SR/C1 criteria will be ranked for nomination using the following prioritization system:

a. The athlete ranking in the Archery Canada Depth Chart (see Schedule A of this policy)

b. If two (2) or more athletes are tied with the same depth chart ranking, the tie-break procedures in section 8.0 will be applied.

5.3 DEVELOPMENT CARD (D) - ELIGIBILITY CRITERIA

• To be eligible to be nominated for a D Card, the athlete must: o Be a member of the Senior, Junior or Cadet Gold or Red Squads on November

30th, 2017 o Meet the minimum fitness standard of BLUE, and as defined in Schedule B of this

policy o Not have been carded at the Senior Card levels (SR1, SR2, SR, SRinj, C1) for

more than 2 years.

• The athletes meeting the D Card criteria will be ranked for nomination using the following prioritization system:

a. The athlete ranking in the Archery Canada Depth Chart (see Schedule A of this policy)

b. If there are fewer cards than archers that meet these criteria, and two (2) or more athletes are tied with the same depth chart ranking, the tie-break procedures in section 8.0 will be applied.

6.0 CARDING PRIORITIZATION Athletes eligible for nomination will be recommended to Sport Canada for AAP support as identified in Table 1 below, carding prioritization. Note: Nominations for SR, C1, and D Cards will be based on the athlete Depth Chart ranking as identified in section 5.2 and 5.3. Any nominations for SR1 Cards will be based on the prioritization as identified in section 5.1

Table 1: Carding Prioritization 7.0 MAXIMUM NUMBER OF YEARS AT CARDING LEVELS 7.1 Senior Cards

• An athlete is expected to progress in their results in order to maintain SR Card status. Once an athlete has been carded for 5 years or more at the Senior card levels (SR1, SR2, SR, SR injury, C1) to be recommended for additional years of carding support the athlete must either: o Meet the International Senior carding criteria; or o Clearly demonstrate continued progress toward placing in the top 8 and top ½ of

the field at the World Archery Senior World Target Championships and the Olympic Games.

§ NOTE: Continued Progress is measured by reviewing scoring and performance progression throughout the athlete’s carding history, and in comparison to current performance. In addition, all aspects of the Depth Chart evaluation will be considered.

7.2 Development Cards

• An athlete is expected to progress in their results toward achieving SR Card eligibility. AC has established the maximum number of 4 years at the D Card level, before a SR Card level must be reached.

• Under the exceptional circumstance that an athlete is still competing at the Junior level, an athlete may be recommended for an additional year of carding if the athlete: o Clearly demonstrates continued progress toward achieving SR Card performance

criteria, and meets D Card carding criteria. § NOTE: Continued Progress is measured by reviewing scoring and

performance progression throughout the athlete’s carding history, and in comparison to current performance, In addition, all aspects of the Depth Chart evaluation will be considered.

8.0 TIE-BREAK PROCEDURES If athletes are tied in their respective Depth Chart ranking, and if there are fewer cards than archers who qualify based on the prioritization outlined in section 5.0, the Canadian Ranking List will be used to break the tie. To account for the difference in gender scoring, the following formula will be used to rank and nominate the athlete:

8.1 ULTIMATE TIE-BREAKER

If a tie remains after all the tie-break procedures described in section 8.0 have been used, the athlete with the highest percentage of the appropriate gender's final 2017 year-end World Archery ranking list will be nominated. The following formula will be used.

Note: As many decimal places as are required to break the tie will be used. 9.0 INJURY CLAUSE Athletes who are carded in 2017 at the SR, C1 or D levels, and are unable to meet the carding criteria strictly due to health-related reasons may be considered for re-nomination by the Recurve National Coach for the 2018 carding cycle if they apply for consideration and meet the conditions outlined in the AAP “Health Related Curtailment of Activities Policy” 9.1.3. This policy can be found in the Sport Canada link provided in Section 1.0 (General Information, section 1.0) of this policy. Any application must include a medical certificate outlining the injury, the anticipated rehabilitation schedule, and their anticipated training and competitive schedule (national and international) upon return from the injury. Archery Canada may request a physician of AC’s choosing to review and qualify the documentation with the athlete’s physician. 10.0 MAINTAINING CARDING STATUS Carding selection and the continuation of carding is dependent upon the athlete's acceptance and adherence to the obligations as outlined in AC’s athlete agreement and this carding policy. The athlete must agree to adhere to the training, competitive and administrative/governance policies and codes of Archery Canada.

At the beginning of the carding cycle, each carded athlete must submit a yearly training plan (YTP) and an Individual Performance Plan (IPP), which have to be approved by the NC. Unless adjusted with the NC’s approval, athletes must follow the approved YTP and IPP during the carding cycle, and provide regular progress reporting as defined by the NC (also see 11.0, Performance Monitoring).

Carded athletes must take part in all competitions, testing, medical examinations and national training camps to which they are selected. Should extenuating circumstances arise that prevent participation in any of these events, carded athletes must submit a written request for exemption to the NC, who may grant an exemption depending on individual circumstances.

Should an athlete fail to participate in a scheduled event as required, or fail to meet their YTP and IPP objectives, or fail to adhere to the athlete agreement or any other policies and codes related to maintaining carding status, Archery Canada’s Technical Leadership, in consultation with AC’s High Performance Committee, may apply a sanction or fine according to Archery Canada discipline procedures. The sanctions could include a withdrawal of carding. 11.0 PERFORMANCE MONITORING Athletes and their personal coach are responsible for proactively communicating with their NC throughout the carding cycle, at least on a monthly basis, and with updates on technical, fitness,

health, and general progress in meeting plans and objectives as laid out within the athlete’s YTP and IPP objectives. The NC may determine a different contact frequency at their discretion. Athletes are expected to demonstrate progress upon the objectives set by the NC at the beginning of 2017, and which may be adjusted throughout the carding cycle. Examples of potential objectives include:

• Technical proficiency and progression • Fitness or physiological goals • Minimum benchmark performances, including 720 scores, tournament performances, etc.

The expectations from the NC will be provided to the athlete and their personal coach in writing, along with an explanation of what measures will be used to evaluate athlete progression toward meeting any objectives. Objectives may be adjusted throughout the carding cycle at the NC’s discretion. 12.0 CHALLENGES OR APPEALS Appeals of Archery Canada AAP nomination/re-nomination decision or of an Archery Canada’s recommendation to withdraw carding may be pursued only through the Archery Canada’s review process, which includes an application to the Sport Dispute Resolution Centre of Canada (SDRCC). Appeals of AAP Decision made under Section 6 (Application for and Approval of Cards) or Section 11 (Withdrawal of Carding Status) may be pursued through Section 13 of the AAP Policies, Procedures and Guidelines.

13.0 SCHEDULES

SCHEDULE A (ARCHERY CANADA DEPTH CHART) A1) INTRODUCTION

In alignment with Archery Canada’s selection policy, a ranking methodology based on a Depth Chart was implemented in 2014. In combination with the Canadian ranking list, Archery Canada’s Technical Leadership applies this methodology to evaluate and rank its athletes. The Technical Leadership is comprised of a group of experts, with in-depth knowledge of the athletes being evaluated, and includes the NC and HPA.

For the purposes of nominating athletes to Sport Canada for AAP support and carding, the Technical Leadership will evaluate and rank its athletes according to the following 3 Depth Chart criteria:

1. Current Performance (65% weighting) - will be evaluated based on 2017 performance between January 1st and November 30th, and in alignment with the results published in the Canadian ranking list.

2. Future Potential (25% weighting) - will be evaluated based on the athlete's future potential

with respect to performance progression, technical ability, program commitment, and team dynamics.

3. Fitness (10% weighting), - where athletes must achieve a minimum Blue standard for Archery

Canada’s fitness protocol and its four (4) tests comprised of:

a. 1) Yo-Yo Test, b. 2) Core Stability Test c. 3) Hand Grip Test d. 4) Single Arm Rowing Test

NOTE: See Schedule B for a detailed explanation of the testing protocols, and the associated standards.

A2) OVERVIEW: DEPTH CHART SCORING

All criteria will be scored on a scale of 1-5, with the following descriptions for each of the 5 assessment scales as described in Chart 1 below:

A3) CURRENT PERFORMANCE

The Canadian Ranking List process is utilized to evaluate “current performance”. Throughout 2017, all athlete performance results are reviewed and evaluated by AC’s Technical Leadership. Ranking list results are then translated into a Depth Chart score, for each athlete. Chart 2 provides a definition for each of the score levels related to the “current performance” criteria;

Chart 3: Future Potential Depth Chart Scoring Definitions

A3.1) Future Potential Performance Areas

The following provides a detailed overview of the four (4) performance areas, which will determine an athlete’s “future potential” score. The performance areas are defined as follows:

Performance Area 1: Performance Progression

• The athlete will be assessed on the following 4 areas of progression; a. Athlete progression in 720 Round results b. Athlete progression in Canadian Ranking System results c. Athlete progression in Match Play d. Athlete progression in technical execution

Performance Area 2: Technical Ability

• The athlete will be assessed on the following 5 technical areas; e. Current technical competency f. Consistency in technical execution (incl. stance, balance, follow-through, etc.) g. Quality, and consistency of shot rhythm and timing h. Ability to adjust to environmental conditions (incl. wind, rain, humidity, etc.) i. Technical execution under pressure (incl. tournament, elimination round, etc.)

A4) FITNESS

Athletes will be evaluated on 4 performance areas (described in 4.1) to evaluate their fitness status. Chart 4 provides a description for each of the score levels related to the “fitness” criteria;

the performance areas. Also indicated is the actual score based on the weight of the criteria.

In the given example, the total score is 3.11 out of a possible high score of 5, whereby;

a. Each performance area is given a score out of 5, and then totaled by criteria. b. The total for each criteria is averaged (e.g. 14.5 total score for Future Potential represents a 3.63

average across 4 performance areas) c. The total is then multiplied by its weight (e.g. 25% of 3.63 for Future Potential equals .91). d. The criteria weight scores are then totaled to provide a final ranking score, which (in this

example) calculates as 3.11.

A6) ASSESSMENT PROCESS

The Technical Leadership applies depth chart evaluations throughout the year. In doing so, the assessments are lead by the National Coach and the High Performance Advisor, and in collaboration with technical staff, as well as personal coaches as required.

AC’s Depth Chart ranking methodology was implemented in 2014 as part of AC’s Selection Policy, which introduced multiple evaluation criteria to be applied for selection purposes. The Selection Policy can be found at the following link:

The Depth Chart ranking methodology provides AC Technical Leadership with the ability to evaluate its athletes across those performance areas, which are deemed as critical for developing podium performances at the Olympic and World Championship levels.

For purposes of nominating athletes for 2017 carding, a final depth chart evaluation will be completed by November 30th, 2016.

SCHEDULE B (ARCHERY CANADA FITNESS & PHYSIOLOGY TESTING PROTOCOL) B1) OVERVIEW The following schedule provides a description of the 4 fitness tests, and the protocol by which they are tested. The sport specific tests, and associated standards were established through a variety of research initiatives, and athlete testing during 2015 & 2016, facilitated by AC’s Lead Physiologist, Dr. Jason Vescovi. The standards levels are aligned to AC’s Squad ranking of Gold, Red, Blue, and Black, with Gold at the highest level. For 2018 carding eligibility, the minimum standards for athletes are set at the Blue level. B2) TEST DESCRIPTIONS B 2.1) 2018 Carding Nomination Test 1: Muscle Strength & Endurance (CORE STRENGTH) a) Extensor test (Biering-Sorensen test)

General purpose: To assess back extensor strength-endurance.

Equipment: Bench (or mat for alternative below), stop watch. Protocol: The athlete places the upper body out over the end of a bench with the pelvis, knees, and hips secured (by straps or with partner). The upper limbs are held across the chest with the hands resting on the opposite shoulders. The athlete holds a neutral position for as long as possible. An alternate approach is to begin laying prone, elbows directly under the shoulders and hands together so that the forearms form a “V”. The athlete then performs a bridge or plank off the ground with the torso straight. For either protocol, the test ends when the upper body drops from the horizontal position, or the participant requests to stop, or they are unable to preserve form after one verbal warning. The test can also be stopped if the athlete reaches five minutes. Record the amount of time that the position was held without compensation. b) Side Stabilizer General purpose: To assess lateral musculature of the core. Equipment: Mat, stop watch. Protocol:

The athlete begins by lying on their side. The legs are extended with the top foot placed in front of the lower foot (on the ground) for support. The athlete supports themselves with their elbow on the ground directly below the shoulder and their feet. They raise the hips off the ground and hold their body in a straight line (front view) and in a neutral position (lateral view). The test ends when the athlete a) returns their hips to the ground, b) re-shifts or repositions, c) allows their hips or head to “sag” towards the ground (two warnings are allowed for “sagging”). Note any twisting in the body. The test can also be stopped if the athlete reaches five minutes. The test is repeated on both sides of the body with three minutes between trials. Record the amount of time that the position was held on each side without compensation. c) Flexor endurance – V-sit General purpose: To assess hip flexor and rectus abdominis strength-endurance. Equipment: Mat, stop watch, 60° box. Protocol: The athlete is positioned in a sit-up posture with the back resting against a support angled at 60° from the floor. Both knees and hips are flexed 90° and the arms are folded across the chest with the hands placed on the opposite shoulder. The feet are secured with straps. The test begins when the support is moved away from the back by 10 cm (4 in.). The person holds the position for as long as possible. The test ends when any part of the back touches the support, or the participant requests to stop, or they are unable to preserve form after one verbal warning. The test can also be stopped if the athlete reaches five minutes. Record the amount of time that the position was held without compensation. This test is required but will not be included in the Testing Standard Levels in B3 as there is variation in the results in the fitness literature. The results of this test over several years will be used to develop future standards for archers B 2.2) 2018 Carding Nomination Test 2: Cardio Endurance (Yo-YO Endurance Level 1) General Purpose: To assess aerobic endurance and measure peak heart rate. Equipment: Stereo, MP3/CD of Yo-Yo ETL1, cones, heart rate monitor. Protocol: The test is performed by having the athlete run back and forth on a 20 m course (completing 40 m lap) being paced by audible beeps that become progressively faster. The athlete must place one foot on the line at each end when the beep occurs (before the beep is Ok, but be sure to instruct the athlete to keep pace with beeps and avoid arriving early).

Ask the athlete to provide their heart rate in the transition between one stage and the next and upon test termination for a peak heart rate value. The test ends when the athlete fails to get one foot to the line before the beep on two consecutive lengths. Be sure to clearly indicate to the athlete when they have missed and inform them not to self-terminate the test. The result is the highest level where the athlete successfully crosses the line before the next beep. Record the total distance covered (m). B 2.3) 2017 Carding Nomination Test 3: Muscle Strength & Endurance (Maximal and Repeated Hand Grip Strength) General Purpose: This test measures repeated strength of the forearm muscles. Equipment: Jamar handgrip dynamometer. Protocol:

a) Adjust the dynamometer to fit the athlete’s hand. b) Athlete stands with the shoulder adducted and neutrally rotated,

the elbow flexed to 90°, and the forearm and wrist held in a neutral position.

c) Athlete is instructed to hold the handle and squeeze as hard as

possible. d) Specific instructions to “Squeeze….Harder!...Harder!...Stop!” (3-

4 seconds) e) This sequence will be repeated every 20 seconds for two minutes (total of 7

repetitions). f) Record the value for each repetition and repeat the test for both hands. B 2.4) 2017 Carding Nomination Test 4: Muscle Strength Endurance (Bench Pull Test) General Purpose: This test measures upper body muscular endurance. Equipment: - An elevated bench (sufficient to permit full extension of the arms) - One dumbbell (50 lbs for men and 35 lbs for women) - Metronome (mobile device app) Protocol:

a) The athlete lays prone on the bench and grasps

the dumbbell with one hand (with palm facing

inward) while the weight is off the ground in a hanging position. The test is performed separately for the Left and the Right arm.

b) The athlete performs a rowing motion to the metronome (60 bpm) with the top (hand is even with the bench) and bottom (full elbow extension) marked by the sound.

c) Subjects must only move their arms and shoulders in lifting the weight, and the

remainder of the body (head, trunk and legs) must remain still throughout the movement.

d) The athlete performs as many as possible while keeping pace with the

metronome and using proper technique.

e) The total number of correctly completed repetitions is recorded. One repetition equals a full pull up and release down to the starting hang position.

Violations to the protocol:

a) Movement of the head and/or legs from the

chosen start position (For example, the subject can start with their head down or to the side but it must remain in this position and in contact with the bench at all times).

b) Movement of the trunk away from bench, and/or any hip flexion or extension.

c) Failure of hand to reach level of the bench (at top position) or full extension (at bottom position).

d) Failure to keep pace with metronome.

B3) TESTING STANDARDS Standards are identified by Test Type in the below Chart 1. For 2018 carding nominations, the Blue standard shows the minimum requirement. Left/Right ratios are assessed only for purposes of physiology programming for the individual athlete. For purposes of a carding nomination, the standards for ratios have no impact, unless identified otherwise.
