    Subject: Food Stamp Replacements Due to Severe Weather in May, 2010

    Households who had purchased food with food stamps and the food items were subsequently lost due

    to a power outage or destruction as result of the severe weather are eligible for replacement food stamp

    benefits upon request. The food that was purchased with food stamp benefits does not have to be food

    that was purchased with the May allotment. The food could have been purchased with benefits from the

    current or past months allotments. We are issuing the replacement to cover the food lost, not the

    current months allotment. The replacement should be for the value of the loss and must not exceed the

    value of the current months allotment.

    Clarification has been received from USDA that when a replacement is requested due to power outages

    that the period of time for the power outage is twenty-four hours (24).

    To be eligible for a replacement:

    The household must report the loss within 12 calendar days (the count of 12 calendar days shall

    begin May 3, 2010 and would go through May 14, 2010).

    The caseworker must verify that the household was affected by the severe weather through a

    collateral contact, a community organization, or a contact with an agency or business in a position

    to know. If the county office has first hand knowledge of the disaster areas impacted no

    further verification is required.

    The food stamp recipient must sign a request for replacement (See the attached form.) If the county

    has firsthand knowledge of the severe weather impact no signed statement by the recipient is

    necessary.

    If the household is eligible, the caseworker must authorize a replacement for the household on the

    BISF screen. (If there is an outstanding claim against the group, the replacement benefits will be

    recouped if done on the BIFS screen. Benefits issued from BISF will not be recouped.) In the

    Suppl Rsn field, use reason code 113. If the replacement was completed on the BIFS screen and

    benefits recouped, reauthorize the replacement on BISF and contact Melody OSaile in Fiscal

    Services by email at DE01F35 to request the recouped replacement be backed out of COTS. CLRC

    must be documented to address the action to correct this error.

    The replacement must be provided to the eligible household within 10 calendar days of the reported

    loss.

    Documentation must be completed on CLRC concerning the reason for the replacement and

    verification used or statement that information is known and how it is known to the agency.

    Attached you will find the Food Stamp Disaster Replacements Power Outage Recipient Log to beused to record all replacements (power outage and destruction) authorized as a result of the severe

    weather. The log may also be found in the GroupWise Default Library. A copy of this log must be

    submitted to the Food Stamp Policy Section by May 28, 2010. Please indicate on the log the county for

    which the replacements are issued. The log may be submitted as an email attachment addressed to:

    [email protected]. Our office will be maintaining this information for Federal reporting purposes.
