• Consumer confidence is flat and retail is not doing very well in the USA as a result.

• I congratulated HDR on their support of Queensland resources and infrastructure sectors through their recent acquisitions, including Brisbane-based OKS Consulting (2012) and Salva Resources (2013) and Sydney-based Rice Daubney (2013). I reassured HDR of the Queensland Government's ongoing commitment to continued investment in infrastructure in Queensland.

• During the meeting I gained an understanding of HDR's vision for Queensland (as their Asia Pacific headquarters) and the factors which affect their future investment decisions. HDR has experience, as a part equity owner, in determining suitable models for Public Private Partnerships.

• Rear Admiral McAneny is heading up HDR Federal's interest with the US Military shift to Asia. I have tasked Queensland's North America Trade and Investment Commissioner to discuss the immediate action plan for HDR with Rear Admiral McAneny who has plans to visit Queensland in mid 2014.

• During this meeting I received an overview on the USGS operations at CaiTech in relation to their research and studies on the resilience of communities in preparing for and responding to natural disasters.

• We explored the potential for the application of USGS's research in Queensland and shared information about initiatives aimed at increasing resilience to natural disasters and at reducing the future impacts of flooding, cyclones, tropical storms, fire and drought through risk mitigation strategies.

• USGS has four major science disciplines - biology, geography, geology, and hydrology.

• I also received an overview of research performed in Queensland by URS Corporation, an engineering firm with 50,000 employees. Some of the research performed includes modelling of tsunami effects in Australia and Queensland. Theoretical findings are that the Great Barrier Reef is a natural buffer against the impacts of tsunami.

• The Department of the Premier and Cabinet will continue to liaise with Dr Lucy Jones in her role as Chief Resilience Officer for the City of Los Angeles. This will ensure that all Queenslanders can benefit from being conveyed real time messages that can be understood and interpreted by locals that will inevitably save lives during natural disasters.

• During my meeting I encouraged Boeing to undertake further expansion in Queensland and highlighted government initiatives that will support Boeing's projects, including red tape reduction and case management for major projects.

• I also expressed my interest in Queensland playing a greater role in the US pivot (rebalance) towards Asia strategy. This includes the potential for more training of US defence forces to occur in Queensland and the development of biofuels to service the US Military and US Navy.

• Boeing provided a tour of its C-17 Globemaster facility. Australia has six C-17 heavy lift transport aircraft, many of which operate out of Queensland.

• I discussed Boeing's current investments in Queensland, and the Queensland Government's support for Boeing's Sustainable Aviation Fuel project which is being undertaken in Central Queensland's Fitzroy Basin. Boeing advised of its R&D with CSIRO around the Sustainable Aviation Fuel Project.

• Boeing was provided with the updated biofuels strategy and Queensland's bioindustrial map for consideration when assessing available feedstock and sites for potential facilities.

• I have asked the Trade and Investment Commissioner to discuss the progress of Boeing's research and the next steps for possible demonstration, pilot studies or commercialisation of its research and to engage with the US Navy regarding the status of its Greenfleet program and potential for commencing demonstration facilities in Queensland.

• I met with QER to enquire about the company's long-term plans for their oil shale operations in Queensland and to encourage Ziff Brothers Investments (owners of QER) to consider other investment opportunities in Queensland.

• QER holds exploration and mining tenements in Queensland which were purchased in 2004 from Southern Pacific Petroleum. They include the Stuart Oil Shale project and other oil shale deposits, including the McFarlane deposit near Proserpine.

• The Queensland Government released a new Oil Shale Policy in early 2013, lifting the moratorium imposed by the previous government in 2008. The new policy allows QER's Stuart project near Gladstone to potentially proceed directly to commercial production.

• QER has built a $1 00+ million Paraho technology demonstration plant and visitor centre, which was commissioned in September 2011.

• The plant has been well received by the community due to its quiet and clean performance. It is the world's first end-to-end oil shale facility, capable of producing finished ultra-low sulphur diesel and aviation fuel and the plant has been used to produce fuel for heavy vehicle road trials and aviation fuel testing and certification.

• QER advised it was trying to raise capital for the commercialisation of its technology, proven through the Gladstone demonstration facility/pilot plant. Development of a commercial scale plant would bring significant capital investment and jobs in addition to creating a new oil shale industry for Queensland.

• DoiTT provided a briefing on the challenges and benefits experienced by implementing open data initiatives and I explored the potential for collaboration with the One-Stop Shop concept being developed in Queensland.

• I sought to understand the specific activities and programs developed by DoiTT to promote the community's use of open data, the extent of resources committed to the strategic analysis of open data, and if the results drive policy directions for the city.

• DoiTT advised that IT services were consolidated from 30-40 agencies into three central data agencies over three years, resulting in efficiencies and a cost saving of $37 million. DoiTT is using an extensive range of social media to connect with customers including Facebook, lnstagram, Twitter, Flickr, the NYC311 mobile app and YouTube.

• 311 was intended to make it easier for the public to find the right government service agency for their needs, with an average of 50,000 calls per day and over 400 staff with approximately 200 at each call centre.

• Commissioner Bratton and I discussed the reforms undertaken by the NYPD and the Los Angeles Police Department (LAPD) that are relevant to the Queensland Government's response to juvenile crime, criminal gangs and alcohol related violence.

• I discussed the areas of significance for Queensland policing and my objective to seek best practice to address alcohol-fuelled violence and my desire to reduce anti­social behaviour in Queensland.

• We also discussed both the NYPD and the LAPD approach to illegal motorcycle gangs. Commissioner Bratton advised that the Bureau of Alcohol Tobacco and Firearms (ATF) has subject matter experts on motorcycle gangs that are worth pursuing.

• The Commissioner advised that the Los Angeles Police Dept has extensive involvement with gang investigations.

• We met to explore the possibility of Brisbane acquiring a regular season National Football League (NFL) match to be held at Suncorp Stadium.

• The NFL is the premier professional league for the American football code and one of four major professional sports leagues in North America. The NFL is comprised of 32 teams divided equally between two Conferences, the National Football Conference and American Football Conference. The teams engage in a 17-week, 256-game regular season before the top six teams from each Conference compete in the NFL Playoffs. From here, the champions of each Conference are matched up in the Super Bowl.

• The NFL has been playing regular season matches internationally at Wembley Stadium, London, since 2007. These matches have achieved significant success with over 80,000 spectators attending each match held at Wembley Stadium in 2013.

• My attendance at the Houston Livestock Show and Rodeo as a guest of the BG Group demonstrated Queensland's support for the gas industry. It provided an opportunity to further discuss BG Group's strategy for its Queensland investments and to gain an understanding of global LNG trends and issues as they pertain to investment decisions by BG Group and how they will affect future investment in Queensland.

• BG Group (through its Queensland subsidiary QGC) has a 75o/o stake in a partnership with China National Offshore Oil Corporation to deliver the QCLNG facility on Curtis Island which involves a total investment of US$20.4 billion.

• Guar is a drought tolerant legume. Guar gum is used to add viscosity to liquids such as ice cream, BBQ sauce, orange juice and pet food. Guar has applications in paper, explosives and most recently in oil and gas well drilling. Compared to other legume crops, guar is relatively well suited to the hot and arid northern regions of Australia, particularly those with light soil types.

U.S. trade mission important for state QUEENSLAND jobs, investment and growing the economy are the focus as Premier Campbell Newman heads to the US to build on the state's strong international ties.

Mr Newman, who is leading a group of companies to Los Angeles, New York and Houston, said yesterday the trade mission was important for Queensland.

"Queensland has a great

story to tell, with an economy that is growing faster than any other state in Australia," he said.

"It is important that we promote and build on this success and we can do so with this trade mission.

"The other benefit is that when a film is shot in Queensland, you get a buzz in a big creative area like Hollywood," he said.

Mr Newman will fly from Los Angeles to New York tonight before making his way to Houston on Tuesday where he will explore oppor­tunities for furthering shale gas exploration.

"There is a lot of gas in Queensland and we need the technology from Texas in the US, who have done a lot in the last few years to expand their gas and their gas ex­ports," Mr Newman said.

"Going in and exploring for gas is a high-risk and high-cost operation and we need people who have the depth of experience and

confidence to come into Queensland.

"Coal seam gas is some­thing that has been explored over the last few years but Queensland has vast resour­ces potentially of shale gas, which is something that I'd like to see explored and de­veloped in our state."

He said the state was en­tering a new resources era.

"All the experts will tell you that our future as an en­ergy provider to the globe is going to be incredibly im­portant," he said. "We will have a very important role on the world stage."

Mr Newman yesterday held talks with US engineer­ing firm HDR, which does work for the US Marines, in a bid to entice them to ramp up their operations from a Queensland base.

Millions tipped to flood into ~he Valley THE long-awaited resur­gence of the Mary Valley may be just around the corner with an American firm ex~ pected to unveil plans this week for a $60 million horse racing project in the region.

Uncon­firmed re­ports sug­gest Premier Campbell Newman will an­nounce the project during his current trade mis­sion to the US.

There are even sugges­tions he will be joined by Gympie MP David Gibson and Mayor Ron Dyne.

Little is known about the project, with the Premier's of­fice refusing to comment yes­terday, but there are sugges­tions it will revolve around quarter-horse racing.

Events would be beamed live into Asia.

There is no indication where it would be located.

Mary Valley landholder Glenda Pickersgill said she had heard nothing of the pro­posal and would wait until she had more details before commenting.

However, she said the com­munity was keen to hear some good news as it was still recovering from the former Labor government's ill-fated Traveston Crossing Dam pro­ject.

"It's still challenging here," she said. "We are just all real­ly focused on what ·this ;cy­clone is doing up north. We need rain for our pastures.

"The community is taking a long time to· re~over. It's taking time to move for­ward."

PATRONS will be urged not to fight, vomit or be public nui­sances under a Newman Gov­ernment plan to introduce codes of conduct for punters as well as pubs and clubs, police and liquor licensing officers.

Speaking from New York on the third day ofhis US trade mission, Premier Campbell Newman said he wanted to change the culture and if codes of conduct were good enough for our sporting elite, they were also good enough for the rest of Queensland.

"If you are going to deal with alcohol and drug-fuelled violence, it's not just about police and penalties," Mr New­man said. "It's actually got to be about changing the culture.

"We have to change the at­mosphere in our nightspots. If we target anti-social and dis­ruptive behaviour, that will ac­tually be a big part of dealing with the violence as well.

"The ultimate code of con­duct is this: go out, have a great

night out in Brisbane or any · city or town. Have a whale of a time but just understand that the test is your behaviour mustn't impact on other peo­ple's enjoyment of that night­life scene as well.

"It's not just about swinging a punch at someone, it's about making the middle-aged cou­ple with their kids who are try­ing to have a night out in the CBD uncomfortable because people are running wild."

Mr Newman stressed his Government was not going to lecture people on their drink­ing habits.

"I'm not trying to lay down a moral code," he said. Instead the Government hoped the codes of conduct would help change the culture of drunken

behaviour and violence, just like the bid to change the cul­ture around drink -driving.

The codes are expected to urge patrons to conduct them­selves in an orderly manner while enjoying a night out by not vomiting, fighting or being a public nuisance.

Venues would be asked to conduct themselves in ways that did not contribute to the alcohol and drug-fuelled viol­ence problem while police and liquor licensing. officers were expected to agree to police the entertainment precinct in a re­sponsible and proactive man­ner.

He said licensees, liquor licensing officers and police would also be called on to abide by a code of conduct.

A draft of the codes of con­duct will be released for com­ment as part of a package to be announced later this month.

Mr Newman will meet New York Police Commissioner Bill Bratton tomorrow to discuss initiatives used in the US city to clean up its streets.

The Premier has been in the US on a trade mission which included a trip to Hollywood to entice more productions to Queensland.

But while the press pack with Campbell have spotted many Hollywood stars. the Premier has not. Just hours after seeing Angelina Jolie at Disney's LA studios last week, Newman's media entourage also encountered Cameron Diaz at LAX airport.

NEW York's Police Commissioner has commended Queensland on its tough anti­bikie stance, likening it to US laws that cracked down on the city's most powerful mafia families. southern hospitality, Mr Newman was also invited out into the middle of the arena in front of a 70,000-strong crowd, to watch the calf scramble and swap belt buck­les with officials. He handed over a classic RM Williams buckle and was given a Texas­sized buckle in exchange.

Mr Newman watched the young Americans chase calves around the arena for a prize worth about $1750, while one of Houston's finest kept watch to make sure he wasn't bowled over by one of the charging beasts.

It was then his time to ad­dress the crowd, which was initially quiet until he said the words "G'day Houston"

and they erupted into cheers. "Queensland is big, bold

and can-do, and if you want to know which Australian state is most like Texas it's Queensland, so I feel very much at home," Mr Newman told the crowd. "It's fantastic,

Houston. Thanks for having us. This is terrific. What a great event."

Mr Newman was to last night meet with Texas Gov­ernor Rick Perry at the open­ing of a new trade office in the southern US city.

The pair were to sign a sister-state agreement in a bid to further boost trade and co-operation between

Texas and the Sunshine State, during the official opening of Queensland's new trade commissioner's

office in the city.

He will also be meeting with energy companies in a bid to convince them to bring their technology and

experience to Queensland to help tap into the state's vast shale gas reserves.

The state has about 90 per cent of Australia's oil shale reserves, estimated to be the equivalent of 22 billion bar­rels of oil.

"There's a lot more that we can do," Mr Newman said.

"It can be got but we need the technology, we need the equipment, we need the know-how to come into Queensland and we wiii be talking about the opportunit­ies for Texan companies, who have that experience, to come to Queensland."

IT'S the billion-dollar bro­mance Premier Campbell Newman hopes will help him turn Queensland into the region's economic and energy powerhouse.

Mr Newman last night shared jokes and compli­ments with one of the US's most powerful men, Texas Governor Rick Perry, at the opening of Queensland's new trade office in Houston.

It wasn't without embar­rassment - Mr Perry got the Premier's name wrong during his speech, calling him "Cameron" Newman.

Once that faux pas was corrected, the pair extended invitations to visit their states, signed a Sister State agree­ment and bonded over com­mon interests- both wives are nurses, both men have a mili-

tary background and Mr Perry once wanted to move to Australia - before teasing each other about the size and population of their states.

"We are about 2.5 times the size of Texas," Mr New­man told the crowd packed into the building's lobby to celebrate the office's opening.

"I said to the Governor I wouldn't be rude about that but then I follow up by saying there are 26 million people in Texas and only four-and-a­half million Quee:hslanders."

Governor PeiTy fired back: "It is an honour to be here with you, on behalf of those 26 million people in the small little state of Texas."

The Governor, who is tipped to attempt another run at the US presidency, extolled the virtues of being a low-tax, low-regulation and low-liti­gation state as he compared Texas with Queensland, say-

ing both shared creativity and a "pioneer spirit".

"The people of Texas are just like the people of Queensland," he said. "They want a shot, they just want a shot at living their dreams, and Mr Premier, you and the

leaders of Queensland and myself ... have been able to put into place rules and regu­lations that have allowed our people to flourish."

Former US president Ge­orge Bush Sr also wrote a let­ter welcoming Mr Newman.

The office, one of 16 across the world, was re­located to help maximise the potential to grow indus­tries such as resources and technology.

Mr Newman's US trade mission will wrap up today.

The Premier wants the US to know Queensland is open for business, writes Sarah Vogler

RUSHES with Hollywood royalty and meetings with some oftheworld's most influential

movers and shakers. Premier Campbell

Newman has flown more than ~3,0~0km away with one goal m mmd, pushing for Queensland to be the 51st American state -when it comes to trade.

~lanked by 26 Queensland busmess people and greeted as the premiere or "preem-ear" Ne~man has crisscrossed th~ a~siduous for nine days in his bid for Queensland to be Am~rica's trading partner of chorce, not just for resources but movies, tourism, sport and even property development.

Trade with the US is a~r~ady worth more than $5.8 billion a year but Newman says there is room for growth.

He travelled to Los Angeles, New york and Houston, undertaking a punishing schedule of more ~ha~ 40 meetings and events m .mne days. Newman insists this trade mission -his fifth

since taking office in March 2012 -will bear fruit.

Already he has convinced NFL executives to come to Que~nsl~nd a~d view Suncorp Stadium m a bid to entice them to P!ay games there and major e~grneering firm HDR has SI~ed on to use Brisbane as its Asia Pacific base in a move that could also lead to one of the f~rm's major clients, the US Man~es, ~olding training exercises m Queensland.

A deal has also been done to establish the American sport of quarter horse racing in Queensland while the l!niversity of Queensland has signed a partnership agreement with the University of Texas to enhance energy­related education and exchange ideas. But Newman says more deals will be done in the weeks and months ahead

business and being a great place to get a business going and employing people." . Newman began the mission I? Los An?eles, holding his first ~eetmg within hours of landmg at LAX.

He lunched with delegates b~fore listening to a panel discussion with venture capitalists on the state of the economy and what Queensland needs to do to encourage investment.

Another meeting was then

held with HDR before Newman was whisked away to a Beverly Hills mansion owned by former ·. Queenslander turned international developer Barbara Bollenbach for a welcome reception.

As delegates admired Bollenbach's expansive estate Newman worked his way around the room repeating his

oft-heard mantra Queensland is open for business.

The next day it was the turn of Walt Disney movie executives to hear his pitch.

He came into the meeting at their Californian lot wanting to secure the production of two new Disney movies- 20,000 Leagues Under the Sea: Captain Nemo and Peter and the Starcatchers, a Peter Pan prequel movie.

He emerged with a plea to Prime Minister Tony Abbott to overhaul the incentive scheme to help Queensland and Australia get back in the international movie game.

. He also had a near meeting With actor Angelina J olie at the studios and then shared an airport lounge with Cameron Diaz that night.

Newman visited the ·California Institute of Technology where he was briefed on projects aimed at helping major centres prepare for natural disasters. As graphics flashed up on the screen to show the impact an earthquake could have on Los Angeles, Newman mulled over just how to get the message through.

He left with another task on his to-do list- enlist Police Minister Jack Dempsey to figure out how to ensure the public are warned of impending disaster in an engaging way.

And so on it went as Newman attended a meeting at Boeing and then travelled to the Californian coast to attend a beach party promoting tourism in Queensland.

Barely had the sun gone down before Newman and his delegates were back on the bus heading to the airport to catch ' the red eye flight to New York.

There he was one of the first to view the 9-11 memorial museum. He also attended a Brooklyn Nets basketball game - sitting courtside- met with New York Police Commissioner Bill Bratton in

his executive command centre to talk booze-related violence and bikies and was given a tour of the building housing the Times Square New Year's Eve ball, including the room that houses the crystal lever to make the ball drop when the clock strikes midnight.

He was also briefed by businessmen

including the head of one of the US's big four banks, Jamie Dimon.

Sport stayed on the agenda in New York as Newman convinced NFL executives to consider expanding its reach into Queensland .

And that theme continued as he entered the final leg of the trip in Houston Texas.

It was here Newman appeared to feel most at home talking agriculture and shale ' oil gas with some of the world's biggest energy players including Exxon Mobil. '

He was invited out on to the dirt-filled Houston Rodeo arena as a crowd of more than 70,000 watched on, to swap ~

belt buckles with officials and say a quick g'day to the crowd on the first night before being greeted by one of America's most powerful men- Texas Governor Rick Perry- on the second night at the opening of Queensland's new trade office.

The pair laughed and joked with each and swapped invitations for future visits to

their respective states, signing a sister state agreement.

Newman will return to Queensland today (correct, Saturday) pledging exciting things on the horizon.

"I have done a number of trade missions both in my job as the former lord mayor and now as Premier and I have never had one, I beli~;e, as productive as this one, he says.

"We've been warmly received, we've had great

access to important and significant players in business and in government and I believe that will yield great results."

DENNIS: The only thing we have found out is that Channel9's Shane Doherty apparently gets mistaken for Jack Nicholson when he walks down the street in Los Angeles, which makes me think if the bottom falls out of the newspaper industry I am going to LA and will set up as an optometrist as I think there is a great need. FRAN: What I have learnt from the Premier's visit is that we are all honorary Texans -we are apparently very much like Texas here in . Queensland. I think in these days 1f you want to be seen as a bit of a main player on the world stage your leaders do have to circulate a little bit, try to stimulate some trade ties and try to make a bit of a mark on the international scene and I think Campbell probably has in his own

way.

Newman invites NFL to Queensland AUSTRALIANS could have the chance to witness a game of American football after Premier Campbell Newman posed the idea to National Football League chiefs.

Mr Newman invited them to tour Queensland's sporting facilities during a meeting in New York as part of his trade mission to the United States.

Potentially hosting an NFL match in Queensland would provide a significant tourism boost.

"It would be fantastic to see Queensland's home­grown NFL superstar Jesse Williams play in front of a huge crowd," Mr Newman said.

"Jesse's drafting by this year's NFL Super Bowl

XLVIll champions, the Seattle Seahawks, generated significant interest here in Queensland.

"Hosting a National Football League match in Queensland would deliver significant dollars for the tourism industry, attracting visitors from interstate and · overseas as well as showcasing the state to NFL

fans around the world." Mr Newman said the

National Football League was the most watched sport in the US, broadcast internationally, and there was interest among the league to take more games overseas.

"In the year to September 2013, 160,000 Americans visited Queensland," he said.
