    This Request for Proposal (RFP) is being issued by the City of Oakland, Department of

    Economic & Workforce Development, Economic Development Division

    SUMMARY

    The City of Oakland is requesting proposals to study the viability of forming a value capture

    district that would help fund a Broadway transit line serving downtown and neighboring districts.

    In 2014, the City of Oakland completed the Broadway Transit Circulator study

    (http://www2.oaklandnet.com/broadwaytransit), which evaluated different technologies, routes,

    and service plans to improve connections between existing transit stations and major

    employment and housing areas along Broadway (see map of project corridor on page 11). The

    study considered transit improvements and the possible introduction of a new transit line on

    Broadway with two goals in mind: improving transit efficiency and supporting economic

    development. Specifically, the study evaluated strategies for moving people more quickly and

    reliably within and through downtown, and catalyzing transit-oriented development and business

    attraction along Broadway, the spine of downtown Oakland.

    With the completion of the Broadway Transit Circulator study, which laid out several transit

    improvement scenarios with different cost estimates, the next step for the City of Oakland is to

    assess the level of private sector commitment to implement these transit improvements. The

    private funding mechanism would be a value capture district that would partially fund the capital

    and/or operations of either a rubber tire service (Enhanced Bus) that would be an upgraded

    version of the existing Broadway Shuttle, or a rail-based electric service (Streetcar).

    Your proposal should explain how your team would answer the following three questions if you

    were selected to complete this Value Capture District Study (Study):

    1) Are property owners along the proposed transit line (Attachment D) willing to form and pay into a Value Capture District?

    2) Do property owners have a preference for the mode of the Circulator, i.e. Enhanced Bus or Streetcar?

    3) If the answer to #1 is yes, how much revenue could be generated by the District? Would the projected revenue differ based on the mode chosen?

    Note that the purpose of this Study is not to form a value capture district, but to assess the

    viability of forming one and lay out a plan for its formation. The results of the Study should

    enable City of Oakland staff to refine the Broadway Transit Circulator project by choosing which

    technology, route and service plan, if any, are economically feasible based on projected revenue

    from a value capture district. If the Broadway Transit Circulator project moves forward after this

    Study, a subsequent RFP could be issued to form a value capture district.
