AMENDMENTS TO THE RFQ
The following have been adopted by Amendment to the RFQ, as permitted by Section 2.11 of the
RFQ.
Amendment No. 3 Section 3.40.3 is replaced in its entirety with the following:
3.40.3 Pursuant to Section 572.069 of the TEX. GOV’T CODE ANN., the Successful
Proposer certifies that it has not employed and will not employ a former state
officer or employee of the Texas Lottery who participated in a procurement or
contract negotiation for the Texas Lottery involving the Successful Proposer
within two years after the contract has been signed or the procurement is
terminated or withdrawn. the state officer or employee left state agency
employment or service. This certification only applies to former state officers or
employees whose state service or employment ceased on or after September 1,
2015.
Amendment No. 4 Section 3.49.11 is added:
3.49.11Under § 2252.152 of the TEX. GOV’T CODE ANN., a state agency may not
award a contract to a company engaged in business with Iran, Sudan, or
known to have contracts with or provide supplies or services to a foreign
terrorist organization. The Proposer certifies it is not ineligible to receive a
state contract under § 2252.152.

Please note: These changes may affect your HUB Subcontracting Plan and expand your
list of possible subcontracting opportunities.
Part 6, Scope of Services is replaced in its entirety with the following:
6 SCOPE OF SERVICES
This section defines the scope of the services to be performed by the Successful Proposer
as part of this RFQ for Professional Architect Services.
6.1 GENERAL
6.1.1 The Texas Lottery Commission is issuing this Request for Qualifications (RFQ) to invite
interested vendors to submit Proposals to provide professional architect/engineering (A/E)
services to assist the Texas Lottery in program planning activities related to the relocation
of the agency’s headquarters facility, including particularly its drawing studio and Austin
Claim Center, to a new state office building at 1801 Congress Avenue, Austin, TX.
6.1.2 The Texas Facilities Commission (TFC) is responsible for oversight and management of
the planning, design and construction of the new state office building at 1801 Congress
Avenue. The Texas Lottery Commission will be a tenant of the building and its
headquarters operations will be relocated upon completion, currently planned for calendar
year 2021.
6.1.3 The Successful Proposer will provide professional architectural A/E services and guidance
directly to the Texas Lottery related to the buildout and occupancy of the agency’s drawing
studio and specialized designated space within the new state office building. The
Successful Proposer will work with and attend meetings which may include Lottery staff
and vendors, TFC staff, the project’s architect of record, and the construction management
team.
6.2 BACKGROUND INFORMATION
The Texas Lottery headquarters facility is currently located at 611 E. 6th Street, Austin, TX.
The facility consists of one four-story building and one two-story building occupying
approximately 75,000 usable square feet. The headquarters facility includes office space for
approximately 256 staff, drawings studio and production services for online draw games,
and the Austin Claim Center.
6.3 PROJECT PHASES
6.3.1 The Texas Lottery Commission (TLC) is seeking an A/E to assist in program planning
activities related to the drawing studio and specialized spaces within the new
headquarters offices. The A/E architect will consult directly with Lottery staff, to develop
office, studio and claim center plans for the new building.
6.3.2 Services provided shall include the following deliverables and phases:
A. Phase I – Core and Shell Development. Consult with Lottery staff and the TFC project
architects and construction management team to discuss and confirm project scope,
priorities, and work plan. Receive and become familiar with TFC space program
design standards, including but not limited to the Project Architect guidelines.
Coordinate with the TFC and Project Architect the requirements for submitting
detailed design and documentation of construction plans and specifications. CAD
plans. Assist the Texas Lottery to develop CAD building plans and general
specifications for core and shell building requirements.
B. Phase II – Develop Space Program Plans for Drawing Studio and Specialized Spaces.
Consult with Lottery staff, and TFC staff as required, to review, assess and document
existing office space, work stations, furniture and specialty areas to confirm
requirements for new building. Prepare space program documents, in accordance with
state guidelines, for new building based on documented assessment. Space program
plans shall include:
a. A separate space program plan for each Lottery department, to include detailed
requirements for any specialty areas.
b. Proposed floorplan and furniture configurations, utilizing existing and proposed
furniture specifications.
C. Phase III – Prepare Project Scope Documents and Preliminary Cost Estimates for
Drawing Studio and Specialized Spaces. Consult with Lottery staff, and TFC staff
as needed, to develop project scope documents and preliminary cost estimates for
Lottery required equipment, construction and move costs to be included in the Texas
Lottery’s fiscal year 2020-2021 Legislative Appropriations Request (LAR). Review
and become familiar with the proposed budget and advise TLC regarding best design
value, project implementation and appropriate adjustments, as would be necessary to
meet budget expectations. All cost estimates must be finalized no later than June 2018
in order to meet the LAR submission deadline.
D. Phase IV – Prepare Final Design Plans and Construction Notes. Consult with Lottery
staff, and TFC staff as needed, to develop final design plans and construction notes,
that will be utilized by the Texas Lottery and TFC to develop bid specifications for
finish out activities of designated for the Texas Lottery’s drawing studio and
specialized spaces.
E. Phase V – Construction Oversight and Management. Consult with Lottery staff to
provide oversight and input to TFC on the status and implementation of construction
activities for designated the Texas Lottery’s drawing studio and specialized spaces.
This includes coordinating with TFC staff and vendors to ensure construction activities
are following approved design plans and configurations. This also includes
coordinating with Lottery staff and vendors, as needed, during the installation of
Lottery furniture and equipment to address any issues or concerns that arise during
construction and occupancy. The Successful Proposer shall participate in all
construction walk-throughs and punch meetings as scheduled by the Texas Lottery
and/or TFC.
F. Phase VI – Move Planning and 6th Street Facility Shut-Down. Assist the Texas Lottery,
as needed, to develop a move plan and schedule, this includes shut-down activities for
the current headquarters facility.
6.4 MEETINGS AND DELIVERABLES
6.4.1 The Successful Proposer shall be required to attend meetings throughout the engagement
pertaining to current progress and emerging issues. Meetings may include Lottery staff and
vendors, TFC, the project’s architect of record, and the construction management team.
6.4.2 The Successful Proposer shall provide large sheet architectural plans throughout the
engagement as needed. Additionally, at the end of the engagement the Successful Proposer
shall provide large sheet architectural plans for the final design and configuration (as-built)
of the Texas Lottery’s drawing studio and specialized designated space at 1801
Congress Avenue. All architectural plans provided must be Building Information Model
(BIM)compatible with AutoCAD 2018.
6.5 RIGHT TO USE DRAWINGS, REPORTS AND DATA
Notwithstanding anything herein to the contrary, the Texas Lottery reserves the right to use and
reproduce all drawings, reports and data produced and to disseminate the same.
