1. Welcome, Introductions and Services Overview:
.01 The goal of the RFQ is to find the best team available to provide
the Services required to complete the Projects. IndyPL plans to
select separate Vendors for each of the 2 Projects.
.02 Questions and clarifications concerning the RFQ are to be handled
in writing via e-mail.
.03 Vendors are advised the received SOQs are considered Public
Records. Refer to the RFQ for instructions on procedures to handle
confidential information.
2. Services, Qualifications, and Projects Overview:
.01 The overall intent is to provide new facilities to meet the current
and future needs for IndyPL services.
.02 Scope of Services are described in Section IV, page 2, and
Attachment D. Community engagement is an important
component of the Services.
.03 The Board has worked diligently to agree on the Vendor
Qualifications described in Section VI, page 5.
.04 The Project scopes are included in Attachment C.
3. The Statement of Qualifications format is described in detail in Section VI,
page 5 of the RFQ.
.01 The process this time is similar to the RFQ completed for the first
round of Project awards. The exception will be we are seeking
single SOQ packets from interested Vendors.
.02 Vendor Qualification Sheet – Attachment B is to be completed.
.03 The required financial documentation does not count against the
maximum page count, and can be treated as a confidential
document under separate cover.
.04 IndyPL is not seeking fee proposals for the Services, but a
description of the basis for determining the range of fees required
to complete the Services.
4. The SOQ submittal deadline is June 9, 2016 4:00 pm local time.

5. Evaluation Criteria and Selection Process:
.01 The evaluation criteria for each of the Projects follows directly from
the Vendor qualifications.
.02 IndyPL expects to request additional information and schedule
interviews with Vendors.
.03 The scheduled date for the interviews is June 28, 2016.
6. Highlighted Terms and Conditions:
.01 The form of agreement will be an AIA contract with IndyPL
modifications. The draft agreement is included as Attachment D.
.02 Specific insurance requirements are described in the RFQ.
7. Questions Received Prior to the Conference:
.01 Question: Does the Vendor Qualification Sheet - Attachment B
apply to the 50 page maximum submission?
Answer: Yes.
.02 Question: Will the Vendor Qualification Sheet – Attachment B be
distributed as a .docx file to facilitate completion by the Vendor?
Answer: Yes.
8. Additional Questions at the Conference:
.01 Question: Will there be an IndyPL technology consultant available
to work with the Vendor or should this service be proposed by the
Vendor?
Answer: IndyPL does not have a technology consultant, but does
have a full IT department. The Vendor may decide to have a
technology consultant on their team if it strengthens their SOQ.
.02 Question: Is there any flexibility in the insurance requirements?
Answer: Yes, there may be some flexibility in these requirements.
The coverages required are reasonable for the scale of these
Projects.
.03 Question: Will IndyPL require LEED v3 or v4 for the Projects?
Answer: LEEDv4.
.04 Question: Will IndyPL provide the attendees list from the Pre-SOQ
meeting?
Answer: Yes.

.05 Question: Should the Vendor include commissioning as part of their
Services?
Answer: No. This service will be provided by IndyPL.
.06 Question: Should the Vendor include move coordination as part of
their Services?
Answer: No. This service will be provided by IndyPL.
.06 Question: Would IndyPL be interested in alternative energy
generation as part of the Projects?
Answer: Yes.
.07 Question: What special equipment might the Vendor have to work
with as part of the Projects?
Answer: IndyPL plans to implement automated materials handling
in selected branch facilities.
