EXPERIENCE

VTS DIRECTOR, USCG SECTOR NY — 2010-2014 Supervised and performed human resource functions for staff of 50, including

pay & leave, evaluation system, discipline & recognition system; supervised recruiting and led interviews; responsible for selection of new employees.

Supervised and performed administrative management functions for Operations Center, including departmental budget, schedules, grievance resolution and monthly reports. Responsible for oversight of equipment repair and maintenance team.

Served as technical authority on regulatory impact on sensitive or rapidly changing projects; coordinated efforts with officials representing other government entities and private organizations on matters of traffic management and port security.

Responsible for operational functions of VTS NY; developed policy and provided program guidance, set schedules and priorities. Instructed watch supervisors on developments affecting operations; served as technical expert on special projects.

Managed high visibility events including UN General Assembly security zones, Presidential visits, hurricane preparation/recovery efforts, and Fleet Week events.

Ultimately responsible for safe/efficient movement of over 500,000 vessel transits through Port of NY/NJ annually.

Received award for performance during and after Hurricane Sandy; as a member of Maritime Transportation System Recovery Unit (MTSRU), ensured that flood/wind damaged facilities and vessels were brought back online in most efficient manner possible, resulting in less than 24-hour down time for transport of vital home heating oil and other vital cargo through the port; my quick reactions in particular were noted for response to a barge that broke free of its mooring and was detained less than 100 yards from critical airport infrastructure (landing runway at LaGuardia Airport).

VTS TRAINING COORDINATOR , USCG SECTOR NY — 2003-2010 Trained staff of 50; created new comprehensive training (lesson plans, tests,

OJT, & refresher training); 100% national certification of NY staff (highest rate in nation).

Created new “outreach” training for staff to interact directly with customer agencies and personnel; involved ride-along program with harbor pilots, tug and ferry crews; resulted in greatly improved relationship with customers and improvement process for VTS operations with significant staff and customer ownership of improvements.

Created and instructed VTS National Certification Course at the Maritime Institute for Technology and Graduate Studies (MITAGS) in Linthicum Heights, MD. VTS NY had the highest certification percentage in the national VTS Program.

Significant contributions to Coast Guard-wide VTS issues led to selection as a representative of the USCG at international conference on VTS training; worked closely with foreign VTS representatives on solutions to common challenges.

VTS SUPERVISOR , USCG SECTOR NY – 2001-2003 First-line supervisor, performed HR duties for team of 8 to 10 personnel. Supervised watch team of 6-10; responsible for safe and efficient use of the

waterways of the Port of NY/NJ. Assisted in coordination of waterborne evacuation of Manhattan after 9/11

attacks; received award for my dedication and performance.
