TMC:– Do not approach threatening people– Do not approach people in vehicles– Do not be confrontational, abusive or

offensive– Do not detain or hold a person by any means

If you do not feel threatened notify the TMC, then approach and engage the person using:

–Observance–Presence–Greeting–Questions –Withdrawal–Notification

• Observe- Pay attention to their appearance • Presence- Use your body language to

communicate confidence• Greeting- Initiate contact in friendly tone• Questions- Use questions to get information• Withdrawal- Friendly exit• Notification- Contact the TMC if there’s no reason

for them to be where they are

is defined as a Dangerous Activity • Observe, but do not challenge the person• Remain calm• Exit the area as quickly as possible• Notify the TMC of their appearance, type of

vehicle, tag number, location and direction of travel
