Rourkela Smart City Ltd. intends to install modular furniture

offer along with details of the furnitures are invited from reputed interior

decorators authorised by OEM /modular furniture manufactures with 3 years of

financial years taken together not to be less than Rs.1 Crore.

The bid must be accompanied by Tender document cost @ Rs 1000/- plus

12% GST and EMD @ Rs 15,000/-(Rupees Fifteen Thousand Only) in shape of

DD drawn from a scheduled bank in favour of Rourkela Smart City Ltd., payable

at Rourkela.

The detail specification, drawings, conditions can be downloaded from RMC

website www.rmc.nic.in.

The bid should be addressed to the Chief Executive, Rourkela Smart City

Ltd., Udit Nagar, Rourkela -769012. Last date of submission of bid documents is

dt.10.05.2018 (up to 5.00 P.M ) & the same shall be opened on dt. 11.05.2018 at

11.00 A.M.

Terms & Conditions

1. Site Inspection:

The bidder must inspect the site & get themselves acquainted with the site. They are also

requested to get the detail dimension of the rooms before quoting the rates. Any claim in

plea of site conditions shall not be allowed later.

2. Two bid system:

a. Technical bid (Eligibility Criteria)

i. The bidder must be a reputed interior decorator authorised by OEM / modular furniture

manufactures with 3 years of experience in similar works.

ii. The average annual turnover of previous three financial years taken together should

not to be less than Rs.1 (one) Crore.

iii. The bidder must have successfully completed one similar works in any Govt.

organisation/Urban local bodies of minimum work order value of Rs.20 (Twenty) lakhs.

iv. The furniture/product to be quoted by the agency must match the technical

specifications mentioned in the Tender document. The agency should submit the details

of dimension of the product/furniture quoted along with the make & model in a separate

sheet as per the drawings and technical specification mentioned in the Tender document

along with the Technical bid.

v. The bidder must not be blacklisted or debarred in the past by Union / State Government/

Urban Local Bodies(ULBs)/PSUs from taking part in Government tenders in India..

Note- The bidder should submit copies of PAN, Balance sheet for last three financial

years duly certified by a Charted Accountant, IT return for last three financial years, GST

Registration, Copy of OEM authorisation if any, Printed brochures of required products,

Work order and proof of successfully completion of similar works, Correspondence

Address details with e-mail id & contact number, Tender document cost (non refundable)

@ Rs 1000/- plus GST @12% & EMD @ Rs 15,000/- (Rupees Fifteen Thousand Only) in

shape of DD drawn from a schedule bank in favour of Rourkela Smart City Ltd payable at

Rourkela,

In absence of the above necessary supporting documents the bid shall not be considered.

b. Financial Bid

The bidders who will qualify in the Technical bid evaluation will be considered for opening

of Financial bid. The date of opening of financial bid will be intimated to the bidder by

e-mail/contact number mentioned in the Tender document. The financial bid should

contain the detail of the furnitures/products to be installed as per the BOQ & duly filled in

with quoted price (Rs.) for all the items. The bidder for which the total quoted price by

taking in to consideration of all the items as per the BOQ becomes lowest will be declared

as the successful bidder.

The Tender document should be duly signed, sealed & submitted in a sealed envelope

addressed to the Chief Executive Officer, Rourkela Smart City Ltd., Udit Nagar, Rourkela –

769012 by speed post/Regd. Post/courier on or before dt. 21.04.2018 ( 5.00 pm).

3. Project to be taken on turnkey basis:

The successful bidder shall execute the work on turnkey basis i.e interior decoration,

electrical and all other ancillary works.

4. Time for completion:

The work should be completed in all respect within 30 (thirty) days. If the project is

delayed due to reason attributed to the agency, penalty @ 0.5 % per day of the total

agreement value upto maximum 5% of the total agreement value shall be levied after

which the authority has reserves the right to cancel the agreement without any prior notice

and get the remaining work done through other agency.

5. Scope of work:

This is a turnkey project completing all the interior decoration work as per the enclosed

drawings which mainly includes -

a) Providing workstation with suitable partition

b) Reception desk & Sofa at waiting hall

c) Mini conference facility at vendor meeting room & other meeting room

d) Infrastructural work for a pantry

e) Conference table & chair

f) Partition work for cubicle & cabins

g) Furniture for cubicle & cabin

h) Ancillary minor electrical works if any

6. Prefab or Fabrication at site:

The agency is at liberty to install prefab structures or fabricate at site or a combination of

both.

7. Suggestion of alternate materials:

The agency is at liberty to suggest & execute with alternate material with due approval

from CEO,Rourkela Smart City Ltd. Also in order to suit the size of room & overall

aesthetic the agency may propose for change in size & specifications of furniture, which

shall be executed after due approval of the authority. In case of major deviation, rate shall

be decided with mutual consent.

8. Manufacturer’s guarantee:

The agency must provide 1 year manufacture guarantee against all kinds of defects.

09. Performance Bank Guarantee(PBG)

The successful agency must submit the Performance Bank Guarantee @10% of the Total

Tender cost from a scheduled Bank operable at Rourkela before start of the work. The

EMD will be returned to the successful agency after submission of the PBG. The PBG will

be returned to the agency after 60 days of the completion of all the works.

10. Payment: 90% payment shall be released after successful completion of the work & balance 10% shall be released after 1 year of successful completion of the works and all the contractual obligations. 11. Jurisdiction: Litigation arising out of the agreement shall be subject to the jurisdiction of High Court in the state of Odisha.

TECHNICAL SPECIFICATIONS FOR THE PROPOSED OFFICE FITOUT FOR RSCL

The products should be selected from BIFMA and FSC certified company and complete as per

approved sample and specification under the guidance of Engineer in charge. The work should be

finished as per the best practices standard and making the fitout complete in all respect for

intended purpose of use.

1.0 Specification for Workstations

(a) Modular furniture work stations, 1500mm x 1500mm having arrangement as single-seater,

two-seater or four-seater including free standing 1200mm (+ upto 75mm) high tile based

partition.

(b) Storage pedestal drawer.

(c) Chairs for workstations.

(d) Adjustable wheel mounted CPU trolley

1.1 Frame

(a) The partition panels shall be tile based/ panel based with anodised finish & shall have overall

minimum thickness of 60-65 mm.

(b) Partition inner frame is 1.2-1.5mm thick mild steel. Horizontal and vertical trims are made out

of extruded aluminum of 1.2-1.5mm thick. All Panels/trims shall be powder coated with 50

micron. Aluminum trims are elegantly fixed with hidden connectors on the partition.

(c) These vertical channels shall have suitable and sturdy arrangement to accept tile cladding.

(d) All exposed vertical edges of partition panels shall be finished with contoured edged powder

coated Aluminum section of minimum 1mm thickness as per grade He-9-63400 as per IS:

733-1983 (or Latest if any).

(e) Connectors shall be of die cast aluminum with a waterfall edge for a continuous transition

from horizontal to vertical trim.

(f) Raceway consisting of powder coated section minimum 1 mm thick of CRCA MS grade ‘D’ as

per IS: 513-1994 of approved shade shall be provided of minimum 100mm size at two levels

(g) Panel should have cutouts of required sizes for installing electrical switch boards (as per

switch samples provided).

(h) There shall be separate slots for passage of data and electrical wires.

(i) The frames should be designed to easily handle upto 70 Nos CAT 6 wires at entry points.

(j) Tiles shall be offered for options as per attached drawing, i.e. Fabric tile (tackable/ Acoustic /

Pinup Tile) and Laminate Tile/ GlassTile/white board.

(k) End cap, Inline Cap, Universal Caps shall be of Aluminium extrusions.

(l) Top & Vertical trim shall be made up of Aluminium extrusions.

(m) 2 way / 3 way post shall be made up of minimum 1mm CRCA material.

(n) Connectors – 2 way / 3 way / 4 way, shall be of Aluminum Die Cast.

1.2 Tile Construction

(a) The frame work shall be fitted with 8mm thick pre laminated Particle tiles of approved shade.

Partition shall have provision for pin up board with fire-retardant fabric/ white marker/

laminated of approved shade. Fabric Tiles base shall be made of minimum 4mm thick MDF

(Medium density fibre) Material or particle board of minimum 9mm thick, fabric of approved

shade and of fire retardant quality.

(b) Laminate tiles shall be minimum 4mm thick MDF Material base or particle board of minimum

9mm thick base with lamination of approved colour.

(c) Glass Tiles (lacquered) shall be minimum 4mm thick toughened fitted in powder coated

Aluminum Alloy frame (He-9-63400) along with provision of corner/ top/ bottom clips made of

nylon 66. The end partition to have transparent glass tile

(d) Provision of accessories for name-plate & magnetic clips to be included in the design

(e) It should be of desired shade as approved by RSCL authorities

1.3 Work surface

(a) Standard table top height – 740mm (including table top thickness of 25mm)

(b) Work surface shall be 1500mm x 1500mm made up of 25mm thick laminated plain particle

board interior grade conforming to IS: 3087-1985 (or Latest if any) with PVC lipping/edge

binding 2mm thick.

(c) The top shall be factory-made, pre-laminated with laminate of 1mm thickness of approved

shade as per IS : 2046-1995.

(d) Bottom shall have a backing laminate of minimum 0.6mm thickness.

(e) The front edge of work surface shall be provided with machine pressed 2mm thick PVC

lipping/ edge binding. Non-working edges of the work surface shall be provided with machine

pressed 0.5mm thick PVC lipping/ edge binding.

(f) The worktop shall be supported on minimum 2mm thick powder coated CRCA brackets and

side panels. Side’s panels should be made from 18mm thick pre laminated Particle board of

approved shade. All working or non working edges shall be provided with machine pressed

2mm thick PVC edging using special hot melt glue at hot temperature.

(g) The cable manager on the work surface shall be of flexible plastic component for easy and

safe passage of wires.

(h) Plastic keyboard pullout tray made up of durable ABS (Acrylonitrile Butadiene Styrene)

material shall be on smooth sliding telescopic channels.

(i) Movable pre-laminated three drawer pedestal 450mmX450mmX700 mm (Using 18mm and

12mm thick boards) with two equal size drawer and one file drawer with castors.

(j) Drawers shall have channel arrangement for smooth operation, with best quality stainless

steel handle and latest technology magnetic type locking arrangement.

1.4 Adjustable wheel mounted CPU trolley

Adjustable wheel mounted CPU trolley made up of CRCA ‘D’ grade MS as per IS: 513- 1994 duly

powder coated (coating thickness 50 to 60 micron).

1.5 Specification of Powder Coating

(a) Powder coating shall be with Epoxy powder of a standard shade or as required.

(b) The specific gravity of powder should give DFT (Dry Film Thickness) of 50 – 60 micron.

(c) It should withstand salt spray test of not less than 1000 hrs as per ASTM- B- 117.

(d) SCRATCH HARDNESS TEST as per DIN 53153 shall be conducted and results should be

such that no scratch shall show bare metal with a load of 3 kgs.

(e) Following seven step phosphating process treatment to be conducted before powder coating.

(i) Hot water rinse

(ii) Knock of Degreasing

(iii) De-rusting

(iv) Coldwater rinse

(v) Activation

(vi) Phosphating

(vii) Passivation

1.6 Work Station Chairs:

(a) Medium back rest ergonomically designed

revolving chairs. Seat Size :- Min :H - 914mm x W

622mm x D-457mm Max:H-1003mm x W-

622mmxD-457mm. Seat of the chair is made up

of 12- 15mm thick hot pressed ply wood

upholstered with net fabric in front and back in

ABS, moulded with polyurethane foam.

(b) The chair should have a hydraulic gas-lift (As per

DIN 4550 2004-12 - class 3) for seat height

adjustment and push back mechanism.

(c) Fabric shall be fire retardant (As per ASTM D

1230-1994, IS: 11871-1986).

(d) The prong (base) is 620mm pitch center dia

(660mm with castors). The telescopic bellows is 3

piece telescopic type and injection moulded in

black polyurethane. The pneumatic height

adjustment shall have adjustment stroke of 75mm and operated at 30kgs extension force.

(e) The chair base should be of nylon material (BIFMA 5.1) for strength with 5nos. Twin nylon

wheel castors (castor wheel dia. 50mm) (As per ANSI/BIFMA X5.1-2002).

(f) There should be armrest and push-back mechanism (Mechanism Synchro-1 locking) with test

report as under:-

1.7 Raceways:

The raceways are made out of 0.8mm thick CRCA & powder coated. The electrical raceway can

be provided below worktop or above worktop, these are hookon type which will be mounted on

the verticals. The skirting/data raceway is hallow and will be mounted on the raceway channels.

1.8 Wire Management:

The partition has two integrated raceway provided one at skirting level and another at the work

surface level thus ensuring separation of power and networking cables. The free space available

within raceway accommodates power, data and communication cables.

The cable can be taken into the Frame either from the ceiling through power pole or from the

bottom. Once the cables enter the Frames, it can be taken from one end to the other end

continuously as per Power / LAN layout plan. Approximately 60-75 (5mm Dia) cables can be

accommodated in the raceway channels.

The raceways are provided with CRCA Snap cover on both side of raceways where required or

on one side depending upon where worktop is being used. The second raceway at work top level

can be given either below tabletop or above tabletop. The cable running at skirting level can be

terminated at tabletop level through disciplined wiring channels inside the frames.

The raceway covers will be provided with appropriate electrical switch cutouts, as per the samples

of switches provided , The number of cutouts in each workstation would depend upon the size of

the switches.

2.0 Storage:-

(a) Storage L-1050 shall be of pre-

laminated interior grade particle Board

confirming to IS: 2046-1995, Top and

side made up of 25mm shelves &

shutters of 18mm thick and back with

8mm pre-laminated particle board with

2mm thick PVC edge banding, having

latest technology magnetic lock.

(b) It should have two adjustable shelves &

two doors for effective space utilization.

(c) All working and non working edges to

be provided with 2 mm thick PVC

lipping fixed with hot melted glue. The

storage shall not have any sharp edges

(d) Metal leveller brackets shall be

provided to give extra strength.

(e) It should be of desired shade as

approved by RSCL authorities.

3.0 Reception area:-

3.1 Reception Desk

(a) Reception desk to be as per approved photograph. Reception counter is the décor which

plays the key role in kind of business sector to achieve the business. Reception desk as per

photograph is made up of 25mm thick pre laminated particle board with PVC edges. The

table top is supported with 18mm thick under structure of side panels and modesty panels.

(b) The front of the table is provisioned with designed wooden panel & given an extra glass top at

1050mm height. The table includes a mobile pedestal of size L- 400mm x D-450mm x H-

650mm made of 18mm thick pre-laminated particle board with PVC edges. The pedestal is

provisioned with 2 drawers and one filing drawer with locking facility.

3.2 Reception Chair

(a) Medium Back, Breathable mesh back with cushioned fabric

seat, adjustable lumbar support, Adjustable armrest with PU

padding and any position locking, Back five star chrome

base hooded casters, seat cushion upholstered on thick

3.3 Reception Sofa (two seater)

(a) Contemporary designed Two seater sofa of size:-

from 1 coloured fabric which is fitted perfectly to

its solid constructed frame of pine wood. A

squared base & compact design & asymmetrical

high quality stainless steel material.

4.0 Cabins:-

4.1 CEO’s Cabin

(a) CEO’s desk to be as per approved photograph. Executive Desk Size: L- 1800mm x B- 900mm

x H-750mm with a circular joining top. Side Table Size: L- 1200mm x B- 600mm x H-730mm

Supplying and placing in position of the CEO’s Desk. Functional and stately, with a sturdy design

style. Featuring a cherry finish, with delicate panel moulding. The office desk to be with the side

runner having enough storage space. Pedestal having three drawers to store essentials. Drawers

with stylish handle to enhance the look.
