RPO DELIVERYFOR A LOGISTICS LEADER

The initial requirement was to provide additional support to the Central HR team for a three-month period. This involved the management of the process onsite for international recruitment for their global HQ in the Netherlands for positions at all job grades and across all functions during a peak in recruitment activity.

The opportunity was presented to provide consultation, improve and establish a framework across all recruitment stages which included promoting partnering with hiring managers, achieving compliance, improving candidate experience, creating a speedier time to hire with greater visibility of data.

The assignment commenced in May 2015 and is still underway with the majority of HQ positions continuing to be managed by 6 Group's Recruitment Process Outsourcing (RPO) capability in conjunction with our dedicated Research team.

Hires include mid-to-senior management to the executive global leadership team across Finance, IT, Commercial, Operations, Strategy, Sales and Communications.

The project is being led by 6 Group's Isobel Lepist who has previously delivered RPO services for 12 years via Hays Corporate Accounts for clients in the Oil, Telecommunications, Pharmaceutical and Banking sectors.

Our RPO team manages all aspects of the relationship. This includes talent attraction, third-party relationship management, screening (including security screening), interview & selection, design and delivery of national assessment centres, redeployment services, feedback sessions and development plans for internal candidates, referencing and onboarding, and management information reporting.

Isobel is also acting as an integrated member of our client’s HR team and works onsite in the Netherlands. She works in close partnership with the Senior HR Business Partner, Head of HR Executive Partnering and Chief HR Officer.

SCOPE OF WORK

Campaign Planning & ExecutionRoles with our client involve attraction from across the globe with typical volumes at 20 – 30 permanent staff positions at any one time across all functions from mid-to-senior level to Global Business Heads.

Over the assignment campaigns include single placements plus 10 -20 different roles going live at one time with IT and Operations as an example. Our client manages vacancies and candidates via a SAP-based system to which the Recruitment Partner has full access and also other related systems and tools.

A three-stage process was already in place but a robust framework with a formalised and structured approach was introduced:

Formal briefing creating a project time-line including:• Job description definition• Job advert creation• Sourcing & attraction• Application CV review & selection • Administration of Logical Reasoning tests & Personality Questionnaires• Invitation to first-stage HR interview• Interview evaluations & feedback sessions• Further review and Final Stage interview • Offer Preparation

Administration relating to all stages is conducted by the 6 Group Recruitment Partner.

Candidate Attraction & Tracking• 6 Group utilizes the client’s in-house SAP based system as a vacancy management tool and application

tracker and responsible for maintaining all actions and updates within this system.

• Attraction methods include global advertising portals such as the Group’s company website, internal job board and LinkedIn.

• In order to manage ‘difficult to fill’ and highly specialist positions, 6 Group has established relationships and negotiated rates with third-party providers across all disciplines in relation to contingent recruitment and executive search.

• 6 Group manages all applications coming through these channels

Screening & Interview6 Group is responsible for conducting due diligence in relation to fit to the client’s organisational cultural and business values in addition to functional and behavioural competence in relation to the requirements of the position.

• This is achieved by a review of all applications through multi-channels with most relevant applications undertaking an additional review by the client

• Priority candidates are invited to complete online Logical Reasoning test & Personality Questionnaire

• 6 Group conducts telephone, Skype, face-to-face interviews with local and overseas applications

• A template was created by the us incorporating behavioural competencies and due diligence questions.

• A formal evaluation of the candidate is conducted with electronic storage protocol also created and implemented by 6 Group

• Set Functional and technical competencies for the 2nd stage interview also established for use by the client. This was introduced and implemented by the 6 Group

Compliance & Reporting6 Group manages all vacancies and applications via the in-house SAP-based system. This date and time-stamps all activities from application entry through to offer.

6 Group created a weekly report to provide an at a glance overview of information of information not previously visible or subject to Service Level Agreements or targets. These were set to establish initial benchmarks for the organisation:

• Current status on all open positions and progress update for all functions/job grades

• Weekly statistical overview on all activities

• Accumulating statistics on all activities to YTD

• Target information relating to client compliance, candidate – time in process, offer acceptance ratio, % use of third parties, time to offer, time to hire and retention

OUT OF SCOPEBrandingExternal branding in relation to recruitment is driven by the client. Branding and growing the profile of our client’s External Value Proposition is not within scope at present, however, all candidate communications is fully client-branded. Advice and consultation has been provided in relation to this and also optimising the use of supporting tools such as LinkedIn.

The nature of the recruitment is complex at it incorporates internal recruitment across a global group comprising multiple companies across the world, plus external candidates who are both local, expatriate in the Netherlands who are moving internationally.

The scope spans all business units within the global group, all functions and job grades so has not been outsourced.

Offer Management/Vetting and Verification6 Group works with the client's HR Business Partner with the creation of an initial offer proposal. All information relating to package and remuneration, due diligence relating to visa requirement, international relocation assistance was provided to the client’s HRBP who is responsible for the subsequent creation and issue of the offer letters and issue of formal contract.

OnboardingOnboarding is conducted by the client’s HR Administration function that liaises with third parties relating to visa applications and sister companies relating to the transportation of possessions via container and settlement.
