DETAILED PROJECT PROPOSAL

I. BACKGROUND / RATIONALE

In furtherance of its goal of strengthening the capabilities of its labor force, the Municipal Government of Bato, Catanduanes through its Municipal Poverty Reduction Action Team (MPRAT) has identified DOLE Kabuhayan Starter Kit (DKSK) Project as one of its priority projects for funding under the 2014 Bottom-Up Budget (BuB) of the National Government. The implementation of the project is expected to enhance the economic well-being of the identified beneficiaries, hence contributes to the attainment of the Philippine Development Plans goal of inclusive growth and poverty reduction.

III. OBJECTIVES

In general, it has the objective of improving the socio-economic well-being of identified workers in the informal economy. Specifically, it is aimed at enabling beneficiaries to plan, set-up, start and operate a livelihood undertaking by providing them with self-employment package of services consisting of short-gestation training, start-up kits, business counseling and technical and marketing assistance services.

IV. PROJECT DESCRIPTION

The project is aimed at providing livelihood opportunities through the distribution of starter kits to thirty (30) long term unemployed skilled workers in the municipality consisting of 10 carpenters/masons, 5 welders, 5 cooks/bakers, 5 dressmakers, and 5 manicurists/beauticians. The Municipal Government of Bato shall facilitate provision of trainings for capability building of beneficiaries.

V. MECHANICS AND IMPLEMENTATION

The selection of would-be beneficiaries shall be done by the PESO Manager Designate under the assistance of the Office of the Mayor and the Municipal Poverty Reduction Action Team (MPRAT). The beneficiaries shall be given orientation on the DOLE Kabuhayan Starter Kit Program by the PESO Manager Designate through the technical assistance of concerned DOLE Provincial Field Officer Staff prior to the release of the starter kits. The PESO Manager Designate shall conduct monitoring visits in coordination with the DOLE Provincial Field Office.

Linkage with other government and non-government agencies shall be sought for by the LGU to source out other forms of assistance that can be provided to the identified beneficiaries to enhance their knowledge and further develop their livelihood undertakings. VI. EXPECTED OUTPUT

30 long-term unemployed skilled workers consisting of 10 carpenters/masons, 5 welders, 5 cooks/bakers, 5 dressmakers, and 5 manicurists/beauticians were provided with starter kits.

IX. MONITORING AND EVALUATION

The DOLE Kabuhayan Starter Kit project shall be monitored by the LGU through its Public Employment Service Office and by the DOLE through its Provincial Field Office. Regular monthly monitoring visit shall be conducted during the 1st year implementation and once every quarter on its 2nd and 3rd year.
