1.0 Introduction: San Manuel Community Park is a 5.4 acre park located in the unincorporated community of San Manuel in southeastern Pinal County. The park serves a community of approximately 3,500 people and, in its current condition, provides limited opportunities for outdoor recreation.

The community of San Manuel was constructed in the 1950’s as a company town to serve the San Manuel copper mine, mill, and smelter. When copper prices feel in the late 1990’s, the owner of the property, Broken Hill Proprietary, (BHP), terminated all mining and smelting operations. The mine is now closed and the smelter has been decommissioned. The closure of the mine resulted in the loss of approximately 2,500 jobs. After the closure of the mine, BHP retained ownership of large portions of the Town including the park site. As part of an agreement between Pinal County and BHP, the ownership of the park is being transferred to Pinal County. During the period of time between the closure of the mine in 1999 and the drafting of the transfer of ownership agreement in 2019, the park received limited maintenance and certain facilities were closed. An existing swimming pool was drained and

filled with soil. The community center building was closed to general public use. The playground equipment and structures remained but were not improved or replaced to address current accessibility and safety standards. The baseball field backstop and the fencing around the tennis courts were allowed to fall into disrepair. Limited public use of the park continued, but site conditions prevented it from being a viable and attractive public park. With the acquisition of the park by Pinal County, a commitment has been made to improve the park facilities and to maintain the park in a safe and attractive manner. A total of three hundred thousand dollars ($300,000.00) has been allocated for park improvements. 1.1 Public Outreach

In an effort to identify how Pinal County might improve the park to best serve the needs of the San Manuel community, two public meetings were conducted at the community center building on the park site.

The first of these meetings was held on May 1, 2019. At this meeting, residents were advised of the transfer of ownership and the proposed $300,000.00 budget for park improvements. Residents were also advised that the County would only consider those improvements that Pinal County could reasonably afford to operate and maintain after the construction of the improvements had been completed. The initial public meeting included a survey of attendees to assist the County in identifying priorities for park development. This survey ranked potential improvements as follows (from most important to least important): 1. Playground and play structures 2. Group ramada 3. Shade canopy for playground 4. Picnic ramadas 5. Paved walkways 6. Dusk-to-dawn security lighting 7. Basketball court 8. Baseball / softball field improvements 9. Tree plantings 10. Outdoor gathering areas 11. Aggregate pathways 12. Park identification sign 13. New post-and-cable fencing 14. Irrigated turf play areas 15. Sand volleyball court 16. Pickleball court 17. Paved parking lot 18. Community garden 19. Dog park At this public meeting, residents were also advised of a provision in the agreement between Pinal County and BHP that required BHP to remove from the park site those facilities that were unsafe or that had no value to the County’s plans for a redeveloped and reinvigorated public park. County officials noted that the demolition and removal work was to be performed by BHP at no cost to the County but with the stipulation that the cost of the BHP performed demolition work would not exceed $100,000.00. A second public meeting was conducted on July 23, 2019 at the on-site community center building. At this meeting, a concept plan was presented that illustrated the highest priority facilities as well as a concept plan that showed potential future improvements. Also presented was a preliminary cost estimate that identified the overall cost of requested improvements and an indication of which improvements might be possible to build with the funds available. The concept plans for Phase 1 and future park development are provided on the following pages. Comments received at the July 23, 2019 public meeting indicated strong support for the proposed Phase 1 redevelopment concept. Residents also expressed their gratitude to Pinal County for the County’s willingness to take ownership of the park and make improvements that benefited the San Manuel community.

1.2 Purpose and Need:

To begin the implementation process, Pinal County identified the need for a preliminary design document that would: • Identify specific demolition and removal work to be performed by BHP • Identify park improvements required to correct safety and accessibility deficiencies • Identify park improvements needed to realize the community’s vision for the park as a viable recreational

resource • Define the scope and character of these improvements • Estimate anticipated construction costs 1.3 Organization of the Design Concept Report In addition to this introduction, the Design Concept Report includes: • A library of photographs that show the existing park facilities and site improvements as of the date of this Design

Concept Report. (See Section 2) • A summary of recommended improvements related to demolition and removal work. (See Section 3). • A summary of recommended improvements related to Phase 1 development. (See Section 4). • A summary of recommended improvements related to potential future development. (See Section 5). • An order-of-magnitude cost estimate for the construction of the recommended improvements. (See Section 6). • Preliminary (15%) plans and details for the subject work. (See Section 7). The plans and details provided herein are intended to define the scope of the work to be performed. In all cases, additional design and engineering work will be needed to create construction documents that can be used for competitive bidding and construction. The plans are also intended to serve as a visual tool to convey to the public and County officials the nature of the park facilities and site improvements proposed. 1.4 Excluded Items: Excluded from the scope of this Design Concept Report and from the budget for Phase 1 Improvements are modifications to the existing Community Center Building. While Pinal County is committed to retaining this building and making it available for public purposes, decisions have not yet been made regarding how the building will be utilized in the future. Funding for improvements to the Community Center Building will be budgeted separately from the current park improvement project.

3.0 Introduction: The proposed modifications and improvements to the San Manuel Community Park include: • Demolition work as needed to eliminate unsafe conditions and to remove features that would impede the

construction of new facilities. • Improvements that are needed to comply with current standards for accessibility and public safety. • Improvements that can be constructed with the $300,000. budgeted for Phase 1 construction. • Additional improvements that were requested by San Manuel residents that would require future funding

beyond that allocated for Phase 1. • Projects that could be implemented by local volunteer organizations. Descriptions of projects that will be included in each of these categories are provided below and on the following pages. 3.1 Demolition Work: The required demolition and removal work includes: • Removal of playground equipment that does not meet current standards for accessibility and/or safety. • Removal of the old swimming and wading pools and associated mechanical equipment and decking. • Removal of the rusted fence around the pool site. • Removal of the rusted fence and non-operable lights at the tennis courts. • Removal of site furnishings (picnic tables, benches) and associated concrete slabs that are in poor or unsafe

condition. • Removal of other miscellaneous items as required for new construction. 3.2 Playground Equipment Removal: The existing playground equipment consists of metal swing sets, and metal climbers. In all cases, the ground surface surrounding these elements is native soil without any impact attenuating materials. The deficiencies associated with these play components include: • Non-compliance with the Americans with Disabilities Act (ADA) regarding access to the equipment and lack of

accessible play elements. • Non-compliance with Consumer Products Safety Commission (CPSC) Publication No. 325 related to Public

Playground Safety. • Non-Compliance with American Society for Testing and Materials (ASTM) standard ASTM-F-1292-04 related to

resilient surfacing within the fall zones of the play equipment. • Non-Compliance with ASTM standard F-1487-07 related to the safety features of playground equipment

installed for public use. As a result of these deficiencies, it is recommended that all of the existing playground equipment be removed.

3.3 Removal of old Swimming Pool and related Improvements: Adjacent to the community center is an old swimming pool shell, a wading pool shell, pool related mechanical equipment, and concrete decking. The swimming and wading pools have been filled with soil. It is unknown whether or not the pool shells were penetrated for drainage prior to the pools being filled with soil. It is recommended that the swimming and wading pool vessels be removed in their entirety. Failure to remove these elements will create a permanent underground condition that will dictate what can be constructed or planted above these structures. In conjunction with the removal of the pool vessels, all associated mechanical equipment and piping should be removed as this equipment has no salvage value. The removal of the vessels and mechanical equipment will also involve the removal of the pool decking and perimeter fencing. The concrete deck slabs are in poor condition and are not configured to support the new facilities requested by the community. The chain link fencing is badly rusted and will no longer be needed for access control. 3.4 Removal of Fencing and Light Poles at Tennis Courts: The existing concrete slab associated with the tennis courts is in generally good condition. While there are minor cracks in the slab, there has not been any vertical displacement of the slab that would create a tripping hazard. As such, the intent is to retain the slab and use it to create the basketball court that the community has requested. Surrounding the court slab is a chain link fence that is very corroded and in poor condition. It is recommended that this fence be removed in its entirety. Also adjacent to the court slab are four light poles with fixtures that are old and no longer functioning or repairable. These poles and fixtures along with an associated electrical panel should be removed and disposed of. Also present within the slab are posts for tennis court nets. These posts are to be removed. 3.5 Removal of Site Furnishings: Scattered throughout the site are benches and picnic tables. Some of which are set on concrete slabs. The benches and tables have wooden seats that are in poor condition. Additionally, there are also no accessible routes to these site furnishings. Repair of the site furniture would be expensive and would only partially address the current deficiencies. As such, it is recommended that the existing site furnishings be removed and replaced. 3.6 Removal or Demolition of Miscellaneous Items: There are a number of minor items that should be demolished or removed from the site. These include items such as portions of the perimeter post-and-cable barrier that will be in conflict with new construction. These miscellaneous items are identified on the 15% plans included as part of this Design Concept Report.

4. Summary of Proposed Improvements – Phase 1 Development

4.0 Introduction: Based on input received from the public, various improvements are proposed as part of the currently funded Phase 1 development. These include: • Construction of accessible parking spaces and walkways as required for compliance with the Americans with

Disabilities Act (ADA). • Construction of a new playground with resilient surfacing below the play structure. • Construction of a shade canopy above the playground. • Construction of accessible walkways to the playground. • Construction of a group ramada in the vicinity of the Community Center. • Construction of accessible walkways to the group ramada. • Development of a new basketball court utilizing the existing tennis court slab. • Maintenance and as-needed repair of the dusk-to-dawn lighting system. • Upgrades to the baseball / softball field (if Phase 1 funding is sufficient). 4.1 Accessible Parking Spaces: The existing parking lot has a gravel surface and there are not accessible parking spaces. To bring the facility into compliance with ADA requirements and Pinal County codes, two paved handicapped parking spaces will be constructed. Included will be the associated walkways connecting the parking spaces to the existing and planned walkway system. Appropriate signs and pavement markings will also be installed. 4.2 Playground Structure and Swings: A new playground structure will be installed. This structure will include elements for 2-5 year olds and 5–12 year olds. It will also include accessible elements as required by ADA. The playground will also include swings. All areas within the fall zones of the play structure and swings will be surfaced with impact attenuating engineered wood fiber material. Surrounding the playground will be accessible walkways with required access ramps. 4.3 Shade Canopy above the Play Structure: A canopy will be installed above the play structure to provide shade during the hot sunny portions of the year. This canopy will consist of a powder-coated steel frame and a UV resistant fabric cover. The canopy will be high enough so as to minimize the potential for damage by individuals standing on top of the play equipment. The supporting posts will be outside the fall zone associated with the new playground equipment. 4.4 Accessible Walkways to the Playground: New concrete walkways will be constructed to provide access to the playground from the handicapped parking spaces and from the existing walkways adjacent to the Community Center building. These walkways will allow an individual in a wheelchair or someone with a physical disability to access the playground. The walkways will be continuous around the playground.

4.5 Group Ramada: A group ramada is proposed for the area adjacent to the Community Center Building that was previously occupied by the swimming pool. The approximate dimensions of the proposed ramada are 20’ x 30’. The ramada will have a power-coated steel frame and a metal roof. A concrete floor will be constructed below the ramada as will walkways that connect the floor slab with the park’s walkway system. It is proposed that conduit be provided for the future installation of light fixtures below the ramada roof with the light fixtures being included in the Phase 1 work if budget allows. The new group ramada will be equipped with a basic set of site furnishings including picnic tables and barbecue grills. It is anticipated that additional site furnishing might be added in conjunction with future phases of the park development work. 4.6 Basketball Court: A new basketball court will be constructed on the existing court slab. Improvements will include backboard posts, backboards, goals, and court striping. The basketball court will be built on the south half of the existing slab leaving the balance of the court area open for unstructured play and/or community events. To prevent balls from rolling down into South Avenue A, a new 5’ high chain link fence will be installed around the east half of the court slab. 4.7 Dusk-to-Dawn Lighting: The residents of the community expressed a desire to maintain the existing dusk-to-dawn lighting system within the park. This lighting system was recently made operational by Pinal County and will be retained. If additional remedial work is required, the work will be included in the scope of the Phase 1 improvements. 4.8 Tree Planting and Irrigation System: It is proposed that new tree planting be included in the Phase 1 scope to supplement the handful of existing specimen trees on the park site. To ensure that the new trees become established, a new drip irrigation system will be installed. The scope of the Phase 1 tree planting and associated irrigation will be based on available funding. 4.9 Improvements to the Baseball / Softball Field: If the Phase 1 funding is sufficient, improvements to the baseball / softball field are proposed. Improvements include removal of the damaged chain link fabric on the backstop, a reduction in the size of the frame, repainting of the backstop frame, installation of new chain link fabric, the removal of the existing infield material, and the installation of new infield surfacing material. The proposed reduction in the size of the backstop is proposed as a cost savings measure. A smaller backstop will be appropriate for the current level of youth play at the park. The Phase 1 Improvement Plans should identify the baseball / softball field improvements as an additive-alternate to allow for the work to proceed if there are sufficient funds available.

5. Summary of Proposed Improvements – Potential Future Development

5.0 Introduction: The improvements requested by community residents include items with costs that exceed the funding available for Phase 1 development. These lower priority items are identified below. While these facilities are appropriate and desirable, Pinal County has conveyed to the public that no funding has been allocated for future phases of the work and there are no guarantees that funding will be included in subsequent County budgets. The proposed future improvements include: • A small ramada at the playground • Dispersed picnic facilities • Additional concrete pathways • Enhancements in the vicinity of the group ramada • Aggregate pathways • Additional tree planting • Park identification sign • Repair and repainting of the post-and-cable barrier 5.1 A small Ramada at the Playground: The new playground will serve as a focal point for the overall community but the primary users will be small children. These children will be accompanied to the park by parents, grandparents, or guardians. A small ramada is proposed as an amenity for these individuals. The proposed ramada will be approximately 15’ x 15’. It will include a powder-coated steel frame and a metal roof. The floor will be concrete and benches and tables will be provided.

5.2 Dispersed Picnic Facilities and Ramadas: It is proposed that additional picnic facilities be constructed at several locations within the site. At each location, an accessible concrete slab will be provided. Picnic tables and a barbecue grill will also be installed at each site. The location of the dispersed picnic sites will be coordinated with the proposed concrete and aggregate walkways and with the planting of additional trees. 5.3 Additional Concrete Walkways: As part of the proposed future park development, additional concrete walkways will be installed to provide access to some of the dispersed picnic sites. These walkways will also be part of the walking path network that supports exercise walkers including those that may have physical disabilities. 5.4 Enhancements to the Group Ramada Area: Over time, it will be desirable to enhance the Group Ramada area to support this facility’s use for community events. Enhancements that might be constructed include additional barbecue grills, picnic tables, seat walls, paved plaza areas, fencing, and lighting. Additional tree planting and extensions to the irrigation system are also recommended.

5.5 Aggregate Pathways: In addition to the fully accessible concrete pathways, it is proposed that aggregate surfaced pathways also be built within the park. These pathways would expand opportunities for recreational and fitness walking. A fine-gradation decomposed granite or similar material is proposed for the surfacing of these pathways. 5.6 Additional Tree Planting: The proposed Phase 1 tree planting will enhance the park and provide some shade in selected areas. Over time, additional tree planting is proposed to improve the visual character of the site and to provide additional shade adjacent to walkways and picnic areas. The tree species to be used will typically be drought-tolerant native trees combined with some food bearing, desert adapted species. The drip irrigation system installed as part of the initial phase of construction will be expanded to these additional trees to ensure their establishment and development into healthy specimen plants. 5.7 Park Identification Sign: A park identification sign or signs should be added to the park if and when funds become available. The sign(s) might be of the monument type and include features that add to the character and identity of this municipal facility. 5.8 Repair and Repainting of the Post-and-Cable Barrier: The existing post-and cable-barrier at the perimeter of the park limits unauthorized vehicle access to the site. While this existing improvement is functional, the existing post-and-cable barrier is in need of repair. The cable needs to be re-tensioned or replaced in some locations and the posts need be cleaned and repainted. With some assistance by the County, this is a project that could be implemented using volunteer labor. The implementation of this work or similar work by volunteers is encouraged as a means of getting local citizens involved in development, operation, and success of the park.
