2018/January 2019

This report is provided to give you a brief synopsis of the programs provided and services rendered through the dedication and commitment of Santa Cruz County Animal Shelter’s (SCCAS) staff and volunteers.

General

• Due to an overload of animals at the Shelter, SCCAS offered half price on all adoptionsfor the month of December 2018.

• The Sherriff’s Office assisted our officers with locating a dog that was stolen from amobile home during a robbery. The dog was safely reunited with his owner. An articlewas written about this case on the front page of the Santa Cruz Sentinel.

• The Santa Cruz County Animal Shelter Foundation, our 501(c)(3) fundraising arm, wasthe top fundraiser for the chosen by Santa Cruz Gives campaign raising over $31,000.

• SCCAS is offering the “Dude, Where’s My Cat?” program to Santa Cruz County residentcats, including FREE spay/neuter services, as well as microchipping and vaccinationsfor $10. This program is limited to the first 300 cats.

• SCCAS continues to partner with Santa Cruz Mountain Brewing for Ales for Tails on the4th Thursday of every month. These events raise anywhere from $500-1500 a monthand feature adoptable dogs from the shelter.

• SCCAS and Heading Home Animal Rescue are continuing to partner on their "WorkingWhiskers" program designed to help cats in our community that are not readilyadoptable. This program has saved a record number of nonsocial cats from SCCAS.The program has been so successful that in its first 7 months the unsocial cateuthanasia rate went down by more than 2/3 for the entire year of 2016, compared to2015. Heading Home Animal Rescue, an all volunteer organization with no paidpositions, takes more of SCCAS’ animals than any other placement partner organization.Over 40% of all animals transferred from SCCAS go into their adoption program.

• Carla Braden, Behavior & Training Coordinator, continues to offer dog training classes,private training, behavior help for new adopters and owners considering surrender, andeducational opportunities for staff, volunteers, and community members. Carla is helpingSCCAS enhance its outreach on interpretation of dog and cat body language and betterunderstanding of who dogs and cats are, their needs, and how they experience theworld.

• SCCAS staff continues to offer training workshops for volunteers on cat behavior,performing dog shows to potential adopters, foster care of animals, and explaining thedisposition decisions made on animals regarding health and temperament.

• SCCAS continues to offer community outreach through education and distribution of freeresources through the Healthy Pets For All program.

• Heading Home Rescue, Animal Shelter Relief and Four Paws to Love continue to take SCCAS’ cats and kittens, many with medical issues and too young for adoption, into their adoption programs. This partnership continues to increase SCCAS’ animal transfer rate significantly and directly helps increase SCCAS’ live animal release rate.

• Santa Cruz SPCA continues to assist SCCAS with taking animals into their adoption program. This directly helps increase SCCAS’s live animal release rate.

• In March, 2018, the California Animal Control Directors Association and State Humane Association of California merged to form a single unified Association for private and public animal welfare professionals in California. SCCAS General Manager serves as Vice-President of this newly formed group: California Animal Welfare Association (CAWA).

SCCAS Staff SCCAS currently has one animal control officer, a part-time accountant and a client service representative out on extended medical leaves. SCCAS is currently recruiting for the Program and Development Manager position. Watsonville Shelter SCCAS is working on future shelter improvement ideas: shade areas for the dog play yards and a small pole barn to store feral cat traps, cat loaders and house livestock. SCCAS is currently organizing mobile spay/neuter clinics at Muzzio Park in Watsonville. This will greatly increase our spay/neuter surgeries for Watsonville residents. Live Oak Shelter SCCAS veterinary clinic continues to have interns from the Animal Behavior College Registered Veterinary Technician program. The Shelter will also serve as a clinical rotation stop for students at all stages of their education. Depending on the current stage of the program, students will be receiving instruction and performing duties in the Animal Care Department and also in the Veterinary Clinic. At the clinic at the Live Oak shelter location in the months of December 2018 and January 2019 583 animals were spay/neutered. Also, 186 animals were transferred to our adoption placement partner organizations. The Live Oak Shelter continues to work closely with Sheriff’s Work Release, CalWorks and Court Referral for support. Client Services Client services staff continues to provide excellent customer service while assisting a high volume of clients in person and on the phone. Staff processes adoptions, returns animals to their owners, and schedules spay/neuter appointments, processes licenses, files lost and found reports, processes Administrative Citations, does research and follow up for the daily hold report, and sells merchandise and products to the public such as apparel with our new logo, flea prevention medication and pet identification tags to generate revenue. Client services staff is increasingly helping with licensing, rabies vaccine data entry and donation processing.

Animal Control Animal Control Officers continue proactive patrols and the Door-to-Door community outreach campaign, when able. Field Manager Todd Stosuy has completed updating Field policies and procedures and is working with the general manager to create a model ordinance for all jurisdictions. Animal Control Officers continue to provide excellent animal rescue and control service to residents of Santa Cruz County. Officers continue to rescue injured and mistreated animals, promote public safety with assisting law enforcement and conducting vicious and/or dangerous animal investigations, and provide community outreach and education at special events. Volunteer and Humane Education Programs Volunteer orientations continue to be offered twice a month. SCCAS’ partnership with YouthSERVE allows 13-18 year-olds to volunteer with trained supervisors. Several continuing education seminars are being offered each month to volunteers, staff and now the public on topics such as animal handling skills and basic animal grooming. Pet of the Week segments continue each week in the Santa Cruz Sentinel, Mid-County Post and KPIG. We are now showcasing a Pet of the Week segment once a month at KSBW television. SCCAS continues to provide trainings and education opportunities for our volunteers and members of the public. Statistics Please see attached. Animal Control Report December 2018 and January 2019

Todd Stosuy, Field Services Manager

1. We are still down one officer due to an ongoing workers comp medical issue.Another officer who was on workers comp came back to full duty in mid-January.

2. Due to ongoing complaints of off leash dogs at several County/City Parks, we havebegun a zero-tolerance policy for off leash and are citing animal owners on contact.These parks are the Live Oak Beaches, Highlands Park in Ben Lomond, SeascapePark in Aptos, Anna Jean Cummings Park in Soquel and Jade Street Park in Capitola.

3. We filed charges against a woman in the Santa Cruz mountains for abandoning a dogat her residence after she moved out. The dog was seized and adopted.

4. We seized a dog from a male in the City of Santa Cruz after reports he was physicallyabusing the dog. Santa Cruz Police assisted in detaining the suspect while weinvestigated the claims. We filed charges against the male and the dog was adoptedthrough or Agency to a new home.

5. We seized a dog from a female suspect in the City of Santa Cruz after reports she wasphysically abusing the dog. Santa Cruz Police assisted in detaining the suspect whilewe investigated the claims. Charges were not filed due to insufficient evidence.

6. We seized a dog in the City of Santa Cruz for violation of its Vicious Order. Weplaced a Destruction Order on the dog and a hearing was held at Santa Cruz CityHall. The Order was upheld and the dog humanely euthanized. The owner was alsocharged criminally for the violations.

7. We seized two cats in the City of Santa Cruz who had been left in a car that wascovered in cat feces and cat vomit. We worked with the animal owner, who ishomeless, and were able to get the cats placed into a home where he has visitationrights.

8. We seized a dog in the City of Santa Cruz that violated its Vicious Order. The animalowner did not request an appeal to the Order for Destruction.

9. We seized a dog in the City of Watsonville after a male suspect was allegedly beatingthe dog. Watsonville Police detained and arrested the suspect on outstandingwarrants. We are working with City Parks and the Police to obtain video evidencefrom the Ramsay skate park. We will be filing charges.

10. In December we issued a Habitual Offender Order in the City of Santa Cruz and aPublic Nuisance letter in the City of Watsonville. We declared one dog Vicious inunincorporated County. In January we issued a Warning letter in unincorporatedCounty and the City of Capitola. We deemed one dog a Habitual Offender in the Cityof Santa Cruz and one dog a Public Nuisance in City of Watsonville. We deemedtwo dogs Vicious in unincorporated County.

11. With the assistance of the Sheriff’s Department we tracked down and located a stolendog. The case received media attention.

Shelter Services Board Report December 2018 and January 2019

In the months of December 2018 and January 2019: • 1,393 dog licenses were sold • 320 animals were adopted • 186 animals were transferred to another shelter or placement partner • 662 animals entered the shelter • 179 animals were reunited with their owner • 534 WebLicensing transactions • 583 spay or neuter procedures • 329 animals signed up for the Planned Pethood Program

The building that was recently retrofit to create a spay and neuter facility for cats has further evolved to accommodate canines as well. Species will be scheduled for different days to eliminate the stress that cats would experience if sharing the space with dogs. Dr. Fankhauser will be performing the procedures and has a background in high quality / high volume spay and neuter. The shelter anticipates a dramatic increase in the number of Planned Pethood clients that can be helped each month. Dog license solicitation packet has been sent to dog owners that have never licensed their dogs. The packet includes information regarding the importance of licensing your dog as well as instructions to complete the process online or by mail. A new partnership has been formed with a non-profit mobile spay and neuter service to extend the reach of the Planned Pethood Program. The partnership will launch on February 25th and 26th, in honor of Spay Day, and clients are currently being scheduled for those days. Thank you, Ben Winkleblack

Behavior & Training Report

December 2018 & January 2019

Carla Braden, Behavior & Training Coordinator

1. More animal care staff have been performing more behavior assessments one-on-one with Carla to learn more about assessing behavior of the shelter’s dogs.

2. We held a volunteer holiday gift wrapping party to wrap new toys and treats for our dogs, cats, rabbits, and goats. The gifts were given out on Christmas and a video was edited and posted to facebook of the dogs and cats opening their presents.

3. Carla testified in an Order for Destruction appeal hearing with the city of Santa Cruz in January. The order was upheld.

4. Staff held a meeting to revamp some of our volunteer foster training, resources, and the promotion of our adoptable animals who are in foster homes.

5. We continue to coordinate with our medical staff to assess, provide enrichment for, and handle dogs who have exercise restrictions for medical reasons, but need more experienced handling, such as injured young, energetic dogs. Volunteers have been given particular written instructions so dogs like Peanut, an adolescent pitbull mix recovering from a broken jaw, and Booker, an adolescent pitbull mix recovering from a severe head injury, can continue to recover successfully and be handled by volunteers at the shelter without incident.

6. We are using more treat and kibble tosses on adoptable dog kennels to improve the appeal of adoptable dogs to potential adopters and get them more comfortable with a wider range of people. The public is also directed to the middle of the adoption kennels, which is safer for the public and dog handlers.

7. We increased the amount of public behavior consultations done. This helps guardians and their dogs live more harmoniously and helps prevent surrenders to the shelter.

8. Potential adopters and adopters continue to be counseled prior to adoption for behavior guidance, understanding, and good matchmaking for many of the shelter dogs and cats.

9. Adopters continue to be helped through private behavior consultations, phone, and e-mail guidance and support for a range of behavior challenges.

10. Trainings were held for volunteers on: low stress handling for shy and fearful dogs, taking dogs in and out of kennels, handling puppy and adolescent dogs, and introducing dogs to potential adopters.

11. We continue to work with foster volunteers for dogs who are very stressed and whose behavior is significantly negatively affected by the kennel environment.

12. Shelter animals continue to receive enrichment in the form of food puzzle toys, social time with people, play groups (dogs), and more.

The next quarterly report of expenditures for January 1, 2019 through March 31, 2019 will be included in the April 2019 agenda.

Recommendation:

Accept the second quarter report of all Journal Entries made to the County of Santa Cruz and interfaces for the County ISD Telecom Services for October 1, 2018 through December 31, 2018.

Discussion:

The Santa Cruz Auditor-Controller’s Office management letter dated January 3, 2013 recommended the Shelter Manager review all Journal Entries made to the County of Santa Cruz and ensure all support is on file and present this report to the Board during regular Board meetings.

A list of all Journal Entry payments to the County of Santa Cruz has been downloaded and checked against department files to insure hard copy support for each transaction. Staff compared monthly amount interfaces for ISD Telecom to the “Extension Detail Report “, which shows complete charges, and found no discrepancies. The interfaces for ISD Telecom are included on the Journal Report.

The next quarterly report of Journal Entries and interfaces for January 1, 2019 through March 31, 2019 will be included on the April 2019 agenda and every quarter thereafter.

The Financial Report ending January 31, 2019 reflects total revenues of $226,398 and expenditures of $708,650. YTD revenues are $2,748,110. YTD expenditures are $2,208,401. Current total revenues are 62% of a potential 58%. The percentage of current year expenditures is at 54%.

Licensing revenues YTD are $154,957. At this point last year licensing revenues were $113,977.

The Financial Report reflects the estimated/actual expenditures and revenues based on current YTD actual through January and an estimate for February – June based on experience and expectations.
