School by-laws - Class A & B Legislation

The Faculty Council shall provide for: (1) oversight, coordination, and support of the activities of all School of Interdisciplinary Arts and Sciences standing committees, (2) election of the chair and members of the Faculty Council and the chairs of the standing committees, and (3) ongoing assessment of School bylaws and structure. Faculty Council may create special and ad hoc faculty committees. When the faculty of the School of Interdisciplinary Arts and Sciences are not gathered, the Faculty Council shall act as the legislative body on behalf of the Faculty in all matters of faculty concern in accordance with the following procedures: Two types of legislation shall be distinguished: Class A shall consist of amendments to these bylaws and the standards for tenure, promotion, and faculty assessment. Class B shall consist of all other legislation and resolutions:

Class A: By a simple majority, the Faculty Council may propose amendments to these bylaws. The Faculty Council will forward these proposed amendments to the faculty for its approval as specified in Article IX. Class B: Class B legislation shall refer to all general policies within the purview of the faculty. Class B legislation shall be approved by a simple majority of the Faculty Council and requires no additional action by the faculty. The Chair of the Faculty Council shall notify the Faculty of these actions two weeks prior to their taking effect.

From: “Proposal for Process and Criteria for Recommending Salary Adjustments in IAS 2012-2013 Year Process Only For Discussion at February 1, 2013 IAS Faculty Meeting” “While we recognize that our charge was to propose and implement a process for the salary adjustments for the academic year 2012-2013, subject to approval and amendment by the IAS faculty, in the effort to successfully complete our charge we confronted/discussed a number of concerns we believe would prove useful in the creation of the permanent salary adjustment policy.” “We recommend that a discussion on salaries be held each year as part of the September retreat, whether or not funds exist for salary adjustment in that specific year.” Faculty Council discussed this at length and it was decided that we would try this at the retreat this year to see how it works. (Most of the salary discussion happens late winter, early spring quarters and there was some discussion that this might be a more appropriate time for faculty discussion on this topic.) “We recommend that the faculty be provided information on salaries each year. This material should not be limited to salaries alone, but also include an update on extra-merit; tenure and promotion; retention offers; and equity.” There will be a table posted on the IAS faculty share drive that will contain all current salaries, as well as a table on what type of raises everyone received last year.

“We recommend that detailed information be collected and disseminated on lecturers’ salaries at UWT, across the UW system and nationally to be presented to IAS faculty.” We think Faculty Assembly is working on this, but need to check and request them to do if not already in the works. “We also recommend that the number of years of service by rank be considered in the development of an IAS policy on salary adjustment. This issue is a concern in addressing compression, but also for lecturers, some of whom have not had numerous years rewarded.” The new salary and review policy currently under discussion in the UW Faculty Senate will address this. “We recommend that equity be given consideration in each salary adjustment to avoid the current situation in IAS where the lowest paid faculty in Assistant, Associate and Full Professor rank, are all members of underrepresented groups.” Yes. Faculty Council agrees. “We recommend that in any salary adjustment allocation, that the process implemented seeks to address the widest possible number of faculty whether tenure-track or not.” Yes. Faculty Council agrees. “We recommend specific policies for salary adjustments also consider that for many lecturers the traditional means of salary adjustment (including Compression, T&P, and Equity) do not offer adequate means to adjust lecturers’ salaries.” A number of these issues are being addressed through the competitive hiring process for full-time lecturers. However, Faculty Council realizes that this hiring process does not address the salary issues associated with existing senior lecturers and will take this into account when reviewing salaries this year.

Extra Merit

Guidelines to be considered for extrameritorious academic performance

The following examples of extrameritorious performance are not intended as exact criteria, but rather as examples of performance that might be considered extrameritorious. A faculty member’s academic performance represents part of faculty member’s annual salary review that also includes compression and retention considerations as stated in the faculty code. By providing these examples it is hoped that faculty who may not have otherwise considered doing so may be encouraged to nominate themselves for consideration by the faculty for extrameritorious designation.

A faculty member’s profile should be evaluated based on their entire record of achievement over time, though designation of extrameritorious performance will be awarded in one year and may be associated with an end product.

As a basis for being considered extra-meritorious the candidate must fulfill basic faculty responsibilities in all appropriate areas. Tenure line faculty are expected to contribute in the areas of scholarship, teaching and service. Lecturer line faculty are only required to contribute in the areas of teaching and service, but can be considered extra-meritorious based upon evidence in all areas when appropriate. Basic Faculty Responsibilities (See Guidelines for Documenting Faculty Effort for Merit, Tenure, and Promotion)
