CONCEPT NOTE
Background
Sand and Dust Storms (SDS) are a global challenge that requires immediate action at all levels. In recent
years, the global community has committed to proactively tackle SDS. The UNGA has adopted three
resolutions on SDS since 2015. The UNEA‐2 adopted also a resolution to address SDS. In 2017, UNCCD COP
13 adopted its first decision on SDS and approved the Policy Advocacy Framework for SDS. The Policy
Advocacy Framework provides principles and guidance for an SDS policy that builds resilience against the
impacts of SDS and strengthens risk reduction and source mitigation.
Addition to a robust policy on SDS that support for coordination and cooperation in coping with SDS
problem, a technical guide is needed to build capacity and assist countries in establishing and
implementing national/regional policies across sectors including health, source mitigation, protection and
disaster risk reduction management, and early warning.
While an SDS source base map will contribute to providing baseline information in establishing
anthropogenic source mitigation targets and measuring the progress against targets in the context of LDN.
It will also provide modelling community with reliable and unique input database on dust (actual and
potential) productive areas that is priority information for dust forecast operational and research activities
including risk knowledge.
The UNCCD is developing the technical guide and SDS source base map in collaboration with organizations
and recognized experts on SDS action including WMO, UNEP, UNISDR, WHO, and UNOOSA (UN‐SPIDER)
among others. With this backdrop, three working meetings are proposed in back to back format: (1) SDS
technical guide write‐shop (1.5 day); (2) Experts workshop on a Global SDS source map (1.5 day); (3)
Consultations on SDS collaboration (0.5 day).
Objectives
Review and coordinate a draft SDS technical guide;
Inventory of the existing source distribution data, map tools and identify approaches of SDS source
map; draft a concept of pilot project; Inter‐agency consultations on SDS collaboration
