The Ministry of Home Affairs(MHA) said on Friday the re-lease of prisoners on paroleand furlough is not an ab-solute right and should be onthe basis of well-definednorms of eligibility, and di-rected states that those in-volved in terrorism and otherheinous crimes should not beallowed to go out of jails.

In a communication to allStates and Union Territories,the home ministry also saidthat parole and furlough maynot be granted as a matter ofroutine and may be decided bya committee of officers andbehavioural experts keepingin view all relevant factors, es-pecially for inmates sentencedfor sexual offences, seriouscrimes such as murder, childabduction and violence.

The communication camefollowing reports from differ-

ent parts of the country thatmany of those released fromjails due to the coronaviruspandemic were indulging incrimes.

The video of a recent inci-dent in Punjab where a girlbravely fought against twoarmed snatchers, who werealso released from a prison re-cently, was widely circulatedon the social media.

Referring to the ModelPrison Manual, 2016, the homeministry said prisoners whoseimmediate presence in the so-ciety may be considered dan-gerous or otherwise prejudi-

cial to public peace and orderby the District Magistrate andthe Superintendent of Policeshould not be considered forrelease.

Prisoners who are considereddangerous or have been in-volved in serious prison vio-lence like assault, outbreak ofriot, mutiny or escape, or whohave been found to be instigat-ing serious violation of prisondiscipline as per his or her an-nual good conduct report shouldnot be eligible for release.

Prisoners convicted forheinous offences such as da-coity, terrorist crimes, kidnap-ping for ransom, smuggling ofcommercial quantity of nar-cotic and psychotropic sub-stances and such prisonerswho in the opinion of the Dis-trict Magistrate and the Dis-trict Superintendent of Policemay not report back to theprison after completion of thefurlough period and shouldnot be released.

Ragini Dwivedi arrested�����������������

The Central Crime Branch(CCB) of Bengaluru, whichis probing the drug menacein the Kannada film indus-try, on Friday arrested filmactress Ragini Dwivedialong with two more per-sons, police said.

"Ragini Dwivedi has beenarrested and taken intocustody," Bengaluru JointCommissioner of Police(Crime) Sandeep Patil saidin a statement.

Besides, the actress, twopeople named Rahul andViren Khanna were arrest-ed, it said.

Police had arrested an-other person,K Ravis-hankar on Thursday.

With this four peoplehave been arrested in the

case. The CCB had earliercarried out searches atRagini Dwivedi's residencehere this morning, policesources said.

She was taken to the CCBoffice in the afternoon andwas questioned in connec-tion with the drug case.

Later, in the evening shewas arrested and takeninto custody, the sourcesadded.

According to police,Viren Khanna is a bigcatch.

"He (Khanna) is the mainperson who organises bigparties where drugs areconsumed. He was in Delhiand two CCB police inspec-tors had gone to Delhi andarrested him," Patil said.

He has been taken intopolice custody for fourdays, he added.

The West Bengal Assembly has de-cided to do away with the QuestionHour at the upcoming two day mon-soon session on September 9 and 10.The decision was taken by Assemblyspeaker Biman Banerjee on thegrounds of shortage of time and theongoing Covid-19 pandemic situa-tion.

Questions were being raised by ne-tizens on the Trinamool Congress(TMC) had raised objections on thecancelling of the Question Hour inParliament and why questions had tobe given 15 days in advance and inwriting. A few days later the rulingparty in West Bengal decided to doaway with the Question Hour due toshortage of time.

Netizens took potshots at TMC MPsDerek Obrien and Mahua Moitraquestioning their move to target thedecision to do away with the Ques-tion Hour in the Parliament. In histweet Obrien had questioned, "Youdon't allow #Question Hour whereministers have to stand up and an-swer Qs from MPs and be held ac-countable Now you only condescendto allow written Questions/Answers!Stop throwing crumbs. This is #Par-liament Not the Gujarat Gymkhana."

Moitra's tweet reads, "Asking ques-tions in Court is Contempt. Askingquestions outside Parliament is Sedi-tion. And now. Asking questions in-side Parliament is Forbidden."

7 killed in firecracker factory blast���������

As many as seven peoplelost their lives and fourpersons were injured aftera fire broke out at a fire-crackers factory in Kat-tumannarkoil of Kurungu-di village in Tamil Nadu'sCuddalore district on Fri-day morning, informed MSree Abhinav, Superinten-dent of Police, Cuddalore.

Initially, five persons were

found dead due to the inci-dent. Later, two more per-sons were reported dead bythe police. The injured per-sons have been taken to agovernment hospital fortreatment post mishap.

Around nine personswere working at the factorywhen neighbours heard theloud sound of crackersbursting, following whichthey informed fire tenderswho then doused the fire af-ter reaching the spot. Todaymorning nine persons wereworking in the crackers fac-tory. Suddenly those livingnearby heard the sound ofbursting crackers and in-formed the fire station.
