SITE SCREENING IN PRE-FS PHASE (1)
Phase 1: Regional analysis to identify potential sites;
Phase 2: Screening of potential sites to select candidate sites
Phase 3: Comparison and ranking of candidate sites to obtain the preferred candidate sites
In accordance to IAEA guidelines, the site survey process includes 3 phases:

Phases 1 & 2 were conducted in the period 1996-2000 through the project “General research of the development of NPP in Vietnam”:
Phase 1: 21 potential sites by analyzing easily noticed characteristics and using region-dependent exclusion criteria.
Phase 2: short list of 7 candidate sites ranked from highest to lowest priority by using weighting factor methodology:

Conducted in compliance with Circular No. 13/2009/TT-BKHCN that prescribes nuclear safety requirements for the preliminary evaluation of sites of NPP at the stage of investment decision (pre-FS stage):

Used more criteria, more detailed information & limited field works:
Energy policy & power development plan;
Technical issues of the site relating to plant safety;
Construction cost;
Public acceptance;
Others.
Two preferred sites for constructing two first NPPs were identified and approved by the National Assembly in 2009:
Ninh Thuan 1 NPP: Vinh Truong hamlet, Phuoc Dinh commune, Thuan Nam district, Ninh Thuan province;
Ninh Thuan 2 NPP: Thai An hamlet, Vinh Hai commune, Ninh Hai district, Ninh Thuan province

Applied codes & standards: IAEA guidelines, Russian & Vietnam codes & standards regarding topography, geoology, seismology, meteorology, hydrography, and ecology.
Investigation works: in compliance with Decree No. 70/2010/ND-CP and Circular No. 28/2011/TT-BKHCN

The consultant has collected and analyzed data and results of the previous studies and conducted investigation works regarding the following main areas:
1. Earthquake, fault, volcano
2. Meteorology & Flooding 3. Tsunami 4. Geotechnics 5. Ecology and External human induced events 1. Earthquake, fault, volcano
Earth remote sensing data interpretation;
Seismic monitoring;
Submarine seismic investigation;
Clarification of the geodynamic and seismotectonic conditions of the study area;
Compiling and updating of the union catalogue of historical and instrumentally recorded earthquakes and mapping of the epicenters.

1. Earthquake, fault, volcano investigation results:
have no karst cavern
have no any capable faults.
lies within the stable whole block of earth’s crust.
has calm background geodynamic regime with low velocities of modern earth crust movement.
PGA values for both Maximum Earthquake (ME) & Design Basic Earthquake (DBE) levels at the site surface are defined taking into consideration local soil conditions.
Obtained PGA values: DBE - 0.09g, ME - 0.18g (~ 180 cm/s2 ) with return period 10.000 years (SL2) (< 360 cm/s2 as stipulated in the Circular 28/2011/TT-BKHCN)

2. Meteorology & Flooding: Meteorology, hydrographic and upper air observation networks
the site area is less affected by flooding
3. Tsunami: specialized investigations
Seawater level calculation results of 03 scenarios of earthquakes:
M=9.00: Hmax = +6.2m; Hmin = -5.4m
M=9.30: Hmax = +6.7m; Hmin = -7.2m
M=9.44: Hmax = +8.4m; Hmin = -9.0m
Maximum tsunami height: H = 8.4 m

4. Geotechnics:
Topography map with scale 1:1000;
Geophysical investigation;
Engineering geological
Standard penetration test, laboratory analysis; hydrological and geological test;
Investigations of hazardous geological processes:
Onshore & offshore drilling;
Hydrological geology monitoring.
The selected site area is enough to arrange the plant with 4 unites, seaport, auxiliary buildings, waste storage, etc.
The plant elevation: +12m
The investigation results show that the selected site does not violate the exclusion criteria stipulated in the Circular 28/2011/TT-BKHCN and satisfies the requirements for building a NPP with 4 VVER reactors.
Additional surveys and investigation works to complete the site evaluation in the construction phases and prior to the operation of the plant, especially to establish emergency response plans in case of potential accidents:
Surveying & topography works: drawing topographic map with scales 1:1000 and 1:500, extension of geodynamic observation grid, etc.
Engineering geology: onshore & offshore exploratory drilling; field experiment; laboratory analysis of soil samples; groundwater observation; geophysical investigation;
Earthquake observation & seismotectonic research;
Meteorological & hydrological investigations;
Investigations of ecology & external man-induced events;

NEXT PHASES
Regulatory documents should be issued very soon before the implementation of the investigations.
The IAEA guidelines provide adequate instructions on the issues relating to site survey and site selection; however, these guidelines are not clearly divided in different phases, which is the method that the newcomer countries have been following to conduct the works.
Scale of the investigation: until site license phase or construction license phase? considering cases of violation of the exclusion criteria that are satisfied in the previous phases.
It is a trend to use modern technologies and equipment, however, it is a big issues to the countries, especially developing countries, to verify the applied equipment.
Inform to the resident about the monitoring equipment that is permitted to place in the site area to avoid missing of equipment that leads to data interruption;
