The vessel was already tilting heavily to its right side after seawater had entered its steering room according to the Philippine Coast Guard in Maasin City. The vessel, M/V Ocean King II, was negotiating the MAASIN CITY – Three primary students of the San Roque El- ementary School in Liloan Town, and an elementary stu- dent of the Holy Rosary School in Hinunangan have tested positive for the dreaded HIN1 flu virus according to Provincial Health Officer Joselito Traumata. He said this meant that 4 of the 10 students they had swab tested had swine flu, or an alarming 40 percent of the stu- dents they had examined. Traumata said the swab tests were sent to the Department of Health’s testing facility in Manila last July 21 and was re- turned 3 days later. He added that the Sogod and Silago stu- dents who were suffering from flu and were tested were found negative for the H1N1 virus. Espina should not be in Congress

I am one of your avid fans and couldn't make my week without having readyour column "As I see It". All your write-ups were very informative and yourcomments and analysis were based on facts. Everytime I read your column Ialways see to it that I wrote every significant fact and analysis in my booklet sothat I can use it as my reference. But when I read your recent column on Attor-ney Domingo Espina, I put down my pen and closed my booklet, because hon-estly - I found that column as a display of "flowery statements" intended onlyto satisfy the frustrated nominee of COCOFED. I can't imagine Atty. Espinaas a congressman in the House of Representatives and I'm sure many of myfellow Libagonians cannot imagine it either. I ask you to visit our town and seehow miserable it is while Sogod, Liloan and other towns in Southern Leyte haveprogressed. If there's a legacy that Espina will leave behind maybe it's the 20million water system project that causes diarrhea, or the multi-million pesoabbatoir project that was ordered closed by the Department of Health.

If he has done nothing for Libagonians, which is only a very small town withfew constituents, what could he possibly do for his nationwide constituency asCOCOFED's sectoral Representative? I could agree with you when you de-scribed him as a good man, but not that he is qualified for the post.

Eliseo Costillas claimedthat the dramatic in-crease in the city’s rev-enue collections frombusiness establishmentsin the first quarter of2009 was due largely toits adoption of the BPLSystem which it hasimplemented since lastJanuary.

Costillas said revenuefrom business taxes in-creased to P12.89 miilonduring the first semesterof 2009 as compared tothe P10 million it col-lected over the same pe-riod in 2008.

Hacked, Chopped and Hacked Again

BARANGAY KAHUPIAN, SOGOD TOWN - A 41 year old farmer from herewas badly mangled when he was nearly hacked to death by his fellow farmerand friend after they had an argument.

Their neighbors identified the victim as Samuel Olanti and his assailant as OliverMarayan.Police investigating the incident found that the two had been drink-ing, and all seemed well, when Maraya suddenly unsheathed his razon sharpsundang and began hacking and slashing the defenseless Olanti.

Marayan fled the crime scene after the bloodbath, but surrendered to policeauthorities later. Olanti is now confined at the Sogod District Hospital, wherehe is being treated, for stomach lacerations, and deep hack wounds on botharms. He is still in serious condition.

Illegal Lumber Confiscated

BARANGAY TAWOG, HINUNANGAN - A police team here led by PO3Johnny Lou recovered a large consignment of illegally cut lumber which hadbeen abandoned by loggers who fled when they saw the law enforcers approach-ing. The PNP team had gone to the site, when they were told by informers thatloggers were in the area, and preparing to move the lumber cache from thescene.

Residents in Barangay Tawog claim loggers have been active in the area forsome time, and they could hear the sound of chain saws in the surroundinghillsides for weeks.

The impounded lumber is now at the police station compound, and will be usedas evidence, if the culprits are ever caught and brought to trial.

The bad news is there were too many congressmen who joined the presi-dent on her visit to the US where she had to explain her human rights recordand business deakings with China. The good news is that our own represen-tative was not among them. Congressman Mercado told SLT he declined theinvitation to join the president's entourage because he had too much to dohere. Good show old chap!

Visual Rape

A few days ago I witnessed a sad spectacle downtown. I was waiting formy son, who was buying fresh bread at Panny's Bakeshop, when a prettyblond teenage girl walked by with her Filipina friend. As she passed, somevagrants along the road started making French kiss sucking sounds, andmaking prurient remarks and gestures. Although its not wrong to appreciatebeauty, this was plain barbaric, and one wonders what these scalawags wouldhave done had the streets been dark and empty. How can we encouragetourists to come here when our menfolk act this way?

SP Ignores Global Warming

Last week the League of Regional Provincial Board Members of EasternVisayas held a forum on Global Warming with Presidential adviser on Cli-mate Change Heherson Alvarez as resource speaker. The forum highlightedthe urgency of preparing for the aftermath of climate change especially onour coastal communities. Meanwhile our own Provincial Board appears in-different about this coming “mother of all disasters” and hasn't even cre-ated a taskforce to prepare a plan to deal with it. We are therefore requestingour good friend Nene Escano to please do something about this.

PNP Silence is Deafening

Its been 240 days since an unidentified gunman on a motorcycle straffedthe editorial office of the Southern Leyte Times with a 45 caliber automaticpistol, and we still haven't received a formal report from the City PNP onthe status of their investigation. If they've reached a blank wall, which theyobviously have, could they at least return the 45 caliber shell casing andbullet that we found on the scene, so we can hang them on our office wall, toremind us that not everyone out there likes us.

Deadly Globeline Diggings

The mammoth excavations of Globelines in Leyte which has already causedthree deaths and numerous injuries has also damaged vital infrastructuresalong the national highway. Damage to water pipes and drainage facilitieshave not yet been assessed, but they will far exceed the P10 million bond theconstruction company has deposited for such exigencies.This bond shouldimmediately be sequestered to cover the cost for fixing these structures andthe contractor should be blacklisted.

The Mother Tongue Based Multilingual Education System which DepEdwill implement shortly is redundant. He said they had received an addi-tional 15 swab testing kits from theDOH Regional Office, and would bereceiving more, since there were nowconfirmed cases of the swine virus.

In a related development, GovernorDamian Mercado has ordered the tem-porary cancellation of visitation to theProvincial Jail until the swine flu out-break in the province had passed.

Meanwhile SLT has just received areport from Provincial Health Officer,Joselito Traumata, that a high schooland college student of Saint JosephCollege in Maasin had tested positivefor the swine flu virus, and that a stu-dent at the San Rafael High school inBatican had also tested positive for theH1N1 flu.

He said he had recommended thesuspension of classes in these schoolsfor the ten-day quarantine period, andthat school authorities had complied.SJC has suspended its classes fromAugust 4 to 14 and will open on Au-gust 17.

MAASIN CITY – The legal battle for theone hectare Abgao property claimed bythe provincial government and the fam-ily of former Governor Rosette Leriashas been halted by the Court of Ap-peals which has issued a Writ of Pre-liminary Injunction ordering both par-ties to honor the status quo.

This means the contending partiesmust leave things as they are, until theCA decides on the merit of JudgeBethany Kapili’s Writ of Execution or-dering the eviction of all occupants onthe property, and the demolition of thebuildings there as called for in his ear-lier ruling that the property belongedto the Lerias family; as agreed on bythe contending parties in a “quietingof the will” compromise agreementsigned by representatives of bothcamps.

The case was triggered by the pro-vincial government’s questioning ofthe legality of Judge Kaplili’s Writ ofExecution which ordered the evic-tion of all occupants and the demoli-tion of all edifices on the land. Theorder which was dated July 9, 2009and signed by Associate Justices Fran-cisco Acosta, Rodel Zalameda andAmy Lazaro Javier claimed the two re-quirements necessary for the Writ ofInjunction were present.

This means they believe there ex-isted “a clear and unmistakable rightthat must be protected,” and that therewas “an urgent and paramount neces-sity for it to prevent serious damage.”
