THE PROJECT’S KEY STAGES

- The legislation on IDPs, their rights, social and economic situation and the needs of local population in the regions that suffered negative consequences of the military conflict- The conflict potential between the local population and IDPs- The institutional capacities and the existing practices in the local communities

- Consulting with the local activists- Holding training modules- Sharing best practices

- Develop capacity and instruments for the internal monitoring and evaluation of project activities

- Disseminate the information- Introduce mechanisms of stakeholder engagement- Promote civic monitoring of all the Project’s stages

Why the communities need to be engaged?

The engagement of local communities in the target regions at all stages of the Program is an effective mechanism of conflict preventionIt leads to more efficient use of fundsIt assures respect for the rights of all groups in the targetose communities, including IDPsIt increases the level of trust and cooperation between the authorities and the local communityIt provides the possibility to conduct regular civic monitoring of Project realization

The goal of the Project

The Project is designed to assist local communities, executive bodies, self-governance agencies, public and municipal enterprises that were affected by the military conflict and experienced a large influx of IDPs, and to improve the social infrastructure and access to public services for residents in the affected regions.

The Tasks of the Project

To develop and approve Stakeholder Engagement Plan after consultation with the civil society. The document is guided by principles of non-discrimination, transparency, inclusion of all stakeholders together with the IDPs, aiming to take well-informed decisions. To develop and approve a Social Management Plan that assesses the social and community needs as well as analyses the sources of tensions, and develops measures to reduce potential conflict. To conduct studies aimed at monitoring and evaluation, engagement of stakeholders, conflict management, in order to increase institutional capacity of local self-governance agencies, civic organizations in the Program’s target regions.To inform the population of the regions that experienced negative effects of the military conflict about assistance, that is available under the project’s framework.

The Partners of the Project

The International Renaissance Foundation provides expert and technical support in the project’s framework in collaboration with a number of analytical centers and local civic organizations.

The goal of the Ukraine Early Recovery Program

To provide an assistance to the communities that faced negative consequences of the conflict in the East of Ukraine; To support local government authorities in reconstructing social infrastructure and improving the efficiency of its operations;To promote the integration of Internally Displaced People (IDPs) in their new places of residence and to protect their right to a voluntary return home.To reduce social tensions in the places of compact settlement of the IDPs.

Project Background

In December 2014, the Government of Ukraine and the European Investment Bank signed a Framework Agreement on the Ukraine Early Recovery Program for the years 2015-2017. The Ministry of Regional Development, Construction and Communal Services was identified as the Implementing Agency of the project.
