A four interventions through which SA Connect will be implemented :
• Digital Readiness‒ Policy, regulation, and institutional capacity‒ Removal of administrative bottlenecks‒ Monitoring and evaluation
• Digital Development ‒ Aggregating demand to facilitate infrastructure
roll-out to connect government facilities, schools, health and other government offices;
• Digital Future‒ Assessment of market structure and national
broadband network
• Digital Opportunity ‒ Skills and institutional capability, R&D,
Innovation and industrial development, applications, services and content development

Phase 1 Broadband roll-out:
Aggregation of public sector demand to address gaps;
Connecting schools, clinics, police stations and other government facilities in 8 District Municipalities in 7
Provinces where NHI pilot is being piloted by the Department of Health (excludes Gauteng & Western Cape
that have their own rollout plans)
National Treasury has only allocated 42% of the funding requested for Phase 1 of the broadband rollout
programme planned for commencing in April 2015

3. Rapid deployment policy and policy directions developed
Terms of reference have been developed for the appointment of a service provider to assist with the development of the Rapid Deployment Policy, and the necessary request has been submitted to National Treasury.
4. Identification and analysis of legislation and regulations required to enable broadband
Submissions on the identification of the relevant ICT Statistics for Broadband rollout have been concluded and send to the Director General for approval.
5. Develop policy directives on collection of ICT indicators

6. Gazette policy directives on spectrum for broadband applications
A draft policy direction for the licensing and spectrum assignment for wholesale open access networks has been developed and submitted for approval to be gazetted,
7. Conduct study on rationalisation of relevant SOC’s in broadband
A Steering committee has been established to co-ordinate rationalization of affected SOCs. The committee comprises of Ministry, DGs office and CEOs of the SOCs. A concept document comprising of ToR’s is still to be developed by the committee
