Rick Scott set to be sworn in or his second term and legcommittee meetings beginning next week, the topics that will dominate discussion in the Capitol in the coming year are alstarting to shape up. Here are 10 stories that could generate major headlines --- or at least dominate the allahassee chatter 2015.--- WILL SCO GE HIS WAY ?: A key question or Scott is how ocused Republican legislators will be in helping delivpromises without the threat o Democrat Charlie Crist to ocus their attention. Scott promised during his 2014 re-election cam

    against Crist to slash taxes by $1 billion over the next two years and to spend the states budget surplus on a variety o other mebut the Legislature still has to go along with him while advancing its own priorities. So ar, House and Senate leaders are sathe right things --- but the true test will come afer the legislative session begins in March.--- NEW PRESIDING OFFICERS: Every two years, the top posts in the House and Senate typically change hands --- and that ba new personal dynamic that plays heavily into which bills pass and which ones ail. Te notoriously ractious relationship be

    ormer House Speaker Dean Cannon and ormer Senate President Mike Haridopolos in the 2011 and 2012 sessions promptesuccessors, ormer Speaker Will Weather ord and ormer President Don Gaetz, to be at least publicly riendly over the years. But new House Speaker Steve Crisa ulli, a Merritt Island Republican who wasnt even tapped or the office until afer telections, is just becoming known to the Capitol crowds. How he and Senate President Andy Gardiner, R-Orlando, interact decide whether the next two sessions are success ul or a struggle.--- NEGRON-LA VALA BA LE CON INUES: In one o the longest-running soap operas in allahassee, theres still no deword on the outcome o a leadership ght between Sen. Joe Negron, R-Stuart, and Sen. Jack Latvala, R-Clearwater. Te twvying to become Senate president afer the 2016 elections. Even with the ailure o ormer Sen. Ellyn Bogdanoff s comebaNovember --- a blow or Latvalas chances --- it doesnt look likely that either man will back down until a vote is called, whenemight be. Meanwhile, the proxy skirmishes between Negron and Latvala will provide entertainment, i nothing else, or denthe Capitol.--- REDIS RIC ING APPEAL: Te Florida Supreme Court will get its rst chance to consider the states congressional diswhen it hears oral arguments March 4 in an ongoing legal challenge to the map. Voting rights groups argue that lawmakers vioa constitutional ban on political gerrymandering in drawing district boundaries.Leon County Circuit Judge erry Lewis in 2014 ordered some relatively minor tweaks to a congressional map the Legislature apin 2012, but his decision has been appealed by the voting-rights groups who want a broader overhaul o the plan.--- VOUCHER LEGAL BA LE: Lawyers or the Florida Education Association, the state and a group o parents who

    rom the states de acto school-voucher program will return to court Feb. 9 or the next showdown in a high-stakes ght o

    programs uture. Te FEA and other groups led a lawsuit in August claiming that the Florida ax Credit Scholarship Progr

Te program, which could raise as much as $357.8 million this year, provides tax credits to companies that domoney to nonprot entities that pay or children to go to private schools. Te parents have since intervened in the case on the sihe state. A judge is scheduled to hear the states motion to dismiss the case in February. I it moves orward, the litigation coo the most important school-choice decision since a 2006 ruling rom the Florida Supreme Court that held the states Opportcholarship Program unconstitutional. Tat program was a purer version o a voucher system, using public money directly to rivate education or some students.- MEDICAID EXPANSION: Te odds that the joint ederal-state health program or low-income Floridians will be expandover more state residents are still relatively small.ut some business groups are starting a new push to get some sort o plan approved, and Gardiner hasnt ruled it out. In a meeting

    eporters, Gardiner described as intriguing a proposal that would accept billions o dollars available under the ederal Affare Act and provide coverage through private insurers. A similar plan ailed to pass the House in 2013, but Crisa ulli said honsider expanding health care coverage via the private sector.- BUSH (AND MAYBE RUBIO) RUN FOR PREZ: Former Florida Gov. Jeb Bushs declaration that he would actively expl

    un or the presidency made it appear to be a near-certainty that the Republican, whose presence still looms large in state politiceek the GOP nomination or 2016. But the state could have a second avorite son enter the race i U.S. Sen. Marco Rubio dso wants to take a shot at the White House. Either way, the nations largest swing state could play an even more outsized roear in choosing the next president.- IME FOR A DEAL ON GAMBLING?: Te prospect o new state legislation on gambling has become a game o its own tew years, with insiders placing odds in December and January only to watch things go bust in March and April. But ew thinggislators like a deadline, and theres a looming one this year: A portion o a 2009 agreement giving the Seminole ribe exghts to conduct card games at seven o its acilities dries up in July unless lawmakers and Scott renew the deal. A sweeping g

    roposal crumbled last year when proponents o allowing at least one mega-casino in South Florida put the bill on ice becauscked the votes or Senate passage.nd Gardiner, an anti-gambling legislator who requently says he would scrap the state Lottery i he could, said recently oesnt care i the table games disappear and the state loses the Seminoles cash. Florida stands to lose about $116 million a yeortion o the compact giving the Seminoles exclusive rights to table games such as blackjack expires, according to an estimaate economists.- HIGH POIN FOR MEDICAL MARIJUANA : Approaching the one-year anniversary o when the Legislature approill that would allow a limited orm o medical marijuana, theres still no nal regulation rom the state that would allow harmacological pot to go orward. And a Department o Health Official told an audience in Orlando this week that the ruquire the Legislatures blessing because costs associated with the new law are growing. Florida law requires the Legislature t

    ules that cost in excess o $1 million over ve years.ffice o Compassionate Use Director Patricia Nelson said she anticipates that the combined costs or businesses to oper

    annabis industry and or the state to regulate it would exceed $1 million over ve years, triggering ratication. Doctors onere supposed to begin ordering strains o cannabis that are low in euphoria-inducing tetrahydrocannabinol, or HC, and hi

    annabadiol, or CBD, or patients who suffer rom severe spasms or cancer. Meanwhile, supporters o broader medical marijho ailed to get the 60 percent approval required or a constitutional amendment in November --- have promised to try again,

    hrough the Legislature or at the ballot box.- WA ER AND LAND MONEY: Much o the budget-related buzz around the Capitol since the November elections has n Amendment 1, also known as the Florida Water and Land Legacy constitutional amendment, which was approved by vn the November elections. Te measure requires the state to dedicate a portion o real-estate tax revenue --- by some estimateillion over 20 years --- to land and water projects. Gardiner supports using a 5-year plan, similar to one that the state uses toansportation projects, but Crisa ulli has seemed ambivalent toward the idea.     NH SA Announces Drop in Motorcycle Fatalitiese National Highway raffic Sa ety Administration (NH SA) announced that motorcycle atalities have dropped or the sear in a row, reports the Motorcycle Riders Foundation (MRF). According to the Fatality Analysis Reporting System, or FARSollected by the ederal government, motorcycle atalities or 2013 dropped rom 4,986 to 4,668 a difference o 318. Te matality drop was the largest percentage o all vehicle groups at 6.4 percent. Tis is the second year on year drop in motoratalities since 2009.is is an encouraging trend, but it is likely just that. It is a promising direction, since more motorcycles continue to be registeear afer year.

    Another aspect motorcyclists can be proud o is the decrease in the number o alcohol related deaths. Fatal crashes where alcohactor dropped by 117 deaths, or 8.3 percent, also the largest decrease in the category.

    Also reported was the drop in the number o injured motorcyclists rom 93,000 to 88,000, a 5.4 percent drop. Eighty-eight thotill seems like an aw ully large number but consider that the number o passenger vehicle injuries is 2,046,000 or 2013. Te njured motorcyclists is again the largest decrease in the category.

    One un ortunate aspect o the report is that motorcyclist atalities now take up 14 percent o the total atalities. Tis is likely esult o more motorcycle licenses being issued and more motorcycle registrations being reported. Tere were many complaints and concerns expressedabout what seemed like a very con rontational way o presenting a salvation meswith what was described as judgment, condemnation, and name calling.

    How do we respond?o prepare our hearts or a response, lets look at some scripture.

Victor, Moe, and Heidi went to Crossroads to discusshaving our meetings there. Everything is a go ahead. Alsothe meetings will be changed to the 3rd Sunday o the monthat the same time o 10:00 am.

    2. At the State Meeting, the accident during the oy Runinvolving 3 people, one o which died, was discussed. LarryCrow, our legal representative, spoke to everyone about theimportance o insurance or any Abate ride. Larry made it very clear that i a ride is suggested at the chapter meeting

    or aferwards, insurance or the ride is a must. Te reason is:I someone got hurt on the ride, the chapter board memberswould be liable and could be sued. Tere ore wait and planyour ride afer leaving the meeting.3. Te inventory is completed.4. Avon Park event is still set or October. Abate will betaking over the town or the 3 day event.5. Freedom Ride April 20th, 2015A. No ree KOA camping this year so i you want to campyoure on your own.B. Tere are a couple o motels in the area where you canstay.C. Te ride will start at the Super 8 motel and rom there to
