MISSION STATEMENT
WHO WE ARE: We are a non-profit organization of mo-
torcycle enthusiasts from all walks of
life. We lobby and educate the govern-
ment and the general public to promote
motorcycling in a safe and positive im-
age. We endeavor to enlist the coopera-
tion and participation of all organiza-
tions and individuals that share a simi-
lar interest in preserving our American
tradition of FREEDOM. We promote
motorcycle safety, training, and political
awareness. We ARE NOT A CLUB OR
GANG. We fund our work through toy
runs, poker runs, campouts, and other
motorcycle activities. We are your
neighbors and friends who work, pay
taxes, and get involved with our commu-
nity. We serve and support our country
and believe in freedom. We use all legal
means to protect our rights without in-
fringing on the rights of others.
OUR GOALS
To become a powerful and viable po-
litical force in legislative matters
concerning the motorcyclist.
To promote the safe riding habits
without infringing on individual free-
doms.
To motivate the bikers to write let-
ters to their legislators before, dur-
ing, and after the legislative session.
To furnish our members with a news-
letter to keep all bikers informed in
regards to upcoming legislation.

Hello Everyone!
I'm glad to see November finally here. October was
such a crazy month with four events to kick off, what I hope,
is going to be a great season. What a relief that the cooler
weather has finally arrived, these cool mornings and nice af-
ternoons is the type of weather we all have been waiting for.
With that being said the snowbirds and the influx of traffic is
coming, be careful when riding out there.
We will be having our bike nights each month so
make sure you stop by and say Hi. We always welcome the
company. These events are a great way to get the word out
about ABATE and what we stand for. We always want to pro-
mote Motorcycle Safety and get more people involved. I just
want to say a great big Thank You to everyone who has come
out to these events and volunteered their time. I cannot put
into words how appreciative I am.
If you know anyone who would like to have our safety
person do a MSAP Program, let us know. The more members
the better to get out the word on Motorcycle Safety. It would
be really great to be recognized at the next state meeting with
the most new members and growth.
One last thing, Dave Adams who is the Vice President
of the Peace River Chapter was in a motorcycle accident. It is
always difficult when one of our own is in an accident and
gets injured. I am asking that everyone please keep him and
his family in your thoughts and prayers.

Vice-President’s message: Some things I think I think: The Veterans Christmas Ride, our Chapter’s signature event, is Sunday, December 20th this year. I’m asking ALL Chapter members to support this event. You can bring either gifts or cash to the ride. If you cannot attend the ride, I ask that you make a contribution of gifts or cash prior to the ride. You can call me at 412-999-3397 or reach out to any Chapter officer to arrange for getting your contribution to us. I’d like to ask Life Members to consider making an annual contribution to the Chapter to help sustain operations. Obvi-ously, Life Members do not add $10 each year to the treas-ury as do new members and renewing members. So if you think the organization is worthwhile, please consider making a contribution. Dark clouds on the horizon- while we at ABATE of Florida do an excellent job of keeping a watchful eye on our over-protective state legislators, there are others that we need to worry about. Washington, DC is filled with bureaucrats who think it’s their job to protect us from ourselves with things like mandatory helmet laws. I personally fear that it’s more likely that a universal helmet law will come from Washington than Tallahassee. As a member of ABATE, you’ve already shown that you understand that your membership gives you a louder voice in state politics. But what can you do about federal legislation? Who speaks for you in Washington? The answer is the MRF- Motorcycle Riders Foundation. Some of us are already MRF members but many others don’t know about it. I urge you to visit their website, see what they’re doing and consider joining if you think it’s worthwhile. I think it is. I hope all members have a safe and enjoyable Thanksgiving with friends and loved ones. Moe

Dear Fellow Abate Members… Life is Frustrating! As we get older, it seems like life throws so many curves at us. It seems
that we just can’t get to the next level. And, we feel like we hit a plane and
there’s no breakthrough. To add insult to injury and on top of everything else,
sometimes our scoots break down and we just can’t seem to find the answer to the problem. We feel like
giving up. It’s frustrating! The imperfections and dreaded human situations in this world are due to sin. God did create us.
But, a portion of our free will and human nature corrupted us. Just like Adam and Eve in the Garden of
Eden, how many times have we done things without God and outside of His will? What were the conse-
quences? The Scriptures tell us that, “All have sinned and fall short of the glory of God.” - Romans 3:23

Rather than asking, “What were the consequences?” Maybe, we should ask, “What did we learn,
in order to move on?” Romans 8:28 says, “All things work together for those who love the Lord and are
called according to His purpose.” “All things…” means the good, bad, and the ugly. Sometimes, things
happen that are totally out of our control, in which the innocent are affected. And, many times it is be-
cause someone else has acted outside of God’s will.
The times that we have seen real breakthrough in our lives has been, when we are at our “wit’s
end” and have finally called out to God, in a moment of desperation for His guidance and intervention. In
Jeremiah 33:3 God says, “Call unto Me, and I will answer you, and show you great and mighty things,
which you do not know.” Jesus said, “…I will never leave you nor forsake you.”
Remember the old song, I Did It My Way? May we suggest a better song title, I’m Doing It
God’s Way! Having the “frame of mind” that we are acting in God’s will and accepting that God be-
came man on earth, in the form of Jesus, can give us a whole new attitude to see things and to act upon.
“Therefore, if anyone is in Christ, he is a new creation; old things have passed away; behold, all things
have become new.” 2 Corinthians 5:17 NKJV
Jesus said, “Most assuredly, I say to you, he who hears My word and believes in Him who sent
Me has everlasting life, and shall not come into judgment, but has passed from death into life.” John
5:24 NKJV
Just allow Him to enter fully into your life with the following prayer: "Dear God, the God of
Abraham,
Isaac, and Jacob, the God of Jesus, my heavenly Father, I confess that I am a sinner and have been
separated from You. I ask forgiveness of my sins. I repent and accept this gift of repentance. I confess
with my mouth that your son Jesus is my savior and died for me. I believe in my heart that You raised
Him from the dead. Lord, it’s time I turn my whole life over to You. I receive Jesus into my heart and
ask Him to become the center of my life. I ask, in the Name of Jesus. Amen."
If you prayed that prayer for the first time and you really have accepted Him into your heart, please let us
know.

Welcome Everyone!
PRESIDENT’S REPORT: SHAYNE HANLEY
1. I am both surprised and excited at how many are
here today. Thank you everyone for coming.
2. The first couple of weeks this month were hard with
the Avon Park event, Hallowheels event, two bike
nights, and the State Meeting but, we made it.
3. Everyone give Lynn a big Happy Birthday. I also
want to thank Lynn for the great job she has been do-
ing with her face book page.
4. State Meeting –
Doc told us that there must be two delegates at every
State Meeting. Any chapters who do not follow this
can be suspended. Putnam County shut down.
All rides and events must go through the State and their
insurance. If not, you’re on your own, they won’t be
held responsible.
When doing safety booths there is to be no alcohol be-
hind the tables.
It was also stressed that we are all one, so we need to
support other chapters.
Avon Park went very well. The Mayor of Avon Park
wants us to come back next year. Doc will be discuss-
ing doing the event next year with their city council,
soon.
I want to once again thank everyone for all their help
with all the events that we did.
The State VP stressed getting memberships. If anyone
has ideas for getting more just call him. He is open to
any ideas.
VICE PRESIDENT: MOE MOSER
1. Status on Christmas Ride
The issue with the insurance has been resolved. The
ride will have a stagger start. Our flier should be ap-
proved soon. Also there will be no charge for the ride.
People will be asked to bring a gift – unwrapped – or
can donate money. Everything will go to the admini-
stration of the home.
When you come, bring a friend with you.
10 – 15 volunteers will be needed.
2. Fund Raising
To date we have raised $2,600. My goal is to raise
$6,000 for $50 gift cards, which each resident of the
Veteran’s home will receive.
I want each member to consider raising money for our
ride.
One of our members said, “Cudos to Moe for raising
that kind of money.”
Shayne announced that we had two new members, Tim
and Maddy, which he had stand up for everyone to
greet them.

to Heidi or Shayne. The tickets can be given to someone

1.The funds provided from Avon Park will be going to-
ward Safety and Education materials.
At our next State Meeting we should find out how much
money and materials we can get.

3. Lynn gave Victor a possible lead on doing a MSAP
class.

Shayne wants to get t-shirts to sell at bike nights. Mich-
ele asked for ideas of what members were looking for as
far as shirt styles and ideas of what to put on shirt along
with our logo. At the next meeting she will present
some ideas for members to see and possibly vote on.
OLD/NEW BUSINESS
1. The Sergeant Of Arms, Robb, asked how many of us
knew what the Safety Awareness program was. He
made the suggestion that we should have a presentation
at one of our meetings. All thought it a good idea so
later in the year will make plans for that.
2. The Secretary told everyone about some rides and/or
events that other Abate Chapters were putting on and
handed out fliers to those interested.

Senate Committee on Transportation
This is the first Senate committee that the Vulnerable Road Users (VRU) Bill will have to pass. Last year the VRU passed this
committee with some changes being made to the Bill and with quite a bit of discussion back and forth about the need for the VRU Bill.
We do have a HUGE supporter of motorcyclists and the VRU Bill, Senator Greg Evers has in the past sponsored the VRU and he fights
very hard with us to pass this Bill. If you can please call his office and thank him for his current and past support he has given us.
Please call all the Senators on this committee to voice your support for SB 332 when it comes before the Transportation Com-
mittee. Below is an example of what you can say:
“Hello, my name is _______, I am calling to ask for Senator ______ support of SB 332 when it comes before his/her Transportation
Committee. *** Here you can give a brief version of the loss of your loved one and what the vehicle driver was only charged with. Let
them know how this has impacted your life*** Thank you for time and please vote in support of SB 332.”
When you call their office, 99.9% of the time you will get their legislative aide. We LOVE the legislative aides, they control the
information given to the Senator and can REALLY help us. I know that they will be moved by your story and will want to help you. The
aide will usually ask your name, where you live, and a contact number. Sometimes they will have some follow up questions.
You can ask to speak to the Senator, but don’t count on that to happen. If you make a good connection with the aide they will
personally pass your request to the Senator. Just remember that they get hundreds of calls each day during session, so the sooner you can
call them the better chance you have to get in touch personally with them.

already filed and making their way thru the committees. Here is the latest on some of them.
SUPREME COURT TO WEIGH OPEN CARRYING OF GUNS
The Florida Supreme Court on Tuesday agreed to take up a case challenging a state law the bars people from openly carrying firearms. Jus-
tices issued a brief order accepting the case, which stems from the 2012 arrest in Fort Pierce of Dale Norman, who was openly carrying a
gun in a holster. A jury found Norman guilty of a second-degree misdemeanor, leading to the constitutional challenge. The 4th District Court
of Appeal in February upheld a state law that prevents people from openly carrying firearms, ruling that the restriction does not violate con-
stitutional rights to bear arms. The Supreme Court decision Tuesday to accept the case came on the same day that a state House subcommit-
tee approved a bill (HB 163) that would allow people with concealed-weapons licenses to openly carry firearms.
SURVEY: FLORIDIANS OPPOSE GUNS ON CAMPUS
In the months before gunfire erupted at an Oregon community college in a mass shooting that killed nine people and the gunman, Floridians
were deeply skeptical of proposals that would allow students to carry concealed weapons on campus, according to a survey released this
week by the University of South Florida. The USF-Nielsen Sunshine State Survey, taken over the summer, also shows that a majority of
Florida adults favor legalizing medical marijuana, though perhaps not in strong enough numbers to adopt an amendment to the state Consti-
tution to allow pharmacological pot. Almost three-quarters of Floridians --- 73 percent --- oppose allowing students with concealed-weapons
permits to carry guns on campus, according to the survey. The poll was based on 1,251 interviews conducted from July 30 to Aug. 16 and
has a margin of error of 2.77 percentage points. The results were weighted to account for characteristics like race and gender.
OPEN-CARRY GUN BILL BANGS INTO BUSINESS CONCERNS
Floridians permitted to carry concealed handguns would be able to display firearms on the outside of their clothes, under a measure that
cleared its first House committee Tuesday. However, several lawmakers in both parties and an influential business group expressed concerns
about the potential impact of the proposal on private property rights. The House Criminal Justice Subcommittee voted 8-4 to support the
measure (HB 163), filed by Rep. Matt Gaetz, R-Fort Walton Beach, for the 2016 legislative session. It would allow people with concealed-
weapons licenses to openly carry firearms, something the state has banned since establishing conceal-carry rules in 1987. Gaetz described his
proposal, one of a number of firearm-related bills before the Legislature, as allowing citizens to be "armed with their own liberty." The
Northwest Florida lawmaker pointed to certain crime rates that are lower in other states that allow some form of open-carry. But he wouldn't
go so far as to say his measure --- his father, Sen. Don Gaetz, R-Niceville, is sponsoring the Senate version (SB 300) --- will make Florida
safer. "I can say that the statements from some of the shrillest voices that oppose the Second Amendment that this will lead to the wild, wild
west are unfounded based on any review of the crime data and statistics maintained by the (U.S.) Department of Justice," Matt Gaetz said.
Still, the measure, backed by gun-rights groups, may need to be changed or face opposition in future committees.
BACKYARD GUN RANGE BILL GETS GO-AHEAD
Trying to address issues such as backyard gun ranges, a Senate panel Tuesday approved a bill (SB 130) that would put restrictions on people
who recreationally fire weapons in residential areas. The Senate Community Affairs Committee unanimously approved the measure, which
Sen. Garrett Richter, R-Naples, filed for the 2016 legislative session. A staff analysis pointed to reports about people constructing gun ranges
in their backyards, with neighbors being concerned for safety. The bill would prevent people from recreationally firing guns in areas with
residential densities of one or more dwelling unit per acre. It would include some exemptions, including an exemption added Tuesday to
make clear people would not be prosecuted for accidentally firing weapons. The bill also was unanimously approved last month by the Sen-
ate Criminal Justice Committee. A similar House bill (HB 41), sponsored by Rep. Neal Combee, R-Polk City, and Rep. Darryl Rouson, D-
St. Petersburg, is scheduled to go before the House Local and Federal Affairs Committee on Wednesday.

Congressional letter aims to prevent E15-related engine damage

U.S. Reps. Bill Flores (R-Texas), Peter Welch (D-Vt.), Bob Goodlatte (R-Va.), Jim Costa (D-Calif.) and Steve
Womack (R-Ark.) are taking the lead by sending a letter to the U.S. Environmental Protection Agency to discourage
it from breaching the Renewable Fuel Standard blend wall. The blend wall is the point at which no more ethanol can
be blended without creating higher-ethanol blends, such as E15 and above.
The bipartisan letter comes in response to the EPA’s proposed Renewable Volume Obligations rule for 2014, 2015
and 2016 and is scheduled to arrive before the RVOs are finalized on Nov. 30. The EPA proposal would increase the
amount of ethanol from all sources in the nation’s fuel supply to 17.4 billion gallons in 2016, up from 15.93 billion
gallons in 2014.
Those increases would come despite the EPA’s acknowledgement that the current market cannot absorb these higher
ethanol production rates. The practical effect of the EPA’s action is that ethanol production will exceed the “blend
wall.” That means more E15 and less E10 on future markets. More E15 will inevitably lead to inadvertent misfuel-
ing, which can damage motorcycle and all-terrain-vehicle engines. Moreover, the use of E15 may void the manufac-
turer’s warranty.
The EPA’s proposed rule does not consider the concerns of motorcyclists and ATV owners, despite the agency’s
knowing that none of the estimated 22 million motorcycles and ATVs in use in the United States is approved to use
blends with more than 10 percent ethanol (E10).
This letter would help protect millions of motorcycle and ATV vehicles and the riders who depend on their safe op-
eration.
The deadline for signatures is Friday, Oct. 23! Act today to ensure your representative signs the Flores/Welch/
Goodlatte/Costa/Womack letter.

prewritten email directly to your lawmaker demanding access to safe fuel.
