Hello Everyone,
Its October. We swam through Sep-
tember without so much as a tropical
storm. We can only hope the rest of
hurricane season remains the same. It
has been extremely wet. Bikers still
ride in the rain. Some as it is their only
form of transportation, some just like to
take the adventure and others ride
cause they can. CAUTION! Although
you may be able to see from your bike,
motorists have so many blind spots
never mind the heavy rain pouring
down their windshield. Shadows are
created with the downstream of water
and your view is even more distorted
than before. Sometimes, I didnt see
him is actually what happens. Slow
down, be more cautious and help the
person in the cage see you better by
wearing bright clothing and proper visi-
ble lighting. Last month a
man lost control of his bike
due to road rage in down-
town Ft Myers. This may
have been avoided with
better visibility for both the
rider and the motorist. Take
a few moments and think
about how much time you
actually save by aggres-
sive driving. This brings up something
that happened close to home. Robin
Reynolds, Chapter Safety Coordinator
had her life turned upside down due to
a tragic auto accident in September.
Her daughter Susan was a passenger
in a vehicle that lost control and
crashed into a tree. Susan remains in
intensive care at the Tampa General
Burn Unit. I am thankful to the
neighbor who pulled her out of the
burning car. As of this writing there
have been no charges in this crash.
Take control of your own destiny. Slow
down. Stay off the alcohol. Do not text
and drive. Someone out there lovesyou and wants you to come home at
the end of the day.

Dear Brothers and Sisters
HAPPY THANKSGIVINGSo right about now you are probably thinking, hasFred lost his mind? Has he been drinking? Orboth? Its only October. Rest assured, neither istrue.Recently one of our most beloved and involvedsisters received the dreadful news that her daugh-ter had been involved in a horrific automobile ac-cident.
Just days before, we had been sitting around
laughing and joking. Having a great time, which is
usually the case when surrounded by our ABATE
family. And then her life is impacted in a way that
no parent should have to experience. Our thoughts
and prayers go out to her, her daughter and her
entire family.
But as we enjoy the lifestyle that we all engage in,just how many of us have received news that oneof our friends has been involved in a motorcycleaccident? Leaving them seriously hurt or worse. Itmakes you take a close look at just how you live
your life.
How often do you really stop and thinkabout just how lucky we all are to havethe things that we have, but more im-portantly the people that we have inour lives?When we see our fellow brothers andsisters there is always the big hug andnice words. But, just how often do youexpress the same feelings to your otherfriends, and yes. even family. Howoften do you stop and be thankful forall the good people that surround youevery day? How often do you tell
them how you feel?How many of us have had the unfortunate experi-ence to use the phrase. If only I had one more
minute to tell them just how much I loved them, orhow sorry I was about ?????Those are the moments that you never get a sec-ond chance at. So take advantage of all the count-less moments that you have now to express yourfeelings so you will never have to feel the guilt ofnot letting them know.I for one thank God for all that I have and for allthe wonderful people that surround me. Do I al-ways take the time to let them all know????Probably not. But all it takes is an unfortunatetragedy like Susans to put everything into per-spective. Its time to make everyday Thanksgiving
because one day a year just isnt enough.If I dont convey one thing clearly enough, pleaseunderstand that I thank God for Helen and my ex-tended ABATE family who I know are there forme and everyone else, anytime - anywhere.

Its a motorcycle organization thats been arounfor decades, becoming one of the biggest bikeadvocate groups in the country.
ABATE originally stood for American BikeAgainst Totalitarian Enactment, but has shiftegears to focus more on safety. Its now AmericaBikers Aimed Towards Education.We teach a lot of 10th grade Drivers Ed classes. We gthem at the beginning of the cycle of their first classes August, then again in January and summer programs. Jumotorcycle awareness, safety on the road, things like thasaid Wayne Cerra, president of ABATEs Southwest Floida chapter.Cerra says the organization also works closely with stalawmakers on rider safety legislation.In July of 2000, ABATE helped push a repeal of the statehelmet law. The law now exempts anyone 21 or older wit$10,000 in personal injury insurance from wearing a hemet.[It] just gives somebody the freedom of choice, whether not they want to wear a helmet, he said. In the past eigmonths, its been 95 degrees and hotter. Youre riding motorcycle on the road, its so hot. If youre wearing a hemet, a helmet can trap that heat.While Cerra admits riding with a helmet is an added safemeasure, these days he tells me more riders are involvein wrecks with distracted drivers.
The texting, the cell phone use, the things hanging off mirrors I notice all of that as I drive. Its just [really] baRider beware. Were totally ghosts out there on motorccles, so awareness is huge, added Cerra.ABATE is currently working on whats known as the StiffPenalties Bill. If passed, it would make it a criminal offensto seriously injure a motorcyclist.As for Cerra himself, hes rather new to Florida. He movedown from Boston five years ago, joining ABATE almoimmediately to meet new people. But it didnt take lonbefore he stepped into a leadership role, getting elected avice president, then president of the Southwest chapte
Hes now in his third term.Right now, the chapter boasts 268 members. Across thstate, there are about 7,000 ABATE members.Many will be taking part in all kinds of motorcycle evenover the next few months, including a Can You See MNow ride on October 6th, in Ft. Myers. by ABATE of Illinois and sponsored by Rep.
Kenneth Dunkin (D-Chicago), creates a pro-
gram administered by the secretary of state to
set standards and establish training for volun-
teers to become certified motorcycle road
guards. A motorcycle road guard would havethe authority to stop and direct traffic during
a motorcycle group ride if certain conditions
were met. Gov. Pat Quinn signed the bill into
law on August 16, with an effective date of
January 1, 2014.
Trenton, N. J.: A piece of legislation named
after Washington Townships Nikki Kellenyi,
who died in a 2012 crash, has been signed
into law. Nikkis Law, advocated by Kellenyis
family, orders the installation of signs
throughout the state to remind drivers not to
text and drive. Kellenyis parents, Mike and
Gina, recently started People Against Dis-
tracted Driving, or PADD.

Love your children.
It was a beautiful Friday morning when
Robin and I were to take a short vacation
for ourselves before the busy bike season
kicks off. We drove up to St Petersburg for
a 4 day retreat. Relaxing on the beach for afew hours then a nice dinner and a roman-
tic stroll. Time to turn in and we couldnt
wait for the next day to enjoy all the resorthad to offer. At 3:00am
Robins phone rings and
its someone looking for
Louis. Wrong number.
Figures, some inconsider-
ate jerk looking for Louisat 3am. My suggestion
was to turn off the phone
and get back into bed. Fi-
nally back to sleep for a
couple hours when again,
the phone rings. My first
reaction, ignore it, Im
sure they will find Louis
right where they left him.Hello. Yes is this Robin
Reynolds the calm voice
on the other end asked. Yes, this is she. Im
sorry to inform you that your daughter Susan,
28, has been involved in a car wreck a few
hours ago. She is at the Tampa General burn
unit. You can only imagine the look and fear
brought on by just a few words. Not knowing
the full extent of the conversation, we getdressed and tried to grasp what we had just
learned, and headed for the 40 minute drive
from the beach to Tampa General. As we ar-
rive we are greeted by the shift nurse who was
to fill us in on what happened. Earlier Friday
night Susan had gone out to meet a friend
for a drink. As the night went on, Susan
and her friend, who owned a sports car, went
for a ride. Barefoot and happy, Susan and her
friend left the condo to head out on this star
lit sky, only to never return to the condo. The
driver lost control of the car, and his life, in a
fiery crash. Susan was pulled out by a
neighbor (who was also treated for burns) and
airlifted to the Tampa Burn unit. 70% of herbody burned. As President of a motorcycle
rights and safety Organization Chapter, I
know all too well the circumstances involved
in accidents and
crashes. For Susan and
her family it means a
lifetime of care and re-
habilitation. No one
ever expects to bewoken up to news like
this. Susan will remain
at Tampa General Burn
Unit for quite some
time before she is re-
leased to a rehabilita-
tion facility. Daily pro-
gress is encouraging.
The staff at TampaBurn Unit are excep-
tional, shes in great
hands. Unfortunately, Susan had no insur-
ance. Robin and Susans younger sister Col-
leen have been traveling back and forth to
Tampa every other day. Gas prices are still up
and costing $50 a day to see her. Talk to your
Children, stay in their lives. You never know
what is around the corner. Robin is SafetyCoordinator for the Southwest Chapter.

Primary turnout dismal in Lee County In what turned outas one of the most dismal voter turnouts in history, theLee County Supervisor of Elections office is reportingnearly eight percent of eligible voters cast ballots Tuesdayin Cape Coral and Fort Myers primaries.Voter turnout in the 2009 primary for Cape Coral and FortMyers was about nine percent.Christine Matthews won the Ward 3 seat on Fort MyersCity Council by a landslide, garnering more than 70 per-cent of the vote through absentee ballots in a controver-sial race.Her win put her in the history books: For the first time, ab-sentee ballots overwhelmingly decided a race, a first inLee County.Matthews said she was surprised by the turnout, adding

VEHICLE REGISTRATION FEE BILL FILEDSenate Appropriations Chairman Joe Negron, R-Stuart,has filed a proposal (SB 156) that would roll back vehicle-
registration fees that were increased in 2009 to help close
a state budget shortfall. Negron pursued a similar rollbacbill during the 2013 legislative session, saying it couldsave vehicle owners about $230 million. But the bill died,at least in part because it would have been funded byeliminating a tax break that benefits the politically influen-
tial insurance industry. The new bill, which will be consid-ered during the 2014 session, does not include the insur-ance-tax issue. Negron said earlier this week he has spoken with Gov. Rick Scott about including the vehicle-registration fee reductions in a package of $500 million intax and fee cuts that the governor will propose.
ST. LUCIE BACKS CALL FOR EMERGENCY DECLA-RATION ON LAKE O RELEASESSt. Lucie County commissioners Tuesday joined theirneighbors to the south in Martin County in approving aresolution that asks Gov. Rick Scott to declare a state of
emergency to help businesses impacted by polluted wa-ters released into the St. Lucie Estuary and Indian RiverLagoon.Scott was in Stuart on Tuesday to attend an Agency forPersons with Disabilities town hall event, but didn't re-spond to questions from Scripps Treasure Coast Newspapers reporters regarding the emergency declaration re-quest. Martin County commissioners issued their ownresolution for Scott on Sept. 10. In August, state SurgeonGeneral and Department of Health Secretary John Arm-strong advised people to avoid portions of the St. LucieEstuary impacted by potentially toxin-producing algae

day about a challenge by acupuncturists, massage thera-pists and chiropractors to key parts of the state's 2012landmark reform of the personal-injury protection auto in-surance. The 1st District Court of Appeal judges ques-tioned how the changes to the decades-old no-fault insurance system reduced individual medical coverage or ac-cess to courts as the Florida PIP Defense Fund, whichhas challenged the law, contends. NELSON SEEKS CYBERBULLYING CRACKDOWNAFTER FLORIDA SUICIDEU.S. Sen. Bill Nelson, D-Fla., used the suicide of a Lake-land girl to urge his colleagues to pass federal anti-cyberbullying legislation caught up in a quagmire over reau-thorization of the "No Child Left Behind" education law. Ina speech Thursday on the Senate floor, Nelson shared
the story of 12-year-old Rebecca Ann Sedwick, who killedherself Sept. 9. Sedwick had been bullied for more than ayear-and-a-half by more than a dozen girls, according toPolk County Sheriff Grady Judd. Florida is among statesthat already have anti-cyber bullying laws on the books.But Nelson said federal law is necessary because thelaws "lack consistency and enforcement mechanisms."
JUSTICES ASKED TO UNPLUG FPL RATE HIKESThe state Supreme Court took up a challenge Thursday tohundreds of millions of dollars in rate increases approvedlast year for Florida Power & Light after the utility reachedan agreement with major electricity users. The state Office
of Public Counsel, which by law represents consumers inutility issues, contends that the Florida Public ServiceCommission approved the increases without goingthrough the proper process. Also, the Office of PublicCounsel takes issue with a settlement that set the stagefor the hikes --- a settlement that the public counsel vehe-mently opposed.
ACLU SUES STATE OVER SUSPENDED LICENSESThe American Civil Liberties Union of Florida has filed alawsuit challenging a state practice of suspending driver'slicenses of people who fail to pay court costs and feesafter criminal convictions. The ACLU, on behalf of named
plaintiff Reginald B. Foster, filed the suit against the stateDepartment of Highway Safety and Motor Vehicles. It ar-gues that Foster's constitutional due-process and equal-protection rights have been violated and that the state dis-criminates against low-income people who can't afford topay the costs. Foster, of Fort Lauderdale, lost his driver'slicense after failing to pay $5,450 in five felony cases, thelawsuit says. "Because the DMVs suspension and contin-ued suspension of Fosters drivers license discriminatesagainst Foster on the basis of economic status, the DMVssuspension and continued suspension of Fosters driverslicense violates his equal protection rights secured the byFlorida Constitution,'' one part of the lawsuit says..
COURT: SICK CAT NO EXCUSE FOR DRUNKENDRIVINGAfter a Hillsborough County sheriff's deputy clocked himgoing 84 mph and veering across three lanes of traffictoward a highway exit ramp, Christopher Brooks (NO RE-LATION) was arrested for drunken driving. But Brooksargued he had a legitimate reason: His friend's cat wassick, and he was the only person available to take the petto an all-night veterinary clinic. A state appeals courtWednesday, however, swatted down Brooks' attempt touse what is called a "defense of necessity."
The court said such a defense could be used, in certaincircumstances, for people charged with driving under theinfluence --- though those circumstances would involvepeople, not cats, being in danger of serious injuries.
BRANDES PROPOSES PROHIBITION ON VEHICLETRACKINGSen. Jeff Brandes, R-St. Petersburg, wants to make it illegal to put tracking devices on vehicles without the ownerconsent. Brandes filed a bill (SB 180) Friday that would
expand the definition of stalking in Florida law to includethe prohibition against installing devices that can record,store and transmit the locations of vehicles. Violating theprohibition would result in a second degree misdemeanoThe proposal would also require law enforcement to getsearch warrants to place tracking devices on people's vehicles.
CITIZENS PROPERTY EXPECTS TO DROP BELOW 1MILLION POLICIESThe state-backed Citizens Property Insurance Corp. maydrop below 1 million policies for the first time since 2005,while its employees could start to occupy fewer buildings
in the coming year. Citizens, which stood at a bloated 1.5million policies a little more than a year ago, could bearound 600,000 policies before the next storm seasonapproaches. However, Citizens President and CEO BarryGilway said Friday a more reasonable number would bejust over 900,000. Gilway credited the pending reductionto recent takeout efforts by private companies and to theanticipation of using a new clearinghouse to help directwhat are expected to be many of the least-risky policiesinto the private market.
LAWMAKERS COULD HAVE $845M SURPLUS NEXTYEAR
House and Senate members next week will get a dose ogood financial news: An early projection shows lawmakecould have a surplus of $845.7 million as they craft a 201-15 state budget.Analysts this week released a draft document that looks the state's finances over the next three years, taking intoaccount tax revenues and likely expenses. The estimated$845.7 million surplus could be used during the 2014-15fiscal year to increase spending or cut taxes --- or it couldbe rolled into the budget for the following year. The pro-jection comes with all sorts of caveats, as the 2014-15year will not start until July 1. One of the caveats is that$449 million of the surplus is considered one-time money
which complicates decisions about how to use it. Also,lawmakers likely will face competition from various inter-ests for the money, along with Gov. Rick Scott's pledge tcut taxes next year by $500 million. The LegislativeBudget Commission, a joint panel of House and Senatemembers, is scheduled to receive a presentation aboutthe surplus and other long-term financial issues during ameetingThursday.
SENATE SETS COMMITTEE SCHEDULESStarting to prepare for the 2014 legislative session, theSenate on Tuesday released schedules for committee

meetings in September and October. Senate PresidentDon Gaetz, R-Niceville, will kick off the first committeeweek Sept. 23 by meeting with committee chairmen. Thatwill be followed quickly by a meeting of the Senate Gam-ing Committee, which will play a key role in what is ex-pected to be a major debate during the 2014 sessionabout the future of gambling in the state. Also during thefirst week, the Senate Select Committee on Indian RiverLagoon and Lake Okeechobee Basin will meet Sept. 24,
and the Appropriations Committee is scheduled to meetSept. 26. The second round of committee meetings willrun from Oct. 7 to Oct. 10. Along with a full schedule ofcommittees, senators also are expected to attend ethicstraining Oct. 10.
BILL PROPOSES REPEAL OF RED LIGHT CAMERASSen. Jeff Brandes, R-St. Petersburg, filed a bill Wednes-day aimed at turning off red-light cameras that havepopped up at intersections across the state. The measure(SB 144) would remove the Mark Wandall Traffic SafetyAct of 2010 from Florida law. The cameras are used inissuing tickets to the owners of vehicles that run red lights.
"We have had red light cameras in Florida for over threeyears. They were initially sold as safety devices, but Ihave come to firmly believe that they are now being usedas backdoor tax increases," Brandes said in a news re-lease. "We have seen municipalities that have installedthese devices shorten yellow light times and set arbitrarystandards on right-turn-on-red violations. I believe citieswill continue to install these devices if left unchecked."Expect opposition from local governments, as more than100 jurisdictions across the state use traffic-light camerasthat collectively have generated more than $100 million ayear through tickets. The state Department of Transporta-tion in June directed local agencies to add at least 0.4
seconds to the yellow intervals on traffic lights. Researchhad found that yellow lights were set a half-a-secondshorter than the recommended interval, which could resultin a doubling of the number of tickets. The red-light cam-era law, signed by former Gov. Charlie Crist, is namedafter Mark Wandall, who was killed by a red-light runner in2003. Rep. Frank Artiles, R-Miami, is expected to file theHouse companion to Brandes' bill.
A similar proposal failed to advance last session, but law-makers included a provision in an omnibus transportationbill (HB 7125) that is intended to make it tougher for localgovernments to issue tickets to drivers caught on camera
turning right on red.While Zimmerman's attorney didn't raise the stand-your-ground law as a defense, the jury instructions advised thatZimmerman could be acquitted if jurors deemed he wasn'tengaged in an unlawful activity as "he had no duty to re-treat and had the right to stand his ground and meet forcewith force." The Motorcycle Riders Foundation (MRF) reports that ac-cording to the Environmental Protection Agency (EPA)using ethanol blends of 15% ethanol in any vehicle that isnot a passenger vehicle will be in direct violation of Fed-eral law. The EPA has issued a list of possible plans tomitigate mis-fueling issues with the recently approved E-15 ethanol blends. Prior to E-15, the highest blend al-lowed for mass consumption was E-10. The MRF hasbeen informing the EPA that the higher blend will be
forced upon motorcyclists because of the remaining fuel ithe hose from the previous customer.The EPA then said that a 4 four-gallon minimum purchaswould be required by everyone. retail stations may use as an alternative to the currentlyapproved configurations."The solutions provided by the EPA is to label the pumpswith attention getting labels that you are about to pump E15 into your vehicle. Or purchase new blender pumps thaonly carry about .3 gallons or have a new pump with adedicated E-15 hose. The first solution won't work and thesecond two solutions are too expensive.In another recent EPA document on the Renewable FuelStandard (RFS) the EPA states: "The EPA will propose touse flexibilities in the RFS statute to reduce both the ad-vanced bio fuel and total renewable volumes in the forth-coming 2014 RFS volume requirement proposal."The EPA also maintains that while ethanol will be thedominating renewable fuel, the marketplace for them isshrinking fast.In a recent Wall Street Journal piece the author, US Rep-resentative Patrick Meehan, pointed out that the EPA'sposition on the RFS was weak; "refusing to take actionthis year is a far too tepid response to this crisis. Nextyear may be too late." said Representative. I am so proud to be a member ofthis organization and to share the commitment andphilosophy of ABATE with such a great group ofpeople in our Southwest Chapter!As a motorcycle organization, ABATE promotesnot just motorcycle rights, but strives to educate thepublic, ultimately with the goal of keeping bikerssafer on the roads. By raising awareness in drivereducation classes, ABATE has the opportunity toreach young drivers and introduce ourselves as bik-ers that are regular people. Through open-ended

now. In November of 2012 I joined thefamily of riders. It was a life long goalto become a bike owner...I grew up in Milwaukee and was aroundthe biker family since i was a kid. Aftergetting my endorsement, I joined an-other family and was welcomed in withopen arms and becamethe very new and still learning SGT atArms for the Southwest Chapter ofABATE of Florida, Inc.
My goal is to learn fast and serve thisChapter well.So on that note, I have something tosay that I feel is important, and I hopeyou do as well.
On August 25th, 2013, we joined forcesalong with a few other riding groups tostand up against bullying. I am proud tosay all riders made it safe from point Ato point B. I feel that was made possi-ble because of the Road Captains andRoad Guards all working as a team.
These men do their job with pride andserious dedication.The job of a Road captain is alreadyputting them at a higher risk when itcomes to safety, they are putting therebutts on the line to protect you from thecrazy roads and cage drivers outthere.My job is to work along side of thesemen to keep you ALL safe on a ride oran event. For me that includes making
sure you all are watching out for myRoad captain and his assistants.I was able to see 1st hand what a ridelooks like from their bikes.
What I saw on this particular ride wasunsettling to say the least!I saw huge spaces in-between riders,out of the 90+ miles of this ride I onlysaw two people watching for us andmoved out of the way to let us pass sowe could continue on. After getting
back to the event I spoke to my RoadCaptain and a few other people thatwhere assisting us and realized I wasn'tthe only one that dealt with the samething. One of our men almost lost amirror. (thank G-D)We motorcyclists always talk about hav-ing each others backs! Lets be honest ifwe don't no one does. Well, my Broth-ers and Sisters that includes having ourRoad Captains and Guards as well.
These guys are our Brothers and Sis-ters! All you have to do to HAVETHEIR BACKS is pay attention!!!Watch your mirrors!Give them room to do their job!
