2009: National Automotive Plan

• Objectives: – Raise market acceptance of new electric propulsion

technologies, to reach 1 M EV and HEVs in 2014

– Boost industrial development in Spain to meet this demand level of EVs

• Initiatives:– MOVELE Project

– Competitiveness Programme for the Automotive Sector (Ministry of Industry, Tourism and Trade, MITYC)

– R&D integrated projects within the National R&D Programme 2008-2011

Competitiveness Programme for the Automotive Sector

• Objective: Promote investments to reorient production towards

higher value-added vehicles, more sustainable, more efficient and

safer.

• 12 projects on EVs funded in 2009 :

- 5 projects on BEVs and 7 projects

on HEVs

- 4 of OEMs and 8 of suppliers

- 70 M€ (9% available funding):

4.5 M€ grants + 65.5 M€ soft loans

• 16 projects on EVs (BEVs and HEVs) funded in 2010 :

- 5 of OEMs and 11 of suppliers

- 30.5 M€ soft loans (12.2% available funding)

MOVELE Project

• Electromobility pilot project (2009-2010) funded by the Institute for Energy Diversification and Saving (IDAE) (reporting to the Ministry of Industry, Tourism and Trade through the General Secretariat for Energy).

• Defined in the framework of the Action Plan for Energy Efficiency and Savings (2008-2011)

• Aimed at demonstrating the technical and economical feasibility of EVs and promoting public and private collaboration in this field andthe deployment of the associated infrastructure.

• Introduction of 2000 EVs in urban environments and at least 500 recharge spots.

• Budget: 10 M€: 8 M€ for acquisition and use of EVs and 2 M€ for recharge public infrastructure and project management.

Integrated R&D Projects

• Budget: 34 M€, funded by CDTI under the CENIT Programme (National Strategic Consortia for Technological Research)

Singular and Strategic Projects (PSE) Ministry of Science and Innovation

Systems for the Electrification of Mobility in Urban Areas

• Objective: Introduction of new mobility systems of people and goods (vehicle and infrastructure) in an efficient and clean urban environment, including research on key elements of the vehicles and infrastructure

• Budget: 12,5 M€ (2009-2012), 4 M€ in 2009-2010 (grants and soft loans)

• Participants: 36 partners, including companies and research groups, led by Robotiker-Tecnalia.

Technologies for sustainable and accessible urban mobility

• Objective: Development and demonstration of hybrid and electric vehicles, for an efficient, sustainable and accessible urban transport of people and goods.

• Budget: 12 M€ (2009-2012), 2,9 M€ in 2009-2010 (grants and soft loans)

• Participants: 15 companies and 10 research groups, led by INSIA UPM.

National Strategy for the Electric Vehicle

• Electric vehicle summit (18.11.09): the Minister of Industry, Tourism and Trade and industrial representatives from al sectors involved signed a MoUand agreed to define a strategy, a workprogramme and an action plan to boost EVs in Spain

• Listed by the ES President Zapatero in his speech at the EP in January 2010

• Key issue in the informal Competitiveness Council (Enterprise) in San Sebastian in February 2010

• The EC issues on April 28th a communication on an EU strategy on clean and energy efficient vehicles.

• Clean and energy efficient vehicles, subject of the Competitiveness Council on 25/26th May 2010.

• Motivations: reduction of energy dependence, environmental concerns, strategic automotive sector, synergies between automotive and energy sectors, industrial and innovation issues (competitiveness), comply EC regulations on CO2 emissions and EU air quality directives .

National Strategy for the Electric Vehicle

• Coordinated by the Ministry of Industry, Tourism and Trade, and presented on April 6th, 2010 by President Zapatero

• Part of the Strategy towards a Sustainable Economy

• Objective: 250.000 EVs and PHEVs and 750.000 HEV in 2014 (a total of one million)

• A comprehensive strategy 2010-2014 with four axes, structured in programmes, to be detailed in the action plans:

• Demand promotion

• Production of vehicles and RTD and Innovation

• Deployment of charging infrastructure and management of electricity demand

• Cross-cutting actions (communication and marketing, regulation and standardization, education and training, …)

Action Plan 2010-2012

• It includes 15 measures to reach 70.000 EVs in 2012

• Public funding: 590 M€ along 2011-2012 (173 M€ for RTD actions)

• Demand promotion: Incentives for the acquisition and use of EVs (240 M€), map or urban public and private fleets, guide of urban advantages for EVs

• Industrialisation and R&D and innovation: industrialisation plans focused on EVs (140 M€), ICT for EVs (35 M€), and RTD on priorities for EVs (173 M€ from the National Plan R&D; mainly programme INNPACTO for market oriented collaborative projects)

• Infrastructure and charge management: utilities involvement, special recharge rates, smart metering systems, legal architecture of recharge services (“charge manager”)

• Cross-cutting actions: development of strategic marketing, standardization of charging components, homologation and standardization of vehicles and components, development of specific education and training programmes.

Coordination and Support Actions

Technology Platforms

• Promoted by the Ministry of Science and Innovation (MICINN) through public and private shared cost funding actions.

• Technology Platform MOVE TO FUTURE (M2F), formerly the Spanish Automotive Technology Platform, SERTEC. It has broadened its scope to include stakeholders from the vehicle and its environment (infrastructure, ITS, energy, etc). Working groups focused on Vehicle electrification, energy and resources, Safety, Materials, design and production systems, Efficient mobility in urban (and Interurban) areas, and Fostering R&D.

• Technology Platform of the road (PTC), intends to integrate all actors involved in the sector of road infrastructure in Spain.

Green Cars Support Action

• Funded by the CDTI (Interempresas Internacional Programme)

• Objective: Foster Spanish participation in the European Green Cars Initiative (FP7 calls and PPP)

• Activities: Information distribution, organization of events, dissemination of Spanish priorities and capabilities, webpage www.fp7greencars.es under construction.
