The work of the committee dirring the year 1979-80 has concerned it* self primarily with the development of a very comprehensive program for the August, 1980, meeting in Hawaii and with the completion of the annotation of the P&I policy.

Together with the International Law Committee, the Environmental Law Committee, the General Practice Section, Committee on Environ mental Law; International Law Section; the Litigation Section, Com mittee on Maritime Litigation and under the very able leadership of our

Program Chairman, George Gable, who is Chairman Elect for the com

ing year, a comprehensive program has been developed on the topic of Oil Pollution of International Waters. The subject matter and speakers are as follows: (1) "National or Coast State Legislation, Both Existing and Pending"?Commander Leonard F. Alcantara, Chief, Maritime, and International Law, United States Coast Guard, Washington, D.C.; (2) "Government in Private Litigation Concerning Oil Spills and Pol lution"-Gordon L. Becker, Chief Maritime Counsel, Exxon Corporation,

New York, New York; (3) "Practical Aspects of Oil Pollution litiga tion": For the Plaintiff?Nicholas Jimenez, Jimenez & Fuste, San Juan, Puerto Rico; (4) "Practical Aspects of Oil Pollution litigation": For the Defendant-Robert M. Hughes III, Norfolk, Virginia: and (5) "Insur ance against Oil Pollution Risks-Public and Private"-Ambrose B. Kelly, General Counsel AMRECO, Chicago, Illinois.

The Maritime Insurance Law Committee will have its traditional breakfast meeting in conjunction with the standing Committee on Ad

miralty and Maritime Law. At the breakfast meeting we will have a

speaker Graydon Staring of Lillick, McHose & Charles, San Francisco, California, who will present a paper on New Developments in Marine Insurance Law.

A new approach for our triple-header program this year includes a Mock Trial of a maritime personal injury case. This program has been

prepared under the joint sponsorship of the Maritime Insurance Law

Committee, Rules and Procedure Committee, the Trial Techniques Com mittee of this section and the standing Committee on Admiralty and Maritime Law. It will be presided over by George D. Gable, Jr., our pro gram chairman, and John P. Arness, Chairman of the Trial Techniques

Committee. The plaintiffs counsel will he Paul S. Edleman and Marvin Barish. The defendants counsel will be Randall C. Coleman and Richard M. Leslie. The presiding judge will be our own William M. Hoeveler of the United States District Court in Miami.

This is a heavy schedule of programs and Program Chairman George Gable is to be commended for his hard work in preparing these pro grams.

This year has seen the final realization of the completion of our an notation project regarding the P&I policy. The preliminary draft has been reviewed by the editorial staff and last changes and updating are now underway so that the project will be ready for publication in the fall. This is a project we have undertaken in conjunction with the Mari time Law Association, Committee on Marine Insurance, General Aver

age and Salvage. It has been brought together by contributions from 23 different lawyers and is now under review by an additional five lawyers. A copy of the first draft, which is in rough form, is enclosed to members of the committee for review and comment to the concerned contributors.

Appreciation must be expressed to all who have worked to bring about the completion of this project.

Pursuant to the recommendation of Vice-Chairman Bill Rapp your committee has discontinued the assembling and publication of state court cases involving maritime problems for the reason that these cases are generally published and circulated through normal publication and the efforts of the committee in this regard were not felt to be worth

while. Vice-Chairman Winston Rice has been very helpful in working with

the General Section Membership Committee and developing sources of new members for our committee.

Vice-Chairman Paul Edleman deserves special mention for the work that he has done to solicit new members, many of whom have joined our committee as a direct result of his solicitation.

Overall, it has been a fruitful and rewarding year.
