RECOMMENDATION: That Council:

Master Plan as per the Community Engagement Plan at Attachment 2H.

INTRODUCTION: This report provides Cairns Regional Council with a summary of the Sport and Recreation planning projects previously adopted by Cairns City Council and information about emerging issues.

BACKGROUND: Barlow Park Master Plan At Cairns City Council's Ordinary Meeting on 25 January 2006, the following resolution was passed: "Endorse the Stage 4 Barlow Park Master plan and resolve not to proceed with a

funding application to Sport and Recreation Queensland under its Major Facilities Program in 2007 for the Items 1, 2 and 3 of the Stage 4 Master plan but rather determine a later year for such a submission as part of the forthcoming review of the five year capital works program.”

Alley Park Sporting Precinct Master Plan At Cairns City Council’s Ordinary Meeting on the 22 February 2007 the following resolution was passed: “That Council

1) Endorse the Alley Park Sporting Precinct Master plan and note the proposed staging of works to be undertaken as outlined in the body of this report.

2) Commence negotiations with the Department of Natural Resources and Water in relation to the changes proposed for existing Crown Land and road reserves.

The 20/20 Group in consultation with Lambert Recreation Planning managed the project for Council. Consultation in early 2006 with all key users of the precinct, including the golf and turf clubs, schools, community groups, Council officers and Department of Local Government, Sport and Recreation was undertaken. A copy of the adopted Master Plan is shown in Attachment 1A and a summary of the features is outlined in Attachment 1B. Endeavour Park Sporting Precinct Master Plan At Cairns City Council’s Ordinary Meeting on the 28 June 2007 the following resolution was passed:

“Moved the recommendation. COCHRANE/GILL MOVED AN AMENDMENT (WITH CR GILL WITHDRAWING HER ORIGINAL MOTION) That Council not endorse the Endeavour Park Sport and Recreation Precinct Master Plan until agreement is reach(ed) between all user bodies.

The amendment was lost.

FREEBODY/FORD That: 1. Council endorse the Endeavour Park Sport and Recreation Precinct Master Plan. 2. Council note the proposed staging of works to be undertaken as outlined in the

body of this report. THE ORIGINAL MOTION WAS THEN PUT AND CARRIED. carried with Councillors Cochrane & Lindsay requesting that they be recorded as voting against the motion.”

The 20/20 Group in consultation with Lambert Recreation Planning initially managed the project for Council. Consultation in early 2006 with all key users of the precinct, Council officers and Department of Local Government, Sport and Recreation (DLGSR) was undertaken. As a result, a draft master plan and twenty key recommendations were developed at the end of 2006. Council officers were not satisfied that adequate consultation was undertaken with all stakeholders. Consequently an independent consultant, RecPlan, undertook a review of the twenty key recommendations and draft master plan. This was undertaken in early 2007 and the resulting master plan was adopted by Cairns City Council on 28 June 2007. A copy of the adopted Master Plan is shown in Attachment 2A and a summary of the features is outlined in Attachment 2B. As part of the RecPlan review, additional consultation with Council officers from Precincts and Facilities, Infrastructure Management, Strategic Planning, City Assessment and Community Development as well all user groups, regional bodies and DLGSR was undertaken. The RecPlan review of the twenty recommendations for the precinct and a summary of the review key findings are outlined in Attachment 2C.

Once Council officers identified the land tenure, reserve purpose, road open/closure and lease boundary changes required, discussions regarding lease boundary alterations with all existing lessees commenced in October 2007. Smithfield Sporting Precinct Master Plan At Cairns City Council’s Ordinary Meeting on the 26th July 2007 the following resolution was passed:

“That: 1. Council endorse the Smithfield Sport & Recreation Precinct Master Plan 2007

and note the proposed priority and staging of works. 2. Council endorse the undertaking of a Business Case to investigate the feasibility

of the priorities of the Master Plan. Strategic Leisure Group managed this project for Council. Extensive consultation was undertaken in early 2007 with the general community and key stakeholders including: Councillors, council officers, existing users in the precinct, adjoining land owners, local schools, JCU and Department of Local Government, Sport and Recreation. In addition, all groups had the opportunity to provide comments on the draft master plan prior to it being finalised by the Steering Committee. A copy of the adopted Master Plan is shown in Attachment 3A and a summary of the features is outlined in Attachment 3B. Edmonton Sport & Recreation Facility Needs Study At Cairns City Council’s Work & Services Meeting on the 18 June 2007 the following resolution was passed:

“That: 1) Council note the findings of the Edmonton Sport & Recreation Facility Needs

Study. 2) A further report be prepared listing strategic land acquisition options and

recommendations in relation to funding the acquisitions. Strategic Leisure Group managed this project for Council and the study included an analysis of existing/potential sport and recreation facilities, available land and future demand for facilities. From late 2006 to mid 2007, extensive consultation was undertaken with the general community and key stakeholders including: Councillors, council officers, existing facility users, schools, clubs and peak bodies, Sport Recreation & Reference Group and youth groups. In addition, all groups had the opportunity to provide comments on the draft recommendations prior to finalisation by the Steering Committee. A summary of the Key Findings and Recommendations is outlined in Attachment 4A and subsequent Council resolutions are listed in Attachment 4B.

Sport & Recreation Strategic Plan The former Cairns City Council and Douglas Shire Council had separate Strategic Plans to guide the planning, development and management of facilities, services and programs over corresponding years.

o Cairns City Council Sport & Recreation Strategic Plan 2003-2008 o Douglas Shire Council Sport & Recreation Plan 1999-2003

COMMENT: A summary of emerging issues since Council endorsement of master plans and studies follow. Barlow Park Master Plan Stage 4 of the upgrade is currently underway, however practical completion is well beyond the identified completion date. Works are now expected to be completed in June/July 2008. Possible future upgrades to be considered include:

- Upgrade field lighting to 1100 lux - Car park upgrade - Camera System installation

Alley Park Sporting Precinct Master Plan Council has written to the Department Natural Resources and Water (NRW) requesting tenure of the land west of Gordonvale High School, a change to the reserve purposes and relevant unformed road closures within this precinct. Only recently has it emerged that Emergency Services have identified this site as a potential area to relocate the Gatton Street Fire and Ambulance stations and training centre. Officers are currently following up Council’s request for tenure with NRW. Endeavour Park Sporting Precinct Master Plan The consultation process and resulting recommendations and master plan were aimed at investigating better use of Endeavour Park and the surrounding sporting precinct. The entire precinct is very limited in space for expansion due the surrounding developed areas and adjacent Cairns Central Swamp. The only area available for expansion is to the land immediately west of Endeavour Park and this area was taken into consideration in the development of the master plan. The draft master plan prepared by The 20/20 Group in 2006, recommended that junior cricket be relocated from the Endeavour Park long-term and that junior soccer be allocated exclusive use of Endeavour Park.

Council officers were not confident that adequate consultation was undertaken to support this recommendation. Furthermore, this recommendation is not supported by both Cairns City Council’s Sport & Recreation Strategic Plan 2003-2008 and Tenures Policy for Not-for-Profit Recreation, Sporting and Community Groups (No.1:02:45). The provision of joint/shared use or multi-use facilities/fields by Council is well documented in both these endorsed documents and a summary of specific extracts relating to this can be found in Attachment 5. The benefits to Council and sport and recreation groups include less duplication, maximum use of community facilities and shared capital costs to get the best possible value for the facility. Whilst issues do arise with joint lessees, Council has committed to implementing the recommended Precinct Coordination Group (PCG) and existing lessees have had the opportunity to comment on the Draft Terms of Reference. The PCG will provide a forum between lessees and Council for improved communication, to discuss issues and opportunities. The following information provides details about some specific issues: 1. Cairns & District (Junior) Soccer Association (CDSA) A summary of the CDSA structure at Endeavour Park and the implications of Football Australia’s Small-Sided Games (SSG) is outlined in Attachment 2D. The list of CDSA field sizes and the SSG field sizes is outlined in Attachment 2E. A list of CDSA junior clubs and their home/club grounds is listed in Attachment 2F. Since October 2007, a number of meetings with CDSA have occurred to discuss and address their concerns. A letter was sent to CDSA from the A/CEO on 21 January 2008 advising that the Mayor has requested that Council revisit the details of the proposal in the light of CDSA’s concerns. Refer Attachment 2G for a copy of this letter. The Community Engagement Plan for council officers to revisit the master plan is outlined in Attachment 2H. 2. Geotech Investigations The Endeavour Park Sporting Precinct has historically been used as a landfill site, with landfilling actions ceasing in 1967. Council undertook Geotech investigations on Endeavour Park, with the fields safe to continue existing use. Lessees have been advised to restrict any aerating or working in of topdressing soil to a maximum of 100mm in depth. The fields north of Behan Street are currently being investigated, with results known in late May. 3. Vegetation With the widening of Endeavour Park to the west, some trees will be removed. Council’s Arborist has initially assessed the trees in this area and the trees identified to be removed are not classed as significant trees.

Once detailed design of the carpark in the western area is undertaken, the planting of trees can commence prior to construction. Furthermore, Council’s Natural Resources have advised that propergating of trees for future planting in this area can commence immediately. Trees providing shade along the western boundary of the precinct are important and Council is committed to replacing the trees upon widening of the area. More importantly, however, is shade for the spectators and players within the whole park, adjacent to and surrounding the playing fields. Trees cannot provide this shade within this area and portable shade structures can. 4. NRW Council has written to NRW requesting tenure of land (west of Endeavour Park), relevant unformed road closures and changes to reserve purposes. No works can occur nor revised leases issued until NRW approve the changes requested by Council. Smithfield Sporting Precinct Master Plan The YMCA Licence and Smithfield Pool lease both expire in mid 2010. A feasibility study will be prepared in time for a decision to be made about any further renewal of agreements. Edmonton Sport & Recreation Facility Needs Study Further investigations of suitable and available land for both the field sports precinct and Indoor Aquatic and Multi-Purpose Centre have been ongoing. Officer discussions with one particular land owner is progressing and Council will be informed of developments in due course. The Federal Government have confirmed a $1.5 million contribution towards a multi-sport stadium at Edmonton. The issues to resolve include:

o Feasibility study and concept design, o Cairns Basketball proposal, o Cairns Regional Council funding contribution ($1.5 million requested by Cairns

Basketball), and o State Government funding contribution ($1.5 million to be sought by Cairns

Basketball via future Major Facilities Grant program). Sport & Recreation Strategic Plan A new Sport & Recreation Strategic Plan for Cairns Regional Council for the period 2009-2013 is required to guide future planning and provision. It is proposed to have the plan completed by December 2008.

Funding The majority of the master plan implementation costs are eligible for funding under the Department of Local Government, Sport and Recreation Major Facilities Funding Program. Previously, the program opened annually for expenditure over an 18 month period. This program was last opened in mid 2006 for projects over the 1 January 2007 to 30 June 2008 period. The next funding round of the Major Facility Program is unknown. As a result of the unknown timeframe and the time required for the application and assessment process, it is not expected that the funding will relate to expenditure in the 2008/09 financial year. Most likely, it will be timed to relate to the 2009/2010 capital works program. Officers will work with Council in the near future to establish priorities for funding applications and matching contribution. Furthermore, opportunities for partnerships of capital funding with the Department of Education and other groups have been identified and will be explored. The Federal Department of Education, Employment and Workplace Relations are introducing a new funding program that Council may be eligible for. It is currently known as the Local Schools Working Together Program, however specific details about the program have not yet been released.

CONSIDERATIONS: Corporate and Operational Plans: Linkages to Corporate and Operational Plans were made and identified for each study. Statutory: While there area no statutory requirements associated with this particular report, the primary statutory consideration in respect of the development of the above mentioned sites relates to land tenure. Barlow Park, Alley Park and Endeavour Park sporting precincts are all located on State land with Council as Trustee. Smithfield Sporting Precinct is located on Council freehold land. Policy: Not applicable. Financial and Risk: Total indicative costs have been identified for the following adopted master plans: Master Plan Indicative

The cost to implement the master plans has been identified in Council’s draft 5 Year Capital Works Program with individual elements shown as either funded or unfunded. The majority of projects are eligible for funding under the Department of Local Government, Sport and Recreation Major Facilities Funding Program. In addition, opportunities for partnerships of capital funding with Department of Education and other groups have been identified and will be explored. Refer Attachment 6 for Council’s current draft 5 year Capital Works program. Sustainability: A Council committed to continual improvement of existing and future facilities is a sustainable step in meeting the range of community demands for sport and recreation opportunities and facilities.

ATTACHMENT 1B – Alley Park Sporting Precinct Master Plan Summary Alley Park

• An additional 2 touch/league fields to an overall 4 fields at Alley Park. • A new facilities/function/kiosk/changeroom building to house the senior rugby

league club as well as to provide an events venue for the wider community. It will be located to act as a controlled entry point into the Gordonvale swimming pool.

• Carparking and relocation of the tennis courts. Land to the west of Gordonvale High School

ATTACHMENT 2B – Endeavour Park Sporting Precinct Master Plan Summary Endeavour Park Sporting Precinct is a key sport and recreational site within the central suburbs of Cairns and is classified as a Regional Formal Sporting Ground. The current precinct can be defined as including the following areas and sport, recreation, community and public utility organisations users: North of Behan St

• Watson’s Park – North Cairns AFL Club, AFL Cairns Juniors • Stan Williams Oval – Brothers Rugby League Football Club Cairns • Tiger Park - Edge Hill Saints Senior Soccer & Edge Hill Junior Soccer Clubs • Cairns PCYC Indoor Youth Centre and • Cairns Roller Sports Association

South of Behan St

• Endeavour Park – Cairns District Soccer Association (CDSA) & Cairns Junior Cricket Association (CJCA) and

• Undeveloped land to the west. The adopted Master Plan provides: North of Behan St

• 1 additional rugby field and 1 AFL junior field • 1 additional senior soccer field and junior field space

South of Behan St

• Expanded sport and recreation reserve to the west to accommodate soccer and cricket fields.

• Overall, the number of cricket fields has increased from 6 to 7 and the location of

fields has been dispersed between over areas in the north and south of Behan St.

ATTACHMENT 2C – Endeavour Park Sporting Precinct Master Plan RecPlan Review A review of the twenty (20) recommendations for the precinct follow and a summary of the key findings are listed below:

• That the precinct can continue to accommodate all its user groups. • There is general agreement on the spatial configuration of most of the site. • Contingency plans for extra soccer fields in times of high demand or clashing

schedules are in place with four other clubs; Edge Hill, Marlin Coast, Stratford and Leichhardt

• There are new shared user facilities between junior cricket and rugby league, Edge Hill Saints Senior Soccer and Junior AFL.

• The value of the precinct as a wider community resource for recreation, pedestrian access and connectivity between urban areas and communities has been retained.

• There is agreement on a precinct approach to management in terms of both coordination with a Precinct Coordination Group and in a practical sense with an integrated approach to traffic and parking and drainage issues.

• There is a willingness to resolve lease issues so they better reflect areas of responsibility and conditions of leases. Users are happy to accept responsibility for the maintenance of their areas in return for greater lease certainty.

• The draft master plan is consistent with Council planning frameworks including the Cairns Plan, Crime Prevention through Environmental Design (CPTED), the Local Area Open Space Management Plan (LAOSMP), the Infrastructure Charges Plan (ICP) Draft 2001 and Council’s Sport and Recreation Strategic Plan 2003.

• The issue of MacDonnell Street and its adjacent drain was revisited with three options developed and costed. The review found that retaining carparking and achieving safe access through MacDonnell Street remains a priority for all precinct stakeholders. A workshop with Councillors also produced support for the option to pipe the drain, retain one-way vehicle access, establish parallel carparking on the western side of the road (up to 100 car parks) and establish a pedestrian /cycle pathway. The options are shown in Attachment Three, with Option A the preferred option. The covering of the drain was supported but only when suitable budget was sourced.

ATTACHMENT 2D – CDSA Structure & SSG Implications The Cairns & District (Junior) Soccer Association and Cairns Junior Cricket Association (CJCA) share use of Endeavour Park and have a joint lease of the majority of playing field area. CDSA have an area approximately the size of two full size playing fields all year round. Far North Qld Soccer Zone Inc (FNQSZ) manages all aspects of soccer within the zone area and this includes Cairns Regional Council local government area. CDSA is a member of FNQSZ and is responsible for all aspects of junior soccer within the area. CDSA at Endeavour Park is the Competition Management Centre for junior soccer, licenced from Soccer Queensland to manage the operational aspects of conducting fixtures. As a result, all 12 junior soccer club (11 clubs located in CRC) fixtured matches are played at Endeavour Park. All clubs except one train at their home grounds during the week. This is one approach to managing a competition, another is a home/away concept, as well as a combination of both. There is a mixture of these systems used in Cairns by other sports, with both offering advantages. Football Federation Australia (FFA) have reviewed the format of junior soccer in Australia and in late 2007 produced the Small-Sided Games (SSG) Handbook. This document outlines the model for a standard format for junior soccer across Australia for U6 to U12 age groups, with an emphasis on participation, enjoyment and player development. This concept will be implemented in stages, with the U6, U7 and U8s commencing in 2008. Changes to number of players, playing time, ball size and field size have occurred. The specific implications to CDSA and the adopted master plan include the: a) Area of play, b) Field dimensions and c) Competition models. a) Area of Play SSG can be played on any suitable open grass area and does not necessarily

have to take place on a dedicated soccer pitch. There is flexibility on how fields are marked (marked or painted lines) and goal types (markers, goals, goals (portable or fixed).

The Endeavour Park Sporting Precinct provides grassed space for soccer in the

Endeavour Park area as well as the Edge Hill Senior/Junior Soccer Club area at Tiger Park. An additional full size playing field has been gained in that area.

b) Field Dimensions SSG clearly identifies the required field size for each age group and a summary of

the previously adopted CDSA sizes is shown in Attachment 2D. The SSG recommended sizes are considerably less that previously used by CDSA.

c) Competition Models SSG lists three suitable models:

- Intra-club model is based on participants competing against other club members at their home ground.

- Inter-club model is the traditional home/away concept, club teams compete against other clubs alternating home or away venues.

- Inter-club (hub) model is where club teams compete against each other at one location, ie a Competition Management Centre as CDSA use.

FFA states that there is no best model however they recommend an intra-club or

inter-club (hub) model for U6 to U10 age groups and the inter-club model for U11 and U12 age groups.

Based on FFA’s research and recommendations, CDSA and FNQSZ have the

opportunity to review the existing arrangements of solely using Competition Management Centres or the inter-club (hub) model.

Future Management

• It is recommended that the future management of the complex be a combination of the existing community group leased tenures and a commercial lease to operate the indoor sports courts, health and fitness centre, swimming pool and kiosk and café facilities when these precinct components are eventually developed.

• It is recommended that Council call Expressions of Interest (EOI) for the long term management and operational rights (entrepreneurial lease) for the Smithfield Leisure and Aquatic Centre (SLAC) within the Smithfield Sport & Recreation Precinct Complex with a view to negotiating capital development contributions in exchange for a long term lease of the Marlin Coast Swimming Pool and the Marlin Coast Recreation Centre. The EOI would be subject to suitable staged funding arrangements being identified and secured by Council.

• The management arrangements and details regarding fair and reasonable community access across the whole precinct could be protected by the formation of a Smithfield Sport and Recreation Precinct Coordination Group.

ATTACHMENT 4A – Edmonton Sport & Recreation Facility Needs Study Key Findings & Recommendations Key Findings Summary

• Many sports in the study area are increasing in membership and a number of activities indicated an immediate need for additional, new or upgraded facilities.

• Most existing sportsfields in the study area lack functionality because they suffer from one or more constraints; too small, poor access, no/limited car parking, inadequate area for clubhouses/amenities, difficulty of floodlighting due to proximity of residences.

• Council’s Corporate Plan has identified the need to acquire land to facilitate the development of a new major regional sports area within a defined sporting precinct at Edmonton.

• From survey responses, the top three issues impacting on sport and recreation organisations in the southern growth corridor are inadequate land area or playing fields, poor standard or condition of facilities, cost of hiring/leasing facilities.

• Other facilities in the study area are either at capacity (eg Southside Gymnastics, Petersen Road sportsfields), outdated or in poor condition (eg Edmonton Swimming Pool, Down Park tennis courts).

• There is a reluctance to travel into Cairns for sport and recreation, especially for junior sport and a demand for locally accessible facilities.

• Young people, schools, police, community groups and residents expressed a need for a multi-purpose indoor facility for young people.

• The cost/availability of public transport are constraints to participation in recreation by young people within the study area. Cairns City Council’s decision to locate a future Town Centre in Mill Road, Edmonton is significant in the context of determining preferred locations for future indoor or aquatic facilities.

• The Edmonton Pool looks tired and has experienced water leaks and movement of the pool basin which has required continual re-tiling. Council’s Corporate Plan notes the need to investigate the replacement of this pool.

• Some community groups and young people feel the standard of presentation of parks needs improvement, including: Improved lighting (safety), Drinking taps, Improved play equipment (especially for older children), Greater range of facilities (eg tables/ chairs, additional skate/bmx), Shade/covered areas.

• There is a demand for safe, functional walk/ cycle paths. Recommendations Summary

• White Rock to Edmonton o Planning for field sports – acquire a 20ha site in the vicinity of Thomson

Road, Edmonton and prepare a master plan to provide for fields that cater for rugby league, rugby union, touch football, hockey, cricket, AFL and soccer.

o Aquatic facilities – demolish the Edmonton Swimming Pool and replace with a new facility adjacent to the Sugarworld Gardens area which would incorporate lap swimming/program pools, gymnasium/aerobics area.
