Mike has over 25 years in the construction trades with background in framing and finishing carpentry. Rebecca Longworth Special projects and booking of Inspections (contract) Becky has over 12 years’ experience as an administrative assistant To continue being able to offer prompt counter service, next day inspections, meet mandatory timelines with increased building activity we are reviewing and updating process and procedures.

Introductions

There have been some staff changes within the Building Division. I wanted to take a moment and provide you some background on the new faces you will be seeing. 2015 Building Stats Below is an excerpt from the 2015 building stats report submitted for Council’s review on January 27, 2016. Building Stats continued Residential growth within Township continues to be strong with 81 New Dwellings and 29 Demolish / Rebuilt dwellings. With 12 active subdivisions and custom homes being built, growth is expected to remain strong into 2016.

2015 Construction Value 2014 Construction Value $58 097 237.00 $46 440 208.00

The total construction value is up 20% over 2014. This is consistent with the increased total number of new dwelling permits issued. The total construction value provides a snap shot for Council with respect to new tax dollars being realized through increased development. Contractor’s Day – Mark your calendars In our continued efforts to communicate and grow, staff will be hosting a Contractor’s Day. When: Friday April 22, 2016 Time: 9 – 1 (not final) Where: Township of Oro-Medonte’s Council Chambers Who should come? Designers, Contractor’s, Septic Installers Topics: To be finalized – more details to follow Lunch: Light lunch to wrap up day Change in Permit application documents Two major changes to ensure that staff are creating accurate records and balancing customer service.

1. Sealed truss specifications will no longer be required at time of permit application. A truss layout will still be required. This means that the sealed truss specification sheets are REQUIRED to be provided at framing inspection. NOTE: the inspection will NOT be conducted if the sealed truss specifications are not provided.

2. Duct design and layout are required as part of the HVAC submission.

Changes in other process Through discussions with ratepayers, contractors and developers staff are undertaking a review to streamline processes.

1. Process review for Certified Lot Grading review and follow up inspection. 2. Where a water system exists for new construction an internal review for the

payment and paperwork for Water Trench inspection and water meter as part of picking up the permit.

I will keep you posted when changes are implemented.

Mandatory Septic Maintenance Program (SMP) Phase 1 (2010 – 2015) SMP program ended December 31, 2015. The Province mandated that all properties within 100m of the Lake Simcoe Shoreline undergo a mandatory septic maintenance inspection. Statistics - 100m of the Lake Simcoe Shoreline

Total Properties in program = 1249 • Complete = 980 • Incomplete = 203 (not including no record files) • No Record = 66

Note: Incomplete files means that we are awaiting pump report (condition of the tank) and / or maintenance agreements for tertiary systems.

Staff are now moving forward with issuance of orders for Incomplete and No Record properties Phase 2 (2016-2021) of SMP program includes all properties above and is expanded to include any property within 100m along rivers, streams, lakes, ponds or tributaries that are within the Lake Simcoe Watershed. Mandatory Septic Maintenance Program (SMP) continued In late January staff received the mapping from the MOE for properties to be included in Phase 2. Total Properties in the program = 3454 Phase 1 = 1249 New properties in the program = 2205 Staff have not eliminated vacant lands from this number at this time. Staff will be focusing on information, communication and notices to the public in the upcoming year. In addition the administration / record creation will be completed in 2016 with inspections in 2017-2021.

Common deficiencies Deficiencies are part of a normal building and inspection process. Staff’s role is not only Plans Examination and Inspections but are your extra set of eyes on site to ensure deficiencies are noted and rectified. Staff are seeing a trend in some deficiencies. Smoke Alarms and Carbon Monoxide Detector - with split bedrooms (on different sides of dwelling) there must be a smoke alarm that separates the sleeping room from the rest of the storey (in addition to the smoke alarm within the dwelling)

All new rules implemented in 2015

1. Interconnected and hardwired with battery back up

2. Each smoke alarm must have an audible and visual signal

3. One each storey including basements

4. One in each sleeping room AND

5. In a location between the sleeping room and rest of the storey (if sleeping rooms are served by a hallway within the hallway)

Building Funny

In Close Building activity remains strong with 116 permits (including 22 new SFD’s) issued in Nov & Dec last year. In addition 31 permits have been issued to date in Jan & Feb. 2016 promises to be a busy year. It is not the beauty of a building you should look at; it’s the construction of the foundation that will stand the test of time.
