IESL Induction & Graduation 2013 A SHINING MOMENT The Annual Induction and Graduation Ceremony of the IESL was held at the Waters Edge on Tuesday, 27th August, 2013 from 4.00 pm onwards. Prof. (Ms.) Vasanthy Arasaratnam, Vice-Chancellor, University of Jaffna was the Chief Guest and Capt. M.G.Kularatne, Chairman / Managing Director, MAGA Engineering (Pvt) Ltd. was the Guest of Honour. The large gathering consisted of Council Members of the IESL, Past Presidents of the IESL, special invitees, awardees and family / friends who accompanied them. This year, 164 engineers were inducted as Corporate Members and conferred the Charter status after going through a rigorous process of training and gaining experience under the guidance of senior Chartered Engineers and passing the Professional Review exams and interviews. They received their certificates from the Chief Guest and would join the ranks of the approximately 4000 already existing Corporate Membership of IESL. Graduation certificates were awarded to 34 students who completed the IESL Engineering Course which has become the best alternative pathway to becoming a qualified engineer for student eligible to enter the universities but were unable to gain entrance due to limited intakes of the state universities. Scholarship were also awarded to 5 winners of the Junior Inventor of the Year (JIY) - 2012 competition. This competition was IESL ENGINEERING EXCELLENCE AWARDS 2013 – THE ULTIMATE PRESTIGE E ngineering Excellence Awards 2013, the premier event of the year for rewarding outstanding achievements by engineers and engineering enterprises organized by the IESL was held at the CIinnamon Grand on Tuesday, 24 th September, 2013 from 7.00 pm onwards. Subasinghe Arachige Don Hector Sam Subasinghe (Eng.H.S.Subasinghe), former General Manager of CEB, best recognized for his pioneering role in setting up the Lanka Electricity Company (LECO), to take over the dilapidated electricity distribution network maintained by local bodies and introduction of novel concepts such as Pole Mounted Distribution Transformers, Pre-stressed Concrete Poles, Spot Billing System, etc. to the LECO as its founder chairman. The Excellence in Engineering Awards were carried away by Prof.J.R.Lucas, Senior Professor of Electrical Engineering of the University of Moratuwa, in the field of Electrical Engineering and by Eng. W ith activities of this session about to end in Oct 2013 I think it’s appropriate to highlight the activities carried out in this session in the context of the overall objectives I laid out when I took over the presidency. In my inaugural address I had stressed the need to bring IESL to its members with the use of information technology as a strategy to serve the country through serving the membership of the institution. Infusion of new technologies combined with overhaul of its internal processes have vastly upgraded IESL to a modern day professional body giving transparency and accountability in addition to timeliness and efficiency. All membership services are now integrated through a new Membership Management System and user friendly website to provide a personalized One-Stop Shop membership service to which members are being gradually acclimatized to obtain maximum usage and benefits. IESL is now Globally Connected and members need only a Personal Computer and Internet Connection to participate in the institution’s activities that hitherto been difficulte due to distance and time barriers. Public lectures held in Colombo and overseas are being live streamed to be watched by members from wherever they are. Members in overseas chapters and provincial centres are interacting through SKYPE, etc at meetings of the institution. ‘B Paper’ lectures are uploaded in to the website and being viewed at their convenience by those aspiring to be chartered engineers in the provinces. Expanded potential of provincial certres for group activities in virtual participation with the head office and other provincial centres makes it necessary to have permanent places of their own to effectively carry out their enhanced roles. IESL Induction & Graduation 2013 A SHINING MOMENT

The Annual Induction and Graduation Ceremony of the IESL was held at the Waters Edge on Tuesday, 27th August, 2013 from 4.00 pm onwards. Prof.(Ms.) Vasanthy Arasaratnam, Vice-Chancellor, University of Jaffna was the Chief Guest and Capt. M.G.Kularatne, Chairman / Managing Director, MAGAEngineering (Pvt) Ltd. was the Guest of Honour. The large gathering consisted of Council Members of the IESL, Past Presidents of the IESL, specialinvitees, awardees and family / friends who accompanied them.

This year, 164 engineerswere inducted as CorporateMembers and conferred theCharter status after goingthrough a rigorous processof training and gainingexperience under the

acquired the necessary land through their respectivegovernment bodies and laid the foundation stones for theirproposed buildings. The Northern Provincial Centre too hasacquired the necessary land in Kilinochchi. Notwithstanding the establishment of permanent buildingsfor provincial centres the need to make IESL servicesaccessible to each and every member is a prime necessity.Thus the concept of IESL District Centres have beenconceived of for districts with significant concentration ofmembers and where there is difficulty to travel to ProvincialCentres. Todate IESL District Centres have been establishedin Kegalle (9/03/2013), Polnnaruwa (14/08/2013) , Mannar(13/09/2013), Ampara (15/09/2013),Batticaloa (15/09/2013)and Monaragala (30/09/2013) districts under their respectiveProvincial Centres.Besides above I want to mention some special events of thesession. In my inaugural address I had mentioned the needto work closely with the IESL NSW (Australia ) Chapter soas to best derive the benefits of international expertise fromdiaspora members of our profession. This, I think, we managedto do successfully as many collaborative activities have beendone with them. Keeping to tradition I attended the AnnualEngineers Convention of the IESL NSW Chapter andparticipated in the Engineering Conference and the GalaDinner that are part of this annual event. I am also grateful toEng.Kamal Fernando, Chairman, NSW Chapter for facilitatingthe first ever meeting between the Presidents of the IESLand the Engineers Australia where I met Dr.Marlene Kanga(National President of Engineers Australia) and the detaileddiscussion on reviews and accreditation processes with Prof.Robin King (EA Chair of Sydney Accord) that followed.

IESL New South Wales(Australia) Chapter

Donates Books to JaffnaUniversity E’ Faculty

The IESL New South Wales (Autralia) Chapter donatedengineering books to the University of Jaffna at a simplehanding over ceremony held at the university premises

on 13th September, 2013. The books were officially handedover to the Vice Chancellor of the University of Jaffna, Snr.Prof. (Ms) Vasanthi Arasaratnam by the President of theIESL, Eng. Tilak De Silva. It’s just this year that a Faculty ofEngineering (located in Kilinochchi ) have been added to theUniversity of Jaffna. Chairmen of the IESL NSW Chapter,Eng. Kamal Fernando participated in the event via SKYPEHowever Eng. Kandiah Mahadeva of the NSW Chapter whometiculously selected the most useful books and coordinatedits purchase in Australia and transfer to Colombo couldn’tparticipate in the event, even via SKYPE, due to priorcommitments. The discussion that followed the hand overfocused on wider cooperation between the IESL and theUniversity of Jaffna. Eng. Shavindranath Fernando - PresidentElect of IESL, Eng. Arjuna Manamperi - Chairman, ICTCommittee of IESL, Prof. K. Kandasamy - Professor ofPhysics , Prof. P. Balasuntharampillai - Emeritus Professorof Geography, both of the University of Jaffna also attendedthe event and participated in the discussion. The IESLNorthern Provincial Centre which facilitated the handing overevent was represented by its Chairman, Eng. N Suthakaranand Secretary, Eng. T. Barathithasan and participated in thediscussions. They are among those largely involved with theuniversity in the setting up of the new E’ Faculty.

The 106th Birth Anniversary of Late Eng. (Prof.) E.O.E.Pereira was held at the Wimalasurendra Auditorium ofthe IESL on September 13, 2013. The memorial lec-

ture this year was on ‘ Education – Engineering to Basic’delivered by Eng. (Prof.) S.B.S Abayakoon, Senior Professorin Civil Engineering, University of Peradeniya.

Born on 13th September1907, the Late Professor obtainedhis education at Royal College Colombo, entering in 1928,the University College Colombo, the predecessor to the Uni-versity of Ceylon.. Winning the engineering scholarship forhis performance at the University of London exams held inSri Lanka, he proceeded to join the Downing College, Cam-bridge where he distinguished himself graduating with firstclass honours in Mechanical Sciences Tripos from the Uni-versity of Cambridge in 1931.

Returning to his country of birth he joined the public WorksDepartment serving it for 15 years. He then joined the teach-ing staff of the University of Ceylon in 1946 and was picked tobe the first Dean of the Faculty of Engineering of the Univer-sity of Ceylon when the country decided to educate its engi-neers in its own soil instead of sitting for the London Examsheld at the Ceylon Technical College at Maradana affiliated tothe University of London. Starting from scratch, with borrowedaccommodation and laboratory facilities, yet firm in his stridetowards achieving the best the world could offer at that timeto establish the first Faculty of Engineering in the country..He was appointed the Vice Chancellor of the University ofCeylon Peradeniya in 1969.In 1986 the country honoured himwith the title Vidya Jyothi and passed away in1988.

A District Centre affiliated to the IESL Northern Provincial Centre was established onFriday, 13th September, 2013 in Mannar. The event, attended by a large number ofengineers in the region, was held at the Irrigation Department (Central) Murugan,

Mannar. Eng. A.Robert V. Peiris was elected as the Founder Chairman of the new centrewhile Eng. Consalas and Eng. A. Thevanand were elected respectively as Vice Chairmanand Secretary.

President of IESL, Eng. Tilak De Silva and Chairman, ICT Committee of IESL, Eng. ArjunaManamperi graced the occasion with their presence. This is the 3rd such district centre tobe established by the IESL under its policy of making its services easily accessible tomembers at the district level. The New Membership Management system launched recentlyby the IESL requires just a PC with internet connection for members to participate in theactivities of the institution. Eng. Arjuna Manamperi made a comprehensive presentation onthe use and benefits of the system. A presentation on “Water Resources Development inMananr District with the Dawn of Peace” by Eng. S.M.A Nelugolla, Director of Irrigation-Mannar, Irrigation Department gave a brief but comprehensive perspective on water resourcesdevelopment taking place in the north.

Official ceremonies over, guests and invitees participated later in the night in a fellowshipevent held at the living quarters of the Irrigation Department. Incidentally the two buildingsthat are now used as living quarters for visitors and resident engineers had in the recent pastserved as a court house and administrative building for the LTTE in that area. To add finishingto the unique experience , guests, were treated to the tastes of experimental export qualityfruits cultivated from a land that had not long ago been full of bombs and mines.

The credit goes to Eng. N. Suthakaran, Chairman – IESL Northern Provincial Centre and theExecutive Committee for the successful establishment of the Mannar District Centre. Togetherwith Eng. N.Kirushanrooban of the Irrigation Department in the region, and his able team ofyoung engineers the fellowship and hospitality to the guests that followed were superblyorganized.

A District Centre affiliated to the IESL Uva ProvincialCentre was established at Monaragala at a ceremonyheld in this connection at the Victory Inn, Moneragala.

Eng. Tilak De Silva, President of the Institution of Engineers,Sri Lanka (IESL) and Eng. Arjuna Manamperi, Chairman ICTCommittee of the IESL graced the occasion with theirpresence.

Eng. S.N.B.M Padmasiri, Chairman, IESL Uva ProvincialCentre welcomed the special guests and large number ofengineers from Monaragala, Bibile and Wallawaya areas ofthe Monaragala district who attended the event. Addressingthe gathering Eng. Tilak De Silva explained his goal of makingIESL accessible to its members at the district level. He saidthat this is the 6th such district centre established by theIESL up to now, the others being those at Kegalle,Polonnaruwa, Mannar, Ampara and Batticaloa. Hecommended the Chairman, Eng. S.N.B.M Padmasiri andExecutive Committee of the Uva Provincial Centre for their

The Toastmasters Club of Institution of Engineers, Sri Lanka (IESL) held its 10th Installationand Induction Ceremony at the IESL Wimalasurendra Auditorium on 01st September 2013.The Chief Guest Eng. Tilak De Silva (President of IESL), Guest of Honour Eng. AravindaPerera, (Managing Director of Sampath Bank), Maj. Douglas Wijesinghe (Mentor of IESLToastmasters Club), M Z Saleem DTM, Past Presidents, distinguished guests includingeminent Toastmasters from other clubs graced the occasion. This 10th Installation ceremonyorganized by the Executive Committee and members was a colourful event attended bymembers and their families.

Theseskills give a person thecutting edge to move beyondthe mediocre and to soar tothe pinnacle”, said Eng.Aravinda Perera emphasisingthe importance of developingsoft skills, as he illustratedhow he personally benefittedfrom the Toastmasters Club.Since 2004, the IESLToastmasters Club hasprovided a mutuallysupportive and positivelearning environment for itsmembers in public speakingand leadership development-a need in today’s challengingenvironment. The club isaffiliated to the ToastmastersInternational (TMI) based inCalifornia with over 14,350clubs in 122 countries aroundthe world having more than292,000 members. TMI,which is in operation since1924, is a non-profiteducational organisation.

IESL Toastmasters Club isthe 5th club established inSri Lanka out of 70 clubsoperating today, and thisbrings various disciplinestogether, and the club ismade up of close to 40

members who meet once afortnight for two hours. Eachmeeting provides theparticipants an opportunityto practice public speakingby giving impromptuspeeches, preparedspeeches, and the chanceto offer constructiveevaluations. Anybody, froman experienced professionalto beginner can gainimmense benefits fromthese practical, face-to-facelearning programs whichrange from high levelbusiness meetings to day today common publicspeaking.

The Chief Guest, Eng. TilakDe Silva, as the President

of IESL, expressed hisgratitude to IESLToastmaster Club, for thecontinuous efforts to improvepublic speaking andleadership skills developmentof Engineers. He furtheremphasised the importanceof spreading this service toprovincial and regionalcentres.

IESL North Central Provincial Centre HoldsAGM

The Annual General Meeting, 2013 / 2014 session, of the IESL North Central Provincial Centre(NCPC) was held at theGalway Miridiya Lodge Hotel, Anuradhapura, on 12th September, 2013 in the presence of a large gathering of itsmembers, distinguished guests and special invitees. President of the IESL, Eng. Tilak De Silva, President – Elect of

IESL, Eng. Shavindranath Fernando and Chairman ICT Committee of the IESL, Eng. Arjuna Manamperi, graced the occasionwith their presence. In view of the many important initiatives of the last session and the necessity to continue with the greatprogress achieved, office bearers of key positions in the Executive Committee of the last session were unanimously re-elected to serve in those positions in the new session too. Thus an almost unchanged NCPC Executive Committee willcontinue to get the leadership of Eng. J.A.D.R Sujith Kumara as Chairman and Eng. (Ms) D L B P Wijesekera asSecretary to continue their good work in the new session.

The acquiring of a plot of land in Puttalam Road at Korakahawewa, Anuradhapura to build a permanent building of its ownfor the NCPC was an important initiative of the centre in the last session. Preliminary works towards construction of thebuilding have been completed and the foundation stone already laid by the President, Eng. Tilak De Silva, on 31st January,2013. The building is expected to be completed in two stages with the first stage expected to be completed in one year atan estimated cost of Rs 18.5 million. The NCPC is expecting to raise this amount through fund raising. A sum of Rs 1.5million have been already released as donation by the IESL parent body through the special initiative of the President, Eng.Tilak De Silva, towards this endeavor.

The building will be the first such building owned by an IESL Provincial Centre in the island and will be a tremendous boostto the capacity of the NCPC to more effectively perform activities of the centre such as holding meetings, seminars,workshops, etc. towards professional development of IESL membership in the province. This concept is to be extended toall other IESL Provincial Centres as confirmed by Eng. Shavindranath Fernando, the President – Elect of IESL. It felt like a journey to thepast when I walked throughthe ancient earth

embankment of“KudaWilachchiya” with agroup of irrigation andarcheology officials. The ruinsof the ancient earthembankment, sluices, spill inthe midst of Wilpattu nationalpark would certainly bring thesame feeling to anyone whovisits there.

Irrigation Department doesthe feasibility investigationsand surveys to restore theancient abandoned reservoirsituated in the South Westof Wilpattu. (Refer map-fig1)Once restored, this will servefor the domestic needs inWilachchiya area, augmentthe irrigation supply to tail endof Maha Wilachchiyascheme, and mostimportantly, it will be aperennial water source to thewild animals in the Wilpattunational park.

This ancient reservoir isbelieved to have been built byKing Wasaba (67-111 AD). Itlies in the thick jungle ofWilpattu national park wherethe public has no access.Hence, those who are doingthe surveys have to travel bya tractor to a certain distanceand lead the rest of thejourney by foot.

Irrigation officials inAnuradhapura believe that,early surveyors would havemixed up the names of thetwo Wilachchiyas, as KudaWilchchiya embankment islarger than MahaWilachchiya. There are 7breaches along the 3 km longembankment. It seems thatthe reservoir had beenbreached due to ahydrological failure, not astructural defect of the sluice(Bisokotuwa), as the twoBisokotuwas and spill areintact.

The well packed rubble rip-rap in the upstream sloperemains undamaged, evenafter .. decades ofabandonment and with themovement of elephant herdsin the park. (See fig 2)Oneother special design featurein the upstream slope is theberm, that provided stabilityto the upstream slope; thisis a rare design concept usedby our ancestors, speciallyfor a high dam section. (seefig3) Massive skilledworkforce would have beeninvolved for the dressedrubble work used in the riprap,as each block has been

The IESL commemorated the 139th birth anniversary of LateEng. D.J.Wimalasurendra with a memorial lecture held at theWimalasurendra Auditorium of the institution, on Tuesday 17thSeptember, 2013 The theme of this year’s lecture was ‘YourElectricity Supply in 2043’ and it was delivered by Eng. BandulaS. Tilakasena – Additional General Manager, Corporate Strat-egy – CEB. Born into a distinguished family of traditional crafts-men, 17th September 1874, the Late Engineer D.J.Wimalasurendra passed away on 10th August 1953 at theage of 79 years. An illustrious son of Sri Lanka whose nameis synonymous with hydroelectricity in Sri Lanka, he is thefirst to conceive the idea of harnessing the waters of thecountry’s rivers for the generation of electricity. It was at atime when the country was facing the unaffordable prospectof having to generate electricity using imported fossil fuel ifit’s to provide the country’s citizens with electricity towardsuplifting their standards of living.

innovations to the world.Especially where CivilEngineering is concernedthere are various partiesinvolved in constructionprojects, Architects,Engineers, QualitySurveyors, ConstructionEngineers, Technical Staff,Clerical Staff, Minor staffetc.. If we consider onesmall project, it alsoassociates withconsiderable Number ofpeople to make the projecta success. As we areEngineers if we have beengiven an opportunity tohandle a project and achievethe targets in every aspectmay vary from to person toperson. But if we have beengiven complete engineeringeducation we all could havethe same capability tohandle the project to thesame degree as we scoredin the G.C.E. (O/L) Math’spaper. But unfortunately ourmanagement abilities arediffering from person toperson. Here is wheremanagement and attitudedevelopment come into playto overcome suchweakness where humanresource management isconcerned.

Even thoughEngineers are dealing withmassive construction andmanufacturing industriesduring their carrier theyacquire only marginalsubject knowladge ofhuman resourcemanagement during theiracademic stage. But for theachievement of successfulbenefits of engineering it isvery important to learn howto use human capital moreeffectively for the bettermentof engineering. Greaterpercentage of engineeringeducation is based onmathematical concepts. Sothey lack humanities sectoreducation such as artsubjects, literature, music,dramas, critical analysis ofpfychological and socialbehavior of human beingsfor understanding of people.Without properunderstanding of people it isvery difficult to deal withthem and identify their

problems which arise at thegrass root level. Attitudedevelopments of internal andexternal customers are equallyimportant to run anyorganization smoothly.Identification capacities of eachindividuals and getting a job donecan be fruitful only through duerecognition. Every individualsexpect due recognitionirrespective of their hierarchicaland social levels. Attitudinaldevelopment is the way ofrevolutionize a thinking andacting without incurring extrabudget. Some times it may bechanging behavior but totalbenefit of the entire processbenefits both employer &employee.

Developments of anyorganization or country is mainlygoverned by the attitudes of thepeople of such organization orcountry. Attitude developmentmainly depends on economicfactors, religious factors,organizational factors, politicalissues, sub cultural and culturalfactors, educational factors ofboth internal and externalcustomers. But where workingenvironment is concerned it isimportant to maintain degree ofsatisfaction of the customer.Then only the future of suchorganizations could beestablished strongly. Humanbeings are most important andvaluable resources of anyorganization, so it is importantto keep them well aware for thebenefit of both parties.

To adhere to the visionand mission of any organizationis a fundamental requirement ofeach and every employee toenhance the organization in amore productive manner.

Attitude development isdirectly associated with theproductivity. Attitudedevelopment alone does not givebetter solutions for success andit shuold be coupled withknowledge and skill as well. Butattitude development plays adominant role in the humanresource management in bothconstruction and productionsector.

At the recruiting stage ofeach employee, it is essentialto conduct impartial interviewsto select the proper person forthe proper job. If themanagement fails in selectingadequate people for the required

position future of suchorganization is in vain. Toachieve the better result itis required to identify thecapabilities of eachindividual. Not only that,continuous training andmonitoring are equallyimportant factors to buildup better workingenvironment.

Formation ofattitude begin ourchildhood. Parental care,school education, effect ofpeer group association,University education andSocial factors are the mostprominent influences. Endresult of this entireeducation process willturnout people who adhereto the society or may behaving negative ideas ofthe society. So it is achallenge to select morecompetent people withhaving good attitudes.Even though if we recruitpeople with positiveattitude they may changewhen subjected to theassociation of employeeswith negative ideas andthey finally become losersto both organization andthem self.

It's always theemployer’s duty to keephis work place moreproductive and of highstandards of ethics andalso keep his staff happyand reduce their stressesas far as possible whileachieving the organizationgoal. Either bysuppressing theemployees not achievingthe organizational goal thefuture of the entire processmight be at risk. Only thevisionary leader canidentify the real needs ofattitudinal developmentand take necessary stepsto achieve that at any costto benefit the organization.Cooperation with teamwork, communicate openlyand honestly tosubordinates are alsoequally imported factors.Then only team membersof each team will trust theirsuperiors and tend to havehigher job satisfaction.

Since participating for the first timein 2008 IESL JIY winners have succeeded in winning 08 awardsat the Intel ISEF. This year too one of the winners of the JIY-2012 competition haswon a First Award in the Electrical andMechanical Engineering category at the Intel ISEF 2013 GrandAwards Ceremony held on 17th May 2013 in Phoenix, Arizoan.USA.. precisely cut to fit theposition.The two Bisokotuwas arealso masterpieces of theancient engineers. Thestone slabs used in theinner face fit each otherperfectly, that there is nospace for plants to grow,even in this thick jungle.(see fig 4) The outer coverof the sluice tower, madeout of bricks, and the innerstone slabs still remainsintact, demonstrating thegreat skills of those ancientreservoir builders.

Another special feature inthe headworks is theconveyance canal from thesluice outlet, which is madeas a close conduit usingstone slabs. (see fig 5)Until the surveys are over,it is difficult to explain thereason for this application.

Its ancient spill is anotherremarkable work of art thatshows the greatengineering capabilities ourancestors possessed.The villagers call the wingwall and the backfillingsection as “Paththirippuwa” since theybelieve it as the placewhere the king had hismeetings (see fig 6).

It is proposed to restore theheadworks by preservingancient features with theadvice of The ArcheologicalDepartment. The futuregeneration can observe thespill and sluices built byancient engineers, withoutany alteration.

After spending about threehours in the ancientreservoir premises, I was

stunned, not only with theplanning, design andconstruction capabilities of theancient irrigation engineers butalso with the present irrigationengineers’ struggle, with a bearfamily living in the ancient sluicebarrel and frequently interferingwith the survey team.

It is unfair to label a personsolely based on his or herbehavior. Every person mayhave a tendency to changepresent behavior intocompletely new positivebehavior tomorrow under newguidance and supervision.Depending on the skills of themanagement subordinatescan be motivated to changein the organization. Soleadership plays a vital role.He or she should be capableenough to identify the skilland attitude of employees ofthe organizations. In additionto that, building uptrustworthiness of eachemployer would enhance thefinal goal.
