    EXCUTIVESUMMARY

    Thisdocument

    outlines

    a

    proactive

    plan

    to

    improve

    the

    library

    space

    throughout

    St.

    Louis

    County. St.LouisCountyLibrary(SLCL)needstoreimagineitsfacilitiesforthe21stcentury.TheproposedassessmentwillprovideSLCLwithaframeworktoenhancechildrensspacesandearlylearning,teen,adultandseniorprograms. Itwillprovideopportunitiesforgrowthbydeliveringdirectinvestmentstoeachcommunity.

    From1973to1982,theLibraryBuildingFund(.05/$100assessment)supportedtheconstructionoflibrariesinSt.LouisCounty. Thevalueofhousingincreasedandjobgrowthfollowed.Overthelastthreeyears(2008to2011),theoverallassessmentofhousing,commercialandretail,hasdecreasedby11%. Atthesametimetheeconomyhasslowed,St.LouisCountyLibrarys circulationof librarymaterialshas increasedby34%andprogrammingattendancehas

    doubled.

    Thelibrarysmasterfacilityplanoffersaboldvisionforthefuture. AaronCohenAssociates(ACA)isgratefultotheStaffPlanningCommitteeandthemanypeoplewhoprovidedinputincraftingthisdocument. Theplanlaysoutrecommendationsforeachfacilityforthenexttenyears.

    From December 2011 to February 2012, ACA analyzed all of the libraries in the St. LouisCountyLibrarysystem. Ourteamdevelopedpreliminarycostestimatesfortheconstructionofnewbuildings$76.9M,renovations$12.70Mandadditionsandupgrades$9M.Amorede

    tailedanalysis

    is

    included

    in

    the

    study.

    We foundSLCLbuildings ingeneralneedof significant retrofittingand renovationand inmanycases,newbuildings.The levelofmaintenance isgood;but,theoverallimpression isof aging buildings.Other libraries in the region have invested significantlymore in theirbuildings.Historically,SLCLhasbeenfiscallyconservative,butthetimehasnowcomewhenmajorfacilitiesupgradesarenecessary.

    Thisupdateofthe2008FacilitiesMasterPlanfocusesonsupportforfamilies,childrenandteens.

    developedtoinstigatethemodernizationoftheSt.LouisCountyLibraryDistrict. Itstartsbyde

    options

    the

    Headquarters

    Branch

    and

    continues

    with

    aframework

    for

    the

    librarysystemasawhole,whichincludesprioritizingimprovementsandidentifyingchallenges.

    St.LouisCountyLibrarycanimproveitsinfrastructurewithasystematicinvestmentplanforthe

    next10years. Inthisdocument,wewillillustratethesignificanceoftheHeadquartersBranch

    asaculturalhubandtheneedforOperationstobeplacedinafunctionalandmodernbuilding.

    InAppendixA,weprovideamodelbuildingprogram fortheLewisandClarkBranch;options

    thatmovebeyondthetraditionalmatrixoflibraryservicesprogrammingthatmaximizeboth

    educationalandculturalopportunities.

    This

    study

    represents

    a

    compelling

    case

    for

    a

    new

    and

    dynamic

    Headquarters

    with

    a

    childrens

    libraryanddynamicmeetingandcollaborationspace. Italsoincludesinvestmentsrequiredto

    updateSLCLbranchesandimprovelibraryoperations.TheSt.LouisCountyLibraryplaysavital

    rolesupportingpositiveactivitieswithinthecommunity. Thisdocumentpresentsanopportu

    nitytostrengthenchildrenservicesandprogrammingbyenhancingthelibraryfacilities.

    UpdatingtheFacilitiesMasterPlan

    St.LouisCountyLibrarysFacilitiesMasterPlanisambitiousinscopeandscale. Itrespondsto

    majorforcesaffectingthelibrary;anacceleratedpaceofchange,dispersedinformationecology

    (ereaders,iPads,booksandDVDs),andagreaterneedtosupportfamilies,childrenandteens.

    2008

    Facilities

    Master

    Plan,

    developed

    by

    Robert

    H.

    Rohlf

    Associates,

    a

    major

    goalistoprovideLibraryusersofallageswithfriendly,inviting,safefacilitieswhichareacces

    siblephysicallyandvirtually.

    For thepast twentyyears, library serviceshavebeenevolving to includemoreelectronic re

    sources and new technologies. Moving forward, library patrons will increasingly use virtual

    meanstoaccessinformation.However,thelibrarybuildingsandtheservicestheyprovidestill

    haveagreat impacton the communities they serve. The librarybuildingsareplaceswhere

    children learn to readandadults learncomputer skills. Theyareplaces teensgo touse the

    computerforhomework. Theyareplacesforpeoplewithlimitedmeanstocrossthedigitaldi

    vide,engageinsocialnetworking,preparetaxes,filloutjobformsandsendresumes.

    Webelievethereisanopportunitytodynamicallysupporttheregionbycreatingopportunities

    togatherandcollaborateatthepubliclibrary. Asweembraceanincreasinglydigitalworld,the

    librarybuildingsneedtobedesignedtoengagethechildrenofSt.LouisCountyinnewanddif

    ferentways.

    TheMasterPlan focuseson the importanceof the libraryasacommunitygatheringplaceas

    wellasspacesforchildrenandfamiliestolearn,discoverandexplore.

    the

    St.

    Library

    view

    the

    library

    as

    a

    good

    value

    for

    the

    money

    and

    as

    a

    wellrespectedorganization.Aconservativeoutlookhasguideddecisionsinmostareasinclud

    ingthebudgetandplanning.Suchconservatismhasresultedindecadesofstability,evenwhen

    otherlibrariesofsimilarsizewereclosingbranches,limitinghoursandfreezingcollectionbudg

    etsandsalaries.However,thecurrentHeadquartersbuildingconfiguration,whichincludesop

    erations,processing,ashopandagarage,creates long termchallenges thatcannotbeover

    looked. The1960sbuildingcontainsaselfsupportingstacksystemthatwas installedtopro

    videefficientbookstorage.TheselfsupportingstacksarenolongerusefultoSLCL,becauseof

    innovationsinthedistributionandthedeliveryofmaterialstolibrarybranches.

    Headquarters isonan inadequatesite for thenumberof functionsandactivities it supports.

    Parkingspace

    is

    shared

    between

    the

    library

    and

    operations

    center.

    Library

    patrons

    are

    often

    unabletofindaparkingspace. Duetothegrowthofoperationsoverthelastthirtyyears,these

    servicescannotefficientlyfunctiononthesamesiteasalibrary.

    The Headquarters Branch should focus on public service and collaborative/program spaces.

    Theoperationscentercanbemovedoffsitetoaleasedlocation,enablingstafftofocusoncir

    culationgrowthandmodernizingcustomerservicemodels.

    Branches

    Duringthis

    project,

    the

    consultants

    visited

    SLCL

    branches

    and

    found

    that

    the

    service

    paradigm

    canbeenrichedwithaseriesofnewbuildings,additionsandrenovationprojects. Theaverage

    ageofSLCLbuildingsis30yearsoldandmanyhadnotseenarenovationinoverthreedecades.

    The2008FacilitiesMasterplan states thatManyof thebranchesare inneedof repairand

    renovation,anddevelopingaFacilitiesMasterPlanisimperative.Todosowithoutanticipating

    improvements to the servicemodel isunwise.Rather, it isprudent tocoordinate theservice

    paradigmwith the facilitiesparameters in lightofnew technologyand the communitysex

    pandingalternativesforentertainmentandrecreation. Belowisagraphillustratingtheageof

    thelibrarybuildings.

    Overall,thelevelofmaintenancethatSLCLemployedisgood. However,manyofthefacilities

    areatleastthirtyyearsold.St.LouisCountyLibraryisstrivingtointroducenewchildrensser

    vices,teen

    spaces,

    computer

    training

    and

    new

    technologies

    for

    patron

    use.

    The

    existing

    build

    ingdesignsandlackofphysicalspacemakesitdifficulttooperatewithoutmajorinvestmentsin

    theinfrastructure.

    Sincethe2008FacilitiesMasterPlanwas introduced,SLCLhascontinuedto improve itsfacili

    ties. Recently, the librarymovedtoanew location inEureka,greatlyexpanding its footprint

    and opening a new childrens zone. There is enthusiasm for the additional space and local

    communitymembersarewillingtovolunteerandinvesttheirfundstoimproveEurekasBranch

    library.

    St.Louis

    County

    Library

    has

    managed

    their

    to

    the

    branches

    in

    someway. MostbrancheshaveupdatedHVAC(heating,ventilation,andairconditioning)sys

    temsand lighting;othershavemade improvements inroofsandparking lots. The libraryhas

    applieditsbestresourcestomakethephysicalspacesmoreinvitingandoriginal. However,it

    wouldbeprudenttolookatthesefixesasstopgapmeasuresandnotlongtermsolutions.

    Recommendations

    Theprimaryrecommendationsresultingfromthisstudyaretwofold.

    1. ItisrecommendedthattheSLCLmakessystemwideimprovementstofamily,childrensand

    teen

    spaces.

    All

    of

    the

    branches

    should

    receive

    abudget

    to

    improve

    library

    services.

    2. Itisrecommendedthatthelibrarybeginatenyearconstructionprogram. Toimprovethephysicalspaceofeachlibrarybranch,eachfacilityshouldreceiveabudgetinpriority

    order.

    The libraryneedstobeavibranthubandcrossroadsforearly learning inthecommunity. St.

    LouisCountyLibrarysphysicalspaceswillprovideattractiveanddynamicenvironmentscondu

    civetoearlylearning,familyactivities,collaborationandchildrensprogramming.

    St.LouisCountyLibrarysphysicalpresenceshouldprovideanopportunityforchildrenand

    families

    to

    learn

    in

    an

    inviting

    and

    safe

    environment.

    Thebranchlibrariesshouldtransformtheirphysical layoutstoensurehighqualityprogrammingspace;spaceforstorytime,craftsandtutoringactivities.

    An updated plan should include flexible seating arrangements, new technologies andequipment, early learning themes and multipurpose space, essential to improve chil

    drensservicesateachbranch.

    TenyearSystemwideConstructionProgram

    Thisdocumentoutlinesapriority listofconstructionprojectstobecompleted inthenextten

    years. Therecommendedprojectsareoutlinedonthenextpage. TheStaffPlanningCommit

    teeandLibraryAdministrationwillreviewtherecommendationsandimplementtheseprojects

    baseduponcommunityneedsandavailablefunds.

    meetingfacilities. Overtheyears,thisresponsetocommunityneedshasenabledlibraryservicestobe

    extendedtourban,suburbanandruralcommunitiesinamethodicalmanner. Ithasprovedtobea

    solidapproachtoextendservicesinalogicalandeffectivemanner.
