Susan Wilson started as the Deputy District Engineer and Deputy for Programs and Project Management at the St. Louis District in

June 2018. As the Deputy for Programs and Project Management she is responsible for the business management of the district and

the management of the District’s Civil Works, Interagency and International services and Environmental programs. Ms. Wilson start-

ed with the St. Louis District in 2004 as a Project Manager. Prior positions within the St. Louis District include District Coordinator for

P2, Flood Risk Management Business Line Manager, Chief of Operations Technical and Policy Branch, and Deputy for Engineering and

Construction Division. Susan completed details as the Deputy for Operations Division, Strategic Initiatives Coordinator, Mississippi

Valley Division P2 Coordinator and the Mississippi Valley Division Flood Risk Management Business Line Manager.

Lieutenant Colonel Mejia assumed the role as the Deputy District Commander for the St. Louis District, U.S. Army Corps of Engineers

on September 6, 2016 after serving as the Base Support Group Infrastructure Section Head for the NATO Allied Land Command

Headquarters Izmir, Turkey. He received a Bachelor’s of Science in Construction Technology from Purdue School of Engineering and

Technology at Indianapolis in December 1997 and was commissioned as an Engineer Officer from the Reserve Officers’ Training Corps.

His awards include the Bronze Star with two oak leaf clusters, the Defense Meritorious Service Medal, the Meritorious Service Medal

with four oak leaf clusters, Joint Service Commendation Medal, Army Commendation Medal with two oak leaf clusters and the Army

Achievement Medal with four oak leaf clusters.

Colonel Bryan K. Sizemore assumes duties as the 52nd commander of the St. Louis District after serving as the G3 at the Maneuver

Support Center of Excellence at Fort Leonard Wood in Missouri. Sizemore was commissioned into the Corps of Engineers through

the United States Military Academy at West Point in 1996. Sizemore’s decorations include the Bronze Star Medal (with one Oak Leaf

Cluster), the Meritorious Service Medal (with four Oak Leaf Clusters), Army Commendation Medal (with four Oak Leaf Clusters), Army

Achievement Medal, Kosovo and Bosnia NATO Medals, Military Outstanding Volunteer Service Medal, Parachutist Badge, Air Assault

Badge, and the Combat Action Badge.

COL BRYAN K. SIZEMORE

My name is Karla Babb, I have been the Small Business Deputy for the St. Louis Corps of Engineers since July 2017. My experience

prior to becoming a Small Business Deputy has been in Contracting and 11 years in the private industry as a Senior Contracts Man-

ager. The Small Business Program for our District encompasses of educating and providing guidance to all small business entities so

that they can compete for St. Louis Corps projects. The goal of the Program is to ensure maximum opportunities in all acquisitions for

all small business concerns to compete. I believe as the Small Business Deputy that networking is the key to building a strong industry

partner relationship which is why my door is always open for capability briefings.

PARTNERING GOVERNMENT AGENCIES

The National Geospatial-Intelligence Agency (NGA) delivers world-class GEOINT

(Geospatial Intelligence) that provides a decisive advantage to policymakers,

warfighters, intelligence professionals and first responders. GEOINT is a highly

evolved intelligence discipline derived from the exploitation and analysis of imagery

and geospatial information that describes, assesses and visually depicts physical

features and geographically referenced activities on Earth.

It is a unique combination of an intelligence agency and combat support agency. It is

the world leader in timely, relevant, accurate and actionable GEOINT. NGA enables

the U.S. Intelligence Community and the Department of Defense (DOD) to fulfill the

president’s national security priorities to protect the nation.

NGA contracts for various Analytical (Geospatial, Imagery, Aeronautical etc.),

Scientific, Software Development, Engineering and Base Facility Services.

USTRANSCOM conducts globally integrated mobility operations, leads the broader

Joint Deployment and Distribution Enterprise, and provides enabling capabilities in

order to project and sustain the Joint Force in support of national objectives.

Our mission to support the Warfighter is through the procurements of airlift, sealift,

and surface charters and less than full charters. USTRANSCOM also procures

Information Technology Programs and Knowledge Management services.

The National Park Service (NPS), a Bureau of The Department of the Interior,

consists of over 400 sites throughout the United States and its territories. The

National Park Service preserves unimpaired the natural and cultural resources and

values of the National Park System for the enjoyment, education, and inspiration of

this and future generations. Known as a Major Acquisition Buying Office (MABO),

the mission of the NPS’ Acquisition Core is to support the sites of the NPS with their

supply, construction and service needs. The Missouri MABO is responsible for 16

NPS sites throughout a four state region, including 5 (of the 6) sites in MO and 2 in

IL. Our construction requirements range from magnitudes of <$25K to over >$1M, a

small example of the types of construction projects are Repair/Rehab of modern and

historical structures, new builds and paving restoration. For Services, a small example

would be alarm monitoring, backflow inspection and hazardous fuels removal (tree

thinning). Finally, for Supplies we purchase all types from computers to commercial

grade grounds equipment.

The Defense Information Systems Agency (DISA) is a combat support agency of the

Department of Defense (DoD). The agency provides, operates, and assures command

and control and information-sharing capabilities and a globally accessible enterprise

information infrastructure in direct support to joint warfighters, national level

leaders, and other mission and coalition partners across the full spectrum of military

operations. We provide cloud, cyber security, risk management, mobility solutions, IT

engineering solutions, telecommunications, satellite, test and evaluation, plus many

other IT services across the DoD.

Department of Veterans Affairs

The U.S. Department of Veterans Affairs runs programs benefiting veterans and

members of their families. It offers education opportunities and rehabilitation

services and provides compensation payments for disabilities or death related to

military service, home loan guaranties, pensions, burials, and health care that includes

the services of nursing homes, clinics, and medical centers.

The VA Saint Louis Health Care System (VASTLHCS) includes two divisions (John

Cochran and Jefferson Barracks) and is a Joint Commission-accredited, Level 1-A

Healthcare System serving eastern Missouri and western Illinois. VASTLHCS is

a research and education healthcare network actively affiliated with Saint Louis

University School of Medicine and Washington University School of Medicine. The

VASTLHCS is a tertiary referral center, with 4 Community Based Outpatient Clinics.

VASTLHCS provides advanced inpatient and ambulatory care in medicine, surgery,

psychiatry, neurology, and rehabilitation, as well as over 65 subspecialty areas,

including the VA’s busiest interventional cardiac program, interventional radiology

and radiation oncology. Some other unique attributes of VASTLHCS include Spinal

Cord Injury Units at both Division’s. Several national tenants also reside at the

Jefferson Barracks campus to include NCA’s National Training Center, VA’s Center

for Engineering and Occupational Health (CEOSH), Veteran Canteen Service’s

National Headquarters and others.

The St. Louis Facilities and Engineering Services (FES) department has a large area of

responsibility; we support all of Veterans Administration St. Louis Health Care System

which include the John Cochran (JC) and Jefferson Barracks (JB) Divisions.

Construction projects within the Veterans Administration fall under Clinical Specific

Initiatives (CSI) Projects, Non-recurring Maintenance (NRM) Projects, Minor

Projects, and Major Projects.

FES Design and Construction (D&C) Project Managers work with Service-Disabled

Veteran-Owned Small Business (SDVOSB) firms that include: Architect/Engineer

Firms (FBO.gov and IDIQ Contracts), Contractors (FBO.GOV and MATOC), and

Developers (leases) to support the construction project efforts.
