The “Fédération Internationale de Natation” (FINA) hereby notifies and invites all affiliated National Federations to participate in the 13th FINA World Swimming Championships (25m) on the following basis:

I. GENERAL INFORMATION

1. Host, place and date of competitions

The hosts for these Championships, the Aquatic Federation of Canada and the City of Windsor, have established a Local Organising Committee (Windsor 2016 OC), which shall be in charge of the preparation and organisation of the competitions under the control and supervision of FINA.

The events will be held in Windsor, Canada, with the following schedule:

Monday 05 December 2016: Opening Ceremony

Tuesday 06 – Sunday 11 December 2016: Competition

Sunday 11 December 2016: Closing Ceremony

Entry times achieved in 25m and 50m pools will be accepted. Ten (10) lanes of the competition pool will be used for the morning heats, while semi-finals and finals will be swum using eight (8) lanes.

5. Awards

5.1 Gold, silver and bronze medals shall be awarded to the first three places in individual and team final events (BL 9.11.1).

5.2 Diplomas shall be awarded to all eight finalists in individual events and to the first eight finalists in relay competitions. In swimming relays when preliminaries are swum, diplomas shall be awarded to those swimmers who have participated in the heats and/or the final (BL 9.11.1).

5.3 Trophies for the highest scoring male and female swimmers and the highest scoring national team (BL 9.11.1).

5.4 Commemorative medals for all those connected officially with the Championships.

6. Scoring

6.1 Points shall be awarded to all finalists, according to the following points’ distribution:

Individual Events: Places 1-16 : 18, 16, 15, 14, 13, 12, 11, 10, 8, 7, 6, 5, 4, 3, 2, 1 point

Relays: Places 1-8 : 36, 32, 30, 28, 26, 24, 22, 20 points

6.2 A special FINA Trophy shall be awarded to the individual competitor, either male or

female, scoring the highest points in the swimming events upon the following:

First Place 5 points Second Place 3 points Third Place 2 points Fourth Place 1 point Individual World Record 2 points for each record broken

If there is a tie, performances will be compared with the World Records and a decision made by the FINA Technical Swimming Commission.

7. Rules

The Championships will be held under the FINA Rules in force at the time of the Championships.

8. Penalties for withdrawal

FINA Rule GR 7 will govern in the event of withdrawals and the cumulative penalties provided therein shall be assessed. The FINA Technical Swimming Commission shall be responsible for checking and keeping records of withdrawals and reporting such to FINA.

9. Advertising

Identification in the form of logos on swimwear, i.e. swimsuit, cap and goggles, and pool deck equipment, i.e. track suits, official’s uniforms, footwear, towels and bags, is permitted in accordance with regulations established in the By-Laws (BL 7). A two-piece swimsuit shall, in relation to advertising, be regarded as one. The name and the flag of the country of the competitor or the country code shall not be regarded as advertisements (GR 6.1).

Body advertisement is not allowed in any way whatsoever (GR 6.2).

Advertising for tobacco or alcohol is not allowed (GR 6.3).

Advertising identification appearing on swimwear, pool deck equipment and official’s uniforms at FINA Championships is permitted as follows:

Swimsuits (BL 7.1.1):

• One (1) manufacturer’s logo of a maximum size of 30cm² when worn. Where

one-piece body suits are used, two (2) logos of the manufacturer shall be permitted, one above the waist and one below the waist of a maximum size of 30cm² each when worn. These two (2) logos of the manufacturer shall not be placed immediately adjacent to each other. Where two-piece body suits are used, the two (2) logos of the manufacturer shall be placed on one part each.

The logo has to be calculated taking into consideration the entire surface of the logo, as shown below:

• One (1) sponsor’s logo of a maximum of 30cm² when worn.

• One (1) flag and one (1) country name or code of a maximum size of 50cm2 when worn. Repetitions of the national flag, elements thereof or, the colours of the national flag, included as a design element of the swimsuit, shall not be considered under this rule.

Swimming Caps (BL 7.1.2):

• One (1) manufacturer’s logo of a maximum size of 20cm² on the front.

• One (1) flag and/or country name (code) of a maximum size of 32cm² shall be printed on the left side of the cap.

• The logo of Yakult, Official FINA Partner, shall be printed to a size of 20cm2 (H22.5mm x W90mm) size (when not being worn) on the right side of the cap. The Yakult logo artwork in .jpg, .ai and .eps formats can be requested from FINA (to the email [email protected]). If the swimming cap is white, the Yakult logo should exceptionally measure H15mm x W90.5mm. The Yakult logo shall be printed in red (Pantone:199C) on a white background (box).

• Athlete’s name of a maximum size of 20cm². The athlete’s name shall be printed on the same side as the flag and country name (code). Printing the athletes’ name isn’t compulsory.

• It is permissible to wear two (2) caps. Both caps must comply with the FINA Advertising Rules.

• The design layouts of your Federation’s/Supplier’s application of the Yakult logo and country flag/code, and athlete name (if applied) on the swimming caps should be submitted to FINA (to the email [email protected]) for review at the earliest opportunity, but no later than 1 November, 2016.

• Please note that FINA will provide caps (without any swimmer’s name, flag and country code) free of charge to swimmers not receiving swimwear from any manufacturer through an agreement with his/her FINA National Member Federation. Each swimmer will receive one (1) cap only, which will have to last for the whole duration of the Championships.

Goggles (BL 7.1.4):

• Two (2) manufacturer logos of a maximum size of 6cm² each are allowed on goggles but only on the spectacle frame or band.

Athletes Bibs (BL 7.1.5):

• The maximum size of the Bibs shall be 24cm (width) x 20cm (height).

• The Bibs must be worn and fully visible during Athletes’ introduction for Semi-Final and Final races, and for award ceremonies.

• An athlete removing the Bib before being presented at the start of an event or before completion of the victory ceremony may be disqualified.

Pool deck equipment (BL 7.1.6):

• A maximum of two (2) advertising identifications of which one shall be of the manufacturer and the other one of a sponsor are permitted, with a maximum size of 40cm² each when worn for any of the clothing items listed below, and a maximum size of 6cm² each for any of the accessories and equipment items listed below.

Identification on clothing must be placed on the top breast side so that the Bibs provided by FINA are visible when placed on the upper body clothing below.

For upper-body clothing items only, the manufacturer’s logo (being a design mark of maximum of 8cm in width) may additionally be displayed in the form of a strip in one of the following positions:

a) around the bottom of both sleeves; or b) centred down the outer seam of both sleeves (from the collar across the top of

the shoulders down to the bottom of the sleeve).

For lower-body clothing items only, the manufacturer’s logo (being a design mark of maximum of 8cm in width) may additionally be displayed in the form of a strip centred down the outer seam of both legs (from the waistband down to the bottom of the leg).

Any advertising identifications which are not indicated in these regulations are not permitted. In the event that any clothing or other items of equipment contravenes these regulations, the competitor must immediately remove the offending item(s) and replace it/them with clothing that complies with FINA rules. In the event that the breach is not immediately remedied the competitor may be requested to wear attire provided by the event organizer (BL 7.1.7).

FINA reserves the right to request Federations taking part in the Championships to present any advertising identification in this rule for examination and approval of FINA prior to the event in question (BL 7.1.8).

10. Swimwear

10.1 The swimwear used by the competitors at the Championships must comply in full with FINA rule BL 8 and GR 5 and duly approved by FINA in accordance with the rules and procedures set forth in the FINA Requirements for Swimwear Approval (FRSA).

10.2 Before any swimwear of new design, construction or material is used in competition, the manufacturer of such swimwear must submit the swimwear to FINA and obtain approval of FINA (GR 5.4). The official list of FINA approved swimwear is published annually and available on the FINA official website.

10.3 In swimming competitions the competitor must wear only one swimsuit in one or two pieces. No additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit (BL 8.2).

10.4 All commercial marking on the swimwear must comply in full with the FINA rule BL7.

10.5 The check of swimwear used by the competitors will be performed in the call room prior to start of each event.

10.6 The referee of a competition has the authority to exclude any competitor whose Swimwear does not comply with the FINA rules.

11. Entry Visas

Windsor 2016 OC will provide entry visas to Canada free of charge for the entire FINA Family (Athletes, NF representatives and team officials, FINA Bureau, Committee and Commission members, FINA Staff and FINA Guests), media representatives and all other approved foreign visitors attending the Championships e.g. coaches, officials and judges.

Citizens of more than 60 countries and territories DO NOT need a visa to visit or transit Canada. This is estimated to be 50% of the anticipated attendance at the Championships.

Citizens of ALL other countries and territories DO NEED A VISA to visit or transit Canada.

Processing times for temporary resident visa applications processed by visa offices outside Canada vary widely from a matter of days to several weeks. For current information go to http://www.cic.gc.ca/english/information/times/temp/visitors.asp

Effective March 16, 2016, it is mandatory that all visa-exempt foreign nationals apply for an Electronic Travel Authorization (eTA). The eTA is a new entry requirement for visa-exempt, non-U.S. foreign nationals travelling to Canada by air; (land, sea and rail modes do not apply).

In addition, citizens of the following 30 countries and territories need to give biometrics (fingerprints and photograph) within 30 days of submitting a visa application.

All VACs are equipped to collect biometric information; however, the following locations offer biometric services only i.e. in-person help and other VAC services are not available.

To support National Swimming Federations and the FINA Family the Windsor 2016 OC will be:

• Producing ‘Visa Guidelines’ for persons wishing to attend the Championships; • Working closely with the relevant authorities in Canada to provide as smooth a

visa application process as possible; • Establishing a Visa Helpdesk to assist and support National Swimming

Federations and other potential visitors to the Championships through the visa application process.

PLEASE NOTE:

1. All persons requiring a visa to attend the Championships are required to pay the normal

fees at the time of application. These fees will be reimbursed by the Windsor 2016 OC upon arrival at the Championships and production of the appropriate receipts.

2. Teams or individuals choosing to fly to Detroit Metropolitan Airport (DTW)

or transit through or travel via any USA airport must assume total responsibility for acquiring the appropriate visas for arriving into a US airport and crossing a Canada/USA land border for the return journey. A visa will also be required for entry into Canada.

Local transportation services to/from Detroit Metropolitan Airport will only be provided by Windsor 2016 OC by prior arrangement.

3. The LOC will only assume responsibility for the cost of providing visas for Canada.

4. For travel to Canada, a valid passport with an expiry date not less than six (6) months from the date of the visit is required.

12. Doping Control

12.1 The actual conduct of doping control shall be the responsibility of a Doping Control Commission of one or more people appointed by FINA (DC 5.2.2).

12.2 Selection of competitors to be tested at FINA competitions shall be decided by the Doping Control Commission together with the Bureau Delegate at the competition. All participating competitors shall be considered (DC 5.3.1).

12.3 Any swimmers establishing or breaking a World Record shall submit to doping control following the race. When a relay team breaks or equals a World Record all competitors swimming the relay shall be tested (DC 5.3.2).

13. Control of events

13.1 Management Committee. The Management Committee shall be appointed by the FINA Executive (GR 9.4.2).

13.2 Jury of Appeal. The Jury of Appeal shall be the Members of the Bureau and the Honorary Members of FINA (GR 9.3.1).

13.3 Commission. A commission shall be appointed consisting of the respective Technical Delegate (Bureau Liaison) and the Chairman and Honorary Secretary of the FINA Technical Swimming Committee (GR 9.5.1).

15. Competition & Training Venues

Windsor 2016 OC will provide world class facilities for both training and competition.

Competition Venue

The first-ever FINA World Swimming Championships (25m) to be staged in Canada will take place at the spectacular WFCU Centre, an arena facility among the best in class in North America.

This 6,700-seat arena is the proud home of the Ontario (Ice) Hockey League’s Windsor Spitfires, as well as the reigning Champions of the National Basketball League of Canada, the Windsor Express.

A temporary competition pool and pool deck will be constructed on top of the WFCU Centre's main arena floor and one of the venue’s community ice rinks will be de-iced to provide more than 2000m2 of athlete preparation and team areas.

A new 25-metre pool currently under construction will serve as the warm up/warm down pool for the Championships and provide a lasting legacy of the event for the communities of East Windsor.

The WFCU Centre is only 15-20 minutes drive time from the FINA Hotel and all other team hotels.

Training Venue

The new Windsor International Aquatic and Training Centre (WIATC) will be the sole training venue for the Championships. Opened in 2013, the WIATC has been widely acclaimed as one of the best public aquatic facilities throughout North America.

The venue hosted the FINA Diving World Series in both 2014 and 2015 and is located in the city’s vibrant downtown core and within short walking distance of all downtown team hotels. It will provide 27 x 25m training lanes for the Championships.

II. TEAM INFORMATION

1. Registration procedure

All Registrations and Entries shall take place through the FINA General Management System (FINA GMS) which can be accessed by https://data.fina.org. National Federations must use their usual login details to access the system. For registration help and assistance please contact: [email protected]

Please note that the registration for the 13th FINA World Swimming Championships (25m) Windsor 2016 will open on 01 June 2016.

PRELIMINARY & FINAL REGISTRATION

There will be three successive entry steps to provide information to FINA and the Organising Committee in order to register for the event.

The entry steps are as follows:

PRELIMINARY ENTRIES To be submitted through the FINA GMS by Thursday 01 September 2016 @ 23:59 (GMT) The Preliminary Entry is for the purpose of indicating to the Organising Committee the maximum number of competitors, representatives, coaches, official delegates, medical staff, etc., which each Federation intends to register for the competition.

15 FINAL NOMINATIONS (ENTRIES BY NAME)

To be submitted through the FINA GMS by Thursday 27 October 2016 @ 23:59 (GMT)

The Final Nominations is the final deadline to register all Athletes and Team Officials that includes all relevant data for the purposes of Accreditation and Visa assistance.

After this deadline it will not be possible to register any more individuals to the event. The number of registrations must not exceed the numbers submitted in the Preliminary Entry.

The data must contain the exact number of named competitors, representatives, coaches, official delegates and medical staff etc. All requested information must be fully and correctly completed in the FINA GMS.

At this date, the NF must also have completed the final room requests (exact number of rooms, dates, etc.) and provide the OC with the complete rooming list via the FINA GMS.

FINAL SPORT ENTRIES

To be submitted through the FINA GMS by Tuesday 22 November 2016 @ 23:59 (GMT)

Each Athlete must be registered for the event (s) they will be participating in by this date. No late entries will be accepted. FINA and the OC will use all collected data for the purposes of event registration and accreditation.

The qualification period for entries shall be between: 22 August 2015 – 22 November 2016.

The FINA Hotel

The FINA Hotel is the highly regarded Caesars Windsor, Canada’s largest and most prestigious casino resort hotel.

Located on Windsor’s attractive riverfront overlooking the Detroit skyline the hotel also includes a 5,000 seat arena, the Colosseum, which will host both the Opening Ceremony for the Championships and the FINA Gala Awards Dinner.

The hotel has 758 rooms in two towers and Windsor 2016 OC has secured 500 of these rooms for the Championships period. The Forum Tower requires access through the casino and will only be used for adult visitors. The Augustus (or Family) Tower does not require

access to the gaming parts of the resort and will be used for teams wishing to upgrade to 5 star accommodation.

Caesars Windsor will also be the venue for the 4th FINA World Aquatics Convention.

4. Registration and qualification of competitors

4.1 Each Federation may enter no more than two competitors per individual event,

regardless of standards. There is no limit on the number of events in which each competitor may enter (BL 9.3.6.1).

4.2 For each relay event, each Member may enter only one team. All swimmers entered in individual events can be used in relays (BL 9.3.6.5).

4.3 The composition of a relay team may be changed between heats and finals of an event. When preliminaries are swum, medals or diplomas shall be awarded to those swimmers who swam in the heats and the final race (BL 9.3.6.7).

4.4 The names of swimmers actually swimming on a relay must be submitted at least one hour before the start of the session in which the event is to take place, in the order in which they are to swim. The names of the swimmers in medley relay events must be listed for their respective strokes (BL 9.3.6.8).

4.5 Each Member may enter a maximum of 26 men and 26 women swimmers (BL 9.3.6.9).

4.6 While there are no qualifying time standards, the National Federations will enter swimmers and relay teams using the FINA Rankings as the entry time for seeding purposes. Where no valid time information is recorded in the FINA Rankings, the swimmer or relay team will be entered with no time (BL 9.3.6.6).

5. Team Officials

5.1 Individuals who are serving as Team Officials (coaches, managers, chaperons, etc.) cannot serve as Technical Meet Officials.

5.2 Each Federation shall be allowed to include in its delegation Team Officials (coaches, managers, trainers, chaperons, etc.) in a number dependent upon the number of competitors entering and participating in accordance with the following:

6. Accreditation

National Federations are to note the number of Team Officials (coaches, managers, chaperons, etc.) allowed as detailed in section 5.2.

A fee of USD $150 will be charged for approved additional accreditation passes for individuals registered under the “Team Official” category that exceed the Team Official quota for each discipline.

Concerning NF Representatives, the President and the General Secretary will be entitled to a free accreditation. (These cannot be transferred to any other person).

Any other individual registered under the NF Representative category will be charged a fee of USD $150 USD for their accreditation. NF Representatives are NOT included in Team Official quotas.

FINA has final approval for all additional Team Official and NF Representative Accreditation pass requests that have been submitted through the FINA GMS by the registration deadline.

Quotas are not transferable from one category to another.

The Federation is entirely responsible for registering the participants with their correct function and role, so that the correct accreditation will be issued. No accreditations will be changed or re-printed during the event.

Loss of Accreditation: If your accreditation badge is lost, it must be reported immediately to the nearest security personnel from the Windsor2016 OC. A penalty fee of USD $50 may be charged for the reproduction of lost accreditation badges.

7. Local transportation

Team Officials will share the same shuttle bus transportation provided by Windsor 2016 OC to the participating Teams.

III. TECHNICAL MEET OFFICIALS

1. List of Officials

Details will be given on a further update of these Summons.

2. Required Days of Duty

Officials should arrive in Windsor on Sunday 04 December 2016 and depart on 12 December 2016.

3. Expenses of travel, accommodation and food

Accommodation on bed and breakfast terms and a per diem will be provided for all the Technical Meet Officials for the period of 04 to 12 December 2016. Travel expenses shall be the responsibility of each National Federation.

4. Local Transportation Shuttle transport will be provided by Windsor 2016 OC.

IV. TICKETING

Details on ticketing will be given on a further update of this Summons but National Swimming Federations will be provided with a priority ticket purchase opportunity prior to tickets going on general public sale.
