Ten West Link transmission line (Project) is a proposed 500 kV interstate transmission line that will bring significant economic and reliability benefits to the electric power grid serving the Desert Southwest – one of America’s fastest growing regions. The Project is sponsored by DCR Transmission, LLC (DCRT), a joint venture led by Starwood Energy Group Global, Inc., one of the leading independent transmission development companies in the US. Once constructed, the Project will improve access to low-cost renewable energy resources, promote regional economic development, strengthen the transmission grid, and enhance electric system flexibility and operability. Since 2015, the Project development team has continually engaged a large and diverse set of stakeholders. Doing so has helped shape the Project to reflect the needs of local communities, environmental organizations, governmental agencies, and other interested parties. The U.S. Bureau of Land Management (BLM), working with the California Public Utilities Commission (CPUC), is leading the federal environmental review of the Project. On September 13, 2019, BLM issued the Final Environmental Impact Statement (FEIS) for the Project. The FEIS identifies a 125-mile long BLM Preferred Alternative Route (PAR) for Ten West Link and addresses potential impacts of the Project in both Arizona and California. The PAR avoids population centers, maximizes the use of the BLM-designated utility corridors and/or parallels existing transmission infrastructure wherever feasible, uses the U.S. Department of Energy designated energy corridor, and avoids the Kofa National Wildlife Refuge. In Arizona, an application for Certificate of Environmental Compatibility (CEC) is expected to be filed in December 2019. The filing of the CEC application will commence a public process that will include hearings conducted by the Arizona Power Plant and Line Siting Committee and culminate with final consideration by the Arizona Corporation Commission. In California, the Project development team has started the process of obtaining a Certificate of Public Convenience and Necessity (CPCN) from the CPUC. The CPCN process is expected to continue through 2020. The CPUC will continue working with BLM to ensure the environmental review meets California Environmental Quality Act requirements. The Project development team is committed to an extensive stakeholder outreach process through all phases of the Project. This newsletter is another tool in helping fulfill this commitment.
