Bob Rand, who spent the final half year of his life in nursing care following a stroke, died on January 29. We miss Bob’s warm smile and quiet presence; he and Marlene were always together at our village events. A memorial service is planned for April 28 at 1:00 p.m. at the East Barnard Church, followed by a reception at the Community Hall. Another change in our village in the past few weeks has been the setting of the new tall poles for Green Mountain Power’s re-routed line. In preparation for this project we have seen many trees along the roadsides either cut or pruned. Personally, Abner and I have watched the cutting down of the huge old sugar maple in our front yard; it was hollow and in bad condition and its time had come. Still, it has been sad to watch the demise of the last big maple along the road at our end of the village. Abner tapped it for the last time in 2016 and, although it will no longer give us syrup, its wood should warm our house for a long time. Warm houses are the venues for winter events as the East Barnard Church and Community Hall are closed for the season. However, you don’t need to live in East Barnard to participate in our activities. The church has offered “Home Church” on January 21 and February 18. The next one is planned for Sunday March 18 at 3:00 p.m. with the host house still to be determined, and the last one will be on April 15 at Amber Leavitt’s house. The purpose is to gather informally for reflection, prayer, and discussion; participants are asked to bring a snack to share. Amber Leavitt ([email protected]) is the contact person for information. Community Club also counts on local hosts for winter socials. It’s still not too late to participate in the card shower honoring their long marriage: 330 Walker Hill Rd., South Royalton, VT 05068. EAST BARNARD CONTINUES HOME-BASED WINTER ACTIVITIES

We miss Bob’s warm smile and quiet presence; he and Marlene were always together at our village events. A memorial service is planned for April 28 at 1:00 p.m. at the East Barnard Church, followed by a reception at the Community Hall.

Another change in our village in the past few weeks has been the setting of the new tall poles for Green Mountain Power’s re-routed line. In preparation for this project we have seen many trees along the roadsides either cut or pruned. Personally, Abner and I have watched the cutting down of the huge old sugar maple in our front yard; it was hollow and in bad condition and its time had come. Still, it has been sad to watch the demise of the last big maple along the road at our end of the village. Abner tapped it for the last time in 2016 and, although it will no longer give us syrup, its wood should warm our house for a long time.

If you are a resident landowner, DO NOT FORGET TO FILE YOUR HS-122 on or before April 17, 2018. Filing for an extension of your income taxes does not release you from your obligation to file the HS-122 on or before April 17, 2018. The penalty for filing the 2018 HS-122 after April 17, 2018 is 8% of the total property tax bill for 2018.

OBITUARYFrom the EB Village Crier - Robert M. Rand, Jr.East Barnard, Vt. — Robert M. Rand, Jr. died early Mon-day morning Jan. 29, 2018 at Barre Gardens in Barre, Vt.Robert was born on March 29, 1952 in Hanover, N.H. the son of Robert, Sr. and Eleanor (Burdon) Rand.A graduate of Hanover High School Robert served in the United States Navy from 1974 to 1978. He returned home and in 1979 and married Marlene Maude VanAlstyne. Robert cooked at the Sheraton, now the Fireside Hotel in West Lebanon, N.H. for a few years until going to work for the Hanover (N.H.) Inn for over 30 years, retiring in 2009. Robert enjoyed playing golf and watching a number of sports on TV. He was a member of the Ora E. Paul Post #24 American Legion in Woodstock, Vt. and the Broad Brook Volunteer Fire Department.Robert is survived by his wife Marlene of East Barnard, Vt., his mother Eleanor Rand, sister Dorothy Rand Jef-frey (husband Joseph), and niece Caitlin Jeffrey all of Indianapolis, Ind.A memorial service will be held on Saturday April 28 at 1 p.m. in the East Barnard Community Church followed by burial in the East Barnard Cemetery.Memorial donations may be made to the East Barnard Community Club C/O Abner Schlabach, 5026 Broad Brook Road, So. NEWS FROM HELPING HANDSWhat an on again, off again winter! Beautiful snow and then rain and now the 50’s predicted for this coming week. How much longer will it be safe for skiing and walking on Silver Lake and for the fishermen and their ice houses? The Farmer’s Almanac calls for an early spring. Most of us will be ready for that!

This is a quiet time for Helping Hands. We have been able to help several families with firewood, thanks to Change the World Kids and Nick Ferro. Both of them stockpile wood and have generously shared it with Barnard residents. Please let us know if you know of anyone who needs wood or help with other heating needs.

Our local food shelves are still serving a record number of individuals and families. Please help us keep our food shelf collection box at the BGS filled to overflowing. There are many in our community who depend on both the Wood-stock and Bethel Food Shelves to supplement their food needs. Here is a list of items that are always needed: pasta and pasta sauce, hot and cold cereal, canned tuna, canned soups and stews, canned and packaged meals, peanut but-ter, jam and jelly, coffee and tea, mayo and ketchup and personal care items such as shampoo, toothpaste and toilet paper. Thank you for supporting the food shelves!

Please don’t hesitate to contact us if you or someone you know could use a helping hand. We have people ready and willing to help. If the job is too big for us to handle, we can refer you to other available resources.

LISTER NOTESWith the 2018 Grand List appraisal date of April 1, 2018, just around the corner, the Listers will be making their final inspections of new construction starting in mid March. We are attempting to get all updated information for the 2018 Grand List compiled before April 15.

In order not to tread to heavily on the landowners toes, we are sending out letters to all property owners that have land and/or buildings that we need to inspect. If you do not want the listers to do inspections of the land and/or build-ings, we request that you inform us as soon as you receive our inspection notification letter. If we do not receive a response to our notice of impending inspection, we will inspect the property at our convenience.

A GUIDE TO THE PURCHASE OF A BARNARD CEMETERY LOT

The purchase of a Cemetery Lot is outlined below.

At the time of purchase a receipt of purchase for the lot selected will be issued. This receipt is your record of ownership and a copy is also entered into the Barnard Vital records.

Persons desiring to purchase lots should visit the cemetery where a Barnard Cemetery Commissioner will aid you in making a selection.

When a lot is selected it will be located and flagged to guide the installation of cornerstones which are required for permanent identification of the lot. Barnard requires that cornerstones be placed within thirty (30) days of lot purchases. Barnard also requires that a Headstone (Memo-rial) be installed within one year of burial.

The Cemetery Commission shall present the lot owner with a copy of the current Cemetery Rules.

No other effort is required until the time of internment when the receipt holder (or funeral director) shall inform the Cemetery Commissioners to make arrangements.

RULES AND REGULATIONS OF THE CEMETERIES OF BARNARD, VT

For the mutual protection of lot owners and the cemeteries as a whole, the following rules and regulations have been adopted by the Barnard Cemetery Commission and pertain to all lot owners and visitors within the cemeteries. All lots sold shall be subject to said rules and regulations and, subject further to such other rules and regulations, amend-ments or alterations as shall be adopted by the Cemetery Commission from time to time.

SECTION I. DEFINITIONS

1. Cemetery. A “cemetery” is Town lands set aside and intended to be used for the burial or disposition per-manently of the remains of the human dead in a grave, mausoleum, a columbarium, a vault, or other receptacle.” 18 V.S.A 5302

2. Lot. The term lot shall apply to numbered division as shown on the cemetery map of record.

3. Plot. The term plot shall apply to a space of sufficient size to accommodate one full adult interment (approxi-mately four by ten feet) or cremation.

4. Private Burial Ground. A “private burial ground” is generally considered a burial ground that is on property that is otherwise dedicated to a non-cemetery use, such as a farm or a homestead.

5. Internment. The term interment shall mean the perma-nent disposition of the remains of a deceased person by cremation and interment, entombment or burial.

6. Memorial. The term memorial shall include a monument (tombstone of granite or marble which shall extend above the surface of the ground), marker (a memorial flush with the ground), tablet, headstone, private mausoleum or tomb for family or individual use.

7. Lot Marker. The term lot marker refers to cornerstones used by the cemetery commissioners to locate corners of the lot or plot.

SECTION II BURIALS

1. Burials in all Barnard cemeteries shall be conducted in accordance with State Laws and regulations.

SECTION III CARE OF LOTS

1. To preserve the boundaries for present and future evi-dence “Lot Markers” (cornerstones) shall be placed by the lot owner at the corners of the lot purchased within 30 days of taking title of lot. The Memorial (Headstone) shall be placed within one year of burial. With regard to the Cremation sections, the Marker (Headstone) shall be a “Grass Marker” (12”x24”x4”) placed flush with ground.

2. In accordance with State law, the town shall spend at least $500 a year on the upkeep of its cemeteries (V.S.A. 18# 5362). This includes, but is not limited to, keep-ing lots and walkways cleared of weeds and grass, the headstones or monuments to be replaced or repaired or other disfigurements removed. In addition, when a headstone or monument is to be replaced, the cemetery commissioners shall notify relatives of the deceased, if known, of the date of the removal and that the relative may claim the removed headstone or monument within 30 days after the date of the notice.

3. All grave openings are under the direction of the Cemetery Commissions and shall be recorded in the Town records.

SECTION IV LIGHTS, DECORATION, TREE, SHRUB AND BUSH POLICY

1. Lighting; Solar or battery powered lights shall be al-lowed in all Barnard cemeteries under the following conditions:

A. One (1) light shall be allowed at each headstone or marker. Such light shall be placed next to the headstone or marker and shall not interfere with mowing.

B. Size of light lens shall no exceed 3.5 inches in diameter and 4.5 inches in height. Total light height shall not exceed 16 inches.

C Lights must be kept in working order or shall be re-moved by the Cemetery Commission at its discretion.

2. Trees, Shrubs, and Bushes; will not be allowed in any Barnard cemeteries. Trees, shrubs and bushes are not grandfathered and shall be removed by the family or the Cemetery Commission at its discretion.

3. Live Flowers and Plants; Only live plants and flowers will be allowed in all Barnard cemeteries and must be placed in a manner that will not interfere with mowing. All live flowers and plants must be removed by October 1st either by the family or the Cemetery Commission at its discretion. Christmas wreaths may be placed and must be removed by May 1st.

4. Veteran Flags: Flags place on graves of Veterans shall be in proper stanchions.

5. Other decorations: No other decorations will not be allowed on any lots in any Barnard cemeteries and are not grandfathered. Any other such decorations shall be removed by the family or the Cemetery Commission at its discretion.
