1. Affordable Housing Ø Plan aims to “promote equity & preserve

diversity by increasing the supply of affordable housing” in redevelopment opportunities to ensure the area maintains its “diverse character” through no “net loss” and encourages new affordable units (p 66) u  110 units currently affordable preserved u  55+ new affordable units added to

public/private space/single identifiable point of entry/fencing between resident areas & public walks)

u  AHC has worked closely with Arlington County Police Department’s Crime Prevention Specialist regarding current and redeveloped site conditions as well as neighboring Arlington Ridge Terrace Condominium

u  Buildings will include controlled access for resident safety and comfort

4. Green Design Principles & Limited Building Impact on Stream

Ø  Guidelines advocate green building and site design including green roofs and stormwater management as well as minimized impact on stream ecology (p. 43-53)

u  Green roof technologies on terraces over garage structures (green roofs on building structurally impractical on wood framing)

u  LEED Gold for Homes + EarthCraft for Multifamily u  New stormwater management requirements to be met u  Pervious drive created for fire access u  Overall 80% reduction in asphalt from current development u  Planting swale between trail & development adds to runoff

collection u  No disturbance to stream beyond flood wall will occur with

redevelopment u  Native landscaping provided

5. Pedestrian & Vehicular Prioritization Ø  Plan requests avoidance of inappropriate prioritization of car over

pedestrian access (p 56) and guidelines encourage a pedestrian oriented ground floor design (p 95-97)

u  Trail side walkway has been added and trail side surface visitor parking spaces have been removed; per staff request, Glebe Road street parking added

u  Required fire access is met with pervious surfaces and used only by fire vehicles

u  Resident walkways and access to trail included u  Site plan includes 4 active resident zones on the stream side

including plaza/patio areas, children’s play area, and educational garden

u  Retail uses are not permitted per zoning u  The Berkeley is bookended by two existing public trail access

points, the closest together of any two access points along the Four Mile Run trail

6. Exciting, High Quality Architecture Ø Guidelines encourage “innovative, contemporary and

sustainable architecture” (p 101-103) and two building fronts (p 97) u  Redevelopment will use high quality construction

materials required by VHDA & customary for AHC projects

u  Project includes balconies, windows and projections per the guide

u  Included bold geometric forms to break up linear nature of site

u  Enhancement of both north and south elevations to address the need for two front facade identities, with the north more formal toward the urban Glebe Road and the south stepping down in scale with more organic orientation toward Four Mile Run

7. Parking and Service Access Ø Plan requests no garage or service entrance located within

200’ of the bank (p 96)

u  Overall site depth is between 200’-250’ with site constraints of high voltage power lines + storm & sanitary sewer easement

u  Garage + trash/loading access along Glebe Road will be a traffic, safety, and urban design concern

u  Site elevations present grading obstacle to placement along the West side

u  Trail side entrance proposed is located as far from stream as possible

u  Efforts to minimize visibility from the trail include added berms + garage door down slope from driveway.

8. Building Location & Massing Ø Guidelines encourage orientation of longest sides

of building perpendicular to stream + building massing to step down to stream. (p 94)

u  The narrow site + easement constraints limit overall perpendicular buildings

u  Building wings have been created to give perpendicular element within constraints

u  Revised elevations step down the apparent height and mass with parapet adjusted for elevation site lines from north to south and transition masonry base stepping down to trail

9.  Building Entrances & Access

Ø Guidelines encourage multiple building entrances & suggests individual unit entrances at the ground floor (p 97)

u  Plan includes four entrances on the Four Mile Run side + two entrances on Glebe Road

u  AHC markets and commits a high level of security for its residents which is best achieved through controlled access via key fob system.

u  Individual unit access can negate management control over access for all residents plus marketing for future residents

u  Insurance cost implications

10. Site Access Ø  Plan encourages pedestrian access from the site to the trail and limited

barriers between the stream and private open spaces (p 58-64) u  The current development has experienced issues in recent years &

includes fencing in redevelopment for site security u  Arlington County police strongly recommend keeping fencing as

part of the redevelopment plan u  Property insurance cost impacts u  Local resident concerns/request to eliminate opportunity for

joggers/walkers to be pulled into landscaping u  Neighboring Arlington Ridge Terrace Condominium improved

fencing in recent years to positive results & supports fencing for The Berkeley

u  Site is bookended by two public trail access points, closest along the trail

u  Redevelopment will include a fence with visual transparency u  AHC proposes 6-8 exterior exhibit panels mounted to fencing as

educational engagement of trail users to Four Mile Run which will meet the Plan’s goal to provide “interpretive opportunities” (p. 71-72)
