VNUKOVO AIRPORT CASE STUDY


THE ISSUE. PRE-PPP PROCEDURES HISTORY

• Moscow - 4 main airports – Sheremetyevo 1 and 2, Domodedovo, Vmukovo and Bykovo

• VNUKOVO – one of the biggest international airports; 80 regular daily flights and 10 charter flights

• 3 biggest Moscow airports – Sheremetyevo, Domodedovo and Vnukovo owned by different authorities – Federal, Moscow Region and Moscow – the source of problems

• November 2003 – controlling block of stock of Vnukovo airport becomes property of Moscow Government

• June 2003 –US Agency on Trade grants $325,000 to “Vnukovo-Invest” company for feasibility study on airport modernization project



PROJECT RATIONALE:

Project Objectives: • To increase annual traffic and cargo

turnover• To increase airport efficiency and to keep it

at high level of operation until 2020.



PROJECT ISSUES:

• Location of Vnukovo - need for obtaining permission from Moscow region authorities for expanding airport area

• Refusal of the Moscow Region Government to sign away 300 hectares of land (42 hectares for 49 years instead)

• Lack of Cooperation between Moscow Government and concerned parties

• All contacts initiated by local population



REASONS for REFUSAL:

• Lack of complete analyses of potential of existing airports and rationale for Vnukovo expansion

• Customer’s documentation does include EIA procedures, state environmental examination and research on interests and opinion of local population/property owners (supposed to be undertaken by Moscow authorities)



Argumentation of the Moscow Region Government against the project:

1) 1st group deforestation2) Water pollution3) Soil contamination4) Air pollution5) Noise



CONCERNED PARTIES:

• Residents• Gardener Partnerships (Moscow residents)• Land owners• Agricultural enterprises



Project Implications for Local Population:

• Reconstruction of Vnukovo township• Destruction of old buildings and removal of habitats

to new apartments• Reconstruction of public transport system• Improvement of life conditions in non-destructed

buildings (anti-noise windows, new heating system, etc.

Other potential negative implications of the project include disregard of :

• The Russian Land Code• Existing EIA Procedures• Ecological rights and environmental protection

envisaged by legislation• Human rights



Requirements of concerned parties:

• Maintenance of environmental requirements in the course of project implementation

• Placing of noise shields• Planting of trees for decrease of noise and chemical pollution• Fixing construction s for local dam• Introduction of adequate hydrogeological and hydroponic

regimes• Need to preserve forests (as anti-noise and anti-pollution

resource)• Necessary transport/communication support (new bus-stops)



Suggestions on situation Improvement:

Increase in project information flow through:• Information support for local administration and population

(background documentation and brochures);• Local communities’ participation in decision-making process

Technical requirements (TR) on EIA procedures:• To include all requirements and suggestions from local

administration/citizens• Make TR available to public during EIA evaluation

Availability of and access to all documentation for suggestions and requirements of all stakeholders(local administration/population)

Ensuring that all requirements and comments have been taken into account in the final versions of the Project documents and financial support for this

Ensuring that all information on Project implementation is available for the RREC for ensuring observance of human rights, environmental norms and standards and requirements of population

For the Project RREC is going to:

• Provide expertise to government bodies at federal, regional and local levels on the issues of environment and sustainable development;

• Assist in exchange and dissemination of information on environment and sustainable development between the Government and NGOs;

• Facilitate attraction and involvement of business community and experts in addressing environmental issues



Conclusions

• The Case study demonstrates lack of contacts and interaction between concerned population and construction companies;

• The case is typical for other regions of Russia;• The reason for problems – lack of “dialogue culture” and

reluctance of authorities to discuss problems and technical issues with population

• Such attitude provokes negative responses from population that considers that the project does not respect relevant national environmental and legal norms



REQUEST TO UNECE PPP Alliance:

• To consider possibility of taking the Project as an example of a model case study to show importance of information exchange during the first stage of infrastructure projects

• To consider feasibility of elaborating a set of good practices and recommendations on contacts with population groups and other stakeholders at early stages of planning and development of large-scale infrastructure projects
