1 st International Conference on Government and Politics March 20, 2015, Rangsit University, Thailand สมรรถนะของบุคลากรส่วนภูมิภาคของการกีฬาแห่งประเทศไทย The Regional Personnel Competencies of Sports Authority of Thailand ศักดิ์สวาท สุวรรณนัง * Saksawat Suwannang บทคัดย่อ การวิจัยนี ้ มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาระดับการวางแผน รูปแบบการพัฒนาและระดับ สมรรถนะของบุคลากรส่วนภูมิภาคของการกีฬาแห่งประเทศไทย 2) เพื่อศึกษาด้านการวางแผนบุคลากรและด้าน รูปแบบการพัฒนาที่มีผลต่อสมรรถนะของบุคลากรส่วนภูมิภาคของการกีฬาแห่งประเทศไทย กลุ่มตัวอย่างเชิงปริมาณ ประกอบด้วย บุคลากรของการกีฬาแห่งประเทศไทย ประจาศูนย์ภาค 5 ศูนย์ และศูนย์จังหวัดทั ่วประเทศ จานวน 250 ตัวอย่าง การวิเคราะห์ข้อมูล ประกอบด้วย สถิติพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบน มาตรฐาน สถิติอนุมาน ได้แก่ การวิเคราะห์องค์ประกอบ และการวิเคราะห์การถดถอยพหุ สาหรับการวิจัยเชิงคุณภาพ ใช้แบบสัมภาษณ์เชิงลึกกับประชากรกลุ่มตัวอย่างผู้ให้ข้อมูลหลักจานวน 10 คน คือ ผู้อานวยการศูนย์การกีฬาแห่ง ประเทศไทย ภาค1-5 และผู้อานวยการศูนย์การกีฬาแห่งประเทศไทยระดับจังหวัด โดยสัมภาษณ์เชิงลึกเกี่ยวกับ สมรรถนะของบุคลากรส่วนภูมิภาคของการกีฬาแห่งประเทศไทย แล้วสรุปเป็นข้อมูลผลของการวิจัย ผลการศึกษาพบว่า 1) บุคลากรของการกีฬาแห่งประเทศไทยในระดับภูมิภาคมีความคิดเห็นเกี่ยวกับการ วางแผนด้านบุคลากรอยู่ในระดับมาก มีค่าเฉลี่ย 7.13 ด้านรูปแบบการพัฒนาบุคลากรอยู ่ใน ระดับมาก มีค่าเฉลี่ย 7.33 และด้านสมรรถนะของบุคลากรในองค์การอยู่ในระดับมาก มีค่าเฉลี่ย 7.30 2) การวางแผนด้านบุคลากร ประกอบด้วย กระบวนการบรรจุแต่งตั้งบุคลากร การสร ้างความมั่นใจบุคลากรและการควบคุมบุคลากร การประเมิน บุคลากร และรูปแบบการพัฒนาบุคลากร ประกอบด้วยการฝึกอบรม การศึกษา ดูงาน การสับเปลี่ยนโยกย้ายหน้าทีการให้การศึกษาต่อเนื่อง มีความสัมพันธ์ทางบวกกับสมรรถนะของบุคลากรในองค์การอย่างมีนัยสาคัญทางสถิติทีระดับ .001 3) ผลการวิจัยเชิงคุณภาพสะท้อนให้เห็นว่าการวางแผนและรูปแบบการพัฒนามีความเหมาะสมต่อ สมรรถนะของบุคลากรส่วนภูมิภาคของการกีฬาแห่งประเทศไทยเป็นอย่างดี คาสาคัญ: สมรรถนะบุคลากร Abstract This dissertation included 2 objectives: 1) to study the level of planning, development patterns, and competencies of regional personnel of Sports Authority of Thailand, and 2) to study the personnel planning and development patterns affecting regional personnel competencies of Sports Authority of Thailand.     Abstract This dissertation included 2 objectives: 1) to study the level of planning, development patterns, and

    competencies of regional personnel of Sports Authority of Thailand, and 2) to study the personnel planning and development patterns affecting regional personnel competencies of Sports Authority of Thailand. The quantitative sample group consisted of 250 subjects from the 5 regional centers and provincial centers

    across the country. Data analysis was performed by descriptive statistics, including frequency, percentage, mean, and standard deviation; and by inferential statistics including component analysis and multiple regression analysis. For the qualitative research, in-depth interview was employed with a sample group of 10 main informants including center directors of Sports Authority of Thailand region 1-5 and provincial directors of Sports Authority of Thailand. The in-depth interview was focused on regional personnel competencies of Sport Authority of Thailand, consequently summarized as research results.

    The study results indicated as follows. 1) Regional personnel of Sports Authority of Thailand opined on personnel planning at a high level, averaged at 7.13, on personnel development patterns at a high level, averaged at 7.33, and on organizational personnel competencies at a high level, averaged at 7.30. 2) The personnel planning, including recruitment and appointment process, personnel trust building and control, personnel evaluation, and personnel development patterns including training, field trip, job rotation, and provision of continuing education, possessed significantly positive relations with organizational personnel competencies, at a statistical level of .001, and 3) The results of qualitative research reflected that the planning and development patterns were well appropriate with the competencies of regional personnel of Sports Authority of Thailand.
