LEGAL BASIS

Republic Act 10066: Heritage Act of 2009

Section 42: There is hereby created and established a SENTRO RIZAL whose main purpose is the promotion of Philippine arts, culture, and language throughout the world.

SENTRO RIZAL shall have branches or offices in countries where there are children of Overseas Filipino Workers who need to be educated about their roots, as well as, in developed countries where there are large Filipino communities. It shall be located in Phil Embassies or consulates It

Section 46: It is the policy of the State to promote and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations and to ensure equal access to cultural opportunities.

Section 48 (IRR): The NCCA shall establish the SENTRO RIZAL to be located in its main office in Intramuros.

Section 47: The implementing Rules and Regulations for the SENTRO RIZAL shall be liberally construed in order to carry the national policy of promoting Philippine culture particularly among overseas Filipinos.

Section 50 (IRR):

a. In countries where there are children of OFWs who need to be educated about their roots, the office or branch shall be

located in the Philippine embassy or consulate nearest the areas where most of the families of said children are located.

Section 51 (IRR). Functions of the SENTRO RIZAL offices or branches:

books, digital video discs, compact discs, film, magazines, artworks, tourism promotion materials, information materials.

The Department of Education, in coordination with the Commission’s Philippine Cultural Education Program shall formulate the cultural heritage education programs for overseas Filipinos to be incorporated into the formal, alternative and informal education, with emphasis on the protection, conservation and preservation of cultural heritage property.

Section 52. Participation of Government Agencies d. The Commission for Filipinos Overseas (CFO) shall work as the partner agency for the NCCA and may assist the latter in establishing or operating or may itself operate SENTRO RIZAL in any of the schools falling under its oversight functions.

The SENTRO RIZAL shall be under the office of the NCCA Chairman who shall set its staffing and with due consultation with NCCA Board, set its yearly budget.

REQUIREMENTS

The following are the basic requirements to qualify as a SENTRO RIZAL: The SENTRO RIZAL may be an existing library or a Filipino center that has a rich collection (75% - 100%) of materials on Philippines culture and arts, trade, investments, tourism, etc. The location of the Library/Filipino center is strategic and caters to a large population of Filipinos in the area or community.

The SENTRO RIZAL should at least have a provision for internet access via world wide web.

The following are the basic materials that a SENTRO RIZAL should contain:

Philippine History (including local history, life and works of heroes and heroines) Learning the Filipino language Filipino/vernacular dictionaries Philippine Cultural Dictionary and other related dictionaries Materials on the Indigenous Peoples of the Philippines Philippine Cultural materials Art magazines, journals, brochures, etc. Folklore, Folk arts, Folk tales, Myths and Legends Instructional materials for the teaching of Philippine culture and arts Other references and materials that will promote Philippine culture and arts

The SENTRO RIZAL should have a short and long term plan of activities to promote Philippine history, culture and arts that will have to be conducted regularly, such as exhibits, performances, poetry readings, story-telling and the like.

The libraries or Filipino centers locally and abroad that are interested in being named/renamed SENTRO RIZAL (SR) should observe the following procedures:

PROCEDURE

1. Send a letter of Intent or Interest in being named as SENTRO RIZAL, addressed to the Chairman of the National Commission for Culture and the Arts (NCCA) located at

633 General Luna St. Intramuros, Manila 1002 or through email at [email protected]

2. The letter should be accompanied with the following:

- Profile of the library/Filipino Center (to include

names of officials, client reach/stakeholders) - Inventory list of holdings/collections of

materials on Philippine Culture and Arts - Photos of the library or Filipino Center - Short and long term plan of activities in

relation to the promotion of Philippine culture and arts (including sources of fund)

- List of partners/linkages for the

implementation of activities

3. The Office of the Chairman shall convene an evaluation panel/body to review and assess the documents submitted by the library or center/applicant. 4. The NCCA through the SR staff shall inform the applicant of the decision of the Chairman. Then the NCCA shall issue a Certificate of Title naming the library or center as SENTRO RIZAL. 5. The newly named/renamed SR may hold a simple inauguration of the SR with the presence of the designated NCCA Official/Representative and the DFA/Consul/Official, CFO official, country representative where the SR is located and other guests.

6. The newly named/renamed SENTRO RIZAL shall be considered as an NCCA Sentro Rizal branch and will be assisted by the NCCA in acquiring materials on Philippine culture and arts through solicitation/donation.

CFO is mandated to strengthen cultural ties among Philippine Schools Overseas; CFO maintains linkages with overseas Filipino communities through frontline service, programs, Project initiatives (Linkapil, Lakbay- Aral Diaspora to Development (D2D) Philippine Schools Overseas (PSOs) RA 10066-IRR mandates the CFO to assist the NCCA as partner agency in the institutionalization of the SENTRO RIZAL as part of its oversight function.
