FSA Results and School Grade Timeline

FY2015 Assessment and Accountability Tentative Release ScheduleThe FDOE plans to release FY2015 School Grades in December using Florida Standard Assessment (FSA) results.  The FDOE has announced that it will not apply Learning Gains in this initial release.  A tentative release schedule is listed below.

(FSA)Validity Study

HB 7069 requires an independent verification of FSA prior to student scores being released for teacher evaluations or school grades.

Release of preliminary student FSA scores*

Prior to achievement levels being set, FDOE will release state percentile ranks for each student

Release of teacher value-added model (VAM) scores for teacher evaluations*

Teacher VAM scores using FSA will be reported for use in teacher evaluations.

October – November 2015

FSA achievement level cut scores established

Committees develop cut scores for achievement levels.   Public hearings will be held prior to State Board of Education adoption.

Release of student FSA achievement levels

FDOE will report FSA achievement levels 1-5 for each student for ELA, Math and EOC’s.

December 2015 FY2015 Preliminary School Grades* Initial school grades released based upon revised accountability model and using Florida Standard Assessments (Learning Gains will not be applied).

Accountability: School GradesThe Florida K-12 accountability model is still under development. 

•What we know:•School Grades will be based on percentage of possible points•Each component (7-11) worth a maximum of 100 points•Grades will be based only on components with available data •ELLs included after 2 years in US school (use 1st day of Writing)•Learning Gains will not be included in 2015

•What is unknown•How the acceleration component (MS & HS) will be calculated•How 2016 learning gains will be calculated•How level 3 & 4 students will be included in learning gains in 2016

Accountability: Participation

Because there is not a Participation Penalty allowed, the Participation Rate requirement will change:

•Participation Rate Old Model•‘A’ Grade required 95% participation or the Grade was reduced to a ‘B’

•‘B’-’F’ Grade required 90-95% participation or the Grade was reported as an ‘I’ pending FDOE review

•Participation Rate New Model•95% participation is required or the Grade will be reported as an ‘I’ pending DOE review
