In September, the City Commission approved a balancedbudget of $237,168,756. overall, the Fiscal Year 2016 budget reflects an increase of 5.88% from the previous years adopted budget. the increase is attributed to in-creased services to the residents of Pompano Beach. these services include enhancing and improving the City’s aging utility infrastructure, capital improvement projects, replacing aging equipment and vehicles, an increase in the police services contract with the Bro-ward Sherriff’s office By ernesto reyes, Assistant to

Millage Rate: The amount per $1,000 that is used to calculate taxes on property. Millage rates are most often found in personal property taxes, where the expressed millage rate is multiplied by the total taxable value of the property to arrive at the property taxes due.


City Commission Appoints

New City Attorney

he Pompano

Beach City Com-

mission has

selected Mark Berman to serve as the new

city attorney. Mr. Berman brings nearly twenty

years of local government law experience to

his new position. He has served as assistant

city attorney with the City of Pompano Beach

since 1995.

Mr. Berman has been board certified by the

Florida Bar as a specialist in city, county

and local government law. His professional

experience includes time as a Broward County

assistant state attorney as well as in private

practice. Mark is also a certified circuit and

county court mediator.

Berman earned his Juris Doctorate Degree

at the university of Miami School of Law and

earned his Bachelor of Arts Degree at the uni-

versity of Delaware.

Mayor Lamar Fisher said, “Mr. Berman’s extensive legal ex-

perience in city, county and local government as well as his

knowledge of Pompano Beach makes him the perfect selec-

tion for city attorney”.

the city attorney position became available after the current

city attorney, gordon Linn, announced his intention to retire

after serving more than twenty years as city attorney.

As a part of the City’s Strategic Plan-ning initiative, City Manager Dennis Beach initiated the process of intro-ducing Lean Six Sigma techniques to all City employees. Lean Six Sigma is a management approach to busi-ness performance improvement that has blended Lean and Six Sigma.

Lean Six Sigma combines Lean Manufacturing (originally developed by toyota) and Six Sigma (originally developed by Motorola) and today Lean Six Sigma is a well-estab-lished business process model for many corporations around the world.

the focus of Lean is about speed, efficiency and taking waste out of a process. Six Sigma focuses on ef-fectiveness and removal of errors. When combined and implement-ed properly, it can be a powerful management tool that can greatly improve an organization’s perfor-mance, by providing a structured approach to resolving problems.

Lean Six Sigma levels of proficiency are gained through training. Partici-pants are tested on their understand-ing of the body of knowledge associ-ated with each level. there are four levels in the program: White Belt, Yel-low Belt, green Belt and Black Belt.

• White Belts are familiar with the basic concepts and

participate in larger teams. 469 City employees have

completed this level.

• Yellow Belts are more advanced and participate on

project teams and may lead less complicated projects.

79 City employees have completed this level.

• green Belts assist with data collection and analysis for

Black belts and may lead projects or teams. 35 City

employees have completed this level and 43 more will do

so by February 2016. training was provided by the

Florida Atlantic university College of Business.

• Black Belts and Master Black Belts work with and coach

many teams and assure coordinated efforts as most of

these projects will involve more than one City

department. the City has included a new position,

Strategic Performance Manager, which will be required

to hold a Master Black Belt certification.

Lean Six Sigma is about possessing the tools to do a better,

more efficient job. It’s about reducing variability, maximizing

time and using data to make informed decisions. It’s about

creating positive culture change, encouraging input from all

employees, and promoting a standard way of thinking when

encountering all work processes. the proven management

philosophy that initiated within the manufacturing sector

has been utilized in other industries to address business

improvement needs for years. now, your City government is

rabies Vaccination Clinic at the Canine Corner Dog park

the City of Pompano Animal Control Division and the Parks, recreation & Cultural Arts Department will host its 3rd Annual rabies vaccination Clinic at the Canine Corner Dog Park. Canine Corner Dog Park is located at 1101 n. Federal Highway which is at the intersection of Federal Highway and ne 10th Street. the event will be held on Saturday, December 5th from 9:00 a.m. until 2:00 p.m.

rabies vaccinations, registration, tags and adoption will be provided by Broward County Animal Care and Adoption for a fee of only $25.00 for sterilized pets and $35.00 for non- sterilized pets. Pets may also be microchipped for only $15.00. Dogs must be leashed and cats in carriers.

the Canine Corner Dog Park features 2.6 acres of doggie heaven with two dog guzzlers (fountains), three pet sta-tions with dispenser and bags, benches, sidewalks and plenty of trees for… sniffing. There are two sections to the park; one for large dogs 25 pounds and over and one for small dogs less than 25 pounds. the hours of the park are from sunrise to sunset. the park also has an entry area where dogs can be leashed and unleashed prior to enter-ing the main areas. the Animal Control Division can be contacted at 954.786.4027.


Music under the Stars concert series has been an extremely

popular event in Pompano Beach for over ten years. In

the beginning, it was held during the summer months on

the beach and at local parks. Due to popular demand,

the Parks, recreation & Cultural Arts Department has

increased the Music under the Stars concert series to

run monthly throughout the year, on the second Friday of

every month. two years ago, the home of this concert

series moved to the newly developed

great Lawn area at the intersection of

Atlantic Boulevard and Pompano Beach

Boulevard. the great Lawn is ideal for

concerts in many ways. It has an open

beach-side lawn area for seating and

picnicking, interactive water feature

for children, convenient parking and

nearby restaurants and shops.

the variety of great South Florida acts

that make their way to the stage range

from classic rock, r&B, country, reg-

gae, blues, to contemporary. Because

of the increased popularity of this event,

there has been an increasing number

of bands interested in playing on stage.

Some of the acts that have graced the

stage have been the Pitbull of Blues

Band, r&B sensation eloquence,

orange Sunshine Band and some great

tribute bands such as tina turner, ZZ

top and the Beatlemaniax.

the City has created a safe atmosphere

for families to enjoy a free musical

event “under the stars” and a great way

for children to get exposed to a variety

of music. the average monthly atten-

dance for Music under the Stars has

grown significantly from one or two

hundred to nearly one thousand each

month. In addition to the safe atmo-

sphere and variety of music, part of the

event includes a monthly car display.

the Stars concert series will continue

to be a fantastic program pleasing resi-

dents and visitors alike.

A significant amount of Pompano Beach’s history is found in the names of thoroughfares that crisscross the city. Several originated as farm roads and when they became part of the city’s street system they retained the names of the farmers who had first established them. others repre-sent geographical features or even the entity that funded construction.

Below are the origins of some of Pompano Beach’s major roads:

McNab Road: Pompano pioneers William “Harry” Mcnab

(1878 – 1956) and robert A. Mcnab (1882 – 1958), arrived in

Pompano around the turn of the twentieth century and were

active in the agricultural, commercial and civic life of the

community. the two yellow brick homes located in the 1700

block of east Atlantic Boulevard were built by the brothers in

the mid-1920s. What is today known as Mcnab road began

as an access road to reach their farmlands south of Pom-

pano. there is also a school and a park in Pompano Beach

that takes the name Mcnab.

Atlantic Boulevard: obviously this thoroughfare takes

its name from the body of water at its eastern terminus, but

before it was Atlantic Boulevard its name was ocean Drive.

Why was the name changed? It seems that the impetus was

an increasing amount of confusion between ocean Drive and

ocean Boulevard (A1A). this hadn’t been much of a prob-

lem when the town was small, but by the early 1950s many

visitors and new residents were finding it difficult to make the

distinction – even the City Directory mixed up the two road-

ways – and ocean Drive became Atlantic Boulevard.

Copans Road: the name of this road remains somewhat

of a mystery. Supposedly there once existed a rock pit west

of town, near where the Forest Lawn Cemetery is today that

was owned by a man with the name of Copans. It has been

claimed that this Mr. Copans lived in the area that is now

Leisureville. unfortunately, as yet I have not been able to find

any documents to verify these stories.

Sample Road: Albert neal Sample (1865 – 1941) fol-

lowed his younger brother John to the Pompano area in

the early years of the twentieth century. When John left to

join other members of the Sample family in Ft. Pierce, neal

stayed and continued the farming first started by his brother.

In 1916, he constructed what is now known as the Sample-

McDougald House on Dixie Highway, north of town. the

road he built to access his field would later be expanded and

named Sample road.

Green Road: West of Pompano Beach Highlands, 48th

Street becomes green road which is named for another

of Pompano Beach’s farmers, in this case, virgil D. green

(1915 – 1980). During the 1920s William D. and Annie green

moved their family to Pompano from Suwanee County, Flori-

da, and farmed extensive acreage northwest of town.

Blount Road: Pompano Beach’s westernmost roadway,

Blount road runs from Hammondville road north to Sample

road, and takes its name from the three Blount brothers:

george L. (1879 - 1959), William H. (1888 – 1966) and J.

Devotie (1886 – 1961). george arrived in Pompano from eff-

ingham County, georgia, in 1906 and was soon followed by

his two brothers. Working in collaboration, the brothers soon

had acquired a significant amount of land, which they farmed

and, particularly in the 1920s Land Boom era, attempted to

develop for residential and commercial purposes. the three

brothers built houses on three corners of the intersection of

ne 6th Street and 3rd Avenue.

Andrews Avenue: Fairly recently completed uninterrupted

through Pompano Beach, Andrews Avenue (aka Andrews Av-

enue extension) runs through Fort Lauderdale and Pompano

Beach. north of Sample road, its name changes to Military trail.

the road was named for george edward Andrews (1859 –

1934), a professional baseball player who was an employee

(and perhaps friend) of Henry Flagler. Andrews was a second

baseman and outfielder in the national League from 1884 to

1891 for Philadelphia, Brooklyn, Indianapolis and Cincinnati.

Following his playing career, Andrews was hired by Flagler

to, among other tasks, organize exhibition baseball games

for the entertainment of his hotel guests. When Fort Lauder-

dale was platted by the Flagler’s Florida east Coast railway,

one of the town’s roadways was given Andrews’ name.

Dixie Highway: one of the oldest roadways in Pompano,

Dixie Highway was born in the brain of Carl Fisher, an auto-

motive pioneer and the developer of Miami Beach. In 1914,

Fisher began advocating for a national toll-free highway that

would connect the Midwest with the South. this would not be

an entirely new road, but rather one that linked and improved

existing local roads, the southernmost being the old 1892

Dade County road that passed through Pompano.

the original name proposed for this national highway was the

Cotton Belt route. However, at an organizational meeting

held in 1915 to promote the roadway, the moniker was

changed to Dixie Highway to honor “Fifty Years of Peace”

between north and South. Less than a year-and-a-half later,

Fisher led a caravan on the Dixie Highway from Indianapolis

to Miami. In the years that followed, tens of thousands of

new residents and visitors took the same route to Florida.

Cypress Road: today’s Cypress road, running from At-

lantic Boulevard south to the Pompano Beach city limits and

serving as the city’s east-west dividing line below Atlantic

Boulevard, was originally known as Cypress Creek Farm

road. In its early days, the road did not bridge the Pom-

pano Canal (and so did not connect to Atlantic Boulevard)

and had its southern terminus at today’s Mcnab road, just

north of the then natural-flowing Cypress Creek. For the

most part, the roadway passed though farmland and wilder-

ness — up until the 1950s, very few people lived in what is

today south Pompano Beach.

N o r t hFederalhighway

Federal Highway: the name of this major north-south roadway is obvious: much of the funding to configure and improve the thor-oughfare was provided by the united States government during the great Depression. Fed-eral Highway was origi-nally designated State road 4 by the Florida Legislature in 1923. At that time it was large-ly a collection of local road connected togeth-er. So as to standardize numbering across state lines, in 1926 the fed-eral government autho-rized the numbering of highways on a national basis, leading to State road 4 becoming u.S. 1.

3rd floor of City Hall, you will be pleasantly surprised.

Building division customers conducting business at

the new “one-stop shop” for building, zoning, permitting, land-

scaping and business tax receipt services are greeted with a

completely updated reception and service area designed for

comfort and efficiency. Customers have been very happy with

the proactive sign-in process and streamlined services.

the building inspection division serves approximately 150 to

200 customers per day. All new business owners and those re-

questing a business tax receipt will be greeted in the same area

for assistance. the new intake area is still undergoing a few

more upgrades which include installing new customer intake

software and doubling the current number of self-service kiosks

to four. the “super counter” is already serving as a model for

neighboring cities which have sent representatives to tour the

new facilities and learn about the successful e-plan system.

the planning, zoning and urban forestry division is settling

down in its new permanent home on the east end of the 3rd

floor. this newly remodeled section includes an open, work-

friendly floor plan.

the final addition to the 3rd floor is a new conference area lo-

cated on the north side by the elevators. this 3-in-1 multi-

purpose meeting space was designed for flexibility and

can accommodate one large or two smaller rooms

when needed. new security doors are also being

installed in this area. the project is expected to

be finished in october.

source Connection event.

the Pompano Beach Social Services

resource Connection event was held in

September at the e. Pat Larkins Com-

munity Center. over 50 federal, state,

county and local social service agencies

and resources were on hand to provide

every possible resource available to

those who need help but do not know

who to turn to for assistance. the idea

for the event was initiated by Pompano

Beach Commissioner ed Phillips whose

vision was to bring local, county, state

and federal social service organizations

directly to the community to help sim-

plify the process for those in need.

If you did not attend the event and are in

need of help, call 2-1-1. It is a helpline

to provide support to people in our com-

munity with crisis, health and human

services issues.

he Broward Sheriff ’s office has

a new Homeless outreach team

(Hot) whose main objective is to

provide direct outreach services to the

homeless in order to reduce the prev-

alence and duration of homelessness

in Pompano Beach. the Hot depu-

ties are able to connect with people

experiencing homelessness and pro-

vide and inform them of the services

available to them. they provide a con-

tinuum of care that will allow a person

to break the homeless cycle. the ser-

vices that are offered include shelter,

health care, detox facilities, housing,

and reunification to family members.

the Homeless outreach team con-

sists of two deputies that work in this

capacity on a full time basis allowing

them to build trust, rapport and em-

pathy within the homeless community.

this trust allows the Hot deputies to

gather information on street crimes,

as well as direct people towards ser-

vices they desperately need. these

deputies also educate the homeless

of the community’s concerns.

team works closely with businesses

and homeowner associations provid-

ing them with information regarding

In the last year, the City of Pompano Beach Community Redevelopment Agency has made a lot of new and exciting changes to the Barrier Island in Pompano Beach.

the Pier Parking garage

will be the first public

parking garage in Pompano

Beach and will feature iconic

architecture, five levels of

enclosed parking with 663

spaces, 6,200 square feet

of retail space and a new

tourism and welcome

center. the garage is the

first development to break

ground as part of the overall

Pier Development Project

that will include 40,000

square feet of retail and res-

taurant space and two new

pedestrian friendly streets

connecting the Pier to the

Intracoastal. A ground-

breaking ceremony for the

garage was held in June.

beachfront experience and

will break ground in the

coming months.

Northeast 2nd street & A1A

the City of Pompano Beach celebrated the grand opening of the new Fire Station 11, known as the beach fire station, with a ribbon cutting and dedication. the new fire station, located on ocean Boulevard, replaces the original beach fire sta-tion which was built in 1957. this new two-story 13,000 square foot building has been designed to provide a safe and efficient fire station built to withstand a category five hurricane. the new fire station has three 80 foot apparatus bays among other features. It is ADA compliant and LeeD Silver certified and will meet the emergency fire and rescue needs of Pompano Beach residents. this ergonomically designed station also houses the eMS cart used for responses on the beach, a rescue boat and a reserve fire engine.

Fire Station 11 has been dedicated to Pompano Beach Fire-rescue Lt. William Fay. Bill Fay was a well-respected and dedicated 23-year veteran of the Fire Department who passed away while still employed with the department in 2010 due to illness.

he City of Pompano Beach has started installing the twelve

painted pompano fish sculptures for the two-year outdoor exhibition

called “the Painted Pompano Series.” the unveiling of the giant fish

sculptures took place earlier this year and they were on display along

with their human artists and City officials in front of BaCA, which is the

restored historic Bailey building. BaCA is the City’s new art destination

offering art and performances, gallery space and eight independent

artist studios. Some of the artists used BaCA studios to paint the fish.

twelve artists were chosen to paint the five foot tall fish sculptures

which are painted in various mediums, styles and techniques. the sculptures are being placed at locations

throughout the City. the design of the fish is an enlarged and stylized pompano fish jumping out of the

ground or water.

the Painted Pompano Series is the first project to be unveiled as part of the City’s Public Art Program.

the Public Art Committee is currently finalizing a ten year Master Plan. Keep your eyes on the street for

the Painted Pompano and for many new public art projects that will be rolled out in the upcoming years!

the public beach is open 365 days a year. Swimming areas guarded 7 days a week 9 a.m - 4:45 p.m. During day light savings the guards extend their coverage until 6:45 p.m (early March to early September).

restroom facilities, showers, picnic shelter and tables, barbecue grills, beach wheelchairs, and children’s playground are located on the beach.

the Municipal Pier, 222 n. Pompano Beach Boulevard, is open 24 hours a day. Food and beverages can be purchased at the Pier Concession.

the public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. the beach chairs are available seven days a week on a first-come, first-served basis. ocean rescuePompano Beach ocean rescue is a division of Pompano Beach Fire rescue. the beach patrol consists of 17 full-time and 35 part-time high-ly trained men and women who protect swimmers along 1,200 yards of beach. All of our ocean lifeguards are certified First Responders or emergency Medical technicians who are trained to handle any emergen-cy and are equipped with full basic life support equipment such as AeD’s and oxygen. Our agency’s lifeguard certification is provided through the united States Lifesaving Association. ocean rescue lifeguards receive additional training with Pompano Beach Fire rescue. our ocean life-guards also have extensive knowledge of the ocean and beach environ-ment and are always happy to answer questions from the public.

special ConsiderationsBoogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are manda-tory. Stand up paddleboards have been interpreted to be the same as surfboards if inside the vessel exclusion buoys. Launching for stand up paddleboards is north of Lifeguard tower 6 located on the north side of the municipal pier or south of Lifeguard tower 3 located at the eastern Atlantic Avenue terminus. no craft shall be operated at a distance closer than 100

yards (300 feet) of the municipal pier. Stand up paddleboarders outside the vessel exclusion buoys are required to wear a life vest

Hobie cats, kite boarders, paddle and wind driven vessels can be launched at ne 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. vessel exclusion buoys are an added visual reference.

Boat and Jet Ski launching is available at Alsdorf Park on ne 14th Street Causeway and the Intracoastal Waterway. A playground and picnic area is also available at this site.

Beach picnic pavilions, sand Volleyball and soccer CourtsPavilions and Courts are available on a first-come, first-served basis; however, to rent either one for a special activity, an application must be made at the emma Lou olson Civic Center. Flood Hazard Mapthe City’s engineering Division has en- hanced FeMA’s Flood Criteria Map identifying flood zones for all properties in the city. The FeMA Flood Hazard Areas found within the City limits include Zone X, Zone Ae, Zone AH, and Zone VE. The map depicts the flood haz-ard associated with any parcel in the City. A Summarized flood zones map is located in the Building Inspections Division at City Hall and is available in electronic gIS format.

Flood RiskAlthough we have been relatively fortunate formany years, the recent flooding on Halloween2011 reminds us of the possibility of a floodingevent without a major storm or hurricane. the risk of flooding within the City of Pompano Beach can increase by the presence of higher water levels within the Atlantic ocean and the Intracoastal Waterway due to storm surge In general, property located east of State road A1A within the City has been designated as a coastal zone which encounters greater flood-ing risk due to waves and storm surge during a significant storm event.

Flood Warning Systemthe City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood dan-ger. Warnings will be transmitted on public address systems such as the City’s website, CoDe reD, television channel 78, telephone, and on a door-to-door basis. Listen for instruc-tions during times of flood risk.

Flood Safetythese are precautionary steps to consider be-fore possible flooding:• Listen to radio or television for warnings.• obey warning and evacuation instructions from disaster officials.• Know your evacuation zone and route.• take your own essentials (food, toiletries, clothes, blankets, etc.).• turn off the electricity and gas before leaving your home.• Bring a battery-operated flashlight.• Be careful at all times, particularly at night, and try to remain calm.• Do not drive through flooded roadways• Do not walk through high waters• Stay away from electrical wires

Flood InsuranceMost homeowners’ insurance policies do not cover property losses due to flood waters. To

insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. the City of Pompano Beach participates in the national Flood Insurance Program (n.F.I.P.) to provide city residents with the initial quali-fication to purchase flood insurance. Flood insurance typically covers the building struc-ture but not the contents so verify your cov-erage for contents under your homeowner’s insurance. Please note that there is a 30-day waiting period after purchase before nFIP flood insurance coverage takes effect. We ap-plied to F.e.M.A. for participation in the C.r.S. program to enable our residents to qualify for lower flood insurance premiums.

Property Protectionthere are ways to minimize property losses from flood damage, including:• Move furniture and other household valu- ables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.• Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters.• upgrading your property can include regarding your property to provide for on- site storage of stormwater runoff, installing an earthen berm along the perimeter, ret- rofitting the existing structure to be flood- proofed, or elevating the existing structure to raise the finish floor elevation.

Development PermitsAll development (new construction, addi-tions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. the n.F.I.P. and the Florida Building Code require the entire build-ing to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applica-tions must conform to this requirement when submitted to the Building Inspections Division. the requirement may also apply if a building is substantially damaged. Before building on, al-tering, regarding, or replacing fill on your prop-erty, always check with the Building Division on any permit requirements. A permit may be required to ensure that the construction does not negatively impact adjacent properties. If an ongoing construction project within a City does not have a posted permit sign, please contact the City’s Building Division to report the possible violation.

Stormwater ManagementStormwater is managed through a sys-tem of pipes and drainage canals maintained regularly by our Public Works and utilities De-partments, the Broward County Office of En-vironmental Services and South Florida Wa-ter Management District. Natural HabitatNatural areas of the City provide a beneficial function by the reducing the potential severity of flooding. These natural areas typically the collect and retain stormwater runoff during rain-fall events and allow for the infiltration of storm-water into the natural ground surface, which can reduce the flooding levels within the de-veloped areas of the City. these natural areas also enhance the water quality of stormwater runoff by allowing suspended sediments and nutrients to settle during the retention period. State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach, no new structures are permitted seaward of the Coastal Construc-tion Line without permission. other restrictions protect some wetland areas from development.

Rate Reductionson June 11th, 1993, F.e.M.A. awarded the City with a Class 9 rating in the C.r.S. this rating earned Pompano Beach residents a five percent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.r.S. In July 2012, F.e.M.A. awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City now receive a 15% discount on their insurance premiums.
