EXECUTIVE SUMMARY

Energy Assessment

A 16% reduction in regulated carbon dioxide emissions is achievable.

The results in the tables below have been achieved by applying the following:

Be Lean

Improved building fabric and glazing U-values;

Improved construction standards to ensure good building air tightness;

Use of high efficiency, high light output, low energy LED lighting; and,

Utilising mechanical heating/cooling plant with improved efficiencies.

Be Clean

There are no nearby heat distribution networks that can be utilised.

CHP is not suitable for the proposed development.

Be Green

128 m2 roof-mounted photovoltaic cells providing electrical supply.

Heating to WCs and ancillary spaces provided by LTHW from air-source heat pump.

INTRODUCTION 1.0

This Energy/Sustainability Statement has been prepared by Engineering Services

Partnership Ltd on behalf of Travis Perkins (Properties) Ltd in support of a full planning

application for or the development of a new retail development at Betts Way, London Road,

Crawley. The purpose of this report is to set out how carbon dioxide (CO2) emission

reduction targets can be achieved and how sustainability has been incorporated into the

proposed development.

The local planning authority is the Crawley Borough Council.

SITE LOCATION 1.1

The development is located in North Crawley in an established industrial/commercial estate

on the site of a demolished office building, see Figure 2.

PROPOSED DEVELOPMENT 1.2

It is proposed to bring the site back into a beneficial use through the construction of a

Builder’s Merchant with a gross internal floor area of approximately 2,500 m2, together with

external storage and display, servicing and parking areas.

The proposals will result in the regeneration of the existing site giving it a new lease of life

as a Builder’s Merchant and putting the existing site to good use creating a sustainable

development.

PLANNING POLICY CONTEXT 2.0

NATIONAL PLANNING POLICY 2.1

The National Planning Policy Framework (NPPF) was introduced in March 2012 and replaced

the majority of the Planning Policy Guidance Notes and Statements, with the notable

exception of PPS 10: Planning and Sustainable Waste Management.

The NPPF promotes the Government’s zero carbon policy that endorses the energy

hierarchy approach of firstly improving energy efficiency and then considering the use of

renewables. Conversely, local policy prioritises on-site energy generation from renewable

or low-carbon sources, albeit there are caveats in that policy.

The NPPF does not include detailed measures on sustainable design codes and standards to

apply. These are addressed at regional and local level.

REGIONAL PLANNING POLICY 2.2

The South East Plan was the Regional Spatial Strategy for the South East of England. This

strategy was revoked on 25 March 2013.

LOCAL PLANNING POLICY 2.3

The local planning authority is Crawley Borough Council.

The National Planning Policy Framework requires Local Authorities to produce a Local Plan.

It is anticipated that the Crawley Local Plan will not be adopted until December 2015. The

Local Plan is currently in the consultation stage

This report will examine how the development can adhere to the new Local Plan, specifically

the following policies:

EMISSIONS FROM ENERGY USE 2.4

Emission reduction is to be met by the following hierarchy:

1. Be Lean – Use less energy;

2. Be Clean – Use low carbon energy sources; and,

3. Be Green – Use renewable energy.

The CO2 emissions for the proposed development have been established utilising the

National Calculation Methodology (NCM) and the Simplified Building Energy Model (SBEM)

version 5.2.d.2.

Connection to Existing Heat Distribution Networks 3.4.1

No heat distribution network exists close the proposed development site. Connection to an

existing heat distribution network is not feasible.

Combined Heat and Power 3.4.2

The feasibility of a CHP system has been evaluated using the Department of Energy and

Climate Change (DECC) CHP Site Assessment Tool. See APPENDIX D.

The DECC CHP Site Assessment tool found that CHP was not appropriate for the site due to

the low heat demand.

Summary of Energy Consumption/CO2 Emissions 3.4.3

No “Be Clean” measures can be adopted. There is no improvement to the energy

consumption and CO2 emissions shown in Table 9 and Table 10.

Photovoltaic Systems 3.5.3

The proposed development has a large area of west facing roof space. The roof is not over

shadowed by the surrounding buildings and provides the opportunity to install a

photovoltaic (PV) array.

Figure 4 illustrates the extent of the proposed PV installation on the roof. The total area of

PV is 128 m2 (approximately 80 modules).

SUSTAINABILITY STATEMENT 4.0

The NPPF and local planning policy identifies key sustainability issues that shall be

addressed in the new development. These are:

Reducing energy consumption and associated emissions;

Avoiding negative micro-climatic effects;

Construction Pollution/Site Waste Management;

o Storing and recycling of waste;

o Environmentally friendly specification and materials;

Efficient use of water; and,

Landscaping and ecology.

REDUCING ENERGY CONSUMPTION AND ASSOCIATED EMISSIONS 4.1

Details of measures to reduce energy consumption and associated emission can be found in

section 3 above.

AVOIDING NEGATIVE MICRO-CLIMATIC EFFECTS 4.2

Microclimatic effects are unlikely to arise from the proposed development. The

development is located in an established light industrial/business park. There shall be little

change in the effect of the development on surrounding buildings, specifically concerning

loss of direct light.

Air Quality 4.2.1

It is not considered that the proposed development will exasperate the existing air quality

within the area. The site is an established light industrial/business area and the final use of

the proposed development will be similar to that of the existing surrounding buildings. All

gas-fired building services will utilise low NOx plant.

Light Pollution 4.2.2

The proposed development will include external yard floodlighting as well as security

lighting. Main lighting will be turned off at night outside of operating hours where safety

and security permit. Lighting will be designed to recognise the Institute of Lighting

Engineers (ILE) guidance for the reduction of obtrusive light. Additionally, external Lighting

shall meet the British Astronomical Association’s campaign for “Dark Skies” criteria limiting

upward light pollution.

Noise Pollution 4.2.3

The site is located in an established light industrial/business area adjacent a railway; no

residential properties exist within close proximity of the site. Any impacts on amenity are

likely to be connected to access to the site by employees and commercial vehicles and not

directly from the development or building services plant equipment.

In general, the proposed development is not expected to yield noise impacts that are

greater than the existing surrounding buildings. It has been agreed with planning officers

at a pre-application meeting that in light of the location of the site, and use of it, there is

unlikely to be any effect on the amenity of residents and no noise assessment is required.

CONSTRUCTION POLLUTION / SITE WASTE MANAGEMENT 4.3

The applicant recognises that the construction phase of the development can have an

impact on the quality of the site and its surroundings, including the local environment,

neighbouring residents and employees and the public. In the case of the proposed

development at Betts Way, it is not considered that the construction phase will yield an

adverse level of disturbance.

The Contractor, when appointed, will be required to deliver high standards of sustainable

construction and have due regard for neighbouring properties and environmental issues.

The Principal Contractor shall be required to consider the following:

certification.

Manage a number of environmental impacts, including the control of dust.

storage and segregation.

Storing and Recycling Waste 4.3.1

The Government’s Waste Strategy 2007 sets targets to reduce the amount of waste going

to landfill sites. This is implemented through a Framework, which adopts a hierarchical

approach to waste management, which promotes reduction of waste before considering

disposal. This is illustrated below:

Waste will be kept to a minimum throughout the construction phase by the use of

economical design and construction processes combined with good management practice.

This hierarchy will be further managed in a number of ways:

Economical design;

Employ off site manufacture wherever possible;

Ensure correct management procedures are employed when measuring and

procuring materials to ensure correct quantity and specification;

Clean, tidy and safe storage of materials on site;

Timely delivery of materials;

Manage client expectations to minimise design changes;

Control of quality to minimise defective work;

Re-use of materials on site wherever possible; and,

Segregation of waste for recycling.

Environmentally Friendly Specification and Materials 4.3.2

The production, use and disposal of building materials accounts for significant quantities of

energy and resources. Opportunities to reduce the use of finite, primary minerals and

aggregates and maximise the use of reused or recycled materials are encouraged by local

policy. Achieving this will reduce the embodied energy within the building’s construction.

The most sustainable use of materials is to restrict the use of new materials altogether and

reuse what is available on site. The Building Research Establishment’s (BRE) Green Guide

rates materials based on their environmental impact. Materials re-used in situ are given an

A+ sustainability rating.

Specification of New Materials 4.3.3

Where new materials are specified, care will be taken to select materials that are

environmentally sound. Where possible, the BRE Green Guide will be used for material

specification and materials will have an A+ sustainability rating.

Throughout further stages of design consideration will be given to the responsible sourcing

of materials. Material suppliers shall preferably hold an Environmental Management System

(EMS) accredited to ISO 14001.

EFFICIENT USE OF WATER 4.4

The proposed development is not considered to have high water usage. The main water

uses are associated with toilets.

The proposed development shall include water efficiency measures that will contribute to

the environmental performance. This includes:

PIR controls to urinals in male toilets.

Low flush WCs.

Water efficient taps, which include aerating heads, on all sinks and wash hand basins

(WHB).

Installation of flow restricting ball-valves for WHBs, sinks, toilet/urinal cisterns, etc.

Pulsed water meter, capable of remote monitoring.

CONCLUSION 5.0

This document demonstrates how sustainability has been considered and shall be integrated

into the proposed development in accordance with national, regional and local policies.

Sustainability shall also be delivered during the detailed design stage and implemented

throughout construction and operation.

It has been shown that it is possible to achieve a 16% reduction in CO2 emissions through

the use of the energy hierarchy.

The reductions in CO2 emissions are achieved by improving building fabric standards,

improving building construction quality and adopting renewable energy technologies.
