What is the Public Health Emergency Preparedness (PHEP) Program?

• The Public Health Emergency Preparedness (PHEP) program is funded by a Cooperative Agreement between the State of Oregon and U.S. Health and Human Services, Centers for Disease Control and Prevention (CDC).

What is the Public Health Emergency Preparedness (PHEP) Program?

• Congress authorized funding for PHEP to support preparedness nationwide in public health departments in 2002*, shortly after the events of September 11, 2001 and the subsequent anthrax attacks.

• This agreement provides funding to enable public health departments to have:

• but also Infectious Disease Outbreaks, • Natural Disasters,• Biological, • Chemical, • Nuclear, and• Radiological Emergencies

What is the Public Health Emergency Preparedness (PHEP) Program?

• The efforts of Public Health Emergency Preparedness (PHEP) are designed to

• directly support the National Response Framework (NRF) and

• National Incident Management System (NIMS)

What is the Public Health Emergency Preparedness (PHEP) Program?

Oregon’s PHEP program consists of:

• the Liaison Program, • the Healthcare Preparedness Program (HPP), • the Health Alert Network (HAN) & HOSCAP, • SERVOR/ Medical Reserve Corps (MRC)• Crisis & Emergency Risk Communications,• Planning Unit• Training & Education Unit• Strategic National Stockpile (SNS) & Immunizations• State Public Health Laboratory• Preparedness Surveillance & Epidemiology Team (PSET)• Environmental Health

Public Health Emergency Preparedness (PHEP)

• In 2007 PHEP began working directly with the Tribes in Oregon.

• Local Health Departments have similar contract, known as Program Element (PE) 12

• Funding allocation is a Base amount plus per capita.

• Funds provided under this Agreement are to be used to operate a Tribal Public Health Emergency Preparedness Program

• To respond to Public Health Emergencies.

Basic Contract Requirements:

• Preparedness Coordinator• HAN Coordinator• Participate in monthly conference calls• Narrative/fiscal report(s) twice a year• Attend this conference

Performance Goals of Public Health Emergency Preparedness (PHEP)

Emergency Response Procedures include: • receiving reports from laboratories and providers;

• requesting additional resources, receiving, storing and/or distributing those resources;

• receiving and/or distributing resources that are being pre-deployed in anticipation of need (antiviral, vaccine, medical supplies and equipment);

• distributing and dispensing medications and/or other materials needed for protecting the public using Points of Dispensing (PODs) and alternative models (e.g., closed business PODs, mobile response teams).

Emergency Response Procedures continued:

• receiving reports of and responding to public health emergencies (including food and water) twenty-four hours per day, seven days per week;

• monitoring the impact of an emergency situation on identified vulnerable people or groups of people including those experiencing psychosocial consequences and facilitating actions to reduce the harmful impact on said people;

• Implementing public health measures including, quarantine and restriction of movement.

Exercise:

Tribe has plans for and satisfactorily conducts, at least one tabletop or workshop/seminar;

And one functional or full-scale exercise testing several of the described components

Exercise Components Include:• Procedures to distribute medications (POD)

• Procedures to notify and alert key stakeholders using HAN

• Procedures for antiviral and or vaccine distribution

• Procedures for public information dissemination

• Procedures for health resource requests and tracking resources

Exercise Components Include:

• Procedures to conduct isolation and quarantine measures

• Procedures for establishing and conducting command and control in coordination with state, local and tribal emergency management agencies

• Procedure to test a critical component of the Tribe’s choice (i.e., communications with healthcare partners, mobilization to POD sites, testing Go Kits when mobilizing, testing of 1-800 hotline, Just-in-time training for volunteers, etc.)

Training:

• All staff with an emergency response role receives emergency response training appropriate to their role in compliance with the National Incident Management System (NIMS) requirements.

Training continued:Tribe’s public health communication officer

(PIO) has received training in: 1. the use of the Incident Command System

(ICS) communication structure as described and required in the National Incident Management System (NIMS) and

2. (b) CDC’s Crisis and Emergency Risk Communication (CERC) For Leaders.
